Start with advertised rent, then add every mandatory fee and separately billed utility estimate. Keep optional charges, one-time nonrefundable fees, and refundable deposits in their own columns so a low headline rent cannot hide a higher obligation.
Build one complete cost worksheet for every apartment
Ask the leasing office for a written fee sheet, utility policy and draft lease before paying an application or holding fee. Enter each listing in the same worksheet. A useful row includes the lease term, every recurring charge, one-time charges, deposits, concessions and the date or months when each amount applies.

Record the advertised rent and lease term
Write the base rent exactly as advertised and identify whether it is a fixed amount for the entire term, a month-to-month rate or a promotional figure that changes after a specified period. Record the lease length in months and any required renewal or short-term premium. If a listing shows an average monthly price after a concession, also record the undiscounted rent; the average is not necessarily what you pay each month.

Separate mandatory recurring fees
For each fee, record its amount, purpose, billing frequency, due date, whether it is refundable and whether the landlord can change it during the lease. Common examples named in the March 13, 2026 Federal Register notice include amenity, parking, technology or smart-home, trash, utility-related, administrative, processing and convenience fees. A fee described as a service may still be mandatory, so classify it by whether you must pay it to live in the apartment.

| Worksheet column | What to enter | Why it matters |
|---|---|---|
| Fee name | The exact wording in the advertisement, fee sheet or lease | Prevents two similar charges from being counted as one |
| Amount | Dollar amount or a clearly stated calculation | Shows the real monthly obligation |
| Purpose | For example, trash service, technology or amenities | Lets you decide whether the service is useful |
| Frequency | Monthly, one time, annual or usage based | Stops annual or per-use charges from being overlooked |
| Refundability | Refundable, nonrefundable or conditional | Separates an expense from cash temporarily held |
| Can it change? | Fixed for the term, tied to usage, or subject to a stated adjustment | Shows how much uncertainty remains |
Keep optional charges outside the required-cost total
List choices such as parking, storage, pet rent, a pet fee, upgraded internet or a furnished-unit premium separately. Calculate a baseline without them, then create a second scenario for the options you would actually choose. This avoids making an apartment look expensive because of a service you will not use, while still showing the amount you would pay if the option is necessary for your household.
Map included and separately billed utilities
For every utility or service, mark whether it is included in rent, billed directly by a provider, or billed by the landlord. For a variable bill, enter the estimate and how it was calculated, such as a stated historical average or an allocation method described by management. Ask whether a billing, processing or convenience charge is added. Keep the estimate labeled as an estimate; do not present a variable amount as a guaranteed rent component.
List one-time charges and refundable deposits in different sections
One-time nonrefundable expenses may include an application or screening fee, an administrative or setup charge, a move-in fee and a utility-account setup charge. A security or holding deposit is different: it requires cash now but may be returned later, subject to the lease and deductions for unpaid amounts or damage. Record the deposit amount, the date it is due, the conditions for a refund and where the lease explains those conditions.

Apply concessions to the months they cover
Capture the dollar amount of each rent credit, free-rent period or waived fee and identify the exact months. A concession that applies only to the first three months does not reduce month four onward. Check whether the lease requires repayment of the concession if you move out early or violate a term.
Calculate the three numbers that answer different budgeting questions
1. Estimated recurring monthly outlay
Use this editorial comparison formula:
Estimated monthly outlay = base rent + mandatory recurring fees + estimated separately billed utilities and recurring services.
Do not include a refundable security deposit in this figure. Keep optional charges in a separate scenario. If a utility estimate is uncertain, show a range or a low, expected and high case rather than disguising uncertainty with one precise number.
2. Total paid over the lease
Calculate each month individually when rent, fees or concessions change. Add all mandatory monthly amounts for the full lease, add one-time nonrefundable charges, add optional services you elect, and subtract concessions in the months in which they apply. This produces the amount you expect to spend, excluding a refundable deposit. A simple constant-cost version is:

