How to Diversify a Portfolio Dominated by South African Blue-Chip Shares

The most reliable way to diversify a portfolio dominated by South African blue-chip shares is to reduce dependence on the same country, sectors, currency and economic drivers. Start by mapping your real exposures, set a target allocation around your time horizon and liabilities, then direct new contributions toward missing exposures. Broad global equities, high-quality bonds or money-market assets, inflation-linked holdings and an appropriate cash reserve are the usual building blocks. Property, infrastructure and specialist assets can have a role, but only when their liquidity, fees and risks are clear.

Why a portfolio of blue-chip shares can still be concentrated

Owning several large, established companies does not automatically create a diversified portfolio. If those companies are listed in South Africa, earn much of their revenue in the same economy, use the rand as their trading currency or respond to the same interest-rate and commodity cycle, they can fall together.

As an Amazon Associate I earn from qualifying purchases.

Concentration can appear in four ways:

  • Country concentration: most of the portfolio depends on South African policy, growth, infrastructure and political conditions.
  • Sector concentration: banks, miners, insurers, retailers or telecommunications companies may dominate even when the portfolio contains many individual shares.
  • Currency concentration: assets and future spending are both tied mainly to the rand.
  • Economic-driver concentration: companies may share exposure to domestic interest rates, electricity supply, commodity prices, consumer income or local regulation.

The objective is not to eliminate South African assets. It is to add return sources that are not driven by exactly the same events.

Step 1: Map what you actually own

Before buying anything, create a look-through inventory. Record each share, fund, retirement account, endowment and cash account, then identify the underlying holdings where a fund discloses them.

Build an exposure worksheet

Column What to record Why it matters
Vehicle Share, ETF, unit trust, pension or other account Shows where fees, tax and liquidity rules apply
Underlying countries Revenue or asset exposure, not only listing exchange A South African-listed company can earn substantial income abroad
Sector Classify each underlying business consistently Reveals duplicated banks, miners, retailers or telecoms
Currency Currency of assets and major cash flows Identifies rand and foreign-currency sensitivity
Issuer Company, government or financial institution Prevents hidden single-issuer and counterparty concentration
Role Growth, income, stability, inflation protection or liquidity Clarifies what each holding is supposed to do

Do not count an index fund as diversified until you inspect its index methodology and country weights. Several apparently different South African funds can own the same large banks, miners or telecommunications shares.

Separate look-through exposure from legal domicile

A company listed in Johannesburg may receive revenue in several countries, while a fund listed locally may hold foreign securities. Conversely, a fund with a foreign name can still have substantial South African exposure. Use the underlying holdings and revenue sources when available, and mark anything not disclosed as uncertain rather than assuming it is diversified.

Step 2: Set a policy allocation before choosing products

There is no single correct offshore percentage. Your target should reflect the date on which you need the money, the currency of your liabilities, job and property exposure, emergency reserves, tax position and the largest loss you could tolerate without selling in panic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use liabilities and spending currency as the anchor

  • Money needed for South African expenses in the next few years generally needs high liquidity and low volatility in rand terms.
  • Long-term spending abroad, overseas education or a foreign-currency liability creates a stronger reason to hold assets in that currency.
  • A person whose salary, home and business are all South African may need more non-South-African assets than someone already earning and spending in several currencies.
  • Investors drawing an income need to test whether a fall in global or local markets would force sales at an unsuitable time.

What the published figures do—and do not—mean

ETFSA has presented “30% or more outside South Africa” as a diversification guideline. That is provider guidance, not a statutory requirement or a personal recommendation. Treat it as a prompt to examine country risk, not as a target that applies to everyone.

ETFSA has also shown an example living-annuity portfolio with 75% growth assets and 25% defensive assets. It is an illustration of one asset mix, not a recommendation for every retiree or annuity holder.

Institutional limits are not household instructions. The Public Investment Corporation says approximately 80% of its assets under management are in listed investments; its stated mandate allows up to 10% outside South Africa, with 5% in offshore equities. The South African Reserve Bank’s financial-surveillance FAQ describes a 45% foreign-exposure ceiling for the retail assets of specified pension funds, life insurers, collective investment scheme managers and registered discretionary providers. Those figures apply to the relevant institutions and rules, not automatically to an individual portfolio.

Core building blocks for a less concentrated portfolio

Broad global equity exposure

A broad global equity fund can add companies across countries, sectors and currencies in one holding. Check the index, number of constituents, country caps, emerging-market treatment, total expense ratio, securities-lending policy, replication method and dealing spread. A global fund is still equity risk: it can fall sharply, and foreign-currency gains or losses can amplify the rand return.

High-quality bonds and money-market assets

Local government bonds, investment-grade credit and money-market instruments can provide stability and liquidity. Match duration to the period in which you may need the money: longer bonds are more sensitive to interest-rate changes, while short instruments face reinvestment risk when rates fall. Global high-quality bonds can add foreign-currency exposure, but hedging policy and credit quality need to be understood.

