Evaluate a contract manufacturer (CM) against a written product and production brief, then require evidence that its specific facility can build, test, trace, and support your hardware. Compare quotes only after every supplier has priced the same scope. A low bid or certificate cannot substitute for demonstrated process capability, engineering support, supply-chain control, cybersecurity diligence, and contract terms that preserve your ownership and transfer rights.

What should an AI hardware startup define before contacting manufacturers?

Start with a controlled manufacturing requirement, not a marketing description. The package should describe the product’s current maturity, expected production path, and the evidence you will require from a supplier. This prevents each CM from making different assumptions and makes later bids comparable.

Specify the product and its operating conditions

  • PCB files, mechanical files, drawings and revision status.
  • A bill of materials (BOM) with manufacturer part numbers and approved alternates.
  • Environmental and operating conditions, including temperature, vibration, ingress or other conditions relevant to the design.
  • Packaging, labeling, serialization and customer-specific requirements.
  • Any market, customer or regulatory compliance requirements that apply to the finished product.

Describe volumes and timing as ranges

Give annual-volume ranges, target dates and expected ramp stages rather than a single optimistic number. Ask each supplier to state the minimum order quantities, lead times, capacity assumptions and inventory commitments behind its proposal. A startup’s prototype volume, pilot volume and repeat-production volume can require different processes and commercial terms.

Define the manufacturing and integration scope

State which work must be performed in-house and what may be subcontracted. Depending on the design, the scope may include surface-mount technology (SMT), through-hole or mixed-technology assembly, component purchasing, design-for-manufacturability (DFM) and design-for-assembly (DFA), board and functional testing, box build, cable or harness work, conformal coating, potting, enclosure integration, thermal interfaces, labeling, prototype builds, pre-production builds and volume production. CMs vary substantially in the services they actually perform.

Separate fixed requirements from open design decisions

Mark unresolved design choices explicitly. If the design is changing, ask how engineering changes are reviewed, priced, documented and released, and what new-product-introduction (NPI) support is available. If the design is nearing a stable release, concentrate your diligence on repeatability, process controls, capacity and scaling assumptions.

Write the test and traceability expectations

List the inspections and functional tests you expect, the failures each test should detect, required records, serial-number rules and the links between component lots, boards, finished units and test results. Specify who is expected to develop and own fixtures, test software, limits and programming files. These details determine whether a supplier can provide evidence when a field failure or component issue occurs.

How do I build a shortlist that fits a startup’s next production stage?

Shortlist suppliers whose technology, scale, location, compliance profile and typical program size plausibly match your next stage. Do not select by a supposed “tier” alone: provider tiers are informal shorthand, not a formal quality ranking.

Check program and technology fit

  • Ask what similar board complexities, package types, thermal designs or complete-system integrations the named facility has built.
  • Confirm whether the facility supports your expected prototype, pilot and production volumes.
  • Ask which processes are performed on site and which are outsourced, including the identity and location of critical subcontractors.
  • Determine whether the supplier can support the hardest element of your product, not merely its easiest assembly step.

Identify accountable people

Request the name and role of the program manager and NPI engineer who would own your account. Ask how issues are escalated, who can authorize a shipment hold, and who communicates during a shortage or quality event. References should be able to discuss responsiveness, engineering judgment and issue resolution rather than only final price.

Test capacity and priority assumptions

Ask what capacity would be reserved, how your program is prioritized against larger customers, and what happens during a demand spike or component shortage. A supplier may have impressive equipment but little practical availability for a small startup. Have the CM explain its allocation rules and the lead times it can actually support.

How can I verify that the proposed site can build the product?

Map every important product requirement to a process, piece of equipment, trained skill or controlled supplier handoff at the facility that will build your units. A corporate capability presentation is not proof that the specific site has the required process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Audit board-assembly capability

For electronics, ask about SMT and through-hole capacity, fine-pitch and package handling, inspection, rework controls and any special processes. Possible inspection and test capabilities include automated optical inspection (AOI), X-ray, in-circuit test (ICT), flying-probe test, functional test and burn-in. They are options to evaluate, not a universal checklist: the right combination depends on your design, risk and coverage goals.

