How to escalate a bank complaint to the RBI Ombudsman

Escalate a bank complaint to the RBI Ombudsman only after you have complained to the bank. You can file under the Reserve Bank–Integrated Ombudsman Scheme, 2021 (RB-IOS) when the bank rejects your complaint, gives a response or resolution you are dissatisfied with, or fails to respond for 30 days. The usual filing route is the RBI Complaint Management System (CMS) at cms.rbi.org.in; email and post are also available.

When can you approach the RBI Ombudsman?

The Ombudsman process is a second-stage remedy. A complaint filed with RBI before you first approach the bank, or before the 30-day no-response period has elapsed, can be treated as non-maintainable.

You may generally approach RBI when one of these events occurs:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The bank rejects your complaint wholly or partly.
  • The bank sends a response or resolution, but you are dissatisfied with it.
  • The bank does not respond within 30 days after receiving your complaint.

The relevant framework is the Reserve Bank–Integrated Ombudsman Scheme, 2021. It began on November 12, 2021 and consolidated earlier RBI Ombudsman arrangements. The scheme uses a single, jurisdiction-neutral mechanism rather than requiring you to identify a regional Ombudsman office. RBI described this as a “One Nation One Ombudsman” approach.

What the scheme can and cannot decide

RB-IOS provides cost-free redress for qualifying complaints about deficiency in service by regulated entities covered by the scheme. Banks are a central covered category, but not every bank-related disagreement automatically qualifies. Coverage depends on the entity, the service involved and the scheme’s exclusions and maintainability rules.

Before filing, read the current scheme and RBI FAQ for edge cases. Do not assume that a dispute will be accepted merely because it involves a bank, or that the Ombudsman will award a particular amount or remedy.

The Ombudsman route is intended for service deficiencies. Your filing should therefore explain what service you expected, what the bank did or failed to do, when you complained, and why the bank’s response was inadequate or absent. Keep the description factual and tied to records rather than presenting a broad allegation without dates or documents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 1: complain to the bank in writing

Use the bank’s customer-grievance channel

Submit a clear written complaint through the bank’s designated customer grievance channel. The bank may provide that channel through its website, app, branch or other customer-support process. State the account or transaction concerned, the problem, the date it occurred, the remedy you want and how you can be contacted.

Keep the complaint itself and proof that the bank received it. An acknowledgement, complaint number, email delivery record or other dated submission evidence helps establish when the 30-day period began and what issue you actually raised.

Make one organized record

Save the documents that explain the complaint, such as relevant account or transaction records, statements, notices and correspondence. A concise timeline is useful: list the event, the date, the bank contact or complaint reference, and the response received. This is practical preparation for filing; it does not replace any form or requirement in the scheme.

Step 2: identify the trigger for escalation

Your next step depends on what the bank did after receiving your complaint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Bank’s action When RBI escalation may be available What to preserve
Complaint rejected wholly or partly After receiving the rejection The rejection and its date
Response or resolution is unsatisfactory After receiving the response or resolution The bank’s response and your explanation of the unresolved issue
No response After 30 days from the date the bank received your complaint Proof of submission and the date of representation

If the bank is silent, do not file with RBI merely because you sent a complaint recently. Wait until 30 days have passed from the representation. If the bank has already rejected the complaint or given a response you consider inadequate, the 30-day waiting condition may not operate in the same way; use the response date and the current RBI instructions when assessing your position.

Step 3: calculate the filing deadline

The deadline differs according to whether the bank replied.

  • Bank replied: file within one year after the date you received the bank’s reply.
  • No reply: file within one year and 30 days from the date you made your representation to the bank.

Record the date on which the reply was received, not just the date printed on a letter, and retain evidence of that receipt where possible. For a no-response complaint, record the date the bank received your original representation because that date anchors both the 30-day waiting period and the one-year-and-30-day outer limit.

For example, if the bank’s reply reached you on 15 March 2026, the ordinary filing period runs for one year from that receipt date. If the bank received your complaint on 15 March 2026 and never replied, the no-response limit is one year and 30 days from that representation date. Keep your own calendar reminder well before the final day so that a missing attachment or technical problem does not cause a late filing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These periods come from the RBI FAQ dated January 20, 2023. Filing information and regulations can change, so check the current scheme and live CMS instructions before submitting.

Step 4: choose a filing route

Online: RBI Complaint Management System

The standard route is the RBI Complaint Management System at cms.rbi.org.in. Complete the online complaint with the bank’s details, the issue, the dates, the relief sought and the supporting information requested by the system. Online complaints are centrally allocated; you do not need to select or approach a particular Ombudsman office.

Email

RBI identifies email filing through [email protected]. Use the prescribed complaint format and attach the records needed to show your bank complaint, the bank’s response or the expiry of the 30-day period, and the underlying transaction or account issue.

Post

You may also send the prescribed form by post to the Centralised Receipt and Processing Centre. Keep a complete copy of everything sent and proof of dispatch and delivery. The current RBI instructions and form should be checked before posting because addresses and filing requirements can be updated.

