There is no universally “best” AI-enabled ERP. The defensible choice is the platform that performs your highest-value workflows with accurate business context, least-privilege authorization, observable actions, reversible changes, and a cost you can operate. Evaluate Workday, Oracle Fusion, and SAP with one scorecard, the same test data, and identical approval scenarios in configured sandboxes. Treat feature names and vendor demonstrations as hypotheses until a pilot produces evidence.
What an ERP AI evaluation must prove
ERP AI ranges from finding a policy or summarizing a close issue to recommending a journal, starting a procurement workflow, or executing a multi-step transaction. Those are different risk categories. A chatbot that retrieves an invoice status should not receive the same score as an agent that changes a supplier record or posts an accounting entry.

Start by listing the exact processes you want to improve: recruiting, payroll support, financial close, accounts payable, procurement, supply planning, customer service, forecasting, or another named workflow. For each process, define the current cycle time, error rate, human review effort, exception rate, and systems involved. Then test all three platforms against the same business case, master data, organizational hierarchy, policy documents, and deliberately difficult exceptions.
Availability is part of the evaluation. Record whether a capability is generally available in your target release, requires an add-on or separate service, is limited to a particular region or edition, or has only been announced. Feature portfolios and release labels change quickly; date every result and identify the tenant or cloud release used.

A common scorecard for Workday, Oracle Fusion, and SAP
Use a weighted scorecard rather than counting named copilots or agents. A practical scoring scale is 0 for no demonstrated capability, 1 for a roadmap or unconfigured claim, 2 for a constrained demonstration, 3 for a controlled pilot result, and 4 for repeatable production evidence with controls and measured value. Keep the evidence beside each score so a marketing statement cannot silently become a requirement.

Do not award value points for a vendor-reported transaction volume or productivity percentage without your own controlled measurement. Workday has reported more than one trillion transactions each year across millions of workers and tens of thousands of roles (2025). That is a platform-scale statement, not an independent comparison of AI accuracy, safety, or return on investment.
How Workday’s AI should be evaluated
What the current architecture includes
Workday’s current AI portfolio centers on Illuminate agents, an Agent System of Record, Agent Passport, Agent Analytics, Agent-Ready Tools and MCP, plus role-specific agents for HR, finance, IT, and employee self-service. Workday describes two important operating modes: ambient agents, which act as themselves, and delegate agents, which act on behalf of a worker.
The distinction matters for accountability. Workday documentation says its agent security framework governs the identity, authentication, and authorization of AI agents within a tenant. Permissions are constrained by security groups, domain policies, business-process policies, and OAuth or API controls. In a pilot, show which of those controls applies to each tool call rather than accepting a generic “secure by design” statement.

Workday tests to run
- Classify every proposed agent as first-party, partner, or third-party, and record whether it is ambient or delegated.
- Map the agent to the exact domains, business processes, security groups, and data sources it can access. Attempt a read and a write outside that boundary and retain the denial evidence.
- Remove or change a worker’s role during a long-running task. Verify that permissions are re-evaluated and document what happens when an OAuth token expires.
- Use MCP or API integrations to reach a non-Workday system. Check whether user and agent identity, approvals, errors, and final outcomes remain in the audit trail.
- Review Agent System of Record, Agent Passport, and Agent Analytics outputs. Confirm that an administrator can identify ownership, status, versions, runs, and incidents without reconstructing events from multiple logs.
Transaction-safety questions
For a finance or HR transaction, require a human approval gate and a non-AI route that produces the same controlled result. Test a changed organizational assignment, a denied business-process step, duplicate input, and an exception that requires escalation. Record whether the agent can explain the source records it used and whether a reviewer can reverse the change without editing raw data.
How Oracle Fusion’s AI should be evaluated
What the current architecture includes
Oracle’s Fusion AI material spans ERP, enterprise performance management, supply chain management, human capital management, sales, service, marketing, industry scenarios, and partner-built agents. AI Agent Studio is the principal surface for building and managing agents.
Oracle describes Fusion Agentic Applications as native to transactional workflows. They use business objects, policies, approvals, permissions, and logged actions. Oracle’s AI-native builder includes testing, validation, governance, monitoring, and auditability. The evaluation question is whether your configured agent actually executes through those Fusion controls or whether an external automation layer is doing the sensitive work around them.