Audit complete-system integration

For an AI system that includes more than a populated board, verify mechanical integration, enclosure assembly, thermal interface materials, cabling, harnesses, labeling, serialization and final test. Ask who installs firmware, configures security settings and performs system-level functional checks. Require the CM to distinguish work done by its employees from work sent to another organization.

Request objective build evidence

  • An anonymized DFM or DFA report showing how issues were identified and resolved.
  • A redacted build record or first-article package from a comparable product.
  • A sample production or test report with limits, measured results, disposition of failures and revision control.
  • A description of rework authorization, operator qualification and process-change control.

Ask what happens to test fixtures, software, limits and documentation if the relationship ends. Ownership and access should be settled before those assets become essential to production.

What questions should I ask about test coverage and NPI?

Ask the CM to explain the purpose and limits of each test, not just to list machines. You need to know which defects a test can detect, which it cannot, and how results become release decisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Clarify coverage and responsibility

  • Which failure modes are covered by inspection, electrical test, firmware programming and functional test?
  • Who develops the fixture, test software and acceptance limits?
  • How are test-program versions approved, stored and linked to product revisions?
  • How are false failures, intermittent failures and retests recorded?
  • What is the quarantine and disposition process for failed units?

Define NPI deliverables

For a prototype or pilot, agree on DFM feedback, bill-of-material validation, assembly instructions, first-article review, test readiness, defect reporting and an open-risk list. Require the CM to close or formally accept each issue before volume release. The aim is a repeatable process that another trained operator can follow, not a successful demonstration that depends on one engineer.

Which certifications and quality records matter?

Ask for current certificates and verify their scope, covered site address, expiration or surveillance status, and issuing or accreditation body. Determine applicable standards from your product, customers and markets; do not assume every AI hardware startup needs a particular certificate.

Use standards in context

The EMS evaluation material identifies ISO 13485 quality systems for medical devices, the IAQG 9100 series for aerospace, space and defense contexts, and IPC-A-610 acceptance criteria for completed electronic assemblies. These examples do not establish a universal requirement. Your contract and quality plan should state which standards, customer specifications and acceptance criteria actually apply.

Look beyond the certificate

Health Canada’s adopted GHTF guidance on supplier controls, dated 31 May 2010, recommends risk-based evaluation of purchased products and services. It says supplier capability should be demonstrated against defined criteria and cautions against relying solely on certification. The guidance is non-binding and scoped to medical-device quality systems, but its risk-based supplier-control principle is useful for other hardware programs when adapted to the product and jurisdiction.

Request operating evidence

  • Nonconformance reports and the process for containment, root-cause analysis, corrective action and effectiveness verification.
  • Inspection and functional-test results, yield reporting and rework data.
  • Calibration and preventive-maintenance records for relevant equipment.
  • Training or qualification records for specialized processes.
  • Traceability records connecting components, assemblies, operators, equipment and test results.
  • A redacted example showing how a defect was detected, contained, corrected and verified.

Agree which records you will receive, in what format, and how long they will be retained. A quality system is useful only when it produces records you can review and act on.

How should I evaluate component sourcing and supply continuity?

First establish whether the CM is turnkey, consigned or operating under a hybrid model. Then test how it protects provenance, availability and your control over substitutions.

Ask how parts are purchased

  • How is authorized distribution established, and when are brokers permitted?
  • How are counterfeit risks assessed and suspect parts quarantined?
  • How are allocation, obsolescence and last-time-buy notices communicated?
  • What lead-time and price assumptions support the quotation?
  • Which critical sub-tier suppliers are visible to you?

