1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsEvaluate overseas expansion as a staged capital-allocation decision, not as proof that foreign revenue is valuable. The central question is whether each country and business line can produce incremental, risk-adjusted cash returns that the Chinese parent can actually receive. Start with the strategic reason for expanding, rebuild the economics from local operations to parent-level free cash flow, and then discount returns for currency, tax, regulation, geopolitics, funding and exit risk.
A disciplined review can reject an attractive-looking expansion before it consumes more capital. It can also distinguish a temporary start-up loss from a structurally weak investment.

1. Define what “going global” is supposed to achieve
Management should state one primary objective and the mechanism by which overseas operations achieve it. Common objectives include:
Recommended Free Tools
- Revenue growth in markets where domestic demand is slower or saturated.
- Lower production, logistics or labor costs.
- Access to resources, technology, patents or specialized talent.
- Closer proximity to multinational customers.
- Supply-chain control or manufacturing diversification.
- Risk diversification across currencies and economies.
Require a falsifiable thesis: a statement that could be proved wrong by operating data. For example, “A local plant will reduce delivered unit cost by 12% after reaching 70% utilization within three years” is testable; “Internationalization will strengthen the brand” is not. The plan should identify the baseline option and its cost. If exporting, licensing or using a local partner can achieve the objective with less capital and less political exposure, a wholly owned foreign subsidiary needs a specific advantage to justify itself.

Questions that expose a weak thesis
- What customer, capability or cost cannot be reached through exports?
- Why is this country better than two realistic alternatives?
- Which assumption, if false, would make the investment unattractive?
- What evidence will be available within 6, 12 and 24 months to confirm or reject the thesis?
- What is the smallest reversible investment that can test demand?
2. Build a country-and-business-line economic model
Reported overseas revenue is not the same as incremental revenue. A group may shift orders from China to a foreign subsidiary, acquire an existing business, or book sales through a trading entity while the economic activity occurs elsewhere. Reconcile each country and business line to an operating model that starts with units sold and ends with cash available to the parent.
Revenue and margin bridge
Track volume, local price, discounts, returns, freight terms and product mix separately. Then calculate gross profit after local manufacturing or procurement costs. Do not use the group’s average gross margin unless the foreign operation has the same products, customers and cost structure.
Below gross profit, show local selling, general and administrative expense; sales commissions; compliance and licensing costs; local management; insurance; warehousing; and technology support. Display headquarters allocations separately. An arbitrary allocation can obscure the subsidiary’s economics, while omitting genuinely incremental headquarters staff can overstate returns.
Investment and working capital
Include land, plant, equipment, software, deposits, acquisition consideration, integration spending, launch marketing and employee recruitment. Model inventory days, receivable days, payable days, customer advances and seasonal swings. A fast-growing subsidiary can consume cash even when its income statement shows a profit.
Separate recurring operating costs from start-up costs and one-off acquisition or restructuring charges. One-off costs should not be treated as permanent, but they are real cash outflows and belong in the investment case. Depreciation affects accounting profit and taxes; capital expenditure affects cash. Show both.

Reported currency and local currency
Prepare the model in local currency and translate it into the parent’s reporting currency. The local model shows operating performance; the translated model shows what shareholders receive. Record the exchange rate used for each forecast period, the proportion of costs and debt naturally hedged by local revenue, and the timing of translation. A subsidiary can hit its local-currency targets while depreciation reduces parent-level revenue, profit and cash.
3. Use return measures that reflect cash, capital and risk
No single metric is sufficient. Use a set of measures that answer different questions and reconcile them to one another.
| Measure | What it answers | How to use it |
|---|---|---|
| Incremental ROIC | Does the operation earn more than the capital tied up in it? | Use after-tax operating profit divided by incremental invested capital. Include working capital, fixed assets and capitalized launch spending. |
| Project IRR | What annualized return does the project’s cash-flow pattern imply? | Use unlevered project cash flows first; test the result after financing, tax and currency scenarios. |
| NPV | How much value is created at a required return? | Discount parent-level cash flows at a rate reflecting country, currency, business and execution risk. State the terminal-value method. |
| Payback period | How quickly is invested cash recovered? | Use cumulative free cash flow, not EBITDA. A short payback can still hide weak long-term economics. |
| EBITDA-to-cash conversion | How much operating earnings become cash? | Subtract cash taxes, working-capital investment, maintenance capital expenditure, interest and other recurring cash items. |
| Free-cash-flow margin | How much sales revenue remains as cash? | Calculate by country and business line, then explain unusual differences from the group. |
| Economic profit | Does the project exceed its cost of capital? | After-tax operating profit minus a capital charge on invested capital. Positive accounting profit is not enough. |
Calculate every measure in local currency and in the parent’s reporting currency. Show base, downside and severe-downside cases rather than a single point estimate. If a project’s NPV is positive only before withholding tax, currency losses or trapped cash, it is not positive for the parent.
Incremental rather than average performance
Compare the foreign project with the counterfactual: continuing to export, investing in China, licensing the technology or doing nothing. Allocate only costs and benefits that change because of the project. A group-wide margin can make a low-return foreign expansion look attractive, while a country’s statutory profit can look poor because it bears costs that would exist at headquarters anyway.
4. Test whether profits can reach the Chinese parent
Parent-level value depends on accessible cash, not merely subsidiary earnings. Build a cash-repatriation bridge for each jurisdiction:

