There is no universally best state for a manufacturing plant. The right location is the finalist community that clears every hard constraint—industrial land, utility capacity, permits, freight access and an available workforce—and then produces the best risk-adjusted, after-incentive cash flow for your specific process. State tax rankings alone cannot answer that question.

Use a two-stage comparison. First eliminate sites that cannot operate on your required schedule or scale. Then build a community-level financial model that captures construction, labor, utilities, logistics, taxes, incentives, permitting risk and expansion capacity. This approach follows the categories in SelectUSA’s 2025 manufacturing location guidance and prevents a low headline tax rate from hiding expensive utility upgrades, labor shortages or schedule delays.

Why state averages are not enough

Manufacturing economics are determined by a particular site, labor market and freight network, not by a state’s average wage or corporate-tax rate. Two communities in the same state can differ materially in industrial land price, electric tariffs, water capacity, permitting time, commuting patterns and incentive eligibility. A labor-intensive assembly plant will rank locations differently from a semiconductor, chemical, food or metal operation.

No authoritative source establishes one state ranking or one average cost that applies to every project. Your comparison must specify the industry, production process, utility load, labor mix, inbound suppliers, outbound customers, investment schedule and required start date.

Stage one: screen out sites with fatal constraints

Do not spend months negotiating incentives for a property that cannot support your process. Give each candidate community a pass/fail screen before detailed financial modeling.

Industrial land, buildings and expansion room

  • Confirm that zoning permits the proposed use, operating hours, emissions profile, truck traffic and hazardous materials.
  • Obtain a dated land or building quote, including purchase or lease terms, options, demolition, remediation and closing conditions.
  • Verify geotechnical conditions, flood exposure, wetlands, brownfield status, setbacks, rail spurs and truck access.
  • Reserve adjacent acreage or identify a documented expansion path. A site that fits phase one but cannot add production may be more expensive over the project’s life.

Utility capacity and connection timing

Ask each utility for a written capacity letter rather than relying on an informal estimate. The letter should identify available electric megawatts, voltage, tariff, reliability characteristics, gas pressure, water and wastewater capacity, extension work, interconnection milestones and who pays for upgrades. An uncommitted estimate is a schedule risk: the plant may be ready while the grid, substation, pipeline or treatment system is not.

Environmental and permitting feasibility

Screen air, water, wastewater, stormwater, wetlands, waste, hazardous-material and local zoning requirements. Identify which permits are state, federal or local, the application sequence, public-notice requirements and the agency’s current processing time. EPA guidance issued September 9, 2025, notes that some non-emissions work, such as cement pads, may begin before a Clean Air Act construction permit, while emissions-related permitting remains a critical schedule issue. Treat that distinction as a sequencing opportunity, not as permission to start regulated construction without agency confirmation.

Recruitable workforce

Use metro- and community-level data, not only state averages. Check employment and wages for the occupations your process actually needs, labor-force participation, commuting sheds, turnover, competing employers, training partners and the realistic hiring ramp. A community with a lower median wage can still be costly if you must pay a premium, import workers or operate below capacity while positions remain open.

Freight access and customer reach

Map every major inbound supplier and outbound customer to highways, rail, ports, airports and intermodal terminals. Check lane-level distance, transit time, congestion, tolls, accessorial charges and backup routes. A site near one excellent route but without redundancy can be less resilient than a slightly more distant site with multiple modes.

Build one comparable financial model for every finalist

Use the same assumptions, price date and production schedule for each community. Separate one-time investment from recurring operating cost, then value incentives according to when cash or tax savings actually arrive.

Model block Items to collect How to compare
Upfront investment Land or building, site improvements, demolition or remediation, utility extensions, roads, rail, building construction, machinery and commissioning Show total installed cost, payment timing and contingency. Identify costs paid by the company versus a public partner.
Annual operating cost Wages, benefits, recruiting, training, electricity, gas, water, wastewater, broadband, freight, maintenance, insurance and supplies Model production volume, shift pattern, escalation and ramp-up years. Use location-specific tariffs and quotes.
Taxes and assessments Corporate or income tax, franchise or gross-receipts tax, real-property tax, personal-property tax and sales or use tax Calculate the tax base, exemptions, assessment method, phase-in and expiration. Do not compare statutory rates alone.
Incentives and public support Tax credits, abatements, grants, training, recruiting, infrastructure, financing and energy programs Convert each benefit to after-tax net present value and show the year received. Include eligibility tests, clawbacks and repayment exposure.
Schedule and risk Permits, utility interconnection, construction, equipment delivery, hiring and production qualification Attach a cost to delay scenarios. A benefit received after the plant opens is not equivalent to cash available during construction.

