Evaluate AI spending as a portfolio of investments, not by counting licenses, prompts, enrolled users or completed pilots. For each use case, define the business outcome, baseline, credible non-AI alternative, full lifecycle cost, accountable owner and acceptable risk; then compare measured results with pre-agreed thresholds. Scale only when the evidence supports the expected value, quality, adoption and risk profile. If it does not, modify, pause, roll back or stop the project.
The central question is not whether a system uses AI. It is whether this particular use of AI produces enough measurable benefit, relative to its full costs and risks, to justify continued investment.

Count changes in business outcomes, not AI activity. A useful value hypothesis connects a specific decision or workflow to an outcome such as revenue uplift, lower cost to serve, improved margin, shorter cycle time, fewer errors, avoided risk losses or capacity released.
Make the causal chain explicit: what work changes, who uses the system, what action changes as a result, and how that change affects the business. For example, a tool that drafts responses does not by itself create a financial return. The value depends on whether the workflow changes in a way that improves service, reduces costs, increases capacity or produces another defined outcome.

McKinsey’s five-layer framework puts financial impact at the top, including revenue uplift, cost to serve, margin and total cost of ownership. That ordering is useful: strategic or technical benefits may matter, but they should not be mistaken for financial impact unless the company can explain the connection.
Distinguish savings from capacity
Lower processing time may release employee capacity without reducing payroll or increasing output. Record that as capacity released until the company can show how it becomes financial value—for example, through more work completed, avoided hiring, redeployment to higher-value work or an actual reduction in expense. Do not book the same time saving as both a cost reduction and a capacity benefit.

Include nonfinancial outcomes without disguising them as ROI
Some use cases may be justified partly by strategic, trust, workforce or risk outcomes. Track those alongside financial results and state how they inform the decision. A trust improvement, better employee experience or strategic capability can be valuable, but it is not a cash saving unless there is a defensible path from the outcome to money.
How do you establish whether AI caused the improvement?
Set a baseline before deployment and decide how you will distinguish the AI’s effect from normal variation or other changes. Where practical, compare the AI-enabled workflow with a credible alternative that does not use the system.
Record the conditions that influence the result, including seasonality, staffing, product mix, policy changes and ordinary performance variation. A before-and-after comparison can be informative, but it does not prove that AI caused the difference if other factors changed at the same time.
Choose a comparison that fits the workflow
- Phased rollout: Introduce the use case to different teams or locations at different times, where operationally practical, and compare outcomes over the rollout period.
- Matched comparison group: Compare users or workflows with similar characteristics, while documenting how closely they match.
- Other credible counterfactual: Use a suitable alternative baseline when a phased or matched comparison is not feasible, and state its limitations.
Do not claim more causal certainty than the measurement supports. If the comparison cannot isolate the system’s contribution, report the observed change as an association and describe the main attribution limits.

What costs belong in the AI investment calculation?
Use full lifecycle cost of ownership rather than the model or license charge alone. An apparently low-cost pilot can become expensive when it requires extensive preparation, human review, integration, ongoing monitoring or incident response.
- Model or license fees, plus inference and cloud consumption.
- Data preparation, integration and any supporting infrastructure.
- Security work, legal review and compliance-related work.
- Training, change management and workflow redesign.
- Human review, corrections, escalations and other oversight.
- Monitoring, maintenance, incident response and eventual retirement.
- Opportunity cost, including scarce staff time and resources committed instead of to another project.
Separate one-time costs from recurring costs. A deployment may require a substantial initial integration effort followed by continuing consumption, review and support. Make the timing visible: costs and benefits that arrive at different points should not be treated as if they occur all at once.
For comparison across use cases, calculate cost per transaction or outcome as well as total cost. Define what counts as a completed transaction or successful outcome, and include relevant review or rework costs. Otherwise, a system that handles more cases but generates more corrections can appear cheaper than it is.
How should a company estimate AI returns before scaling?
Model conservative, base and upside cases rather than relying on a single forecast. Convert operational changes into money or capacity using explicit assumptions, then adjust for the factors that can prevent projected gains from being realized.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A simple starting point is net value = attributable benefits − full lifecycle costs over a stated period. For a return-on-investment calculation, a company may express net benefit relative to investment cost, but it must define the period, cost base and benefit attribution consistently. For longer-lived investments, compare expected net present value or payback using the company’s chosen financial assumptions; do not present those results as precise if the underlying benefit estimate is uncertain.
Make the assumptions inspectable
For each case, show the expected volume of use, adoption, utilization, quality, timing and value per outcome. Discount the forecast when adoption may be slower than planned, when quality losses or human review could reduce productivity, when benefits may be delayed, when the system may cannibalize existing revenue or when execution is uncertain.

