Yes—some U.S. federal political committees may accept bitcoin, but a crypto contribution is legal only when the committee, donor, amount, source, valuation, and jurisdiction all comply with applicable rules. The Federal Election Commission (FEC) treats bitcoin as money or something of value. A committee must identify and screen the donor, apply contribution limits, value the asset when received, and report it as an in-kind contribution. State and local rules can be stricter: Oregon prohibits cryptocurrency contributions, while Texas allows them under specific in-kind reporting rules.
Use the campaign’s official donation page or its named payment processor, never a wallet address sent through an unverified message. Confirm the race, token, exchange-rate method, fees, identity information, and refund process before authorizing a blockchain transaction. Political contributions are not charitable tax deductions.

What makes a cryptocurrency campaign donation safe?
A safe donation has six characteristics:
- Correct jurisdiction: You have confirmed whether the recipient is a federal, state, or local committee and checked that jurisdiction’s current rules.
- Authorized recipient: You reached the campaign through its official website and used the processor or wallet address it identifies there.
- Eligible source: The contribution is from you, not a foreign national, anonymous source, intermediary, or person whose contribution you are disguising.
- Compliant amount: The dollar value at receipt fits the applicable contribution limit, including any other contributions you have made to that committee.
- Documented valuation: You know which exchange-rate source and timestamp will determine the contribution’s dollar value.
- Complete records: You retain the receipt, blockchain transaction details, valuation, and correspondence in case the committee needs to correct, refund, or explain the contribution.
Bitcoin is the asset specifically addressed by the FEC opinion discussed below. A committee’s willingness to accept one token does not establish that it accepts every other token, stablecoin, network, or wallet.

Check the race and jurisdiction before sending anything
Federal committees operate under FEC rules. State and local committees follow the law of the state, territory, county, or municipality governing that race. A contribution that is acceptable to a federal committee can be illegal for a state candidate.

Federal committees
FEC Advisory Opinion 2014-02 says a nonconnected political committee may accept bitcoin contributions. The treasurer must examine each contribution for prohibited sources and excessive amounts, just as with a contribution made in dollars. The committee must also handle the asset correctly if it does not immediately convert it.
State and local committees
Do not infer permission from a campaign’s advertising or from another state’s practice. Oregon Revised Statutes §260.011 prohibits using cryptocurrency to make a contribution. Texas Election Code §22.37 treats virtual-currency contributions as in-kind contributions, requires fair-market-value reporting when received, and requires a gain on sale to be reported when the applicable threshold is exceeded.
A 2022 California Fair Political Practices Commission memorandum described the then-current landscape as nine states prohibiting cryptocurrency contributions and twelve states plus the District of Columbia expressly allowing them in some form. That count is historical, not a current nationwide map. Verify the rule for the specific office and election because statutes, agency rules, and local requirements change.
Questions to ask the campaign
- Is this committee authorized to accept cryptocurrency for this particular election?
- Which assets and networks are accepted?
- Does a regulated processor receive and convert the asset, or does the committee control the wallet?
- What identity, address, occupation, employer, and election-designation information is required?
- Which exchange or pricing source supplies the dollar value, and at what time?
- Who pays network or processor fees, and do fees reduce the credited contribution?
- How are prohibited or excessive contributions returned?
Step-by-step: donate cryptocurrency without creating a compliance problem
-
Identify the committee and office
Write down the candidate or committee’s legal name, the office sought, and the election. Determine whether it is a federal committee or a state or local committee. For a nonfederal race, consult the relevant election agency or ask the committee for the rule it relies on; do not rely solely on a generic “crypto accepted” badge.
-
Open the official donation page yourself
Type the campaign’s known web address or reach it through a verified social profile. Use the donation page and the processor named there. FEC internet-fundraising guidance permits online confirmation that a contribution complies with limits and source prohibitions and requires authorization and best-efforts notices. A direct-message wallet address, QR code, or forwarded payment request that is not present on the official page is a stop signal.
-
Read the authorization and donor notices
Before payment, look for the committee’s authorization statement, contribution-limit information, prohibited-source warning, and donor-information fields. The committee may ask for your name, residential address, occupation, employer, and the election designation. Supply your own accurate information; do not use a nickname, business entity, friend, or intermediary to conceal who is contributing.

Confirm that you are an eligible source
Federal committees must screen contributions for prohibited sources. Do not contribute as a foreign national, on behalf of someone else, through an anonymous arrangement, or with funds whose true source is obscured. If someone gives you cryptocurrency to pass to a campaign, stop and ask the committee and a qualified election-law professional before proceeding.

