How to Coordinate Social Security With Retirement Account Withdrawals

IRA withdrawals generally do not reduce your Social Security retirement benefit. The Social Security Administration does not treat pension payments, annuities, or interest and dividends from savings and investments as earnings for this purpose. A taxable withdrawal can, however, increase the amount of your Social Security that is included in federal taxable income.

That distinction drives a sound withdrawal plan: estimate the tax effect of each distribution, account for required minimum distributions (RMDs), and evaluate your Social Security claiming age as a separate cash-flow decision. The figures below are federal rules for tax year 2025 unless a different date is stated; confirm the current tax-year worksheet before filing.

Two separate systems determine what happens

People often ask whether an IRA withdrawal will “cut” their Social Security. That question combines two different rules.

Social Security benefit amount

For retirement benefits, SSA distinguishes earnings from investment and retirement income. Its FAQ states: “Social Security does not count pension payments, annuities, or the interest or dividends from your savings and investments as earnings. They do not lower your Social Security retirement benefits.” An IRA distribution therefore does not reduce the monthly retirement benefit under the earnings rules.

This is different from wages or self-employment income, which can be subject to Social Security’s earnings test when someone claims benefits before full retirement age. The earnings test is not a test of how much you withdraw from an IRA. If you are working while claiming, track wages and net self-employment income separately from distributions; do not combine them simply because they arrive in the same bank account.

Federal income tax on benefits

The Internal Revenue Service separately determines how much of your Social Security is taxable. Its calculation adds one-half of your benefits to other income, including tax-exempt interest. A taxable traditional-IRA distribution increases that “other income” amount, so a larger share of benefits may be included on your federal return even though the Social Security payment itself is unchanged.

How the IRS Social Security tax calculation works

For an initial estimate, total the following for the tax year:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • One-half of your Social Security benefits.
  • Taxable income from a traditional IRA, 401(k), pension, interest, dividends, wages, business activity, and other sources.
  • Tax-exempt interest, even though it is not itself taxable.

Compare that total with the base amount for your filing status. The IRS Publication 915 worksheet and the Form 1040 instructions determine the exact taxable portion; the comparison alone is not a substitute for the worksheet. Keep the calculation annual: a distribution made late in the year still belongs to that tax year, and a January distribution belongs to the next one.

2025 federal base amounts and upper thresholds

Filing situation 2025 base amount Level above which up to 85% may be taxable
Single, head of household, qualifying surviving spouse, or married filing separately while living apart for the entire year $25,000 $34,000
Married filing jointly $32,000 $44,000
Married filing separately and lived with a spouse at any time during the year $0 Special rule; use the IRS worksheet

These are 2025 tax-year figures from the IRS. They are not permanent dollar limits, and they are not a tax bracket. Check the publication for the year you are filing. Filing status can change the result even when income and benefits are identical, so do not copy a threshold from a prior return without checking how the household will file.

What “up to 85% taxable” means

If the worksheet produces an 85% result, 85% is the maximum share of the Social Security benefit included in taxable income under the applicable circumstances. It is not an 85% tax rate. Your ordinary federal income-tax rates apply to the resulting taxable income. A benefit is not taxed in full merely because a threshold was exceeded, and the entire benefit does not suddenly become taxable at a threshold.

When an IRA withdrawal changes the calculation

Traditional IRA distributions

A distribution from a traditional IRA is generally included in income to the extent it is taxable. That amount is part of the “other income” side of the Social Security worksheet. If you have after-tax basis, only the taxable portion is included; the IRS basis rules and Form 8606 may be needed to calculate it. A partial withdrawal can therefore have a different effect from a full withdrawal, depending on the account’s basis and the other income on your return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Roth and other account types

Whether a distribution enters the worksheet depends on the account and the tax character of the withdrawal. Qualified Roth IRA distributions are generally excluded from federal gross income, while nonqualified amounts can have different treatment. Employer-plan distributions, pensions, annuities, capital gains, and tax-exempt interest each follow their own rules. Do not assume that every retirement-account withdrawal has the same effect or that an account label alone tells you the taxable amount.

Illustrative calculation: below the base amount

Suppose a single filer receives $24,000 of Social Security, takes a $10,000 taxable traditional-IRA distribution, and has $2,000 of tax-exempt interest. The preliminary comparison amount is:

$12,000 (one-half of Social Security) + $12,000 (IRA distribution and tax-exempt interest) = $24,000

That is below the 2025 $25,000 base amount for the stated filing status. The taxpayer still must complete the IRS worksheet, but the example shows why the withdrawal does not automatically make benefits taxable.

Illustrative calculation: above the upper threshold

Assume a single filer receives $30,000 of Social Security, has a $20,000 taxable IRA distribution, and receives $3,000 of tax-exempt interest. The preliminary comparison amount is:

$15,000 + $23,000 = $38,000

That exceeds the 2025 $34,000 upper level for most individual filing statuses, so the worksheet can produce a taxable-benefit amount of up to 85% of the benefits. The exact figure depends on the worksheet and the complete return; it is not simply 85% of every dollar of income.

