Document suspected payroll or procurement fraud as a limited, factual investigation record—not as a collection of personal information about a person. Identify the transaction or pay period, preserve the original records and their metadata, collect only data needed to test the allegation, log every transfer and access, and submit the record through an authorized channel. Redact unrelated Social Security numbers, bank details, addresses, medical information, and other identifiers. Before recording conversations, accessing another person’s account, moving data across borders, or handling regulated or privileged material, obtain advice for the jurisdictions and sectors involved.
Start with a narrow, testable allegation
A good record lets an authorized reviewer answer five questions quickly: what happened, when and where it happened, which records support it, who had a legitimate business role, and what remains uncertain. Open an allegation ID and define the smallest event that can be tested. For payroll, that might be a duplicate payment in the 14 October 2026 pay run, an employee paid for hours not present in the timekeeping system, or a bank-account change approved outside the required workflow. For procurement, it could be an invoice that does not match the purchase order, a split purchase that appears designed to bypass a dollar threshold, or a vendor added without the required conflict-of-interest review.

Record the policy, control, contract term, or approval requirement that may have been breached. State the amount, currency, payroll period, invoice or purchase-order number, vendor or cost center, system name, and relevant dates. Avoid labels such as “the manager committed fraud” at the intake stage. The evidence may ultimately support a finding of fraud, an error, a control failure, or no violation at all.
Use four evidence labels
- Observed fact: something you personally saw in an authorized system or process, with the date, time, and system identified.
- Source document: an original record or verified copy, such as a payroll register, approval log, invoice, contract, or bank-change request.
- Witness account: what a person reports, kept distinct from documentary facts and attributed to that person.
- Inference: a reasoned possibility drawn from the facts, clearly marked as unconfirmed.
This separation prevents a suspicion from becoming a stated conclusion and helps investigators decide what to verify next.

Collect the minimum necessary personal data
Privacy-safe documentation begins with data minimization. Copy only records that bear on the defined allegation and only the fields needed to identify, test, or explain it. The Federal Trade Commission advises scaling down collection and retaining sensitive information only for a legitimate business need. A complete payroll export of every employee is rarely necessary to test one questionable payment; a filtered record showing the affected pay period, employee identifier, hours, rate, approvals, and payment reference may be enough.
| Data type | Include when | Safer handling |
|---|---|---|
| Employee name or internal ID | Needed to link the payment or approval to the allegation | Use the least identifying form that still permits reconciliation; keep the identity key in a separate restricted index. |
| Social Security number, national ID, or tax number | Only when the identifier itself is material to the suspected scheme or required by an authorized investigator | Redact or mask unrelated digits; do not copy it merely because it appears on a payroll report. |
| Bank account or payment-card details | Needed to show an unauthorized account change, duplicate destination, or payment diversion | Show only the minimum digits needed to distinguish accounts and store the unmasked record under tighter access. |
| Home address, personal phone, or personal email | Material to the allegation or required to contact a witness through an authorized process | Remove from working copies when location or contact is not an issue. |
| Medical, leave, disability, or benefits information | Only if it directly explains the questioned payroll entry and a lawful reviewer needs it | Prefer a coded status or date range; exclude diagnosis and unrelated clinical details. |
| Vendor personal information | Necessary to establish ownership, conflicts, payment destination, or identity fraud | Separate beneficial-owner or tax records from the general case file and restrict access. |
Keep a redaction log. For each removed field, note what category was removed, why it was unrelated or excessive, who performed the redaction, and when. Preserve an unredacted original only where authorized and necessary; a redacted working copy should not silently replace the source.
Preserve originals, metadata, and provenance
An allegation becomes useful evidence only when another person can authenticate it and see that it was not altered. The U.S. Department of Labor stated in January 2025 that evidence should be authentic, relevant, unaltered, and untampered with, with accountable custody from a reliable source.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Identify the source system and custodian. Record the payroll, procurement, accounting, email, chat, shared-drive, or document-management system; the business owner; and the person or service account that supplied the record.
- Capture the collection date and time. Use a consistent time zone and note whether the system displays local time, UTC, or another setting.
- Preserve the native file or a verified forensic copy. Keep the original format where practical. A screenshot may illustrate a point, but it should not be the only copy of a spreadsheet, message, or audit log.
