To estimate the effect of an Australian tax increase, recalculate income tax progressively and change only the bracket or threshold that has changed. Then add the Medicare levy and any HELP repayment, subtract offsets and other deductions, and divide the resulting annual net pay by 52, 26 or 12 for weekly, fortnightly or monthly pay. A marginal-rate increase is not applied to your entire salary.
The worked example below uses a $40,000 taxable salary and a hypothetical one-percentage-point increase in the $18,201–$45,000 bracket. It shows the method without pretending that the hypothetical rate is current law. For an actual payroll estimate, use the Australian Taxation Office (ATO) tax-withheld calculator for the relevant financial year and check the result against your payslip.

What “take-home pay” means in Australia
Take-home pay, or net pay, is the amount left from your gross taxable pay after income tax and other applicable deductions. For a personal estimate, identify whether the salary figure is taxable income and whether superannuation is included. A package quoted as “$100,000 including super” does not produce the same cash salary as $100,000 plus super.
Recommended Free Tools
Your estimate also depends on the financial year, Australian tax residency, whether you claim the tax-free threshold from this employer, Medicare eligibility, HELP or another study-loan debt, deductions and offsets. Keep these assumptions identical when comparing an old tax schedule with a new one; otherwise you will mix the tax change with a personal change.

The calculation in one formula
Use this sequence for each scenario:
- Start with gross taxable income. Include salary and other taxable income relevant to the estimate; do not automatically include employer superannuation unless the quoted figure is a package.
- Calculate progressive income tax. Apply each marginal rate only to the dollars that fall inside its bracket.
- Add the Medicare levy. Test the applicable low-income threshold and any reduction or exemption rather than assuming 2% for everyone.
- Add HELP or another study-loan repayment if your repayment income and loan status require one.
- Subtract eligible offsets and deductions in the way the relevant year’s rules allow.
- Subtract total deductions from gross taxable pay. This is estimated annual net pay.
- Convert the annual result to your pay cycle: divide by 52 for weekly, 26 for fortnightly or 12 for monthly. Payroll withholding may differ slightly because employers round each pay period.
In compact form:
annual net pay = gross taxable income − income tax − Medicare levy − HELP repayment + offsets − other deductions
A deduction reduces taxable income; an offset reduces tax already calculated. Treating one as the other is a common source of error.
Worked example: isolating a hypothetical tax increase
This example is deliberately assumption-led. It demonstrates what would happen if the rate in the $18,201–$45,000 bracket rose from 16% to 17%. It is not a statement that this increase has been legislated.
| Assumption | Value used |
|---|---|
| Taxable salary | $40,000 a year |
| Residency | Australian resident for tax purposes |
| Tax-free threshold | Claimed from this employer |
| HELP or other study loan | None |
| Deductions and offsets | None |
| Medicare levy | Full 2% assumed for illustration; your actual low-income treatment may differ |
| Changed bracket | $18,201–$45,000 |
| Old marginal rate | 16% |
| Hypothetical new marginal rate | 17% |
1. Find the dollars in the affected bracket
The first $18,200 is covered by the tax-free threshold. At a $40,000 taxable income, the amount exposed to the changed rate is:
$40,000 − $18,200 = $21,800
2. Calculate income tax under each rate
Under the 16% rate:
$21,800 × 0.16 = $3,488
Under the hypothetical 17% rate:
$21,800 × 0.17 = $3,706
The income-tax increase is therefore $218 a year, not 1% of the full $40,000 salary. Only the $21,800 inside the changed bracket is affected.
3. Add Medicare and calculate annual net pay
Using the example’s deliberately simple full-levy assumption, Medicare is 2% of $40,000, or $800. The comparison is:

The pay-period figures are arithmetic conversions, rounded to cents. An employer’s withholding table can produce a one- or two-cent difference in individual periods, with the final annual liability settled through your tax return.

The ATO states that the rate applying to taxable income from $18,201 to $45,000 falls from 16% to 15% on 1 July 2026, and from 15% to 14% on 1 July 2027. These are tax cuts, but the arithmetic is identical to a tax increase: identify the dollars in that bracket, multiply those dollars by the rate difference, and leave every other assumption unchanged.
For the $40,000 example, the $21,800 affected amount produces:
| Schedule | Rate on $21,800 | Income tax on that amount | Change from 16% baseline |
|---|---|---|---|
| Existing 16% rate | 16% | $3,488 | — |
| From 1 July 2026 | 15% | $3,270 | $218 lower |
| From 1 July 2027 | 14% | $3,052 | $436 lower |
These amounts are illustrations for this salary, not universal savings. A person below $18,201 has no dollars in this bracket; a person above $45,000 has the same $26,800 maximum exposure in it, with additional income taxed in higher brackets.
The Australian Government’s 2025–26 Budget fact sheet quotes average annual tax cuts of $2,229 in 2026–27 and $2,548 in 2027–28. Those averages use basic tax scales, the applicable low-income tax offset and 2023–24 Medicare levy settings for a single non-pensioner household with no dependants. They are population illustrations, not a personal guarantee or a prediction of your payslip.
Step-by-step method for your own salary
Step 1: Set the financial year and scenario
Write down the exact financial year for the old and new schedules. Tax brackets, Medicare thresholds, offsets and study-loan rules can change on 1 July. If the proposed increase starts partway through a year, split the calculation into the days or pay periods before and after the start date rather than applying the new rate to the whole year.

