How to dispute an unexpected UPI or payment-gateway fee in India (2026 guide)

Start by identifying who imposed the debit, whether you authorised the underlying payment, and which payment rail was used. Save the UPI reference (RRN), date, amount, receipt, checkout total and screenshots showing what was disclosed before payment. Complain first to the merchant, payment gateway or bank that controls the charge; use the UPI app and participating bank for a UPI transaction; then follow the entity’s escalation route and, where eligible, the Reserve Bank of India (RBI) Integrated Ombudsman process.

An authorised convenience-fee disagreement is not the same as an unauthorised transaction. RBI’s fraud-liability time windows apply to transactions you did not authorise, not to every fee you noticed after knowingly paying. The outcome of a fee dispute depends on the payment method, the fee terms, what was displayed before authorisation and which regulated entity is responsible.

Classify the debit before you dispute it

The name in your bank statement is not always the party that set the price. A gateway may process the payment while the merchant chooses to add a convenience fee; a bank may separately levy an account or card charge; a wallet or prepaid payment instrument (PPI) issuer may apply its own disclosed charge. Classify the event before sending a complaint so it reaches the right respondent.

What you see Likely first recipient Important distinction
Merchant convenience or platform fee added at checkout Merchant and the named gateway/aggregator through its grievance channel Check whether the amount and basis were displayed before you authorised payment.
UPI transaction amount plus a separate bank debit Your bank’s customer-care or complaints channel The bank entry may be a bank service charge rather than a merchant fee.
Wallet or other PPI charge The PPI issuer’s complaint channel PPI directions have their own charge-disclosure and complaint timelines.
Two debits for one purchase Merchant, UPI app or bank, depending on where the duplicate appears Describe it as a duplicate debit, not automatically as fraud.
Debit after a failed or timed-out payment Participating bank and merchant; use the transaction’s UPI dispute option State whether the order was completed and whether a reversal is pending.
Payment you did not make or recognise Your bank immediately, followed by the app or institution’s fraud process Use the unauthorised-transaction reporting route, not only a pricing complaint.

Do not assume that seeing a gateway name in a statement proves that gateway decided the fee. Ask both the merchant and the processor to identify the fee basis, the party that set it and the point in the checkout flow where it was disclosed.

Preserve the evidence before contacting anyone

A fee dispute is decided from the transaction record and the information available when you paid. Save the following before a receipt, app screen or checkout page changes:

  • Transaction date, time, amount, currency and the UPI RRN or other transaction ID.
  • The bank-statement entry and the UPI app’s transaction-detail screen.
  • Merchant invoice, order confirmation and the final checkout total.
  • Screenshots or a screen recording of the fee disclosure, including the page immediately before authorisation.
  • The merchant, gateway, bank or PPI issuer name shown on each record.
  • Relevant pricing, terms and grievance-policy pages, with the date you viewed them.
  • Every email, chat transcript, ticket number and response.

If the fee was not visible until after payment, say so precisely. If it appeared in a total but was not labelled, preserve that screen and explain what a reasonable customer could see before tapping “Pay”. Do not alter screenshots or crop away the URL, date or amount.

What RBI rules say about payment-gateway and aggregator fees

RBI’s framework for payment gateways and payment aggregators requires a publicly available customer-grievance and dispute-management framework. It calls for an accessible complaint facility, an identified nodal officer, an escalation matrix and stated timelines. The framework also requires disclosure of merchant policies, pricing, customer-grievance information, privacy policies and terms.

On convenience charges, the Reserve Bank of India states: “Information on other charges such as convenience fee, etc., if any, being levied shall be displayed by the Payment Gateways and Payment Aggregators before the payment is made by the customer.” That is a disclosure requirement. It does not establish that every convenience fee is prohibited or that every disputed fee must be refunded.

For complaints received by a payment aggregator, the cited framework says disposition under the approved policy cannot exceed seven working days. This is a service standard for the aggregator’s handling of a complaint; it is not a rule giving consumers seven days to dispute any fee, and it is not a guarantee that the answer will be a refund.

The same framework says a merchant onboarded for debit-card payments must not pass debit-card merchant discount rate (MDR) to customers. Do not extend that specific debit-card MDR provision to UPI or to every other payment mode. A rule about debit-card MDR does not, by itself, make a UPI convenience fee illegal.

