A $10-per-barrel increase in crude oil equals about $0.238 per gallon before accounting for gasoline’s other costs. To estimate the pump-price effect, multiply that converted amount by the crude-oil share of a gallon, then model possible changes in refining and retail margins. A crude-only result is a baseline, not a guaranteed one-for-one forecast.

The four costs behind a gallon of gasoline

The U.S. Energy Information Administration (EIA) separates the retail price of gasoline into four major components: crude oil, refining, distribution and marketing, and taxes. This framework is the starting point for any defensible estimate.

As an Amazon Associate I earn from qualifying purchases.

  • Crude oil: The value of the petroleum feedstock purchased by refiners. It is usually the largest component, but its share changes with market conditions.
  • Refining: The cost of converting crude into gasoline and other products, plus the refinery margin. EIA defines this component as the gasoline spot price, used as a proxy for refinery output value, minus the average crude oil cost paid by refiners.
  • Distribution and marketing: Transportation, storage, wholesale handling, station operations, and retail margins. EIA treats this as the difference between the retail gasoline price and the other three components.
  • Taxes: Federal, state, and sometimes local fuel taxes, generally charged per gallon rather than as a percentage of the crude price.

EIA’s 2011 explanation describes these as “the four major cost components for estimates of the retail price of a gallon of gasoline.” The categories matter because a change in crude affects only one component directly. Refining, retail, distribution, and tax conditions can move in different directions.

The baseline formula

For a first-pass U.S. estimate, use:

Estimated change in retail gasoline ($/gal) = crude component share × (change in crude price ($/barrel) ÷ 42)

The number 42 converts a U.S. petroleum barrel into gallons. For example:

  1. Start with the crude-price change: $10 per barrel.
  2. Convert it to a gallon basis: $10 ÷ 42 = $0.238 per gallon, rounded to the nearest cent.
  3. Multiply by the crude component share. If your selected data indicate that crude represents 55% of the retail gallon, the baseline is 0.55 × $0.238 = $0.131, or about 13 cents per gallon.

The 55% figure in that illustration is not a universal coefficient. It is an example of how the formula works. The appropriate share depends on the period, region, gasoline grade, and the way the component series are measured.

Why there is no universal “$10 means X cents” rule

It is tempting to publish a permanent pass-through number, but the evidence does not support one. The crude share changes as gasoline prices, refinery margins, taxes, and retail costs change. A $10 shock can therefore produce different pump-price results at different times and in different locations.

Refining margins can amplify or offset crude moves

Refiners do not simply pass through the invoice price of crude. They buy crude, process it into gasoline and other products, and sell those products into wholesale markets. The gap between the gasoline spot price and the crude cost is the refining component. That gap can widen when gasoline demand is strong, inventories are low, a refinery is offline, or a seasonal fuel specification is more expensive to produce. It can narrow when supply is plentiful or demand weakens.

If crude rises $10 per barrel while the refining margin is unchanged, the crude-only calculation is a reasonable baseline. If the refining margin rises by another 3 cents per gallon, the total increase would be the baseline plus those 3 cents. If the margin falls by 4 cents, it would partially offset the crude shock.

Retail and distribution margins also change

Fuel moves through pipelines, terminals, tanker trucks, storage tanks, and retail stations before a driver buys it. Wholesale and retail margins can respond to local competition, freight costs, station operating expenses, inventories, and demand. These changes are separate from the crude component and can make the final pump-price move larger or smaller.

Taxes are usually per gallon

Federal and state fuel taxes are generally assessed as a fixed amount per gallon. A higher crude benchmark does not automatically increase those taxes. A tax change, however, can alter the retail price independently of crude. Regional tax differences are one reason two states can show different pump prices even when they face the same international oil market.

How to estimate the current crude share

Use matched data rather than a historical rule of thumb. The share should describe the same market, period, and frequency as the price shock you are analyzing.