- Start with statutory net income and operating cash flow in the subsidiary.
- Subtract local working-capital needs, maintenance capital expenditure, debt service and mandatory reserves.
- Identify the amount legally available for dividends or other permitted payments.
- Deduct withholding tax, local corporate tax adjustments, bank fees and currency-conversion costs.
- Check whether shareholder approvals, solvency tests, transfer-pricing support or regulatory filings are required.
- Map the payment date, receiving entity and any Chinese tax or foreign-tax-credit treatment.
- Reconcile the amount and timing to the parent’s consolidated cash-flow statement.
Forms of cash movement
Dividends are usually the clearest route but may be restricted by local company law, losses, debt covenants or foreign-exchange controls. Intercompany service fees, royalties, interest and procurement payments can be legitimate when supported by contracts, transfer-pricing documentation and services actually delivered; they are not a substitute for compliance. Intercompany debt can move cash but introduces refinancing, thin-capitalization, interest-withholding and currency risk.
China’s capital-account framework covers direct investment, securities investment and cross-border borrowing. The Ministry of Commerce’s 2025 guide describes direct investment as relatively open but still subject to registration and administration. For a specific transaction, verify the applicable National Development and Reform Commission and Ministry of Commerce filing or approval route, State Administration of Foreign Exchange registration and bank documentation. A July 2026 SAFE transcript describes efforts to streamline regular outbound capital remittances and cross-border financial services, but that policy discussion does not remove the need to check the company’s exact route and evidence.
Signs of trapped cash
- Large subsidiary cash balances alongside parent borrowing.
- Repeatedly rising “other receivables” from the parent or affiliates.
- Dividends declared but not paid, or payments consistently delayed.
- Local-currency cash that cannot be converted at the modeled exchange rate.
- Restrictions imposed by sanctions, capital controls, litigation, tax audits or loan covenants.
5. Stress-test the downside before approving more capital
Base-case forecasts are not a risk assessment. Run separate shocks and a combined severe case. At minimum, test:
- Demand 20% below plan and a slower ramp to utilization.
- Price cuts or unfavorable product mix.
- Input, energy, freight or wage inflation.
- Tariff increases, customs delays or a loss of preferential treatment.
- Sanctions, export controls, investment screening or license delays.
- Local-currency depreciation against the parent’s reporting currency.
- Higher local and parent interest rates.
- Supply interruption, labor disputes, litigation or product recalls.
- A lower exit multiple or no sale at the planned exit date.
For each scenario, show the effect on revenue, EBITDA, free cash flow, covenant headroom, ROIC, NPV and the date cash can be remitted. Correlated shocks matter: a geopolitical event may reduce demand, weaken the currency, delay licenses and increase financing costs at the same time.
Stage-gates and stop-loss rules
Release capital in tranches tied to observable milestones: regulatory approval, signed customer contracts, construction completion, qualified production, utilization, positive operating cash flow and successful repatriation. Set a date and threshold for each gate. Examples include stopping a plant expansion if signed orders remain below the minimum needed for break-even, or pausing acquisitions if integration costs exceed the approved range.

A stop-loss rule should specify who can halt spending, what data triggers the decision and how essential operations will be protected. Without pre-agreed rules, sunk-cost pressure can turn a small miss into a large loss.
6. Compare entry modes on the same risk-adjusted basis
Do not compare a greenfield project’s accounting margin with an acquisition’s revenue growth. Compare each route using parent-level NPV and ROIC, time to positive cash flow, capital intensity, control, resilience and reversibility.
| Entry mode | Typical strengths | Main risks | What to verify |
|---|---|---|---|
| Greenfield subsidiary | High control, purpose-built processes, clearer technology protection and potential cost advantage. | Slow ramp, construction and licensing delays, hiring difficulty, demand uncertainty and large upfront capital. | Permits, land rights, construction schedule, utilization break-even, local suppliers and contingency funding. |
| Acquisition | Immediate customers, staff, licenses, distribution and operating history. | Overpayment, hidden liabilities, weak integration, customer attrition, goodwill impairment and cultural conflict. | Quality of earnings, working capital, tax and litigation, customer concentration, retention plans and purchase-price allocation. |
| Joint venture or distributor | Lower capital, local relationships and shared regulatory or execution burden. | Less control, margin sharing, channel dependence, partner conflict and leakage of know-how. | Reserved matters, audit rights, data access, exclusivity, termination rights and cash-distribution mechanics. |
| Export-led model | Fastest and most reversible test, low fixed investment and centralized production. | Tariffs, freight, trade barriers, weaker local service and limited customer intimacy. | Landed cost, customs classification, tariff scenarios, distributor margin and service requirements. |
| Asset-light licensing or service model | Low capital intensity and potentially rapid country coverage. | Limited control over quality, brand and compliance; recurring fees may be less predictable. | License scope, audit and termination rights, intellectual-property protection and local enforcement. |
Run the same demand, price, currency, tax and exit scenarios across all modes. A lower-return partnership can be superior if it reaches positive cash flow sooner and preserves the option to withdraw. Conversely, a greenfield plant may be justified where control, supply security or technology protection has measurable value.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Check country, regulatory and geopolitical exposure
Country selection should be a quantified risk-adjusted comparison, not a list of fast-growing economies. Score each candidate on demand quality, competitive intensity, pricing power, labor and input costs, infrastructure, tax, currency convertibility, capital controls, ownership limits, licensing, data rules, sanctions exposure, political stability and exit liquidity.
Adjust the discount rate or scenario probabilities for these risks; do not hide them in an unexplained “conservative” forecast. Distinguish a risk that reduces cash flows from one that can make the project impossible. A license delay may defer cash by a year; an ownership prohibition may require a different entry mode.