Complain to the party that controls the charge

Merchant or online platform

  1. Use the merchant’s order-support or grievance channel and quote the order number, transaction ID, amount and date.
  2. Ask for the exact name of the fee, the contractual basis for it and the screen or notice where it was shown before payment.
  3. Attach the checkout and receipt evidence, but redact unrelated account numbers, passwords and one-time passwords.
  4. Request a specific remedy: reversal of the fee, correction of the invoice, or a written explanation if the merchant believes the charge was properly disclosed.

A merchant may have chosen the price even when a separate processor appears in the bank record. Sending the same evidence to the processor’s published grievance channel helps establish whether the processor displayed the charge and whether the merchant’s configuration complied with the processor’s policy.

Payment gateway or payment aggregator

Use the provider’s customer-grievance facility rather than a sales or technical-support form. The framework expects an identified nodal officer and escalation matrix. Include the merchant name, payment method, gateway reference, the disputed amount, what appeared before authorisation and the merchant’s response. Ask the provider to confirm whether it collected the fee, merely processed it, or enabled the merchant to collect it.

If the provider does not respond within its stated timeline, reply on the same ticket and invoke the next level in the published escalation matrix. Keep the original ticket number; opening a series of fresh tickets can make the chronology harder to prove.

Bank-imposed charge

If the bank statement labels the debit as an account, card, cash-withdrawal, remittance or other bank service charge, complain through the bank’s official customer-care and grievance channels. Attach the statement entry and the tariff or schedule of charges applicable to your account or card. A gateway dispute route cannot decide a fee set by your bank.

Wallet or PPI issuer

For a wallet or another prepaid payment instrument, use the issuer’s complaint facility and the charge schedule that applied to the instrument. RBI’s cited PPI provisions require transparent charge disclosure and a grievance framework. They say complaints should preferably be addressed within 48 hours and no later than 30 days. Those PPI-specific periods should not be attributed automatically to every UPI app, gateway, merchant or bank account.

How to dispute a UPI transaction in the app

UPI apps use different labels, but the route is normally tied to the individual transaction rather than a general contact form.

  1. Open the UPI app or your participating bank’s UPI app and go to transaction history.
  2. Select the payment that contains the disputed debit and open “Help”, “Report issue”, “Raise complaint” or the equivalent transaction-support option.
  3. Choose the closest category, such as charged extra, duplicate debit, failed transaction, refund not received or unauthorised transaction. Do not select fraud for a fee you knowingly accepted unless you genuinely did not authorise the payment.
  4. Enter the RRN or transaction reference, amount, date and a factual description. State whether the fee appeared before payment and identify the merchant or bank entry.
  5. Submit the complaint and save the complaint reference, screenshots and expected response time shown by the app.

NPCI’s UPI guidance says a customer can raise a transaction grievance or check its status through a participating bank’s UPI app. It also says that once a payment is initiated it cannot be stopped. Therefore, do not wait for a cancellation button; raise the dispute or fraud report promptly and ask about the reversal process.

When and how NPCI fits into the route

NPCI’s complaint portal can make a complaint available to the relevant member bank or institution for necessary action. The member institution, not NPCI itself, is responsible for resolving the complaint. NPCI’s published instruction is: “Complaints with respect to fraudulent/unidentified/unauthorised transactions to be raised with your respective bank for redressal.”

Use the portal when the app or participating bank route directs you there, or when you need a formal routing reference after an unresolved transaction complaint. Enter the requested transaction particulars exactly as shown in your records and retain the portal reference. A portal acknowledgement is an escalation record, not a promise that NPCI will refund a convenience fee.

For a suspected fraudulent, unidentified or unauthorised UPI debit, contact the bank immediately even if you also submit an NPCI complaint. The bank can block access, record the fraud report and apply the unauthorised-transaction process; a gateway or merchant support team cannot replace that report.

Do not confuse a fee dispute with an unauthorised transaction

The RBI notification on unauthorised electronic banking transactions applies when a customer did not authorise the transaction. It should not be used as a general refund schedule for a convenience fee that was part of a payment you knowingly approved.