Inflation-linked bonds and other inflation-sensitive assets

Inflation-linked bonds can help protect purchasing power when the principal or coupons adjust under the instrument’s terms. They are not a guarantee against every rise in living costs and can still fluctuate with real interest rates. Property or infrastructure may also respond differently to inflation, but their debt, valuation, liquidity and fee structures can make them poor substitutes for a cash reserve.

Cash reserve

Keep an emergency reserve sized to your actual near-term spending and income risk before taking additional market risk. Cash reduces the chance that a temporary market fall forces you to sell long-term holdings. It does not diversify a portfolio if it is held in the same bank, currency and economic system as all your other assets, but it can materially improve liquidity.

Specialist and thematic holdings

Direct foreign shares, property funds, infrastructure vehicles and sector funds can fill a clearly defined gap. They should be satellites around a diversified core, not a replacement for it. A specialist holding is justified only when you can explain its role, valuation risk, liquidity, fees, tax treatment and maximum acceptable loss.

Routes to add offshore and non-equity exposure

Route What it adds Trade-offs to check
South African-listed global or foreign-asset ETF Geographic and currency diversification through a local exchange Foreign classification, tracking error, fees, liquidity, rand dealing and regulatory treatment
Offshore global-equity ETF or platform Broad country and sector exposure, often in hard currency Currency movements, tax reporting, transfer costs, platform and custody risk, and use of allowances
Local balanced or multi-asset fund Equities, bonds, inflation-linked assets and cash in one vehicle Manager discretion, fees, benchmark, concentration and rebalancing policy
Direct foreign shares Specific company or sector exposure Single-name risk, research burden, withholding taxes and currency volatility
Local bonds, inflation-linked bonds and cash Lower volatility and liquidity for near-term needs Interest-rate, inflation and reinvestment risk; continued South Africa sensitivity

South African-listed foreign-asset ETFs

These funds can provide foreign exposure while you buy and sell in rand on a South African exchange. Exchange Control Circular No. 9/2022 states that approved inward-listed ETFs referencing foreign assets are classified as foreign and must comply with approval and reporting rules. “Listed locally” therefore does not mean “free of foreign-exchange or regulatory considerations.” Read the fund’s mandate, approved structure, index, creation and redemption arrangements, spread and daily liquidity.

Offshore accounts and platforms

An offshore account can hold assets directly in a foreign market and currency. Compare the platform’s authorisation, custody arrangement, investor protection, dealing costs, foreign-exchange spread, recurring charges, transfer process, tax statements and estate implications. Confirm whether you are buying a fund, a share or a derivative, and who legally owns the assets if the platform fails.

Balanced or multi-asset funds

A local balanced fund may be useful when you want one manager to combine growth and defensive assets. Examine the strategic asset allocation, permitted offshore exposure, benchmark, maximum equity level, manager turnover, total cost and how the fund rebalances. Two funds with the same “balanced” label can have very different drawdown and currency profiles.

How to implement the change without creating unnecessary tax

  1. List every holding and account. Include funds and retirement products, not just the shares visible on your brokerage screen.
  2. Look through each fund. Record underlying countries, sectors, currencies and issuers, and identify duplicated South African exposures.
  3. Write a one-page investment policy. State the purpose of each asset, target ranges, liquidity needs, acceptable loss and the circumstances that permit a change.
  4. Choose broad, low-cost core vehicles. Add specialist positions only after documenting the specific diversification job they perform.
  5. Direct new contributions to gaps first. This can increase foreign or defensive exposure without immediately selling appreciated South African holdings.
  6. Sell selectively when the concentration is material. Compare capital-gains tax, dealing costs, spreads and exit restrictions with the risk of leaving the concentration in place.
  7. Set a rebalancing rule. Use a calendar review or tolerance bands, and trade because an allocation breached the rule—not because a headline predicted the next market move.
  8. Review the plan after life changes. Revisit it when employment, property, dependants, liabilities, retirement date or spending currency changes.

Phasing purchases can reduce the emotional risk of investing a large amount immediately, but it also leaves money in cash for longer and does not guarantee a better return. The right choice depends on the size of the portfolio, tax cost and your ability to follow the policy.

How to reduce rand risk without pretending currency is free diversification

Holding foreign assets introduces currency volatility; it does not remove risk. A weaker rand can increase the rand value of an unhedged foreign asset, while a stronger rand can reduce it even when the underlying investment rises in its home currency.

Decide whether you need:

  • Natural foreign-currency matching: hold assets in the currency of a known future expense.
  • Unhedged diversification: accept currency movements as part of the long-term return stream.
  • Partial hedging: reduce, but do not eliminate, currency swings where a liability or spending plan makes rand outcomes important.

For a fund, check whether currency hedging is used, which currency is hedged, how often the hedge is reset and what it costs. Hedging can reduce volatility but can also remove gains from a weaker rand and introduce rolling and counterparty costs.

