A reliable process aligns fiscal periods, currencies, accounting policies and company-defined metrics, then examines service-revenue growth, network investment, leverage, liquidity, recurring free cash flow and returns on capital before looking at valuation.
No single ratio identifies the best telecom stock. A low price-to-earnings or net-debt-to-EBITDA multiple can reflect slower growth, heavier spectrum obligations, weaker liquidity or lower returns on invested capital. The framework below is designed to make those differences visible.

What a useful telecom-stock comparison actually measures
Telecom operators sell recurring connectivity, but their financial statements also include handset and equipment sales, broadband installations, wholesale services, media or technology businesses, spectrum licences and substantial lease obligations. Two companies can therefore report similar total revenue while having very different recurring economics and cash needs.
A sound comparison answers four questions in sequence:

- How durable is the revenue? Separate service revenue from equipment and other revenue, then identify subscriber, pricing, churn and geographic drivers.
- How much financial risk funds the network? Examine net debt, the issuer’s leverage definition, lease treatment, maturities, liquidity and interest burden.
- How much cash remains after necessary reinvestment? Reconcile operating cash flow, cash capital expenditure, spectrum purchases, lease repayments, acquisitions and dividends.
- What price is being paid for that quality? Use aligned earnings or enterprise-value inputs only after understanding growth, capital intensity, accounting adjustments and expected returns.
Read each company’s annual report, interim filing and earnings release before putting numbers into a spreadsheet. Definitions that look similar in a data service may not be comparable in the filings.
1. Define a genuinely comparable peer set
Start with a written reason for including every company. A mobile-heavy carrier, an integrated mobile-and-fiber operator and a telecom group with large non-telecom operations will normally have different margins, growth rates and capital requirements. Geographic regulation, spectrum policy, currency and competition can be just as important as the brand on the bill.
Classify the business mix
- Mobile exposure: postpaid and prepaid subscribers, wholesale access and handset financing.
- Fixed broadband: fiber, cable, copper or fixed-wireless access, including the pace of network build-out.
- Enterprise and wholesale: data connectivity, cloud, managed services and carrier-to-carrier traffic.
- Non-telecom operations: towers, media, payments or other holdings that can change the group’s growth and valuation profile.
Record acquisitions, disposals, joint ventures and changes in consolidation. A reported revenue jump after acquiring a business is not the same as organic growth. If companies report in different currencies, choose a presentation currency and state whether growth is reported, constant-currency or translated at average rates.

Align the measurement period
Use the same fiscal year or the same trailing period. A calendar-year operator’s 2025 results should not be compared with a peer’s nine-month 2025 figures without an explicit adjustment. Note whether a leverage ratio is calculated at year-end, quarter-end or over the preceding four quarters.
| Item to align | Why it changes the comparison | What to record |
|---|---|---|
| Fiscal period and reporting date | Seasonality and acquisitions can distort growth and leverage. | Year, quarter, period-end date and trailing-period convention. |
| Currency and translation | Exchange rates can create growth that is not operational. | Reported currency, constant-currency disclosure and conversion rate used. |
| Consolidation scope | Newly acquired or deconsolidated businesses alter every line. | Acquisition, disposal, joint venture and pro-forma notes. |
| Accounting basis | Lease and spectrum treatment changes EBITDA, debt and cash flow. | GAAP or IFRS basis, lease policy and issuer adjustments. |
2. Read revenue as a set of drivers, not one growth percentage
Begin with total revenue, but do not stop there. A telecom company can post growth because it sold more handsets, raised prices, added broadband connections, acquired a subsidiary or benefited from currency. Those drivers have different margins and persistence.
Separate recurring service revenue
Service revenue usually reflects subscriptions and usage and is therefore a better starting point for recurring demand than equipment revenue. Deutsche Telekom’s outlook links expected revenue increases to service revenue, illustrating why the service line deserves its own trend. The company-specific disclosure does not create a universal reporting layout; some operators combine services, equipment and other activities differently.
For every issuer, capture:
- Service revenue growth and total revenue growth.
- Subscriber, account or connection additions, including the definition of an “active” customer.
- Average revenue per user (ARPU), pricing actions and promotional intensity.
- Churn, retention and the mix between postpaid, prepaid, business and wholesale customers.
- Equipment sales, handset subsidies and installation revenue.
- Broadband or fiber homes passed, homes connected and take-up rates.
- Geographic and segment mix, including exposure to regulated or emerging markets.
Test the quality of growth
Compare revenue growth with customer growth and pricing. Revenue rising while connections fall may indicate price increases or a shift toward higher-value customers; it may also signal churn risk. Conversely, rapid subscriber additions with flat service revenue can indicate discounting. Check management’s bridge between reported and organic growth and read segment notes for one-time items.

