GST is ordinarily already included in the ex-showroom figure, so adding the GST percentage again usually double-counts tax.
The dependable estimate is therefore a documented quote, not a universal “percentage over ex-showroom.” Road-tax bases, registration fees, number-plate charges, insurance premiums, financing fees and dealer-billed extras vary by vehicle, jurisdiction, date and buyer. Ask for every component in writing before treating the total as your on-road price.

The on-road price formula
For a normal new-car purchase, use this working equation:
Estimated on-road price = current ex-showroom quote + local road tax + registration and number-plate charges + insurance quote + selected optional add-ons and other itemized charges.
#1 Best Overall
This is a quote checklist rather than a nationally prescribed statutory equation. The tax base may be invoice value, ex-showroom value, a value band or another locally defined measure. Registration charges can differ by vehicle class, fuel, location and registration type. Financing can add a hypothecation fee, and a dealer may put optional products on the same invoice as mandatory charges.
Request a written quote that identifies the registration state or UT, exact make, model and variant, quote date, discount treatment, insurance coverage, insurer, each government fee and every optional product. If a statutory amount is unclear, confirm it with the relevant transport authority instead of carrying over a figure from another state.
What “ex-showroom” and “on-road” mean
Ex-showroom price
Ex-showroom is the listed price of the vehicle before the buyer completes registration and road use formalities. In ordinary dealer pricing, the vehicle’s applicable GST is already built into this number. It can also reflect a manufacturer or dealer discount, so check whether the quote shows a discount separately and whether the tax calculation uses the discounted or undiscounted basis required in your jurisdiction.

On-road price
On-road is the amount needed to obtain and legally use the car, combining the ex-showroom amount with registration-related government charges, insurance and any other items that appear on your transaction. There is no single India-wide uplift percentage that can be applied accurately to every car. A quote for the same model can change materially when the registration state, vehicle value, insurance cover or financing changes.
Why a quoted total may not be comparable
Two dealers can show different totals while selling the same variant if one has used a different registration jurisdiction, insurance cover, discount basis, temporary-registration option or bundle of accessories and service products. Compare the components, not just the final number.
Step 1: Fix the vehicle and price basis
- Record the exact identity. Note the make, model, variant, fuel type, transmission and any factory options. Tax categories and insurance ratings can depend on these details.
- Obtain the current ex-showroom quote. Use a dated written quote from the dealer or manufacturer. Ask whether GST is included; do not assume a web listing and an invoice use the same price basis.
- Record discounts separately. A cash discount, exchange benefit, corporate offer or finance-linked incentive may be conditional. Ask how each discount affects the taxable and payable amounts.
- Set the registration location. Use the state or UT where the vehicle will actually be registered. A dealer’s showroom location is not automatically the correct tax jurisdiction.
Do not start by taking a GST rate and multiplying it by the displayed ex-showroom amount. Unless the quote expressly excludes GST, that approach adds a tax that is normally already included.
How GST affects the quoted car price
The GST Council’s 2025 FAQ describes the categories and rates that took effect on 22 September 2025. It defines qualifying small cars as petrol, LPG or CNG cars with engine capacity up to 1,200 cc and length up to 4,000 mm, and diesel cars with capacity up to 1,500 cc and length up to 4,000 mm. The stated GST rate for those small cars is 18%.