Control substitutions in writing

Require written startup approval for any substitution that could affect performance, safety, regulatory status, firmware compatibility or qualification. Define the evidence needed for approval, such as a data-sheet comparison, sample testing or a revised qualification plan. The CM should identify the exact manufacturer and part number used in each build.

Clarify inventory exposure

Document ownership of excess and non-cancellable, non-returnable (NCNR) inventory, payment triggers, cancellation windows and responsibility when forecasts fall. A quote that appears inexpensive can create a large startup liability if it assumes early purchases of long-lead components without clear ownership terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What cybersecurity and upstream-supply-chain checks are appropriate?

Apply diligence in proportion to the information and access the CM handles. A manufacturer that receives firmware, design files, credentials or security-relevant components creates risks beyond ordinary delivery performance.

Use a structured due-diligence lens

NIST’s Cybersecurity Supply Chain Risk Management: Due Diligence Assessment Quick-Start Guide, final publication 8 July 2026, identifies foreign ownership, control or influence (FOCI), provenance, resilience, foundational cyber practices and supply-chain tiers as due-diligence dimensions. NIST defines due diligence as “the investigative process of researching all available, pertinent information about a given supplier or product so that informed decisions can be made on new acquisitions or existing systems.” The guide is scoped to information and communications technology suppliers; use it as a framework, not as a substitute for a product-specific threat model or legal assessment.

Ask operational security questions

  • How are design files, firmware, credentials and production data access-controlled?
  • Are accounts unique, logged and removed promptly when personnel leave?
  • How are backups protected, tested and restored after an incident?
  • What is the incident-notification timeline and escalation path?
  • Which critical upstream providers handle sensitive data or security-relevant components?
  • How are remote-support sessions approved and recorded?

Record the answers, evidence and residual risk. Do not treat a broad security statement as proof that your specific program is protected.

How do I compare contract-manufacturer quotes fairly?

Issue the same RFQ package, drawings, BOM revision, forecast ranges, test requirements and commercial assumptions to every candidate. Compare unit prices only after reconciling what each quote includes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Normalize the full scope

Cost or responsibility item What to reconcile before comparing prices
Engineering and NPI DFM/DFA work, setup, programming, documentation and non-recurring engineering charges
Tooling and test Fixtures, molds, gauges, test development, maintenance and ownership
Materials Component ownership, approved alternates, minimum quantities, NCNR exposure and yield or scrap assumptions
Operations Inspection, rework, packaging, labeling, serialization and subcontracted processes
Logistics Freight, insurance, taxes, duties, storage, expedited shipments and delivery terms
Changes Engineering-change fees, cancellation charges, expedite rates and price-adjustment rules

Record every exclusion and dependency. A lower quote may shift cost into engineering work, rework, delayed parts, logistics or startup-owned inventory. The sources provide no universal cost benchmark, so the useful comparison is your normalized landed cost and risk exposure.

Use pass/fail gates and evidence scores

Set pass/fail gates for essential capabilities, compliance obligations, security controls and financial or continuity requirements. Then score the remaining criteria using comparable evidence across technical and process fit, product and volume fit, quality records, engineering responsiveness, test coverage, traceability, sourcing, cyber risk, continuity, location, logistics, commercial exposure, communication and transferability.

One practical evidence scale is:

Evidence level Meaning for your review
Absent or evasive The supplier does not answer, cannot identify an owner or avoids a specific request.
Asserted without evidence The supplier makes a capability or quality claim but provides no objective record, example or site-specific proof.
Supported by evidence The supplier provides a relevant record, audit result, build example, test report, certificate scope or named process owner that you can verify.

Assign your own weights according to product risk and startup stage. This evidence method is an internal decision aid, not an industry standard.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

What should the contract and quality agreement require?

Put responsibilities and exit rights in the supplier agreement, quality agreement, purchase order or a controlled interface document. Oral promises are difficult to enforce when a design changes or a program is transferred.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define technical and quality control

  • Current specifications, approved BOMs, drawings and revision-control rules.
  • Acceptance criteria, first-article or pilot approval and shipment-release authority.
  • Engineering-change notification, review and approval thresholds.
  • Nonconformance containment, corrective action, complaint handling and product-risk communication.
  • Traceability, records retention, audit rights and access to agreed production and test data.