Situation What to do Relevant RBI timing in the cited 2017 notification
Third-party breach and you report within three working days after receiving transaction communication Report through the bank’s prompt reporting channel and obtain an acknowledgement reference. Zero customer liability can apply in qualifying cases.
Third-party breach reported in four to seven working days Report immediately and provide the communication date and all evidence. Limited liability may apply in qualifying cases.
Report later than seven working days Still report; the bank’s board-approved policy governs the later period. Do not assume the claim is automatically rejected or automatically refunded.
You shared credentials or an OTP Tell the bank exactly what happened and when you reported it. The customer generally bears the loss until reporting under the cited directions.
Qualifying zero- or limited-liability case Keep the bank’s acknowledgement and monitor the account. The bank must provide shadow reversal within 10 working days and resolve the complaint within its policy period capped at 90 days.

Banks must offer prompt reporting channels and acknowledge complaints with a reference. If you recognise the merchant and authorised the payment but object only to an added fee, describe it as a pricing or disclosure dispute. If you do not recognise the payment at all, say that clearly and use the fraud route first.

Escalate when the first response is inadequate

  1. Re-read the first response. Check whether it identifies the fee setter, cites the applicable terms and answers whether the charge was disclosed before authorisation.
  2. Use the entity’s next level. Follow the published nodal-officer, grievance officer or escalation-matrix route. Include the original ticket, all dates and the unresolved question.
  3. Check RBI Integrated Ombudsman eligibility. RBI says filing and resolving a complaint under the scheme is free for the customer. Confirm on current RBI guidance that the entity is covered, that the required prior approach has been made and that the complaint type is eligible.
  4. Submit a complete chronology. State when you paid, when you noticed the fee, when you complained, what was disclosed, each response and the remedy sought.

The Ombudsman route is not a substitute for first contacting the regulated entity where the scheme requires that step. Eligibility, covered entities and procedural requirements can change, so use the current RBI instructions when you file.

How to write a strong complaint

Keep the opening factual and narrow. A useful format is:

Subject: Dispute of fee on transaction dated 18 October 2026 — RRN [transaction reference]

Then state the transaction amount, the separate fee, merchant and provider names, and whether the fee appeared before payment. Explain the evidence in date order. Ask the recipient to identify the legal or contractual basis, the party that set the amount, the disclosure screen and the proposed resolution date. End with your preferred remedy and the contact details linked to the account, without sending passwords or one-time passwords.

If the fee was shown clearly before payment, you can still ask for a goodwill reversal, but frame the request accurately: you are challenging the amount, terms or merchant representation, not alleging an unauthorised transaction unless that is true. If the fee was absent or misleadingly presented, say exactly what a customer could see before authorisation.

Common cases and the correct route

“Why was I charged a convenience fee?”

Compare the checkout total with the final receipt and the provider’s pricing disclosure. Ask the merchant and gateway who set the fee and where it was displayed. RBI requires information about a convenience fee, if levied, to be displayed before payment by payment gateways and aggregators, but that requirement does not mean every such fee is automatically unlawful or refundable.

The UPI payment failed, but money was debited

Open the transaction’s dispute option in the UPI or bank app and report a failed debit or refund-not-received issue. Give the RRN and state whether the merchant received the order. Ask the bank and merchant to reconcile the status rather than treating the event as a convenience-fee dispute.

The amount was debited twice

List both RRNs and timestamps. Ask the merchant to confirm which order was fulfilled and the bank or app to trace the duplicate. A duplicate complaint needs both transaction references; a single reference can leave the second debit unexamined.

The statement shows a processor, but the merchant receipt shows a different fee

Send the same evidence to both parties and ask each to identify its role. The processor may have routed the payment while the merchant selected the surcharge. Do not infer responsibility solely from the statement descriptor.

You cannot identify the payment

Contact the bank immediately, change exposed credentials through the bank’s approved process and report the transaction as unidentified or unauthorised. NPCI directs such complaints to the customer’s bank. Do not wait for a merchant reply before making the bank report.

What outcome should you expect?

There is no rule in the cited materials promising an automatic refund for every unexpected UPI or gateway fee. A refund is more plausible when the amount was not disclosed before authorisation, the receipt contradicts the checkout total, the debit is duplicated, or the wrong tariff was applied. A clearly disclosed fee may be upheld under the applicable terms, although the merchant can still choose a goodwill reversal.

Do not rely on claims that UPI is always free, that all gateway fees are illegal, that NPCI will refund the amount, or that you have seven days to challenge any fee. The applicable rail, entity, disclosure and facts determine the route. No reliable official figure establishes how often these disputes succeed or how common they are, so aggregate digital-payment volumes cannot be used as a success rate.
