PayPal describes the PayPal Assistant as the quickest way to begin, but that does not guarantee an immediate human agent, live chat, or phone option for every user. Start from PayPal’s own site or app so the available route is matched to your issue.
Method 1: Contact PayPal from a computer
Use PayPal’s official Contact Us page
- Manually type
www.paypal.cominto your browser, or open the official U.S. Contact Us page. - Sign in if you can. If you cannot sign in, use the guest calling option described below.
- Choose the category closest to your problem, such as account access, unknown charges, payments, refunds, transfers, bank or card issues, account limitations, disputes, technical help, business support, PayPal Credit, or card products.
- Describe the problem to the PayPal Assistant or select the relevant help topic.
- Follow the option PayPal provides. Depending on the issue, account status, and availability, this may be automated help, messaging, live chat, or a phone option.
PayPal’s page is dynamically rendered, so the wording and placement of buttons may change. If you do not see the route you expected, search the Help Center for the specific problem instead of using a phone number found elsewhere.

Use Message Center for a written conversation
Message Center is PayPal’s authenticated, account-based messaging area. It lets you review earlier conversations or start a new one. That makes it more useful than trying to locate an old public “Email Us” link, which may no longer appear for U.S. users.
On a computer, open PayPal and look for Message Center after signing in. The exact placement can change, but it is generally available through the account or Help interface. Keep the conversation open for follow-up and save the case number or conversation reference.
Do not send passwords, one-time passcodes, or full card and bank-account credentials in a message. PayPal may ask identity-verification questions, but a person claiming to be support should not need your password or a security code read back to them.

Use the Resolution Center for a transaction dispute
A general customer-service chat is not a substitute for opening a formal transaction dispute. For a seller or payment problem on the web:
- Open Resolution Center.
- Select Report a Problem.
- Choose the payment.
- Select Continue.
- Choose the reason—for example, unauthorized activity, an item not received, an item not as described, seller noncooperation, a billing error, or a subscription problem.
- Submit the case and monitor it in the Resolution Center.
PayPal says a dispute often must remain open for at least seven days after the payment before it can be escalated to a claim. A dispute automatically closes after 20 days unless it is escalated, and PayPal says a closed dispute cannot be reopened or escalated. These are important deadlines; opening a case without monitoring it can leave you without the available Resolution Center escalation.
For a normal refund request, PayPal says to contact the seller first. Open the payment under Activity to find the seller’s contact information. If the seller does not resolve the issue or the refund does not arrive, use the Resolution Center.
Method 2: Contact PayPal through the mobile app
PayPal’s published app instructions use the following path:

- Scroll down if the help article does not solve it.
- Tap Contact PayPal Support.

To open Message Center directly, PayPal’s published path is:

App labels and their location can vary by country, account type, and app version. If the app does not display a contact option, update it through your device’s official app store and try the official web Contact Us page instead.

The app is especially useful for checking existing messages, reviewing Activity, opening the Resolution Center, and locking or reporting certain PayPal cards. However, you may need the browser or phone route if you are locked out or if the app does not expose the product-specific support option.
Method 3: Call PayPal by phone
General U.S. PayPal support number
For general U.S. PayPal account support, PayPal’s current U.S. User Agreement lists:

Verify the number and hours on PayPal’s Contact Us page before calling. Support details can change, and this general number may not be the correct department for PayPal Credit, a PayPal-branded credit card, a Business Debit Mastercard, Venmo, Xoom, or an account outside the United States.
Security warning: Never treat caller ID as proof that a call came from PayPal. PayPal warns users not to return unsolicited automated calls that provide a phone number and not to disclose passwords, account information, or validation codes by phone. Initiate the call yourself from PayPal’s official website or use the verified number above.
If you are locked out of PayPal
If you cannot access your account, PayPal’s stated route is:
- Open the official Contact Us page.
- Choose Call Us near the bottom of the page.
- Select call us as a guest to display the phone details.
PayPal says you should be prepared to provide your telephone number, the email address used to register, and a statement for the linked card or bank account. Use only information requested through the official route. Never provide your PayPal password or a six-digit verification code to someone who calls you.
If PayPal’s security check fails, its guidance says you may need to wait 24 hours or call directly. A six-digit verification code is an account-verification code—not PayPal’s phone number.
Prepare before you call
Have the following ready, while keeping sensitive information private until you have independently reached PayPal:
- The email address on the PayPal account
- Your phone number and any relevant account-verification information
- The transaction ID, payment date, amount, and merchant or recipient
- The last four digits—not the full number—of a related card or bank account, unless PayPal’s verified process specifically requires more
- Any case number, dispute number, or Message Center conversation reference
- A short timeline of what happened and what resolution you are requesting
Write down the agent’s name or reference number, the date and time, promised next steps, and any deadline. Do not assume that a phone conversation itself opens a Resolution Center case.

Method 4: Contact PayPal by postal mail
Postal mail is mainly for formal notices, error-resolution matters, and legal disputes—not ordinary customer service. PayPal publishes different addresses for different purposes. Mailing the San Jose location is not a guaranteed way to reach a customer-service representative, bypass an account limitation, or accelerate an account review.