The same FAQ states a 40% GST rate for mid-size and large cars exceeding 1,500 cc or 4,000 mm, and 40% without compensation cess for qualifying utility vehicles that meet the described criteria. Classification depends on the vehicle’s technical specifications and the applicable notification, not on a dealer’s informal description.
Rank #2
| Category described by the GST Council FAQ | Criteria stated in the FAQ | GST rate stated there | How to use it in an estimate |
|---|---|---|---|
| Small petrol, LPG or CNG car | Engine up to 1,200 cc and length up to 4,000 mm | 18% | Use the ex-showroom quote; do not add 18% again if GST is already included. |
| Small diesel car | Engine up to 1,500 cc and length up to 4,000 mm | 18% | Confirm the vehicle meets both capacity and length limits. |
| Mid-size or large car | Exceeds 1,500 cc or 4,000 mm, as described in the FAQ | 40% | Use the dealer’s current GST-inclusive quote and verify classification. |
| Qualifying utility vehicle | Meets the utility-vehicle criteria described in the FAQ | 40%, without compensation cess | Confirm that the vehicle qualifies under the current definition. |
The Ministry of Road Transport and Highways/Press Information Bureau says the rationalisation became effective on 22 September 2025. Rates and classifications can be changed by later notifications, so a quote made after that date should still be checked against current official guidance. The practical calculation rule remains unchanged: treat the current ex-showroom quote as GST-inclusive unless the document expressly says otherwise.
When a dealer says GST is extra
Ask for a revised written breakup showing the taxable value, GST rate, GST amount and final ex-showroom price. Do not rely on a verbal assurance that a percentage will be added later. If the quote is for a special transaction, imported vehicle or unusual billing arrangement, confirm the treatment with the dealer and the relevant tax authority.
Step 2: Calculate road tax for the registration jurisdiction
Road tax is a state or UT matter in this context. The available official examples do not establish a single national rate or a universal tax base. Your authority may use the vehicle’s sale amount, ex-showroom value, invoice value, fuel type, engine class, vehicle category or a prescribed value band.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe Meghalaya Transport Department states: “Road Tax amount is dependent on the Sale Amount of the vehicle for all cars.” Its procedure describes a one-time road-tax payment for a new private car for 10 years, followed by tax every five years. That is a Meghalaya example, not a national schedule. Do not transfer its duration, rate or calculation method to another state.
What to ask the dealer or transport office
- Which state or UT schedule is being used?
- Is the tax based on sale amount, ex-showroom price, invoice value, vehicle value bands or another measure?
- Does the schedule differ by petrol, diesel, electric, LPG or CNG powertrain?
- Is the payment one-time, annual, five-yearly or subject to another cycle?
- Is the amount for permanent registration, temporary registration or a special scheme?
Keep the authority’s receipt or calculation sheet with the purchase documents. If you move the vehicle or use a special registration scheme, the applicable rules may differ from the ordinary state registration calculation. Current BH-series eligibility and tax treatment are not assumed here; check the latest Ministry of Road Transport and Highways and transport-authority rules before using that route.
Step 3: Add registration, number-plate and financing fees
Registration charges are separate from the GST-inclusive ex-showroom price. The Meghalaya procedure identifies a registration fee, a high-security registration plate (HSRP) fee and, where a bank loan is taken, a possible hypothecation fee. Other jurisdictions may use different labels, amounts or fee schedules.
| Charge | What it covers | What to verify |
|---|---|---|
| Registration fee | Recording the vehicle and issuing registration documentation | Current state/UT schedule, vehicle class and registration type |
| HSRP or number-plate fee | Production and fitting of the prescribed registration plate | Whether it is included in the authority or dealer quote and whether a separate service fee appears |
| Hypothecation fee | Recording a lender’s interest when the car is financed | Whether your lender and jurisdiction require it, and whether removal later has a separate fee |
| Temporary-registration charges | Short-term registration where permitted | Validity, destination jurisdiction and conversion process to permanent registration |
Do not accept a single line called “registration” if it combines tax, fee, plate and dealer service amounts. Ask for the government receipt or an itemized statement.
Step 4: Use an actual insurance quote
Insurance is not a fixed percentage of a car’s price. The Insurance Regulatory and Development Authority of India says own-damage coverage is rated by individual insurers after rates are filed with the regulator. Premium therefore depends on the insurer, vehicle, coverage, deductible, location, claim history, add-ons and the information supplied by the buyer.

Make insurance quotes comparable
- Choose the same policy type and policy period.
- Match the insured declared value or other applicable vehicle-value basis.
- List identical add-ons, such as zero-depreciation or roadside assistance, rather than comparing one bundled policy with one basic policy.
- Check compulsory personal-accident requirements and who is covered.
- Record the insurer, quote date, taxes and any discount or no-claim benefit.
Use the live premium in the on-road estimate. A generic “insurance is x% of ex-showroom” shortcut can materially misstate the amount and does not reflect IRDAI’s insurer-specific rating process.
Step 5: Separate mandatory charges from optional dealer items
Dealers may present accessories, extended warranty, maintenance packages, handling or logistics charges, fastag and other products alongside statutory amounts. The official material used for this guide does not establish a nationally uniform lawful list or price for every such item. Treat each line as a question, not as automatically mandatory.
- Ask the dealer to label every line government charge, insurance, vehicle price or optional product/service.
- Request written confirmation of whether you can decline it without losing a stated discount or delivery slot.
- Check the invoice and payment receipt for the same description and amount.
- Compare optional products separately so a lower headline price does not conceal a larger bundle.
If a dealer calls a fee compulsory, ask for the legal or authority basis and verify it with the relevant transport office or consumer-protection channel. Do not assume that a line appearing on a pro forma invoice is a government requirement.