Allocate inventory and forecast risk

State forecast obligations, cancellation windows, NCNR approvals, excess-stock ownership, payment triggers and liability when demand falls. Define what happens to work in progress and purchased parts during a pause, redesign or termination.

Protect tooling, data and transferability

Identify ownership and access for tooling, fixtures, test programs, firmware, software, process documentation and manufacturing data. Specify export formats and delivery timelines. Include notice and transition support if the relationship ends, and require return or transfer of startup-owned parts, tooling, fixtures and agreed records.

How should a startup run a pilot before scaling?

Use a prototype or pre-production build to test both the product and the working relationship. Agree success criteria before material is released.

  1. Freeze the build package. Identify the design revision, BOM, approved alternates, assembly instructions, test limits and labeling rules.
  2. Define acceptance. Set targets for DFM feedback closure, first-article review, test coverage, defect and rework reporting, record completeness, delivery performance and open-risk disposition.
  3. Observe execution. Confirm that the named team follows the documented process, records deviations and escalates issues rather than silently improvising.
  4. Review the evidence. Check component traceability, inspection results, test data, serial-number links, nonconformance records and corrective actions.
  5. Update the controlled package. Incorporate lessons, close or accept residual risks and approve the revised process before volume production.
  6. Scale in stages. Increase volume only when you can explain how a unit is built, tested, accepted, traced and recovered if a quality or supply problem appears.

Which red flags deserve investigation?

These signs are prompts for deeper diligence, not automatic disqualifiers. Assess them against product risk, business stage and available mitigations.

  • The quote does not identify included processes, facilities or subcontractors.
  • Certificates cannot be tied to the specific site, scope and current status.
  • The supplier cannot provide objective examples of inspection, testing, traceability, corrective action or quality reporting.
  • Substitutions can occur without your approval, or component provenance is unclear.
  • Tooling, test, NRE, NCNR inventory, yield or change-order assumptions are omitted.
  • No named engineering or program owner is assigned, and escalation duties are vague.
  • The contract does not state who owns tooling, fixtures, process records or work in progress at termination.
  • The supplier cannot describe continuity planning, cyber access controls, incident handling or critical upstream dependencies at an appropriate level of detail.

How do I make the final selection?

Select the supplier that offers the strongest evidence-backed fit for your next production stage, not necessarily the lowest unit price. Require the finalist to close material evidence gaps, document assumptions and accept the responsibilities and transfer rights your risk profile demands.

A defensible decision file should contain the controlled manufacturing brief, identical RFQ package, normalized quote comparison, evidence scorecard, site and process findings, open-risk register, pilot results and approved contract terms. Revisit the evaluation when the product, volume, market or threat model changes.

Frequently Asked Questions

How many contract manufacturers should an AI hardware startup shortlist?

There is no established ideal number in the available guidance. Shortlist enough candidates to compare genuinely different fits and preserve continuity options, then narrow the field when a supplier cannot meet a pass/fail requirement or refuses evidence requests.

Should a startup choose a local contract manufacturer?

Location should be evaluated alongside logistics, engineering access, supplier dependencies, data controls, auditability and continuity. A nearby site is not automatically safer or faster if critical processes or components are subcontracted elsewhere.

Free tools Windows power users keep installed

Who should own manufacturing test fixtures and software?

Ownership should be explicit in the contract and should cover fixtures, test programs, firmware, limits, documentation and data exports. If the startup funds or requires these assets, it should define access and transfer obligations before production begins.

What should happen if a manufacturer proposes a substitute component?

Require written notice and startup approval when the change could affect performance, safety, regulatory status, firmware compatibility or qualification. The approval package should identify the exact replacement and provide the comparison or testing evidence needed for a controlled decision.