Illustrative calculation: married filing jointly

Consider joint filers with $40,000 of Social Security, a $15,000 taxable traditional-account distribution, and $2,000 of tax-exempt interest. Their preliminary comparison amount is $20,000 plus $17,000, or $37,000. That is above the 2025 joint base amount of $32,000 but below the $44,000 level listed for the upper range. The worksheet, not the threshold table alone, determines how much of the $40,000 benefit is included in income.

Illustrative calculation: married filing separately

A married-filing-separately taxpayer who lived with a spouse at any time during the year has a $0 base amount under the 2025 rule. This is a special situation in which even a modest amount of other income can affect the calculation. Confirm whether the spouses lived together during the year and use the separate-return worksheet rather than applying the single-filer $25,000 figure.

A practical coordination process

  1. Project the whole year. Estimate annual Social Security benefits, pensions, wages, interest, dividends, capital gains, tax-exempt interest, and planned retirement-account distributions. Use gross amounts and identify which distributions are taxable.
  2. Record filing status. The $25,000, $32,000, $34,000, and $44,000 figures apply differently by filing status. A married-filing-separately taxpayer who lived with a spouse at any time has the special $0 base amount rule.
  3. Run the current IRS worksheet. Use the Social Security Benefits Worksheet in the current IRS Publication 915 or the applicable Form 1040 instructions. Enter the taxable portion of each distribution rather than treating every withdrawal as taxable.
  4. Separate required and elective withdrawals. Mark the amount you must take under RMD rules before deciding how much additional cash to withdraw.
  5. Test alternative schedules. Compare the tax return produced by a single large withdrawal with schedules using smaller or differently timed elective withdrawals. Include the effect on the taxable portion of Social Security, not just the tax on the IRA distribution itself.
  6. Match withdrawals to cash needs. Map when you need portfolio cash against when Social Security starts. A lower withdrawal in one year may require a larger withdrawal later, particularly once RMDs begin.
  7. Recheck every year. Tax thresholds, income, filing status, and account balances change. Replace a 2025 estimate with the publication for the tax year being filed.

Required minimum distributions can limit your choices

Traditional IRAs and certain retirement plans generally require RMDs beginning at age 73 under the current IRS guidance accessed October 9, 2026. Account-specific rules and exceptions can apply, so confirm the rule for each account. An RMD is not optional simply because you would prefer to delay income.

An RMD can increase the taxable-income amount used in the Social Security worksheet. If the minimum distribution is larger than your spending need, the excess still may affect federal taxable income. Coordinate the projected RMD with Social Security, pensions, investment income, and the filing status you expect to use.

Before age 73

Before RMDs begin, you may have more control over the size and timing of elective traditional-account withdrawals. That flexibility does not create a universally best strategy: a withdrawal that reduces a later account balance may also create tax in the current year, while postponing it can leave larger future RMDs.

At and after age 73

Once RMDs apply, calculate the required amount first, then evaluate any additional distribution. Do not count on Social Security remaining untaxed merely because the distribution was required; the IRS worksheet uses the income actually reported for the year.

Coordinate withdrawal timing with when you claim Social Security

Withdrawal timing and claiming age are related cash-flow choices, but one does not automatically determine the other. SSA says retirement benefits may be claimed from age 62 through 70, and the monthly benefit generally increases the longer you wait, up to age 70.

Decision What changes Questions to model
Claim earlier and withdraw less Social Security starts sooner; the monthly benefit is generally lower than it would be after delaying. Will the smaller benefit cover spending? What happens to taxes when other income is added?
Delay Social Security and withdraw more More account assets may be used before claiming; the eventual monthly benefit is generally higher through age 70. How long will the account support withdrawals? What income and tax will those withdrawals create?
Claim and withdraw together Both income streams arrive in the same years, potentially changing the worksheet result. Does the combined income push the comparison amount across a filing-status threshold?

Health, expected longevity, household cash needs, survivor considerations, and the sustainability of withdrawals can all matter. The available rules do not identify one optimal claiming age or withdrawal sequence for every household. Treat claiming age as a separate decision from whether a particular IRA distribution is taxable.

How to compare two withdrawal schedules

Put each proposed schedule into a year-by-year table. At minimum, compare these axes:

  • Federal taxable income: Include the taxable distribution and the taxable portion of Social Security calculated with the IRS worksheet.
  • Required versus elective amounts: Show the RMD separately from withdrawals you could postpone or resize.
  • Cash-flow timing: Show when spending is funded by accounts and when Social Security begins. Include the effect of delaying benefits through age 70.
  • Filing status and household income: Recalculate if a spouse dies, files separately, or otherwise changes the status used on the return.
  • Account tax character: Identify traditional, Roth, and after-tax-basis amounts rather than combining them into one balance.
Item to enter for each year Schedule A Schedule B
Social Security received Enter the projected annual amount Enter the projected annual amount
Taxable traditional-account distributions Enter planned elective and required amounts Enter planned elective and required amounts
Tax-exempt interest Enter projected amount Enter projected amount
Filing status Apply the status expected for that year Apply the status expected for that year
Worksheet result Calculate taxable Social Security with the current IRS worksheet Calculate taxable Social Security with the current IRS worksheet
Cash remaining after withdrawals and tax Compare with spending need Compare with spending need

