For operational electricity emissions, multiply the AI workload’s IT electricity by the data center’s power usage effectiveness (PUE) and the applicable grid-emission factor:
CO2e (kg) = IT electricity (kWh) × PUE × grid emission factor (kg CO2e/kWh)

Before calculating, define the geography, reporting period, functional unit, allocation method, and system boundary. Those choices determine whether the answer describes a training run, a million inferences, a GPU-hour, a server-year, or an entire facility—and whether it covers operational electricity only or also the emissions embodied in equipment and buildings.
Do these 3 things before closing this tab:

An AI data center estimate converts electricity use into greenhouse-gas emissions, expressed as carbon-dioxide equivalent (CO2e). The formula is designed for operational electricity: the emissions associated with generating the electricity consumed by IT equipment and the facility systems that support it.

The result is not a universal “carbon cost per query.” Two identical models can produce different totals because they run on different hardware, at different utilization levels, in facilities with different PUE values, and on grids with different emission factors. A provider may also report contractual renewable-energy claims separately from the physical electricity mix.
Use one clearly stated functional unit. Common choices are:
- one training run;
- one million inference requests;
- one GPU-hour or accelerator-hour;
- one server-year; or
- the annual electricity footprint of a facility or region.
A useful report states the unit, time period, geography, included assets, allocation rule, and whether the result is location-based, market-based, operational-only, or life-cycle.

The formula, with every input defined
1. IT electricity
IT electricity is the energy used by the servers, GPUs or other accelerators, storage, networking equipment, and any other equipment included in the IT boundary. Prefer a meter reading or a provider’s energy export. If you only have power, convert it first:
Energy (kWh) = average power (kW) × operating hours
Do not confuse a device’s rated maximum power with its actual consumption. Record whether the value is measured, estimated from a specification, or derived from a provider allocation rule. If a server hosts several workloads, allocate the measured energy by GPU-hours, server-hours, utilization, reservation, or another documented method.
2. PUE
Power usage effectiveness is defined as:
PUE = total facility energy ÷ IT-equipment energy
A PUE of 1.20 means that each 1 kWh delivered to IT equipment requires 1.20 kWh for the whole facility. The additional 0.20 kWh represents cooling, power conversion and distribution losses, lighting, and other facility overhead within the reporting boundary.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Multiply IT electricity by the PUE that applies to the same site and period. A site-specific, measured PUE is preferable. If it is unavailable, use a provider-region or engineering proxy and label it as an assumption. Do not combine a current workload measurement with an unrelated PUE vintage without disclosing the mismatch.
3. Grid-emission factor
The grid factor converts electricity into emissions, usually in kilograms of CO2e per kilowatt-hour. State:
- the geography or grid region;
- the factor’s publication year or vintage;
- the unit;
- whether it represents generation-only emissions or a life-cycle factor; and
- whether it is an annual average, hourly factor, or marginal factor.
For location-based accounting, use the average factor for the grid delivering the electricity. In the United States, the Environmental Protection Agency’s Emission Factors Hub and eGRID subregion data are established sources. For other countries, use the responsible national statistics agency, utility, or grid operator and preserve the dataset version used.
Step-by-step method
Step 1: Set the goal and boundary
Write a one-sentence scope statement before collecting numbers. For example: “Estimate operational, location-based emissions for one model-training run in a specified region during a specified month, including facility overhead through PUE but excluding embodied hardware emissions.”
Then specify:
- Geography: facility, cloud region, grid zone, country, or another defined area.
- Period: exact dates, month, quarter, or year.
- Functional unit: training run, inference batch, GPU-hour, server-year, or facility total.
- Assets: GPUs, CPUs, memory, storage, networking, cooling, batteries, buildings, and backup generation as applicable.
- Accounting view: location-based, market-based, or both.
- Life-cycle boundary: operational electricity only, or operational plus embodied emissions.
The International Telecommunication Union’s tiered approach places goal and scope definition before data collection, calculation, interpretation, and reporting. Skipping this step makes later comparisons unreliable.