Use a consistent discount rate and state every assumption. If a value is not established, label it “not stated” and seek a dated quote rather than filling the gap with a state average.

Compare workforce economics at the community level

Define the occupations and shifts

List production, maintenance, engineering, quality, warehouse, supervision and administrative roles by occupation, headcount and shift. Include overtime, differential pay, benefits, payroll taxes, recruiting, onboarding and expected turnover. A wage figure without benefits or staffing assumptions is not a labor cost.

Measure the hiring shed

Analyze the area from which employees can reasonably commute. Compare occupation-specific employment, wages, labor-force participation, unemployment, commuting time and competing facilities. Review whether the market can supply the required number of workers during the hiring ramp, not just whether it has workers today.

Test training and retention capacity

Document community colleges, technical schools, apprenticeship programs, incumbent-worker grants and recruiting partners. Ask for capacity, lead times and employer obligations. Model the cost of persistent vacancies and turnover, including lost output and supervisor time.

Verify utilities, tariffs and reliability

Energy and water can dominate both operating cost and schedule. Obtain written, project-specific information for the expected load profile, not a generic industrial rate sheet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Electricity: available capacity, voltage, demand charges, time-of-use periods, interruptibility, renewable options, substation work, interconnection queue and reliability history.
  • Natural gas and other fuels: pressure, firm versus interruptible service, extension cost, peak-season constraints and backup requirements.
  • Water and wastewater: daily and peak flows, process-water quality, pretreatment limits, discharge fees, sewer capacity and expansion obligations.
  • Telecommunications: fiber route, diverse paths, service-level commitments and construction lead time.

Put utility deposits, extension work and upgrade allowances in the upfront model. Put tariffs, demand charges, treatment fees and expected escalation in the operating model. Stress-test energy prices and reliability events rather than assuming today’s quote lasts for the plant’s life.

Price logistics instead of drawing circles on a map

Create an origin-destination table for suppliers, customers and distribution points. For each lane, record mode, miles, transit time, frequency, tolls, fuel or accessorial charges, handling, inventory-in-transit and a backup option. Rail or port proximity has value only if the service, drayage and schedule fit your freight.

Model both normal and disrupted operations. A highway closure, port delay or rail service interruption can force premium trucking or production downtime. Include the cost of carrying safety stock when a site lacks route or supplier redundancy.

Evaluate taxes and incentives after eligibility is proven

Build a complete state and local tax inventory

Include corporate or income taxes, franchise taxes, gross-receipts taxes, real-property taxes, personal-property taxes and sales or use taxes. Check assessment rules, abatements, exemptions, payment timing and whether machinery, inventories, pollution-control equipment or construction materials receive different treatment. Calculate taxes on the project’s actual payroll, property, sales and income rather than quoting a single statutory rate.

Value incentives as timed cash flows

For each offer, obtain a term sheet stating the qualifying investment, job and wage commitments, documentation, approval authority, payment schedule, taxability, expiration, clawbacks and recapture. Convert grants, credits, abatements, training funds, recruiting support, infrastructure and financing assistance to net present value. A reimbursement received years after eligible spending may have less value than a smaller grant available during construction.

Federal advanced-manufacturing credits

The Internal Revenue Service’s 2025 instructions state that the advanced manufacturing investment credit equals 35% of qualified investment, unless the property was placed in service before 2026, when the rate remains 25%. Confirm that the facility, equipment and placed-in-service date meet the current statutory requirements before assigning the credit to a site.

For semiconductor and semiconductor-equipment facilities, IRS guidance describes section 48D at 25% through 2025 and 35% for qualifying property placed in service after that period. The credit can change the ranking of states, but only when the project satisfies the section’s facility, property and timing rules.

Domestic-content and energy-community bonuses

Treasury guidance describes a domestic-content bonus of 10% of the production-tax credit or up to 10 percentage points of the investment-tax credit when applicable sourcing requirements are met. EPA identifies potential energy-community bonus locations, including qualifying brownfields, retired coal mines or plants and former oil-and-gas communities. The bonus can be up to 10% for production credits or 10 percentage points for investment credits, depending on the credit. Confirm definitions and eligibility with the IRS before putting a value in the model.