Step 2: Establish taxable income
Use taxable income, not simply the headline salary, when the estimate requires it. Start with salary and other taxable amounts, then account for allowable deductions that genuinely apply. Keep employer superannuation separate unless your salary figure is explicitly a total package.
Step 3: Record personal settings
- Australian resident, foreign resident or working-holiday-maker status.
- Whether the tax-free threshold is claimed from this payer.
- Medicare eligibility, exemption or adjustment circumstances.
- HELP, VET Student Loan or another study-loan debt.
- Offsets, salary-sacrifice arrangements and deductible expenses.
- Other jobs or income sources that affect withholding.
Step 4: Apply the brackets progressively
For every bracket, calculate the width of the slice taxed at that rate. If a threshold changes, recalculate the slice boundaries as well as the rate. Never multiply one marginal rate by the whole salary unless the entire taxable income lies in that bracket.
Step 5: Add Medicare separately
Medicare levy treatment can materially change a lower-income estimate. Treasury reports that low-income Medicare levy thresholds were increased from 2024–25, leaving more than one million people exempt or on a reduced levy rate. Check the threshold for your year and household circumstances; do not hard-code 2% for every taxpayer.
Step 6: Add study-loan repayments
HELP and similar repayments are not income tax. They are calculated under separate repayment-income rules and can create a large difference between your tax-only estimate and your payslip. Include the repayment in both scenarios if the loan and income assumptions are unchanged.
Step 7: Apply offsets and deductions correctly
An offset reduces the calculated tax bill. A deduction changes taxable income before the brackets are applied. Test eligibility and the relevant year’s limits; do not assume an offset is refundable or that a deduction produces a dollar-for-dollar cash benefit.
Step 8: Convert and round
Subtract all applicable amounts from gross taxable pay, then divide by 52, 26 or 12. Present annual and pay-period figures as estimates. A monthly salary cycle is not exactly four weeks, so dividing a weekly figure by four will not equal the annual figure divided by 12.

Medicare levy: why a flat 2% can mislead
The levy is commonly described as 2% of taxable income, but low-income exemptions and reductions mean that description is not universal. The relevant threshold depends on the financial year and personal circumstances. A person near a threshold can see a noticeably different net result from someone with the same salary but a different Medicare status.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.HELP, residency and multiple jobs
Tax withholding is not a simple percentage of each payslip when a study loan, multiple employers or unusual residency is involved. A resident who claims the tax-free threshold at two jobs may have too little withheld during the year. A foreign resident or working-holiday-maker follows different rules, and Medicare adjustments can require information that a quick estimate omits.
For these cases, calculate each income source, then use the full ATO treatment or a registered tax agent. Do not compare a standard resident estimate with a non-resident payslip and call the difference a tax increase.
Checking the estimate against the ATO calculator
After doing the bracket arithmetic, enter the same financial year, income, residency, tax-free-threshold choice, Medicare information, HELP status, offsets and deductions into the ATO tax-withheld calculator. Compare its annualised result with your spreadsheet, then compare the implied withholding with an actual payslip.

Comparison checklist for an announced tax increase
Before accepting a headline such as “your take-home pay will fall by 2%,” complete both columns of a comparison:
| Item | Old schedule | New schedule |
|---|---|---|
| Financial year or effective dates | State the year and any part-year split | State the year and start date |
| Taxable income | Same salary and deductions | Same salary and deductions |
| Marginal bracket affected | Rate and bracket width | New rate or threshold |
| Income tax | Progressive total | Progressive total |
| Medicare levy | Exemption, reduction or full levy | Same assumption unless rules changed |
| HELP repayment | Amount or none | Amount or none |
| Offsets and deductions | List each one | List each one |
| Annual net pay | Gross less all deductions | Gross less all deductions |
| Weekly, fortnightly and monthly net | Annual ÷ 52, 26 and 12 | Annual ÷ 52, 26 and 12 |
The difference between the two annual net figures is the estimated annual effect of the policy under your assumptions. Dividing that difference by 52, 26 or 12 gives an understandable cash-flow estimate without confusing it with the marginal rate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon mistakes and how to correct them
- Applying the new rate to the whole salary: multiply only the dollars in the changed bracket.
- Calling a marginal rate an average rate: describe the rate as marginal and calculate total tax separately.
- Ignoring the financial year: use the schedule in force for the income being earned, including a part-year split where necessary.
- Assuming Medicare is always 2%: test low-income thresholds, exemptions and reductions.
- Leaving out HELP: include the study-loan repayment in both scenarios when applicable.
- Mixing salary and salary package figures: identify whether superannuation is inside or outside the quoted amount.
- Confusing withholding with final tax: employer withholding is a prepayment; the tax return determines the final liability.
- Rounding too early: retain cents or unrounded values through the calculation and round only displayed results.
- Using a standard calculator for unusual cases: seek full ATO treatment or professional advice for non-residency, working-holiday-maker income, multiple jobs or Medicare adjustments.
What to do when the result looks wrong
Your payslip falls by more than the estimate
Check whether payroll has changed your tax-free-threshold setting, added a HELP repayment, included another income source or applied a different Medicare declaration. Compare year-to-date withholding, not just one pay period.
Your payslip falls by less than the estimate
Payroll tables may spread an annual change unevenly, and a levy reduction or offset may not have been included in a simple model. Re-enter the exact settings in the ATO calculator and inspect the annual total.
The estimate changes when salary rises slightly
That can be correct at a bracket or Medicare threshold. Recalculate the affected slice and check whether a study-loan repayment band has changed; do not extrapolate the previous marginal result across the new income.
Bottom line
A reliable Australian take-home-pay estimate is an assumption-controlled comparison: hold salary, residency, threshold claim, Medicare status, HELP, offsets and deductions constant; change only the legislated rate or threshold; calculate progressively; and show annual, weekly, fortnightly and monthly results. Use the ATO tax-withheld calculator as the final cross-check, especially for non-standard residency, Medicare or study-loan circumstances.