- Record the method. Note the authorized export, report parameters, download process, or imaging method. Include filters, date ranges, and fields selected so another reviewer can reproduce the collection.
- Apply an integrity check when available. Record the hash or other verification value generated by the approved tool and identify the tool and version. Do not claim that a file is unchanged unless the integrity check supports that conclusion.
- Start a custody log immediately. Every handoff, upload, download, review, redaction, and copy should have a date, time, person or account, action, and destination.
| Custody-log field | Example entry |
|---|---|
| Item ID | PF-2026-014-003 |
| Description | Payroll exception report for pay run ending 14 October 2026 |
| Source and custodian | Payroll system; payroll operations custodian |
| Collection details | Authorized CSV export, filtered to the affected cost center, collected 19 October 2026 at 09:42 UTC |
| Integrity value | Hash or approved verification result recorded in the evidence register |
| Transfers and access | Uploaded to restricted case repository by investigator; reviewed by internal audit on the logged date |
Do not edit the original to add comments. Put explanations, annotations, and calculations in a derivative working file that links back to the item ID.
Preserve email, chat, and disappearing messages
Relevant evidence can exist in email, text messages, team chats, shared drives, collaboration tools, and platforms with automatic deletion. The Federal Trade Commission and Department of Justice said in January 2024 that preservation duties can include collaboration and ephemeral-messaging platforms. Once an investigation or litigation is reasonably anticipated, ask the appropriate legal, records, or compliance function whether a legal or investigation hold is required.

- Identify custodians, date ranges, channels, devices, and keywords without collecting an entire mailbox by default.
- Pause routine deletion, auto-purge, retention-limit, or disappearing-message settings for the relevant material when an authorized hold directs you to do so.
- Preserve the message context, including sender, recipients, timestamps, thread identifiers, attachments, edits, and reactions where the system makes them available.
- Do not forward sensitive messages to a personal account or copy them into an unapproved chat merely to keep them from disappearing.
- Record what could not be recovered, such as a deleted message or unavailable device, rather than implying that the collection was complete.
A hold is not permission to browse unrelated communications. Scope the preservation to the allegation and follow the organization’s authorized process.
Secure the working file
Separate the evidence repository from ordinary shared folders. The FTC recommends least-privilege access, locked physical files, and secure disposal when the business need ends.
- Role-based access: give investigators, legal advisers, compliance staff, and decision-makers only the permissions their roles require.
- Identity separation: keep a witness-name index and contact details in a separate, more restricted location; use witness codes in the general chronology.
- Encryption: use the encryption controls approved for the environment in transit and at rest. Do not improvise with consumer file-sharing services.
- Physical protection: store printed payroll or bank records in locked cabinets with a checkout log; do not leave them on desks, printers, or in meeting rooms.
- Auditability: enable repository access logging and review unusual downloads, bulk exports, or permission changes.
- Retention and disposal: set a review date, preserve material subject to a hold, and securely destroy duplicates and no-longer-needed sensitive data when authorized.
Do not put an allegation, employee name, or account number in an email subject line when a case number will do. Use the restricted case system for substantive material and record the recipient and purpose of each disclosure.
Build a reproducible investigation record
A structured record reduces both privacy exposure and investigative confusion. The following fields can be adapted to an internal audit or compliance system:
Allegation ID and date opened: PF-____ / ____ UTC
Issue type: payroll | procurement | mixed
Defined transaction or pay period: __________________
Amount and currency: __________________
Policy, control, or contract requirement: __________________
Observed facts (with source item IDs): __________________
Source documents and custodians: __________________
Witness accounts (witness codes only): __________________
Inferences and unanswered questions: __________________
Data minimized or redacted, with reasons: __________________
Collection method, time zone, and integrity check: __________________
Custody, access, transfer, and disclosure entries: __________________
Reporting recipient and submission date: __________________
Retention hold and destruction-review date: __________________
For every event in the chronology, cite the source item ID rather than pasting a sensitive document into the narrative. If a fact is based on a conversation, record who said it, when, how the account was obtained, and whether the person had direct knowledge.