If an operational improvement is converted into a dollar figure, show the conversion. For example, a time reduction only translates into labor savings if the company can avoid expense or redeploy that time in a way that produces value. Treat these as assumptions to validate, not automatic consequences of deployment.
Account for downside as well as upside
For material downside, include expected-loss or value-at-risk analysis alongside the return estimate. This is especially important where a failure could create losses that overwhelm routine efficiency gains. Deloitte quotes Seun Salami, CFO of Nuveen, arguing that traditional ROI frameworks are increasingly inadequate for technology investments and that value at risk can be more relevant. That is a perspective on risk-aware evaluation, not a universal replacement for ROI.

Use a set of measures that connects financial results to the conditions required to produce them. A five-layer scorecard can cover financial impact, strategic outcomes, adoption and use, model or system performance, and infrastructure and total cost.
| Outcome layer | What to measure | What the measure helps answer |
|---|---|---|
| Financial impact | Revenue uplift, cost to serve, margin, realized savings and full cost of ownership | Did the use case create financial value relative to its costs? |
| Strategic outcomes | The specific strategic result defined in the business case | Did the investment advance an intended strategic objective? |
| Adoption and use | Use in the intended workflow and uptake among affected users | Is the system being used enough, and in the way, the value hypothesis requires? |
| Model or system performance | Quality, reliability and other measures tied to the use case | Is performance sufficient for the workflow and its risk tolerance? |
| Infrastructure and cost | Cloud and inference consumption, ongoing support and cost per transaction or outcome | Can the system deliver at an economically sustainable cost? |
PwC’s benchmarking framework adds financial, operating, functional, trust and workforce dimensions. These perspectives can reveal why a project is or is not generating value: a technically capable system may have weak workflow adoption, or an operational gain may come with a workforce or trust trade-off. Keep these measures distinct enough that a strong result in one area does not conceal a material weakness in another.
Define each metric before the pilot, including its measurement method, owner, comparison period and threshold. NIST says measurement can use quantitative, qualitative or mixed methods, should include uncertainty and benchmarks, and should continue throughout the AI lifecycle. That supports tracking both numerical outcomes and evidence that is harder to reduce to a single figure.
What do reported AI ROI figures tell a company?
Published survey results show how widely outcomes and timelines can vary; they do not establish a universal hurdle rate for an individual company. The samples, geographies, years and reported measures differ, so compare them as context rather than as interchangeable benchmarks.