Calculate the contribution in dollars first
Find the committee’s applicable limit and account for your other contributions to that committee. The relevant amount is the cryptocurrency’s market value when the committee receives it, not what you originally paid for the coins or what they are worth later. If the portal displays a dollar equivalent, save a screenshot or downloadable receipt showing the quoted amount and time.
-
Verify the token, network, and conversion terms
Confirm the exact asset and blockchain network. Ask whether the processor converts immediately, holds the asset, or converts only after a delay. Ask which exchange-rate source is used, whether the rate is a contemporaneous spot rate, and how network and processor fees affect the reported value. A token sent on an unsupported network can be unrecoverable even when the wallet address looks similar.
-
Submit the transaction through the named processor
Check the destination address and network in the processor’s confirmation screen. Send a small test amount only if the processor expressly supports that procedure; a test transaction is still a contribution and must be treated as such. Never approve a transaction while relying on a copied address that you have not matched against the official page.
-
Save the complete evidence package
Keep the campaign receipt, date and time, asset and quantity, dollar valuation, wallet address, transaction hash, processor name, fee information, and any refund or correction correspondence. Export the processor record before the page expires. These records let you demonstrate what was sent and what the committee credited if the market moves or a reporting correction is needed.

Monitor for confirmation or refund
Wait for the committee or processor to confirm receipt and the credited dollar amount. A contribution can be returned if it is prohibited, excessive, inadequately identified, or otherwise cannot be resolved. Do not assume that leaving coins in your own wallet, moving them to another wallet, or waiting for a market recovery eliminates the committee’s refund obligation or your need to respond.

How federal committees value and report bitcoin
The FEC says bitcoin is “money or anything of value” under the Federal Election Campaign Act. Its stated rule is: “A political committee that receives a contribution in bitcoins should value that contribution based on the market value of bitcoins at the time the contribution is received.” The committee—not the donor—makes the official campaign-finance report, but the donor’s transaction records help establish the relevant time and amount.
Immediate conversion
When a processor sells the bitcoin promptly, the committee can use the processor’s contemporaneous valuation. FEC guidance prefers a valuation supplied by a processor at the time of the transaction. The campaign should retain the processor record supporting the reported amount.
Holding the bitcoin
If the committee keeps the bitcoin instead of liquidating it, the FEC describes offsetting receipt and disbursement entries. The committee reports the contribution at market value when received and records the corresponding asset entry. The FEC recommends memo text stating the amount received and that it was not liquidated. A later change in market price does not change the original contribution value, although a later sale creates additional reporting considerations.

Bitcoin purchased as an investment must be sold and the proceeds deposited in the campaign depository before the committee spends those proceeds, according to Advisory Opinion 2014-02. A committee cannot treat an unconverted holding as though it were already dollars in its operating account.
What happens when the amount or source is wrong
The treasurer must return or otherwise properly handle a prohibited or excessive contribution. That duty applies even when the asset is still held in a wallet and its price has changed. A refund can therefore be worth more or less in dollars than the original valuation, which is one reason campaigns establish processor and conversion procedures before accepting crypto.
Federal, state, and international rules at a glance
| Jurisdiction or example | Permission status | Valuation and reporting treatment | Important qualification |
|---|---|---|---|
| U.S. federal committee | Bitcoin contributions may be accepted under FEC rules. | Value at market value when received; report under in-kind procedures. If held, use the FEC-described offsetting entries and memo text. | Donor screening, source prohibitions, contribution limits, identity information, and refund duties still apply. |
| Oregon | Cryptocurrency contributions are prohibited under Oregon Revised Statutes §260.011. | There is no lawful contribution valuation method for a prohibited contribution. | Confirm the rule for the specific Oregon office and election before attempting payment. |
| Texas | Virtual-currency contributions are treated as in-kind contributions. | Report fair-market value when received; report a gain on sale when the applicable threshold is exceeded. | Texas treatment does not make a crypto contribution permissible in another state. |
| California historical context | A 2022 California Fair Political Practices Commission memo listed California within a broader landscape of states expressly allowing crypto in some form. | Not stated in that historical summary. | Use current California rules for the particular office; the 2022 count is not a current legal determination. |
| United Kingdom | The Electoral Commission’s 7 April 2026 guidance treats cryptoassets as property rather than currency and requires permissibility and donor checks. | Report as a non-monetary contribution. | The guidance describes proposed legislation that could require return or forfeiture of crypto donations received from 25 March 2026. UK donors need country-specific advice. |
Contribution limits, identity, and source rules
Crypto does not create a separate federal contribution-limit category. The committee must translate the asset into dollars at receipt and apply the limit that would apply to another contribution of that value. If the portal asks you to certify that the payment is within your limit and from your own funds, answer only after including earlier contributions to the same committee.