- Map the scenario. Identify the relevant ERP, EPM, SCM, or HCM module and the exact Fusion release. List the business objects the agent must read or change.
- Inspect the build. In AI Agent Studio, review permissions, data-security policies, role hierarchy, tools, prompts, knowledge sources, and any external connections. Require an owner for each component.
- Test policy enforcement. Run an allowed transaction, a transaction outside the user’s role, an approval-required transaction, and a segregation-of-duties conflict. Capture the resulting logs and approvals.
- Test grounding and validation. Supply current and stale records, conflicting policy text, missing fields, and an effective-date change. Score whether the agent identifies uncertainty instead of inventing a value.
- Review monitoring. Confirm that administrators can see executions, failures, tool calls, approvals, and outcomes, and can disable or revise an agent without losing historical evidence.
Oracle delivers quarterly Fusion updates, so a pilot should include regression tests before and after a scheduled update. A successful demonstration in one release is not proof that prompts, tools, permissions, or output formats will remain unchanged.

Transaction-safety questions
Ask the implementation team to demonstrate a journal, purchase order, supplier, or workforce action moving through native Fusion business objects and approval policies. Reject a design in which an external script writes directly to a database or bypasses the platform’s authorization and audit layer. Verify that a reviewer can see the proposed change before commit and that a supported reversal exists afterward.
How SAP Joule and agent tooling should be evaluated
What the current architecture includes
SAP’s Joule portfolio includes Joule Work, Joule Assistants, Joule Agents, Joule Studio, SAP Business Data Cloud, SAP Knowledge Graph, and SAP AI Agent Hub. SAP emphasizes grounding in harmonized data and business-process context, orchestration across systems, a centralized agent inventory, and KPI views.
SAP’s Joule Agents Compliance Brief (2026) states that “Agents cannot exceed human authorization.” It also states that users retain the ability to “review, override, and reverse agent-executed actions.” Treat those statements as controls to demonstrate in your tenant: identify the user and agent, trigger an approval, override the recommendation, reverse an executed action, and retrieve the complete audit record.

- Classify the scenario as Joule Work, an Assistant, an Agent, or a custom Joule Studio solution. Record the services and subscriptions involved.
- Check whether the response is grounded in SAP Business Data Cloud and SAP Knowledge Graph context. Introduce an inconsistent master-data record and an exception to see whether the agent surfaces the conflict.
- Use AI Agent Hub to review inventory, ownership, lifecycle status, and KPI reporting. Confirm that inactive or experimental agents cannot remain invisible to administrators.
- Test role-based authorization and approval workflows with both an ordinary user and a privileged administrator. Attempt an action that would violate separation of duties.
- Exercise review, override, reversal, and a non-AI fallback. Record the identity attached to every step and the time at which the original and corrected states were written.
- Run a cross-SAP workflow and a separate SAP-to-non-SAP workflow. Compare identity propagation, error handling, latency, and audit completeness; do not assume that cross-system orchestration has identical controls.