Apply the workflow to payroll allegations
Duplicate or inflated pay
Define the exact pay run, employee or internal identifier, earning code, hours or units, rate, and payment reference. Compare the payroll register with the approved time record, schedule, adjustment history, and authorization log. Preserve both the questioned entry and a control sample only if the comparison requires it. Mask unrelated employees’ identifiers and earnings.
Unauthorized bank-account or payment change
Capture the change request, approval trail, timestamp, originating account or service, and the resulting payment reference. Because bank data is highly sensitive, show only the digits needed to distinguish the old and new destinations in the working file. Ask the authorized security or payroll investigator to obtain full banking records if they are necessary.
Ghost employee or conflicted payee
Use the minimum records needed to reconcile the employee master, hiring or onboarding approval, time records, supervisor assignment, and payment destination. A name match, shared address, or common bank account is an investigative lead, not proof of fraud. Record alternative explanations and route identity verification to authorized personnel.
Apply the workflow to procurement allegations
Invoice or purchase-order mismatch
Identify the purchase order, invoice, receipt or delivery record, approval path, vendor, amount, and date. Preserve the native invoice and system audit trail, then create a comparison showing which fields match and which do not. Do not copy unrelated vendor tax forms or employee information merely because they were stored in the same folder.
Split purchases or threshold avoidance
Define the applicable approval threshold and the transactions that appear related by vendor, requester, purpose, timing, or cost center. Export the relevant purchase records with the system’s filters and retain those parameters. State that the pattern may indicate threshold avoidance; do not assert intent until an authorized investigation establishes it.

Vendor conflict or undisclosed ownership
Preserve the conflict disclosure, vendor onboarding record, beneficial-ownership information, approval messages, and contract. Restrict ownership and personal data to investigators who need it. A relationship or shared address can be a lead, but it does not by itself prove a prohibited conflict or kickback.
Choose a reporting route deliberately
Use a channel that is authorized for the facts and safe for you. The route affects access to company records, independence, confidentiality, and the legal process that may follow.
| Route | Strengths | Risks and practical questions |
|---|---|---|
| Internal hotline or compliance | Usually accessible and able to reach payroll, procurement, and system custodians quickly | Consider retaliation, conflicts, independence, and whether the channel accepts anonymous follow-up. |
| Internal audit or legal counsel | Investigative expertise; counsel may advise on scope and, where applicable, privilege | Confidentiality and privilege are controlled by counsel and depend on the facts, purpose, and jurisdiction; do not promise either to a witness. |
| Regulator or inspector general | Statutory authority and possible whistleblower protections for qualifying disclosures | Formal disclosure rules apply. For covered federal employees and contractors, protection under the Whistleblower Protection Act depends on the statute and facts. |
| Law enforcement | Appropriate for suspected criminal conduct, imminent harm, or an organization that cannot safely investigate | Material may become subject to investigative demands, court orders, or public proceedings; preserve the original and follow instructions. |
For covered federal employees and contractors, the Federal Trade Commission Office of Inspector General explains that a disclosure is protected under the Whistleblower Protection Act when the employee reasonably believes it evidences specified wrongdoing, including a violation of law, gross mismanagement, gross waste, abuse of authority, or a substantial and specific danger to public health or safety. Coverage is fact-specific; use the authorized recipient identified by the applicable rule.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Anonymous is not the same as confidential
An anonymous report does not identify the reporter to the recipient. A confidential report identifies the reporter to a limited recipient but asks that identity and other information be restricted. A hotline may allow anonymous follow-up through a case number, while an investigation may still require the organization to reveal enough information to test the allegation.
Recommended Free Tools
The FTC says it takes complainant and witness confidentiality seriously, but confidentiality can yield to legal requirements, law-enforcement use, or court or administrative proceedings. Do not promise a witness that identity can never be disclosed. Before submitting, ask what the channel records, who can access it, whether the reporter can receive a status update, and under what circumstances information may be shared.

Get advice before high-risk collection or disclosure
Several actions can create separate legal issues even when the underlying suspicion is genuine:
- Recording a conversation: consent requirements vary by jurisdiction and by whether the discussion is in person, by phone, or online. Do not secretly record or install monitoring software without advice.
- Accessing another person’s account or device: a business concern does not authorize password sharing, bypassing access controls, or searching a personal device. Use approved e-discovery or security procedures.