Prevailing wage and apprenticeship conditions

The Department of Labor says enhanced Inflation Reduction Act benefits generally require applicable prevailing wages and, where applicable, registered apprentices. Wage determinations are posted on SAM.gov. Include the required construction wage, apprenticeship administration and compliance cost in every scenario that relies on an enhanced benefit.

Make permitting schedule a financial variable

EPA Administrator Lee Zeldin described Clean Air Act permitting as an obstacle to innovation and growth. Whether or not you agree with that characterization, the practical implication is clear: permit certainty belongs in the financial comparison.

Prepare a permitting matrix for each finalist. List permit name, issuing agency, application inputs, engineering dependencies, public participation, expected review period, responsible owner, fee and critical-path date. Link the matrix to the construction schedule so that a six- or twelve-month delay produces a quantified effect on interest, contractor claims, lost revenue, temporary facilities, inventory and hiring.

Stress-test resilience and expansion

Run scenarios for energy-price increases, 10–20% wage changes, freight disruption, severe weather, flood or wildfire exposure, water restrictions, supplier failure and a six-to-twelve-month permitting delay. Test incentive loss separately from operating-cost changes; a project that works only if every incentive is received on time is fragile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check future electric, gas, water, wastewater and broadband capacity, not just phase-one availability. Review insurance availability and deductibles for relevant perils. Price backup generation, dual utility feeds, alternate suppliers, safety stock and site drainage where they materially reduce interruption risk.

Use a documented finalist worksheet

Collect the same dated evidence for every community:

  1. Land or building quote, title and site-condition information.
  2. Construction, equipment and site-work estimate with contingencies.
  3. Utility capacity letter, tariff and extension or interconnection schedule.
  4. Occupation-level wage, employment, commuting and training data.
  5. Freight-lane model for inbound and outbound volume.
  6. Tax calculation covering all applicable state and local bases.
  7. Incentive term sheet with eligibility, timing, taxability and clawbacks.
  8. Permitting matrix and environmental screen.
  9. Construction, hiring, commissioning and production schedule.
  10. Expansion land and future utility-capacity plan.

Score hard constraints separately from weighted preferences. A site that fails a hard constraint should not remain in the ranking because it offers a large grant. For surviving sites, set weights that reflect the business: a power-intensive process may weight utility capacity and tariff more heavily than a light assembly operation; a time-sensitive launch may weight permit and interconnection certainty above a modest tax difference.

Common comparison errors

  • Choosing the lowest-tax state: labor, utility upgrades, freight and delay can outweigh the tax difference.
  • Using state-wide wages: the actual hiring shed and occupation mix determine recruiting difficulty.
  • Counting an incentive before confirming eligibility: commitments, prevailing wages, apprenticeships, sourcing, investment and job thresholds can reduce or eliminate the benefit.
  • Ignoring payment timing: a credit or reimbursement is not equivalent to construction cash.
  • Accepting an uncommitted utility promise: capacity, interconnection and upgrade responsibility must be documented.
  • Treating distance as logistics cost: mode, congestion, reliability, handling and inventory matter.
  • Leaving permitting until after site selection: emissions, water, stormwater and hazardous-material reviews can control the opening date.
  • Forgetting expansion: a cheap first phase can become an expensive relocation if the site cannot grow.

A practical selection sequence

  1. Define the project: process, output, shifts, headcount, utility loads, emissions, freight lanes, investment, opening date and expansion requirement.
  2. Screen broadly: eliminate communities without suitable zoning, land, utilities, permits, freight access or a plausible workforce.
  3. Request identical evidence: use a common data template and date every quote, dataset and agency response.
  4. Model finalist cash flows: separate upfront and recurring costs, include taxes and value incentives by receipt date.
  5. Quantify schedule: connect permitting, utilities, construction, hiring and commissioning to revenue and financing effects.
  6. Stress-test: run incentive-loss, 10–20% wage or energy, freight-disruption and six-to-twelve-month delay cases.
  7. Negotiate and verify: convert assumptions into enforceable term sheets, capacity commitments, permit plans and infrastructure responsibilities.
  8. Select on risk-adjusted value: choose the community that meets hard constraints and delivers the strongest resilient economics, not the one with the best headline rate.