Fill this table from the same dated quote. Leave a cell as “not stated” until the dealer or authority supplies the amount; do not replace uncertainty with a guessed percentage.
| Component | Amount from your documents | Checks before adding it |
|---|---|---|
| Ex-showroom vehicle price | Your current written quote | Confirm variant, discount treatment and that GST is included or expressly excluded. |
| GST | Included in ex-showroom unless separately stated | Use the current category and effective date; do not add it twice. |
| State/UT road tax | Authority or dealer calculation | Confirm tax base, fuel/category rules and payment period. |
| Registration fee | Authority schedule or receipt | Confirm vehicle class and registration type. |
| HSRP/number-plate fee | Authority or itemized dealer amount | Check whether fitting or service is bundled. |
| Hypothecation fee | Only if applicable to your finance | Confirm lender and jurisdiction requirements. |
| Insurance premium | Live quote from the selected insurer | Match coverage, add-ons, deductible and policy period. |
| Optional accessories and products | Only what you elect to buy | Mark each item optional and compare its standalone price. |
| Other itemized charge | Amount and explanation required | Ask for legal, contractual or service basis before accepting. |
| Estimated on-road total | Add the accepted amounts above | Reconcile with the final invoice and payment schedule. |
For a financed purchase, also calculate the amount you must pay at delivery separately from the total cost over the loan. The on-road figure can include the hypothecation fee and insurance, while down payment, loan principal, interest and lender charges are financing calculations rather than additional vehicle taxes.

Petrol and diesel VAT are fuel taxes. The Petroleum Planning & Analysis Cell’s state-by-state table, last updated 9 October 2026, concerns taxes on fuel transactions. Those taxes affect future running costs and should not be added to the one-time registration-stage on-road price.
Likewise, projected fuel expenditure, servicing, parking, tolls and loan interest belong in a total-cost-of-ownership or financing budget. Include them only when the question is your ownership budget, not when you are reconciling the dealer’s on-road invoice.

| Comparison axis | Must match | Why it matters |
|---|---|---|
| Vehicle | Identical make, model, variant, fuel and factory equipment | A small specification difference can change tax and insurance. |
| Location and date | Same registration state/UT and comparable quote date | Road tax, fees and rates can change by jurisdiction or notification. |
| Price basis | Same ex-showroom amount, discount and taxable-value treatment | A discount shown in one quote may be hidden or conditional in another. |
| Insurance | Same insurer or genuinely equivalent coverage, add-ons and policy period | Premiums are insurer-specific and coverage differences alter value. |
| Government charges | Road tax, registration, HSRP and hypothecation shown separately | A single combined line can conceal a missing or duplicated item. |
| Optional items | Same accessories, warranty, maintenance, fastag and service products | Optional bundles can inflate one headline total. |
If the quotes use different states, insurance cover or optional bundles, they are not like-for-like. Rebuild both totals using the worksheet rather than averaging or applying a national percentage.
Common mistakes and how to correct them
Adding GST to a GST-inclusive quote
Symptom: The estimate takes the advertised ex-showroom number and adds 18% or 40%. Correction: Obtain the tax breakup. Add GST only when the document expressly excludes it.
Using another state’s road-tax rate
Symptom: A buyer copies a calculator or a Meghalaya schedule for a car registered elsewhere. Correction: Use the actual registration jurisdiction and its current authority schedule.
Calling one insurance percentage universal
Symptom: Insurance is estimated as a fixed share of vehicle price. Correction: Compare live quotes with the same coverage and add-ons.
Treating every dealer line as compulsory
Symptom: Accessories, warranty or handling appear in the total without an option to decline. Correction: Require labels, written explanations and an invoice that separates elected products from government charges.
Mixing fuel VAT with road tax
Symptom: Petrol or diesel VAT is added to the purchase total. Correction: Keep fuel taxes in the later running-cost budget.
Comparing totals from different dates
Symptom: A quote made before 22 September 2025 is compared with a later quote without checking GST treatment. Correction: Date every quote and verify current notifications and classification.
Final pre-payment checklist
- Exact vehicle variant and registration state/UT are printed on the quote.
- Ex-showroom price and discounts are shown separately.
- GST treatment is explicit and has not been added twice.
- Road tax identifies its jurisdiction, base and payment period.
- Registration, HSRP and any hypothecation fee are itemized.
- Insurance names the insurer, policy type, coverage, add-ons and premium.
- Every accessory, warranty, maintenance plan, fastag or service product is marked optional or supported by a stated requirement.
- The final invoice reconciles to the estimate, and receipts are available for government payments.
Once those checks are complete, the amount you obtain by adding the accepted line items is a defensible on-road estimate for that specific car, buyer, registration jurisdiction and date. It is not a reusable national percentage, and it should be recalculated when any of those inputs changes.