Run a controlled ERP AI pilot
- Select representative workflows. Choose two to five processes with measurable pain and different risk levels: one read-only inquiry, one recommendation, one approval workflow, and one material transaction if the organization is ready.
- Freeze the test pack. Use the same anonymized or synthetic master data, policy documents, hierarchy, effective dates, exception cases, and user roles in each platform. Version the prompts and tool definitions.
- Define approval gates. Set a threshold above which no agent can commit without a named human reviewer. Specify which actions are prohibited, which are reversible, and what happens when a reviewer does not respond.
- Execute identical cases. Include normal, incomplete, contradictory, duplicate, unauthorized, and time-sensitive inputs. Repeat cases to expose nondeterministic behavior.
- Capture evidence. Save outputs, source records, tool calls, approvals, denials, errors, timestamps, token or usage information where available, and the final business-system state.
- Score quality and safety separately. A correct answer that violates authorization is a failure. A safely denied action that should have been allowed is also a failure, but it belongs in a different metric.
- Run regression testing. Re-execute the pack after configuration changes and each vendor release. Compare permissions, output quality, latency, and audit records.
- Make a gated decision. Advance only workflows that meet minimum thresholds for accuracy, authorization, review, reversibility, observability, and operating cost. Keep a human or deterministic non-AI process for material exceptions.
Metrics that make the business case credible
Measure a baseline before enabling the agent. Useful measures include:
- Cycle time: elapsed time from intake to approved completion, including waiting for human review.
- Quality: factual accuracy, correct policy application, complete fields, and rate of unsupported claims.
- Control performance: unauthorized-action attempts blocked, approval compliance, segregation-of-duties conflicts detected, reversals completed, and audit records retrieved successfully.
- Human effort: minutes spent reviewing, correcting, escalating, and investigating each case.
- Reliability: successful-run rate, tool and integration failures, timeout behavior, duplicate actions, and recovery time.
- Adoption: eligible users, active users, completion rate, override rate, and reasons for abandonment.
- Cost: implementation labor, integration and model usage charges, monitoring, training, controls, support, and the capacity needed for human approvals.
Report results by workflow and risk tier, not as one blended average. A small cycle-time gain in a low-risk inquiry does not offset a control failure in payroll, treasury, financial close, or supplier payments.
Governance, data protection, and operating ownership
Contract and architecture checks
Confirm tenant isolation, encryption, retention, regional processing, cross-border transfer controls, and whether customer data can be used to train a shared model. Align the contract with the technical design: identify every model, connector, subprocessor, log store, and backup location that receives ERP data. Vendor marketing claims should be verified against security and contractual documentation.

Ownership and change control
Assign an accountable owner for each agent, its prompts, tools, knowledge sources, permissions, and business outcome. Maintain an inventory with status, version, release date, approved use, prohibited use, fallback procedure, and incident contact. Require peer review and regression tests before promotion from development to production. Define how an agent is paused, rolled back, or retired when a model, policy, role, or integration changes.

Human review design
Human-in-the-loop should be specific, not ceremonial. The reviewer needs the proposed change, source records, policy basis, confidence or uncertainty signal where available, and a clear approve, edit, reject, or reverse action. Record the reviewer identity and decision. For high-impact decisions, preserve a deterministic route that does not depend on an AI service being available.
Questions to ask vendors and implementation teams
- Which exact capabilities are generally available in the target release, and which require an add-on, partner service, preview, or roadmap commitment?
- What identity does the agent use for each read and write, and how is authorization re-evaluated after a role or token change?
- Can you demonstrate an approval-required action, a denied action, an SoD conflict, an override, and a reversal using our test roles?
- Which prompts, tools, data sources, model choices, and external connectors are configurable, and who can change them?
- What appears in the audit record: user and agent identity, source data, tool calls, approvals, errors, timestamps, costs, and final outcome?
- How are tenant isolation, retention, regional processing, model training, and cross-border transfers documented contractually?
- What happens during a timeout, integration outage, duplicate request, partial completion, or model unavailability?
- How often are updates delivered, how are customers notified, and what regression and rollback support is provided?
- Which measured results come from customer-controlled pilots rather than vendor-reported scale or productivity claims?
How to choose among the three
Choose Workday when your priority is deeply governed HR, finance, IT, or employee workflows in a Workday-centered tenant and the ambient-versus-delegate model fits your accountability design. Choose Oracle Fusion when the use case depends on Fusion business objects and you want to build, test, and monitor agents through AI Agent Studio across ERP, EPM, SCM, or HCM. Choose SAP when harmonized data, business-process context, cross-system orchestration, and Joule’s inventory and governance model align with your SAP landscape.
Those are starting hypotheses, not substitutes for evidence. The winning platform is the one that clears your predefined thresholds on grounding, authorization, human control, auditability, integration, lifecycle management, and measured economics for the workflows that matter most.