Identity information is a compliance control, not an optional marketing field. A committee may need your full name, residential address, occupation, and employer to meet reporting and best-efforts duties. A foreign national cannot make a federal campaign contribution, and a donor cannot avoid that prohibition by routing funds through a U.S. person or an obscured wallet. If a processor does not collect enough information to identify the true donor, do not use it for a political contribution.

Joint finances and business funds
If the coins belong to a company, partnership, trust, or another person, do not characterize the payment as your personal contribution without confirming the source rules. The safest practice is to contribute only assets you own and can identify, using the name and address that match the campaign’s records.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Tax treatment: political contributions are not charitable gifts
A political campaign contribution is not a charitable donation. Do not claim it as a charitable tax deduction. FEC internet-fundraising guidance requires a notice that contributions are not tax deductible for committees whose gross annual receipts normally exceed $100,000. The absence or presence of that notice does not turn a political contribution into a deductible gift.
Keep the transaction and valuation records with your tax files, but do not substitute the campaign receipt for professional tax advice about your broader digital-asset activity. The campaign’s receipt establishes the political contribution; it does not by itself determine every tax consequence of your cryptocurrency holdings.
Volatility, fees, and refunds
Price movement between approval and receipt
Blockchain confirmation, processor acceptance, and committee receipt can occur at different times. Ask which event fixes the valuation time. The committee generally values the contribution when received, so a displayed estimate can change before confirmation.
Network and processor fees
Fees may be deducted before conversion or charged separately. Ask whether the committee reports the gross market value of the coins received, the net amount after a processor fee, or another amount required by its reporting procedure. Save the fee line and the processor’s explanation rather than calculating the value from a later exchange statement.

Refunds after a market move
If the committee identifies a prohibited or excessive contribution, it may need to return or refund it. The campaign should tell you whether the refund is made in the original asset or another permitted form and how it determines the amount. Do not make a second payment to “fix” the first one until the committee confirms the correction in writing.
Recordkeeping checklist for donors
Store these items together for the life of the campaign and for the period your tax and legal advisers recommend:
- Campaign legal name, office, election, and official donation-page address.
- Processor name and the processor’s terms for conversion, custody, and refunds.
- Asset, network, quantity, wallet address, transaction hash, and blockchain confirmation time.
- Dollar value shown by the processor, exchange-rate source, valuation timestamp, and fee amount.
- Receipt, authorization and donor certifications, and the identity information you supplied.
- All messages about a failed payment, correction, refund, or request for additional information.
Do not publish a transaction hash together with personal information. A hash can reveal payment activity even though it does not by itself identify the donor.

- The request arrived only by direct message, text, email forward, or a newly created social account.
- The address differs between the campaign’s official page and the payment screen, or the network is not clearly named.
- The recipient promises anonymity, asks you to omit occupation or employer information, or tells you to use someone else’s wallet.
- The campaign cannot explain which committee is receiving the contribution or which election it supports.
- The processor refuses to state its valuation source, conversion timing, fee treatment, or refund procedure.
- You are urged to send immediately because a “matching” deadline will otherwise be lost, without a verifiable official notice.
- You are asked to send a token the campaign’s official page does not list.
When any of these conditions appears, pause the transaction and contact the committee using contact information published on its official site—not the information in the suspicious message.
What the campaign should provide after payment
A responsible committee or processor should provide a confirmation identifying the committee, asset, quantity, dollar value, and transaction status. It should be able to explain the valuation timestamp and answer questions about fees, conversion, custody, and refunds. If the committee later requests more identity information, respond promptly; an unresolved source or limit issue can require a return.
For a federal committee, the campaign’s treasurer is responsible for the FEC filing and for correcting an impermissible receipt. Your role is to provide truthful donor information, stay within the applicable limit, and preserve evidence of what you authorized.
If you are outside the United States
Do not apply the FEC framework to a foreign election. The UK Electoral Commission’s 7 April 2026 guidance, for example, treats cryptoassets as property rather than currency, requires non-monetary reporting and donor identification, and emphasizes permissibility checks. It also describes proposed legislation that could require the return or forfeiture of crypto donations received from 25 March 2026. Other countries can classify the same asset differently, impose different donor restrictions, or prohibit crypto contributions entirely. Check the electoral authority and the committee’s compliance instructions for the country and office involved.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesPractical decision rule
Proceed only when the official campaign page identifies the receiving committee and processor, the jurisdiction permits the contribution, you can truthfully complete the donor certification, the dollar value fits your remaining limit, and you understand the asset, network, valuation time, fees, and refund process. If any one of those conditions is unknown, use a conventional payment method or obtain advice from an election-law professional before sending cryptocurrency.