Step 2: Obtain workload energy
Use a facility meter, rack meter, server telemetry, or a provider export whenever possible. Record the meter or export date and the interval covered. For a private cluster, collect energy for the whole server rather than multiplying only the GPU’s nameplate rating. CPUs, memory, fans, storage, networking, and power-supply losses can be material.
If direct energy data are unavailable, estimate from power and time:
Estimated IT kWh = (server or GPU power in kW) × utilization × runtime in hours
Recommended Free Tools
Apply utilization only when the power value represents a full-load or otherwise scalable estimate. If a specification already reports measured average power under the relevant workload, do not multiply by utilization a second time. Keep each assumption in an audit trail.
Step 3: Allocate shared energy
Shared servers and facilities require an allocation rule. The strongest options are measured workload energy, a provider’s documented workload allocation, or a reservation that identifies the equipment and runtime. If those are unavailable, use proportional GPU-hours or server-hours. A cost-based allocation can be a last resort, but it should be identified as a proxy because price does not necessarily track energy use.
For example, if a server consumes 4,000 kWh during a period and the target workload accounts for 25% of measured accelerator-hours, an allocation of 1,000 kWh may be used only if accelerator-hours are a reasonable representation of the workload’s energy share. Explain why that proxy is appropriate and test how the result changes under a different allocation.
Step 4: Apply the matching PUE
Multiply the allocated IT electricity by the PUE for the same facility and reporting period:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Facility electricity = allocated IT electricity × PUE
If 1,000 kWh of IT electricity is assigned to a workload and the measured PUE is 1.25, the facility electricity attributed to it is 1,250 kWh. The extra 250 kWh includes overhead inside the PUE boundary.
Do not apply PUE to a number that already represents total facility electricity. Doing so would count cooling and power-delivery energy twice.
Step 5: Select the location-based factor
Match the grid factor to the electricity’s physical delivery region and period. An annual national factor may be acceptable for a high-level annual estimate, but it can obscure substantial hourly or regional differences. If the workload ran at a known time and the grid publishes hourly factors, an hourly calculation can better reflect the electricity mix during operation.
Preserve the source name, publication date, region, unit, and whether the factor is generation-only or life-cycle. A factor from a different country or an outdated grid vintage should not be presented as current site-specific intensity.

Step 6: Calculate market-based emissions separately
Market-based accounting reflects qualifying contractual instruments and supplier-specific factors rather than only the average physical grid mix. Where applicable, use the GHG Protocol Scope 2 hierarchy and document supplier factors, energy attribute certificates (EACs), power-purchase agreements (PPAs), or other instruments.
Do not replace the location-based result with a market-based number. Report both when following Scope 2 guidance. A contractual renewable claim does not mean the physical grid delivered zero-emission electricity at every hour; the two perspectives answer different questions.
Step 7: Decide whether to add embodied emissions
Operational electricity excludes emissions from manufacturing and transporting GPUs, servers, networking equipment, buildings, batteries, and other infrastructure unless those sources are explicitly included. To add them, use life-cycle data that match the hardware type, geography, age, utilization period, and system boundary.
One provider’s equipment model may use a defined service life while another study uses a different replacement cycle. Such results are not directly comparable unless the assumptions are aligned. If matching life-cycle data are unavailable, report an operational-only figure and state the exclusion rather than inserting an unmatched estimate.
Step 8: Run sensitivity checks
Vary the assumptions that can materially change the answer:
- GPU or server utilization;
- runtime;
- PUE;
- grid-factor vintage and geographic resolution;
- workload allocation;
- inclusion of CPUs, storage, and networking; and
- the embodied-equipment boundary.
When inputs are estimated, report a range and identify the variable that drives it. A range is more informative than a single precise-looking number built from uncertain assumptions.
Step 9: Preserve provenance
Keep the meter or provider-export date, PUE period, factor version, allocation method, unit conversions, exclusions, and reviewer checks. A reproducible spreadsheet or script should allow another person to replace one input and see the result update without changing the calculation logic.
Worked examples
Example: one training run
Consider an illustrative, not provider-specific run using eight GPUs. Suppose measured server telemetry shows 7 kW of total IT power for the training workload, including GPUs, CPUs, memory, fans, and local storage. The run lasts 120 hours.
- Convert power to IT energy: 7 kW × 120 hours = 840 kWh.
- Apply a measured PUE of 1.25: 840 kWh × 1.25 = 1,050 kWh of facility electricity.
- Apply a location-based grid factor of 0.40 kg CO2e/kWh: 1,050 kWh × 0.40 = 420 kg CO2e.
The result is 420 kg CO2e for the defined run, under the stated assumptions. It excludes embodied emissions from the GPUs and facility unless those are added separately. If the 7 kW figure represented GPU power alone, the calculation would undercount the workload because the rest of the server would be missing.
Example: one million inferences
Suppose metering attributes 120 kWh of IT electricity to one million inference requests. With a PUE of 1.20 and a regional factor of 0.35 kg CO2e/kWh:
120 × 1.20 × 0.35 = 50.4 kg CO2e per million inferences
This can also be expressed as 0.0504 grams CO2e per inference, but the per-inference figure should retain the same workload, facility, grid, and allocation qualifications. It should not be generalized to every request made to the model.