Lease-term spending = (monthly mandatory outlay × lease months) + nonrefundable one-time charges + chosen optional charges − concessions.
Replace the shortcut with a month-by-month schedule whenever a fee is variable or a concession is uneven.
3. Cash required before move-in
Cash due before possession can include the first month’s rent, prorated rent, mandatory fees due at signing, one-time nonrefundable charges and refundable deposits. Add the amounts actually due on the move-in date, then subtract any concession applied immediately. Show refundable deposits in this cash figure but not in lease-term spending. If the landlord allows a deposit installment plan, record the schedule rather than assuming the full amount is due on day one.
Show uncertainty instead of hiding it
Flag every amount that is not fixed: utility usage, a ratio or allocation charge, a fee that can change under the lease, or an optional service you may add later. Ask for the assumptions behind an estimate and retain the written response. Two apartments with the same expected monthly total may differ substantially in risk if one has a broad utility adjustment clause and the other has a fixed charge.

The following example uses invented figures to demonstrate the method, not typical prices. Both apartments have 12-month leases. Utility amounts are estimates, and the deposit is refundable under the assumed lease terms.
| Cost item | Apartment A | Apartment B |
|---|---|---|
| Advertised base rent | $1,800 per month | $1,700 per month |
| Mandatory recurring fees | $100 amenity + $25 trash | $85 technology fee |
| Estimated separately billed utilities | $140 per month | $220 per month |
| Estimated recurring monthly outlay | $2,065 | $2,005 |
| Concession | $400 credit in months 1–3 ($1,200 total) | None |
| Nonrefundable one-time charges | $60 application + $250 administrative fee ($310) | $50 application + $300 administrative fee ($350) |
| Refundable security deposit | $1,800 | $1,700 |
| 12-month spending, excluding deposit | $23,580 recurring − $1,200 credit + $310 = $22,690 | $24,060 recurring + $350 = $24,410 |
| Estimated cash before move-in | $2,065 − $400 credit + $310 + $1,800 deposit = $3,775 | $2,005 + $350 + $1,700 deposit = $4,055 |
Apartment A has the higher advertised rent but the lower modeled lease spending because of its concession and lower utility estimate. Apartment B requires $280 more cash at move-in in this scenario. If a renter chooses $150 monthly parking at Apartment B, add $1,800 to the 12-month spending and $150 to each month in which parking is used. Recalculate if either utility estimate changes; the comparison is only as reliable as the assumptions supplied in writing.

Read the disclosure and enforcement context carefully
What the March 13, 2026 Federal Register notice says
The notice explains that rental listings may omit mandatory fees and that unclear or late disclosures make comparison shopping harder. It identifies amenity, parking, technology or smart-home, trash, utility-related, administrative, processing and convenience fees as examples. Some charges may appear only at lease signing or on a first bill, after an applicant has already spent money on searching or applying.
That notice is a proposed rulemaking, not a final nationwide fee rule. Do not assume it creates a uniform federal disclosure requirement for every apartment. Use it as a reason to demand a complete written price before committing, while checking the law that applies where the property is located.
How to interpret the FTC’s December 2025 Greystar announcement
In announcing a proposed order involving Greystar, the FTC said the company advertised low rent prices and then added mandatory fees late in the sales process. Christopher Mufarrige, director of the FTC’s Bureau of Consumer Protection, said: “Greystar misled consumers by advertising low rent prices and then adding mandatory fees at the end of the sales process.” The statement concerns the allegations resolved through that announced order; it is not a finding that every landlord uses the same practice.
The announcement describes an order that would require total monthly leasing prices and disclosure of fee amounts, purposes and mandatory status before taking payment. Stipulated final orders have force of law when approved and signed by a district court judge. Check the order’s status before treating the requirements as operative.