Route Practical characteristic Important preparation
CMS online Central, jurisdiction-neutral allocation; no Ombudsman office selection Save the online acknowledgement or complaint reference and upload the requested records
Email Electronic submission to the Centralised Receipt and Processing Centre Use the prescribed format, attach supporting documents and retain the sent message and attachments
Post Physical submission to the Centralised Receipt and Processing Centre Use the prescribed form, keep a full copy and retain dispatch and delivery proof

Choose the route that lets you prove what was sent and when. An online acknowledgement, a complete sent-email record or postal delivery proof is more useful than an unrecorded telephone conversation. Do not send inconsistent versions of the facts through multiple channels; if you correct an earlier submission, identify the correction clearly.

What to include in the RBI complaint

A strong complaint lets the reviewer understand the sequence without searching through unrelated material. Organize it in this order:

  1. Your details and the regulated entity: identify yourself, the bank and the account or service involved as requested by the form.
  2. The service problem: describe the transaction, omission or conduct that you say amounts to deficiency in service.
  3. Your bank complaint: give the date, channel and complaint reference, and attach proof of delivery or acknowledgement.
  4. The bank’s outcome: attach the rejection or response and explain precisely what remains unresolved. If there was no response, state that 30 days elapsed and show when the bank received your representation.
  5. Relief requested: state the practical correction or redress you seek, without assuming that a particular outcome is guaranteed.
  6. Supporting record: include relevant account or transaction documents and a short chronological index so the important evidence is easy to locate.

Do not submit a different dispute from the one first presented to the bank without explaining the connection. The bank-first requirement is meaningful: RBI needs to see that the entity had an opportunity to address the issue.

How to avoid an unmaintainable complaint

  • Do not skip the bank: an initial RBI filing without a prior bank representation can be rejected as non-maintainable.
  • Do not file too early in a no-response case: wait 30 days from the bank representation.
  • Do not miss the limitation period: use one year from the bank’s reply, or one year and 30 days from the representation where there was no reply.
  • Confirm entity and subject coverage: the scheme has exclusions and does not turn every bank disagreement into an Ombudsman matter.
  • Keep evidence of dates: an undated narrative makes it harder to establish the waiting period and deadline.
  • Use the prescribed route and format: for email or post, follow the current form and Centralised Receipt and Processing Centre instructions.

Also check that the bank named in your complaint is the entity that actually provided the disputed service. A group company, payment intermediary or other institution may have different coverage. If the issue involves several entities, explain each entity’s role and show the complaint made to each relevant provider instead of assuming that one bank complaint covers all of them.

What happens after filing

RBI’s CMS provides a central filing and allocation mechanism. Monitor the acknowledgement or reference associated with your submission and respond to any request for clarification or documents. Keep the original files and copies of every message sent or received.

Review your email inbox, spam folder and postal address regularly while the matter is pending. If RBI asks for a document, send a readable copy and identify which point it proves. Keep a note of the date and method of every response. A clear index helps distinguish the original bank complaint, later correspondence and any additional explanation.

The scheme is a redress mechanism for qualifying service complaints, not a guarantee that the bank will be directed to grant every remedy requested. The decision depends on the facts, records, the entity’s coverage and the applicable scheme provisions.

If the Ombudsman’s decision is unsatisfactory

Read the closure communication first

The appeal right depends on the clause or ground stated in the Ombudsman’s decision. The RBI FAQ describes appeals within 30 days for awards and rejections under specified appealable clauses. It also lists closure categories that are not appealable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the 30-day appeal window

Count 30 days from receipt of the relevant communication. A further extension of up to 30 days may be available when sufficient cause is shown. Because not every closure ground can be appealed, read the exact clause in the communication before preparing an appeal and verify the current RBI instructions.

Appeal question Action
What decision was issued? Keep the award, rejection or closure communication and note when you received it.
Is the stated ground appealable? Compare the clause in the communication with the appeal provisions in the current RBI FAQ and scheme.
Is the deadline open? File within 30 days; if relying on an extension, explain the sufficient cause and stay within the possible additional 30-day period.
Is the ground excluded from appeal? The FAQ lists non-appealable categories; an appeal is not available simply because the outcome is disappointing.

An appeal is not a second opportunity to ignore the bank-first requirement or add an unrelated grievance. Address the stated decision, identify the appealable ground and attach the communication and records that support your position. If the communication says the ground is not appealable, the ordinary appeal route is unavailable even if you disagree with the result.

Do you need a paid filing service?

No third-party agency is required to file with RBI. The official CMS, email route and postal route are available for customers to use directly, and the scheme provides cost-free redress for qualifying complaints. A paid complaint-writing or filing service cannot make an ineligible dispute eligible or extend a statutory deadline.

If you use any assistance, remain responsible for checking the facts, dates, attachments and submission acknowledgement yourself. Never surrender the original records that establish your bank complaint and the applicable deadline.

What if the bank gives only a partial solution?

You may explain why the response or resolution is inadequate and approach RBI after receiving it. Attach the bank’s communication and identify the specific issue that remains unresolved.

What if I do not know which Ombudsman office has jurisdiction?

For an online CMS complaint, you do not need to choose an office. The scheme uses a jurisdiction-neutral, centrally allocated mechanism.

No. The appeal provisions apply only to specified awards and rejection grounds. Read the clause in the decision, check whether it is appealable and, where permitted, file within 30 days. A further period of up to 30 days may be available for sufficient cause.

Bottom line for a bank customer

Start with a dated written complaint to the bank, preserve proof and wait for the correct trigger. If the bank rejects the complaint, gives an unsatisfactory response or remains silent for 30 days, file through the RBI CMS or the prescribed email or postal route within the applicable limitation period.