| Reported finding | Survey scope | How to interpret it |
|---|---|---|
| Median reported ROI of 10%, below the 20% many targeted; nearly one-third reported limited or no gains | Boston Consulting Group surveyed more than 280 finance executives in March 2025 | A reported survey median, not a target every AI use case should meet |
| Most respondents said a typical AI use case reached satisfactory ROI within two to four years; 6% reported payback in under one year | Deloitte Global survey of 1,854 executives across Europe and the Middle East, 2025 | A reported time-to-payback pattern for that survey, not a forecast for a specific project |
| The top 20% of 1,217 surveyed organisations captured 74% of AI-driven returns | PwC, 2026 | Evidence of concentrated returns among surveyed organisations, not a guarantee that a particular company will reproduce them |
| 92% reported meeting or exceeding ROI expectations | KPMG US reported this result from 300 US finance leaders within a 2,900-company global survey, 2024 | A different survey population and reported measure from the other findings |
The variation is itself a reason to build a company-specific baseline and measurement plan. A survey percentage cannot tell a decision-maker whether a particular workflow has enough adoption, quality, cost control or risk protection to merit more investment.
How should a company govern AI investment risk?
Assign accountability for both business outcomes and risks, then test and monitor the system across its lifecycle. The NIST AI Risk Management Framework (AI RMF) is a voluntary, rights-preserving and use-case-agnostic framework for organizations that design, develop, deploy or use AI. Its four functions are Govern, Map, Measure and Manage.
- Govern: Set accountability, decision rights and oversight for the investment.
- Map: Identify the use context, affected people, dependencies and material risks.
- Measure: Define methods and evidence for performance, uncertainty and risk.
- Manage: Use the evidence to address risks, monitor operation and decide what action is needed.
Connect governance to the business case rather than treating it as a separate checklist. Specify who can approve deployment, what conditions require human review, what incidents trigger escalation, and who can pause or roll back the system. Consider privacy, security, fairness, regulatory exposure, reliability and vendor dependencies in proportion to the use case.
For financial institutions, the Financial Stability Board’s 2026 sound practices call for strategic alignment with business model and risk appetite, clear accountability, materiality and risk assessment, performance management, human oversight, cyber and ICT controls, and third-party AI risk management. Those practices are framed for financial institutions; other organizations can still use the themes to structure their own controls without assuming the guidance applies identically to every sector.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11When should a company scale, modify, pause or stop an AI project?
Decide the gates before spending heavily. A staged portfolio approach funds discovery and instrumentation first, then advances to pilot, limited production and scale only when the use case clears agreed benefit, quality, adoption, cost and risk thresholds.
Use stage gates that require evidence
- Discovery: Confirm the business problem, accountable owner, affected users, value mechanism and likely alternative. Define what evidence would justify a pilot.
- Instrumentation: Establish baseline measures, cost tracking, comparison method and risk measures before deployment makes attribution harder.
- Pilot: Test whether the system performs adequately in the intended workflow and whether users adopt it. Compare outcomes with the baseline or counterfactual.
- Limited production: Test operating costs, reliability, oversight burden and risk controls in a bounded setting before committing to broad rollout.
- Scale or exit: Expand only if the evidence clears the pre-approved thresholds. Record a decision to continue, modify, pause, roll back or stop, with an owner and rationale.
A project can miss its original forecast but still merit modification if a specific, testable change could resolve the gap. Conversely, favorable early results do not automatically justify scale if quality, risk, unit economics or oversight burden deteriorates as use expands. Set conditions for stopping or rollback as deliberately as conditions for continued funding.

How should leaders compare AI projects across a portfolio?
Compare use cases on more than headline return. A high forecast with weak causal evidence may be a worse capital allocation than a smaller opportunity with reliable measurement and manageable risk.
| Comparison axis | Decision question |
|---|---|
| Expected net present value or payback | What is the expected value over the relevant period, under stated assumptions? |
| Confidence in causal measurement | Can the company distinguish the use case’s effect from other changes? |
| Total cost per transaction or outcome | Does the economics remain viable at the intended level of use? |
| Time to value | When could a measurable benefit begin, and what costs arrive first? |
| Adoption and workflow fit | Can intended users incorporate the system into actual work? |
| Quality and reliability | Does performance meet the workflow’s needs consistently enough? |
| Privacy, security, fairness and regulatory exposure | Are the risks within the organization’s tolerance and controls? |
| Human-oversight burden | How much review, correction or escalation does operation require? |
| Reversibility and vendor concentration | Can the company change course, and does the investment create a consequential dependency? |
| Strategic learning or capability value | Does the work build a capability that matters beyond this use case? |
Revisit portfolio allocation as evidence changes. Compare expected value, time to impact, measurement confidence, strategic importance, reversibility, risk and scarce capabilities. Funding should follow the strongest evidence and best fit with the organization’s priorities, not the number of pilots completed or the enthusiasm surrounding a technology.
Frequently Asked Questions
What is a good ROI for an AI project?
There is no single percentage that works as a hurdle for every company or use case. Set the required return using the organization’s investment criteria, time horizon and risk tolerance, and make sure the measured benefit and cost definitions match those used for other investments.
Should a company include employee time saved in AI ROI?
Yes, but distinguish time released from payroll actually reduced or output actually increased. Treat employee time as a capacity outcome until there is evidence showing how the organization converts it into financial or operational value.
Who should own an AI business case?
A business owner close to the affected workflow should be accountable for the outcome, with finance validating benefit and cost assumptions and risk, technology and operational stakeholders contributing measures in their areas. One named owner should remain responsible for the investment decision even when measurement is shared.