The table is a decision aid, not a promise that the schedule with the lowest tax in one year is best over a lifetime. A lower current-year tax can coincide with larger future RMDs or a different Social Security benefit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Records to gather before running the numbers

Use the annual Social Security benefit estimate, year-end account statements, pension and annuity information, expected interest and dividends, and records of tax-exempt interest. Identify each account as traditional, Roth, employer sponsored, or containing after-tax basis. Note which planned payments are RMDs and which are elective. Then write down the filing status you expect for the year; a change from joint to single or separate filing can alter the applicable thresholds.

For each proposed schedule, retain the assumptions and the worksheet result. If the account custodian later changes a distribution amount or an unexpected payment arrives, update the annual projection rather than relying on the original estimate.

Common mistakes and how to avoid them

Mistake: treating an IRA distribution as an earnings-test reduction

Investment and retirement-account withdrawals are not wages for SSA’s retirement-benefit earnings rule. Keep the benefit calculation separate from the federal tax calculation.

Mistake: ignoring tax-exempt interest

Tax-exempt interest is included in the IRS comparison amount even though it is not included in ordinary taxable income. Leaving it out can understate the taxable portion of benefits.

Mistake: treating the threshold as a cliff

Crossing $25,000, $32,000, $34,000, or $44,000 does not make the whole Social Security benefit taxable. Use the worksheet to determine the incremental amount.

Mistake: applying the wrong filing status

Joint filers use different thresholds from most single filers, and married filing separately has a special rule when spouses lived together during the year. Confirm the status before estimating.

Mistake: forgetting RMDs

An elective-withdrawal plan cannot defer a distribution that the law requires. Start with the RMD calculation and then model additional withdrawals.

Mistake: assuming every account withdrawal is taxable

Qualified Roth distributions are generally excluded from federal gross income, and a traditional account with after-tax basis may have a partly nontaxable distribution. Determine the tax character before entering an amount in the worksheet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mistake: using an outdated publication

The figures in this guide are for tax year 2025, while the RMD and claiming-age references reflect guidance accessed in October 2026. Tax-year publications can change; use the edition for the return you are preparing.

What this federal framework does not answer

The federal rules do not provide a personalized withdrawal sequence. Results can depend on filing status, account basis, Roth versus traditional rules, other income, deductions, and the timing of each payment. State income-tax treatment was not addressed here, so a federal estimate does not establish what your state will tax.

Frequently Asked Questions

Will an IRA withdrawal reduce my Social Security check?

Generally no. SSA says pension payments, annuities, and interest or dividends from savings and investments are not earnings for this retirement-benefit rule. A taxable withdrawal can still increase the portion of Social Security included in federal taxable income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a Roth IRA withdrawal make my Social Security taxable?

A qualified Roth IRA distribution is generally excluded from federal gross income, so it generally does not enter the worksheet as other income. Nonqualified distributions can have different tax treatment; verify the taxable portion before estimating.

What income counts in the Social Security tax calculation?

The IRS compares one-half of Social Security benefits plus other income, including taxable retirement distributions and tax-exempt interest, with the base amount for the filing status. Use the current Publication 915 or Form 1040 worksheet for the exact result.

Is 85% taxation the same as an 85% tax rate?

No. Up to 85% is the maximum share of benefits that may be included in taxable income under the applicable circumstances. Ordinary federal income-tax rates apply to that included amount.

What are the 2025 Social Security tax thresholds?

The base amount is $25,000 for most single-filer categories and $32,000 for married filing jointly. The upper levels are $34,000 and $44,000, respectively. Married filing separately while living with a spouse has a special $0 base amount rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do RMDs affect coordination?

Traditional IRAs and certain plans generally require distributions beginning at age 73 under current IRS guidance. Include the required amount first, then model elective withdrawals; an RMD can increase the income used in the Social Security worksheet.

Should I claim Social Security before withdrawing from retirement accounts?

There is no universal sequence. Benefits may be claimed from age 62 through 70 and generally increase with delayed claiming up to age 70. Compare cash needs, account longevity, household factors, and the tax result for each schedule.

Do the federal thresholds determine my state tax?

No. The figures described here are federal rules. State income-tax treatment can differ, so a federal worksheet does not establish what your state will tax.

The Bottom Line

IRA withdrawals generally do not reduce your Social Security retirement benefit, but taxable distributions can increase the share of benefits included in federal taxable income. Project all income, include tax-exempt interest, apply the correct filing-status thresholds and current IRS worksheet, account for RMDs beginning generally at age 73, and compare withdrawal timing with a separate Social Security claiming decision.