  1. Select a crude series. Choose Brent, West Texas Intermediate (WTI), or an average refiner acquisition-cost series that fits the market you are studying. Brent is commonly used for globally traded crude; WTI may better represent inland U.S. conditions. An average acquisition-cost series can be useful when the question concerns what U.S. refiners actually paid.
  2. Select a gasoline series. For the refinery side, EIA’s methodology uses a gasoline spot price as a proxy for refinery output value. For the consumer side, use the EIA weekly retail gasoline survey for the relevant geography and grade.
  3. Align dates and frequency. Match weekly data with weekly data or monthly data with monthly data. Do not divide a daily crude observation by a monthly retail average and call the result a component share.
  4. Put every series on a gallon basis. Divide dollars per barrel by 42. Gasoline spot and retail observations should already be expressed per gallon; verify the units before calculating.
  5. Estimate the crude component. The crude component is the crude cost allocated to a gallon of gasoline in your selected period. If your source provides component values, use that value directly.
  6. Calculate the share. Divide the crude component per gallon by the retail gasoline price per gallon for the same place and period: crude share = crude component ÷ retail price.

When a source does not publish a ready-made crude component, you can still construct a transparent estimate, but label the result as an analytical approximation. Keep the underlying series, units, dates, and geography with the calculation so another reader can reproduce it.

A complete scenario method

After calculating the baseline, build separate scenarios instead of hiding every assumption inside one number.

Scenario Calculation What it assumes
Crude-only crude share × (crude change ÷ 42) Refining, distribution, retail margins, and taxes stay unchanged.
Crude plus refining crude-only result + assumed refining-margin change A specified change in the refining component is added or subtracted.
Full component case crude-only result + refining change + distribution/retail change + tax change Each non-crude component receives an explicit assumption.

For example, suppose crude rises $10 per barrel, the measured crude share is 55%, the refining margin is expected to add 3 cents per gallon, distribution and retail margins are expected to add 1 cent, and taxes do not change:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Crude-only: 0.55 × ($10 ÷ 42) = $0.131, about 13.1 cents.
  • Crude plus refining: $0.131 + $0.03 = $0.161, about 16.1 cents.
  • Full component case: $0.131 + $0.03 + $0.01 + $0 = $0.171, about 17.1 cents.

Those numbers are scenario outputs, not a forecast of any particular station’s posted price. The value of the exercise is that every assumption is visible.

Allow for timing and price lags

Crude benchmarks and gasoline spot prices can move before retail prices. Fuel may already be in a pipeline, terminal, tanker truck, or station tank when the benchmark changes. Retailers also replenish inventory on different schedules and may adjust prices at different speeds.

State your lag assumption explicitly. A simple analysis might compare a weekly crude change with the retail change in the following week. Another might use a same-week comparison to describe contemporaneous co-movement. Neither is automatically correct; the choice depends on whether you are estimating an immediate shock or the eventual pass-through.

Immediate estimate

Use this when the question is, “What would the pump price be if the market repriced today?” Pair a current crude change with current gasoline spot data and hold the other components fixed. Treat the result as an indicative level, not a guaranteed same-day station adjustment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Delayed estimate

Use this when analyzing a historical episode. Compare the crude movement with retail prices one or more weeks later, document the lag, and check whether refining margins and inventories changed during that interval.

Regional and seasonal adjustments

The same crude shock can produce different gasoline-price responses across the United States.

  • Gasoline formulations: Regions may require different blends to reduce air pollution. Seasonal specifications can raise or lower refining costs.
  • Refinery concentration and outages: A shutdown or maintenance event can tighten local gasoline supply even when the crude market is stable.
  • Inventories and demand: Low stocks or a demand surge can widen the refining margin; abundant supply can compress it.
  • Taxes: State and local per-gallon taxes vary and may change on schedules unrelated to crude prices.
  • Transportation distance: Areas far from refineries or major pipelines can face different distribution costs.
  • Grade and product choice: Regular, midgrade, premium, and diesel are not interchangeable series. Use the product that matches the consumer price you are explaining.

For a national estimate, use a national retail series and describe it as an average. For a household decision, use the state or metropolitan series that best matches the driver’s location.