- Moving data across borders: employee, vendor, financial, and health data may be subject to foreign privacy, transfer, localization, or secrecy restrictions. Department of Justice guidance advises identifying foreign restrictions and considering lawful alternatives when documents are needed for an investigation.
- Handling regulated information: payroll, banking, health, tax, and government records can carry sector-specific duties beyond general privacy controls.
- Handling privileged material: do not forward attorney communications or label ordinary business documents privileged. Ask counsel how to segregate and preserve potentially privileged records.
- Labor and collective-bargaining issues: interviews, monitoring, and discipline may implicate employment agreements, works councils, or collective-bargaining rights outside the general evidence process.
Pause the risky step, preserve what is already lawfully available, and obtain jurisdiction-specific advice. Do not destroy or conceal records while waiting for guidance.
Common mistakes and how to correct them
| Mistake | Why it causes trouble | Correction |
|---|---|---|
| Exporting an entire employee or vendor database | Creates unnecessary privacy exposure and makes review harder | Define the allegation, filter to relevant records, and document the filter. |
| Editing a spreadsheet or PDF and keeping only the edited copy | Destroys provenance and may make authentication impossible | Preserve the native original; put calculations and notes in a linked derivative. |
| Relying on screenshots | Screenshots can omit metadata, context, and audit history | Preserve the native export or verified copy and use screenshots only as illustrative derivatives. |
| Forwarding records to personal email or cloud storage | Expands access and may violate security, employment, or cross-border rules | Use the approved restricted repository and log the transfer. |
| Calling a person a fraudster in the intake report | Converts an untested inference into a potentially defamatory or unfair assertion | Describe the transaction, evidence, and uncertainty; let the authorized investigator make findings. |
| Ignoring chat or auto-delete settings | Relevant evidence may disappear after a hold should have been considered | Escalate promptly to legal, records, or compliance and preserve within the authorized scope. |
| Promising absolute confidentiality | Courts, regulators, or law enforcement may require disclosure | Explain the channel’s limits before collecting a witness account. |
| Sharing the file widely “for transparency” | Increases privacy and retaliation risk and can contaminate interviews | Use need-to-know access and record each disclosure. |
Manage the case after submission
Record the recipient, submission date and time, case or acknowledgment number, and any requested follow-up. Keep the evidence log current when a reviewer receives a copy, asks for an additional export, or returns a document. If the report is rejected as out of scope, preserve the record and ask which authorized channel should receive it; do not broadcast it to unrelated managers or coworkers.
When the investigation ends, the authorized owner should decide what must be retained for litigation, regulatory, employment, tax, or contractual reasons and what can be securely disposed of. A destruction review date is not permission to delete material subject to a hold. Dispose of paper through approved secure destruction and delete electronic copies, temporary exports, and local caches according to the organization’s controls. Record what was destroyed, under whose authority, when, and what was retained.
Final privacy-and-integrity checklist
- Allegation ID, date opened, transaction or pay period, amount, and control requirement are defined.
- Each entry is labeled as an observed fact, source document, witness account, or inference.
- Only necessary employee, vendor, payroll, banking, and other personal data is included.
- Unrelated identifiers are redacted, and the redaction reasons are logged.
- Original files or verified copies, native formats, metadata, collection methods, time zones, and integrity checks are preserved.
- Custodian, collection time, access, transfer, review, and disclosure events are logged.
- Relevant email, chat, shared-drive, and ephemeral-message data is preserved when an investigation or litigation is reasonably anticipated and an authorized hold applies.
- The working file uses role-based access, encryption appropriate to the environment, and a separate witness-identity index.
- The report is sent through an authorized internal, regulatory, inspector-general, or law-enforcement channel suited to the facts.
- Anonymous and confidential options, retaliation concerns, and the limits of confidentiality are understood.
- Advice is obtained before recording, accessing another account or device, transferring data across borders, or handling regulated or privileged material.
- Retention, hold, and secure-disposal decisions are documented after the matter is resolved.
These practices let a legitimate concern be investigated without turning payroll or procurement records into an uncontrolled collection of sensitive personal information. They also give the eventual decision-maker a defensible path from the original record to the reported allegation.