For written notices where PayPal has not specified another address, the U.S. User Agreement lists:

This is a legal-notice address, not a universal customer-service mailing address. Use the purpose-specific address when PayPal’s agreement or form provides one.
Errors and unauthorized electronic transfers
For an error or unauthorized electronic transfer, PayPal’s U.S. User Agreement lists:

Include your name and account number, a description of the error or questionable transfer, why you believe it is an error, and the dollar amount. The agreement says to notify PayPal no later than 60 days after the first statement showing the problem was sent. The agreement contains exceptions and separate rules for some types of transfers, so do not assume this deadline applies identically to every dispute or every country.

Because unauthorized activity can cause additional loss, do not wait for postal mail before reporting it through the Resolution Center or notifying your bank or card issuer.
Formal Notice of Dispute
If you have a dispute with PayPal itself and the User Agreement’s formal process applies, first seek help through customer service and then review PayPal’s Notice of Dispute form. The completed form is to be sent by certified mail to:

PayPal’s current User Agreement says that if the dispute is not resolved within 45 days after PayPal receives the notice, the user or PayPal may commence arbitration or qualifying small-claims litigation. This is a formal legal procedure, not an ordinary support escalation. Follow the current form and agreement carefully, retain a complete copy, and keep the certified-mail receipt and delivery confirmation.
Choose the right route for the problem
Unauthorized PayPal transaction
- Report the transaction promptly through the PayPal fraud and unauthorized-activity process or Resolution Center.
- Change your PayPal password and security questions if you believe the account was compromised. Use a new password that is not reused elsewhere.
- Review linked cards, bank accounts, recurring payments, and recent account activity.
- Notify the bank or card issuer immediately if the questionable charge involves that institution’s card or account.
An unauthorized PayPal account transaction, an unknown charge appearing directly on a debit or credit-card statement, and PayPal Credit fraud may follow different investigation paths. Report the issue to every institution that may be affected.

Refund, missing order, or seller problem
Start by opening the payment under Activity and contacting the seller. If the seller does not provide the refund, the item never arrives, or the item is materially different from what was described, open a case in the Resolution Center and monitor its escalation deadline. A general phone call or message does not replace the transaction-dispute workflow.
Account limitation
Open the limitation notice in your PayPal account and complete the requested steps through the official account interface. If you need help, use Contact Us or Message Center. Do not send identity documents in response to an unexpected email link; sign in by typing PayPal’s address manually.
PayPal Credit or PayPal-branded card
Do not automatically use the general PayPal number for a product-specific account. PayPal’s Help Center lists separate support numbers for products issued by Synchrony Bank:

For a lost or stolen PayPal Debit Card, use the PayPal app or account to lock or report it when possible. For a Business Debit Mastercard, use the card-specific support route rather than assuming the general PayPal line is the correct department.

Use this escalation ladder:
- Document the matter: save transaction IDs, case numbers, dates, screenshots, statements, shipping records, and copies of messages.
- Follow up in the existing channel: reply in Message Center or update the existing case rather than opening multiple duplicate cases.
- Use the formal Notice of Dispute process: if the complaint is a dispute with PayPal itself and the User Agreement requires or permits that step.
- Contact the bank or card issuer: do this immediately for unauthorized card or bank activity; do not wait for PayPal’s investigation.
- Consider a CFPB complaint: for an unresolved consumer-financial-product or service issue, submit a complaint through the Consumer Financial Protection Bureau. The CFPB says complaints are generally sent to the company, which typically responds within 15 days, although some responses can take up to 60 days. That is a process expectation, not a guarantee of a favorable result.
- Check the applicable state regulator: for certain money-transmission or virtual-currency issues, review PayPal’s state licensing and complaint information. PayPal’s User Agreement identifies state-specific routes, including California’s Department of Financial Protection and Innovation and Florida’s Department of Financial Services.
- Report broader fraud when appropriate: PayPal also points users toward the FTC, IC3, or local law enforcement for identity theft, scams, or other criminal activity.
A regulator or CFPB complaint is not a replacement for emergency fraud reporting, a Resolution Center deadline, or notifying your financial institution.
How to avoid fake PayPal support numbers and messages
Contact information about PayPal is frequently used in impersonation scams. PayPal warns about fake account alerts, invoices, money requests, and messages that pressure recipients to call a fraudulent “customer service” number.
- Type
www.paypal.commanually or use the official PayPal app. - Do not call a number printed in an unexpected invoice, money request, email, text, or pop-up.
- Do not trust caller ID. It can be spoofed.
- Do not click links or open attachments in a suspicious message.
- Do not provide a password, full account credentials, or a one-time verification code to an unsolicited caller.
- Forward suspicious PayPal emails or text messages to [email protected]. Do not call numbers contained in the suspicious message.
- If you do not have a PayPal account but receive PayPal emails, PayPal says you may write to [email protected] from the receiving address to request removal. That address is not for general account support.
Public social-media accounts are not a primary secure account-support route. Do not post transaction details or account information publicly, and do not assume an account offering help is genuine unless the route is confirmed in PayPal’s Help Center.