The Federal Register notice reports that nearly 35% of U.S. households lived in rented homes in the 2024 American Community Survey. It also cites a 2025 Zillow report saying more than 70% of renters paid at least one mandatory fee or charge beyond monthly rent, and that 83% paid a security deposit with a median of $795. These are figures reported through the notice and attributed to Census and Zillow publications; definitions and survey methods can affect the results, so consult the original publications when those details matter to a decision.
The numbers do not predict what your apartment will cost. They show why a rent-only comparison can omit a common part of a renter’s budget and why deposits should be tracked as cash tied up even when they may later be returned.

Handle utilities as a separate risk calculation
Confirm who bills you
Identify whether the utility company bills you directly, the landlord bills you, or a billing agent adds the charge to your rent statement. Ask when bills arrive, whether there is a minimum charge, and whether a processing or convenience fee is added.
Ask how a variable amount is produced
Request the measurement or allocation method, the period used for an estimate and the assumptions about occupancy or usage. Ask whether the amount can be reconciled later or adjusted after an actual bill. Enter the estimate and the method in your worksheet; if management will not explain the calculation, mark the apartment’s utility cost as high uncertainty.
Recommended Free Tools
Stress-test seasonal or usage changes
Run a low and high case for charges that depend on weather, household size or consumption. Compare the high case with your monthly budget, not only the advertised estimate. A slightly higher fixed rent can be safer than a lower rent paired with an unbounded variable charge.
Understand deposits, holding money and permitted fees by location
Deposit rules, application-fee limits, local taxes and permitted charges vary by jurisdiction. A refundable deposit is not the same as an expense, but it reduces the cash available for moving, emergency savings and furnishings. Record when it may be returned and the deductions allowed by the lease and local law. A holding deposit may convert to a security deposit or become nonrefundable under specified conditions; obtain those conditions in writing before paying.
England is a separate example, not a U.S. rule
Government guidance for England says utility bills may be included in rent or charged separately. Included bills must appear in the tenancy agreement, and tenants are responsible for bills that are not included. The guidance also explains England-specific permitted-payment and deposit categories under the Tenant Fees Act. Do not transplant those categories, deposit limits or council-tax treatment into a U.S. comparison. For any location, verify requirements with that jurisdiction’s official housing or consumer authority.
Choose the apartment with a decision framework
After completing both worksheets, compare the listings on five axes:
- Recurring monthly outlay: the amount your budget must support in a normal month.
- Lease-term spending: all expected nonrefundable payments after applying concessions to the correct months.
- Cash before move-in: what must be available on signing or possession day.
- Refundable deposit tied up: cash unavailable until the deposit is returned.
- Utility and fee uncertainty: how much the total could move because of usage, allocation or change clauses.
Choose based on the axis that matches your constraint. Someone with limited savings may prioritize move-in cash and deposit size; someone planning to stay for the entire term may prioritize lease spending; someone with a tight monthly budget may reject a listing with a high variable-utility range even if its average looks attractive.

Common comparison mistakes and fixes
Using a concession-adjusted headline as permanent rent
Fix: write the undiscounted monthly rent and place each credit in the months where it applies. Recalculate the total if an early-termination clause requires repayment.
Combining deposits with expenses
Fix: show refundable deposits in the cash-before-move-in figure and in a separate “cash tied up” line, but exclude them from expected lease spending unless the lease says they are nonrefundable.
Ignoring optional charges you will actually need
Fix: maintain a baseline without optional services and a personalized scenario that includes parking, storage, pet charges or other choices your household will make.
Treating a utility estimate as a promise
Fix: document the calculation, model a high case and ask whether the landlord can change the amount or add billing fees.
Relying on a verbal assurance
Fix: request the fee list and utility arrangement in writing before paying an application or holding fee, then compare that document with the lease you will sign.
Assuming one jurisdiction’s rules apply elsewhere
Fix: check the official housing or consumer authority for the property’s state, city or country. The England guidance and any U.S. example should remain clearly separated from your local requirements.