Spreadsheet workflow

A spreadsheet makes the assumptions auditable. Create one row per period and columns for the following fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Date and geography.
  2. Crude benchmark in dollars per barrel.
  3. Crude benchmark converted to dollars per gallon using =crude_barrel_price/42.
  4. Gasoline spot price in dollars per gallon.
  5. Retail gasoline price in dollars per gallon.
  6. Crude component per gallon, if available.
  7. Crude share using =crude_component/retail_price.
  8. Change in crude price, in dollars per barrel.
  9. Crude-only estimate using =crude_share*(crude_change/42).
  10. Separate input cells for refining, distribution/retail, and tax changes.
  11. Total scenario estimate using the sum of the component changes.

Keep inputs in original units and show the unit conversion in a separate column. This prevents a common error: adding dollars per barrel directly to dollars per gallon.

Worked sensitivity table for a $10 crude increase

The following table shows how the crude-only result changes with the assumed share. It is a mathematical sensitivity analysis, not a claim that any one share applies everywhere.

Assumed crude share Converted crude change Crude-only gasoline change
40% $0.238/gal $0.095/gal, about 9.5 cents
50% $0.238/gal $0.119/gal, about 11.9 cents
60% $0.238/gal $0.143/gal, about 14.3 cents
70% $0.238/gal $0.167/gal, about 16.7 cents

To use the table responsibly, replace the illustrative share with a current, matched estimate. If your data show that the crude component is 60% of the retail gallon, the 60% row is the relevant baseline; if the share is 40%, use the 40% row.

Common mistakes and how to correct them

Applying the barrel change directly to a gallon

Error: Treating a $10-per-barrel move as a $10-per-gallon move.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Divide by 42 first. The unit-converted amount is about $0.238 per gallon before applying the crude share.

Assuming the entire gallon is crude

Error: Using $0.238 as the final pump-price change.

Correction: Multiply by a current crude component share and then consider the other three components.

Using a fixed historical percentage as a law

Error: Presenting one pass-through percentage as valid for every state and month.

Ignoring refining margins

Error: Attributing an unusually large or small gasoline move entirely to crude.

Correction: Compare gasoline spot prices with crude costs and model a separate refining-margin change.

Mixing incompatible series

How to communicate an estimate clearly

A useful explanation should state all of the following in one place:

  • The crude benchmark used, such as Brent, WTI, or an average refiner acquisition cost.
  • The crude shock size and the dates being compared.
  • The 42-gallon conversion.
  • The crude component share and how it was measured.
  • The gasoline product and geography.
  • Whether refining, distribution, retail margins, and taxes are held fixed or changed.
  • The assumed lag between wholesale and retail prices.
  • Whether the result is a baseline, a range, or a full component scenario.

A concise statement might read: “Using the selected weekly crude and retail series, a $10-per-barrel increase converts to $0.238 per gallon. With a measured crude share of 55%, the crude-only estimate is $0.131 per gallon. A separate 3-cent refining-margin increase would raise the modeled total to $0.161 per gallon; taxes are held constant.”

What the estimate can and cannot tell you

The calculation is useful for budgeting, explaining historical price changes, and testing scenarios. It can show how much of a potential gasoline move is mechanically associated with the crude component and how much depends on assumptions about margins.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It cannot identify the exact price at a particular station, predict the date of a retail adjustment without a timing model, or guarantee that a historical crude share will persist. EIA notes that crude-price changes can affect both the crude component and the refining and retail margins, so the relationship is not mechanically one-for-one.

For a household budget, apply the estimated per-gallon change to expected consumption: monthly fuel impact = estimated change per gallon × gallons purchased per month. Keep that personal calculation separate from the market estimate; driving volume changes the household’s total cost but does not change the market pass-through itself.

Frequently Asked Questions

How much will gasoline rise if crude oil increases by $10 per barrel?

First convert the shock: $10 ÷ 42 equals about $0.238 per gallon. Multiply that amount by the current crude component share, then add or subtract modeled changes in refining and retail margins. There is no single valid answer for every market or date.

Why can gasoline prices fall more slowly than crude oil prices?

Retail fuel may be sold from inventory purchased earlier, and wholesale, transportation, refining, and station margins can change independently. A lag between benchmark, spot, and retail prices is therefore normal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What percentage of a gallon of gasoline is crude oil?

The percentage varies by time, geography, product, and market conditions. Estimate it by dividing the crude component per gallon by the matched retail gasoline price; do not treat one fixed percentage as universal.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