Required legal and compliance checks
- Chinese outbound-investment filing or approval with the applicable authorities.
- SAFE registration, bank evidence and permitted remittance purpose.
- Host-country investment screening, ownership caps and sector licenses.
- Corporate-income tax, withholding tax, permanent-establishment and transfer-pricing exposure.
- Sanctions, export controls, customs and dual-use restrictions.
- Data localization, cybersecurity, privacy and cross-border transfer rules.
- Employment, benefits, union, health-and-safety and termination law.
- Anti-bribery controls, beneficial-ownership checks and third-party due diligence.
- Dividend, interest, royalty and service-fee repatriation restrictions.
8. Interpret China’s outbound-investment statistics carefully
The Ministry of Commerce reported 916.99 billion yuan (US$130.13 billion) of non-financial outbound direct investment in 2023, covering 7,913 overseas enterprises across 155 countries and regions. That figure describes aggregate outbound investment, not the profitability of any individual company or country.
MOFCOM’s 2024 statistical-bulletin portal places current outbound investment in the context of an uneven global recovery, heightened geopolitical tension, protectionism and supply-chain restructuring. Those conditions make headline growth less informative than project-level cash returns.
Geography also requires care. OECD analysis notes that MOFCOM records the immediate destination of investment; Hong Kong is a major recorded destination, so the headline destination may not be where the ultimate operating assets are located. Trace ownership through intermediate holding companies before deciding that a country is receiving, or generating, the reported investment.

Overseas complexity creates opportunities to overstate performance through internal pricing, selective segment definitions or non-cash adjustments. Review:
- Segment definitions and changes in what management calls “overseas.”
- Local statutory accounts, consolidation entries and auditor opinions.
- Related-party sales, loans, guarantees, receivables and service agreements.
- Non-GAAP adjustments, stock compensation, restructuring and recurring “one-offs.”
- Goodwill balances, purchase-price allocation and impairment testing.
- Transfer-pricing policies and reconciliations to tax filings.
- Cash returns, not only revenue growth or booked EBITDA.
Request country-level revenue, operating profit, capital expenditure, working capital, cash balances, dividends and intercompany balances. Management that cannot provide a consistent bridge from local accounts to consolidated results is presenting an execution and control risk, regardless of the reported growth rate.
10. A repeatable evaluation workflow
- Write the thesis. State the objective, counterfactual and falsifiable milestones.
- Define the perimeter. Identify the legal entities, ultimate operating location, business lines and ownership percentages.
- Rebuild operating economics. Model volume, price, gross margin, local costs, headquarters costs, working capital and capital expenditure.
- Separate incremental cash flows. Remove costs that do not change and include all launch, integration and restructuring cash.
- Model local and parent currencies. State exchange-rate assumptions, hedges and translation effects.
- Calculate returns. Produce incremental ROIC, IRR, NPV, payback, cash conversion, free-cash-flow margin and economic profit.
- Build the repatriation bridge. Trace statutory profit to legally distributable, converted and received cash.
- Run downside scenarios. Include operational, financial, regulatory and geopolitical shocks, including a combined case.
- Compare entry modes. Use the same assumptions and decision axes for greenfield, acquisition, partnership, export and asset-light alternatives.
- Set gates and monitoring. Assign owners, dates, thresholds, reporting frequency and stop-loss authority.
- Reassess after launch. Replace forecasts with actual country-level data and update the investment case at every gate.
11. A practical decision rule
Approve expansion only when the strategic objective is specific, the country model produces positive risk-adjusted economic profit, the project survives credible downside cases, and the parent can receive cash on a documented schedule. Require a different structure or smaller pilot when returns depend on an unverified license, an optimistic exchange rate, permanent revenue growth or an exit that may not be available.
Reject or pause the project when management cannot reconcile local accounts to group reporting, cannot explain related-party balances, cannot document the repatriation route, or relies on aggregate overseas revenue as evidence of profitability. The right conclusion may be “test through exports first,” “use a partner,” or “wait for regulatory clarity,” rather than “invest more.”