Example: estimating from GPU specifications
If direct telemetry is unavailable, suppose four accelerators are estimated at 0.70 kW each, the rest of the server at 1.40 kW, utilization is estimated at 80%, and runtime is 200 hours:
- Estimated full server power: (4 × 0.70) + 1.40 = 4.20 kW.
- Estimated average workload power: 4.20 × 0.80 = 3.36 kW.
- Estimated IT energy: 3.36 × 200 = 672 kWh.
- With PUE 1.30, facility electricity: 672 × 1.30 = 873.6 kWh.
- With a factor of 0.45 kg CO2e/kWh, emissions: 873.6 × 0.45 = 393.12 kg CO2e.
Because the power and utilization are estimates, the answer should be reported as an estimate, not as a measured footprint. Test a lower and higher utilization assumption and disclose whether the GPU specification is a thermal design value, a measured draw, or another rating.
Location-based and market-based accounting
| Perspective | What it represents | Typical input | Important qualification |
|---|---|---|---|
| Location-based | Average emissions intensity of the grid physically supplying the electricity | Regional, national, or hourly grid factor | Does not automatically reflect a purchaser’s renewable contracts |
| Market-based | Emissions associated with qualifying supplier contracts and contractual instruments | Supplier-specific factor, EAC, PPA, or other qualifying data | Must follow the applicable Scope 2 hierarchy and document instrument quality |
Both perspectives can be valid for the same workload. The location-based result answers what the grid supplying the site emitted on average. The market-based result reflects the contractual procurement claim. Neither should be presented without its label.

How to compare cloud-provider carbon estimates
Provider dashboards can be useful, but their numbers are not automatically comparable. Compare the definitions before comparing the totals.
AWS-style workload reporting
AWS states that its service covers workloads running on infrastructure it operates and uses actual energy where available, falling back to estimates when primary data are unavailable. Historical data may be recalculated after methodology updates. A result from such a dashboard therefore has a defined infrastructure-coverage boundary and may change when the provider improves its method.
Google Cloud-style reporting
Google Cloud documents compute-based energy allocation, building-level PUE monitoring, hourly grid-intensity data, and a four-year equipment boundary in its carbon accounting. Those choices mean its result may include a different equipment and time boundary from another provider’s dashboard.
Comparison checklist
- Does the number cover IT electricity only or whole-facility electricity?
- Is PUE site-specific, regional, annual, or another proxy?
- Is the grid factor annual, hourly, average, or marginal?
- Is the result location-based, market-based, or both?
- How is shared server energy allocated to a workload?
- Are networking, storage, backup power, and cooling included?
- Are embodied emissions included, and what equipment life is assumed?
- What factor and methodology vintage applies?
If two dashboards use different answers to these questions, the difference may reflect boundaries rather than a real difference in engineering efficiency.
What the sector-level figures do—and do not—tell you
ITU-T L.1450 reports ICT-sector electricity consumption rising from 805 TWh in 2015 to 940 TWh in 2020, a 17% increase. It also reports the ICT carbon footprint rising from about 730 million tonnes to about 780 million tonnes of CO2e over the same period, approximately 7%.
Electricity grew faster than the reported carbon footprint, consistent with lower average electricity emission factors and more reported renewable procurement. These are ICT-sector totals, not a universal AI data-center factor and not a per-query estimate. They provide context for the scale and direction of the sector but cannot replace workload-level measurements.

Calling renewable procurement zero emissions
Problem: A contractual renewable claim is substituted for the physical grid result.
Correction: Report location-based and market-based results separately and document the qualifying instrument.
Mixing incompatible life-cycle studies
Problem: Embodied emissions from one hardware study are added to operational data using a different geography, service life, or boundary.
Correction: Use matched life-cycle data or label the result operational-only.
Publishing a precise single number from uncertain inputs
Problem: Estimated power, utilization, PUE, and grid factors are presented to several decimal places.
Correction: Provide a range, identify the dominant uncertainty, and explain which measurements would narrow it.
Reporting template
A clear estimate can be reproduced from a compact record containing:
- Functional unit and workload description.
- Facility or cloud region and operating dates.
- IT electricity source, interval, and allocation method.
- Power-to-energy conversion, if used.
- PUE value, measurement period, and source.
- Grid factor, geography, publication year, unit, and generation-versus-life-cycle status.
- Location-based and market-based totals, if both are calculated.
- Embodied-emissions inclusions and exclusions.
- Sensitivity range and the assumptions varied.
- Reviewer checks and any provider methodology version.
ITU-T L.1801 specifically calls for emission-factor sources to be specified, particularly for energy sources powering AI operations. The same principle applies to every major input: name it, date it, define its boundary, and preserve the method used to allocate it.
Quick Recap
Practical decision rules
- Have measured IT electricity? Use it, then apply the matching PUE and grid factor.
- Have only power and runtime? Convert kW to kWh, document utilization, and include all relevant server components.
- Have a site-specific PUE? Prefer it over a generic provider or industry proxy.
- Have hourly grid data? Use it when the workload timing is known; otherwise state that an annual factor was used.
- Have renewable contracts? Calculate market-based emissions separately rather than replacing the location-based result.
- Have no matched embodied-emissions data? Exclude them and label the result operational-only.
- Comparing providers? Align boundaries, allocation, PUE, factor vintage, and equipment-life assumptions before interpreting a difference.