Tax, exchange-control and reporting checks

Capital gains

The South African Revenue Service states: “A resident, as defined in the Income Tax Act 58 of 1962, is liable for CGT on assets located both in and outside South Africa.” Keep acquisition prices, dates, distributions, sale proceeds and the exchange rates used for every transaction. The tax calculation is generally made in rand, so retain the currency-conversion evidence rather than relying on a later account statement.

Income and withholding tax

Record dividends, interest, fund distributions and foreign withholding tax separately. A foreign tax withheld at source may not automatically settle your South African obligations or be fully creditable. The treatment depends on the instrument, your circumstances and the applicable tax rules; obtain current advice before filing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Allowances and exchange-control rules

SARB’s FAQ describes a R1 million single discretionary allowance and a R10 million individual foreign-capital allowance for qualifying individual offshore purchases. These allowances, documentation requirements and verification procedures can change. Confirm the current position with an authorised dealer and the relevant authority before transferring funds. Do not confuse an individual allowance with an institutional prudential limit.

Mandatory disclosure and offshore structures

SARS has used mandatory disclosure rules since 1 March 2024 for reportable arrangements and opaque offshore structures. A simple regulated fund is not automatically a reportable arrangement, but complexity, related parties and opacity can create obligations. Ask a tax professional to review the structure before you establish it, not after a filing deadline.

Estate and beneficiary consequences

Assets held offshore can involve a foreign probate process, local succession rules, additional executor costs or a separate will. Check beneficiary nominations, ownership and estate-duty exposure in each relevant jurisdiction. Keep an up-to-date schedule of account numbers and custodians in a secure estate file.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Rebalancing and monitoring

Choose a rule you can follow

A calendar rule might review the portfolio once or twice a year. A tolerance-band rule triggers action when an allocation moves materially away from its target. Either can work if the trigger, trade sequence and permitted exceptions are written down. Avoid changing targets simply because one market has recently outperformed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitor the risks that matter

  • Country and sector weights after every fund change.
  • Foreign-currency exposure and whether hedges still match your liabilities.
  • Duration, credit quality and issuer concentration in defensive assets.
  • Fund fees, tracking difference, bid–offer spread and trading liquidity.
  • Tax records, allowance usage and required regulatory reports.
  • Whether your emergency reserve still covers the period you planned.

Rebalancing can create taxable gains and dealing costs. Use distributions and new contributions first where practical, then sell only when the risk reduction justifies the tax and transaction expense.

Common mistakes and how to correct them

Counting funds instead of exposures

Five funds can hold the same companies. Correct this by consolidating look-through data by country, sector, issuer and currency.

Assuming offshore means low risk

Global equities can lose value, foreign currencies can move against you and overseas markets have their own political and regulatory shocks. Pair growth exposure with an appropriate defensive allocation and cash reserve.

Using a headline percentage as a prescription

The 30%-or-more figure from ETFSA is a guideline, not a universal rule. Derive your target from liabilities, horizon and risk capacity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring implementation costs

Foreign-exchange spreads, platform charges, fund fees, custody costs, tax and bid–offer spreads can materially reduce returns. Compare the all-in cost for the amount and frequency you actually invest.

Moving money offshore without records

Missing purchase prices, exchange rates or allowance documents can turn a manageable tax return into a reconstruction exercise. Save confirmations and statements as each transaction occurs.

Replacing one concentration with another

A single global technology fund or one foreign share is not a diversified core. Use broad exposure first and keep specialist positions small enough that a thesis can fail without derailing the plan.

Illustrative decisions for different investors

Accumulating investor with a long horizon

Prioritise a broad growth core, add foreign exposure through regular contributions and keep a separate emergency reserve. Because the investor has time to recover from volatility, the main decision is the acceptable drawdown and the currency of future goals—not a prediction about next year’s rand.

Investor approaching retirement

Map withdrawals by year, hold sufficient liquid defensive assets for near-term spending and diversify growth assets across countries. Test a severe local-equity decline, a rand strengthening and a rand weakening; the plan should not require forced sales after any one scenario.

Retiree drawing a living annuity

Review the withdrawal rate, sequence-of-returns risk, defensive allocation and foreign spending needs together. ETFSA’s 75% growth and 25% defensive example illustrates one possible structure only; it does not determine the correct mix for your income requirement or risk tolerance.

A practical pre-trade checklist

  • Have you identified the underlying country, sector, issuer and currency exposure?
  • Does the proposed holding have a written role in the portfolio?
  • What is the total annual cost and the expected dealing spread?
  • Can you sell it when needed, and in which currency will settlement occur?
  • How will a 20% market fall, a sharp rand move or a rate change affect your plan?
  • Have you checked current tax, exchange-control, reporting and estate requirements?
  • Will new contributions achieve the desired diversification without an unnecessary taxable sale?

Diversification is complete when the portfolio’s risks are deliberate, visible and affordable—not when it contains a particular number of funds or reaches a fashionable offshore percentage.