Connect revenue to margins
Equipment revenue often carries lower margins than service revenue, while fiber construction can depress near-term cash flow before connections mature. Review segment operating profit and the company’s definition of adjusted EBITDA. Do not assume an adjusted margin is comparable with a peer’s adjusted margin until both reconciliation tables have been read.
3. Evaluate debt and liquidity using the issuer’s definitions
Telecom networks require long-lived investment, so leverage is common. The important question is not whether a company has debt, but whether its recurring cash generation, asset base and liquidity can support maturities, interest, spectrum payments and continued network investment through a downturn.
Start with net debt, then open the numerator
Calculate or reproduce net debt from the filing. Identify which cash balances are deducted and whether restricted cash, securitizations, vendor financing, pension obligations, spectrum liabilities or lease liabilities are included. Then inspect the denominator: EBITDA may be reported, adjusted, annualized or based on the preceding four quarters.
Deutsche Telekom states: “To ensure financial flexibility, we primarily use the KPI ‘relative debt’ (ratio of net debt to adjusted EBITDA).” Its 2025 annual report reported relative debt of 2.62x. The ratio is an issuer-defined management KPI, not a sector-wide safety threshold.
Use disclosed targets as context, not universal rules
| Issuer and period | Disclosed leverage figure or policy | How to interpret it |
|---|---|---|
| Deutsche Telekom AG, fiscal 2025 | Net debt to adjusted EBITDA of 2.62x. | Company-specific ratio; read the annual-report definition of adjusted EBITDA and net debt. |
| Deutsche Telekom AG, investor-relations debt strategy, June 30, 2026 | Reported 2.68x; maximum target of 2.75x. | The interim ratio uses the previous four quarters. The target is management policy, not an industry benchmark. |
| PLDT Inc., 2024 Form 20-F filed in 2025 | Net debt to EBITDA objective of 2.0x. | An issuer objective; it should not be applied mechanically to another operator. |
Deutsche Telekom also describes a 25–35% equity-ratio corridor and a liquidity-reserve target covering 24 months of upcoming debt maturities. Those policies show how a company frames financial flexibility; they do not prove that another company’s lower or higher ratio carries the same risk.
Inspect the maturity and interest profile
- List principal maturities by year and identify refinancing concentrations.
- Separate fixed-rate and floating-rate debt and record the average interest cost or sensitivity disclosed.
- Check committed credit lines, cash, undrawn facilities and restrictions on moving cash between subsidiaries.
- Read credit-rating commentary and covenant terms, including any maintenance tests.
- Include lease liabilities and spectrum-payment schedules where they are material, even if the headline leverage ratio excludes them.
A company can show a modest net-debt ratio yet face a large near-term refinancing wall. Another can show higher leverage but have long maturities, ample liquidity and stable regulated cash flows. The maturity table resolves that apparent contradiction.
4. Measure cash after the investment the network requires
Cash flow from operations is not cash available to shareholders when a carrier must replace radios, extend fiber, buy spectrum or repay lease principal. Build a bridge from operations to the cash that remains after those commitments.

Build a consistent cash-flow bridge
- Start with cash flow from operating activities from the financial statements.
- Subtract cash capital expenditure and identify whether the filing includes or excludes spectrum licences.
- Show spectrum purchases separately; licences can be lumpy and are not ordinary maintenance capex.
- Show principal lease repayments and any other material financing-like payments.
- Subtract acquisitions or add disposal proceeds when assessing cash available for debt reduction or dividends.
- Compare the result with the company’s reported free-cash-flow measure and document every reconciliation item.
| Reported measure | Issuer and period | Qualification |
|---|---|---|
| Free cash flow after leases, before dividends and spectrum investment: €19.546 billion | Deutsche Telekom AG, 2025 | The company’s defined measure; it deducts principal lease repayments and excludes specified dividends and spectrum investment. |
| Free cash flow: $17.6 billion | AT&T Inc., 2024 | Use AT&T’s annual-report calculation and reconciliation; the label alone does not establish the same scope as another issuer’s measure. |
Distinguish maintenance from expansion
Management may describe a portion of capex as maintenance and the remainder as growth, but definitions differ. A carrier that temporarily reduces build-out can produce higher free cash flow while deferring investment needed to protect network quality or capacity. Compare capex with homes passed, spectrum holdings, 5G or fiber coverage and stated deployment plans.
Handle non-GAAP measures carefully
T-Mobile identifies core adjusted EBITDA and adjusted free cash flow as non-GAAP measures and directs readers to its annual report for definitions and GAAP reconciliations. Treat every adjusted figure the same way: copy the reconciliation, list excluded costs and determine whether exclusions recur. Deutsche Telekom’s after-leases presentation makes explicit adjustments for lease liabilities, which can make it look different from a peer even when the underlying economics are closer than the labels suggest.
5. Use profitability and returns on capital to test network economics
Margins show operating efficiency; returns on capital show whether the business earns enough on the network and other assets to justify reinvestment. Track operating margin, adjusted EBITDA margin, depreciation and amortization, and the cash conversion from EBITDA to free cash flow.
Deutsche Telekom reported return on capital employed (ROCE) of 7.5% for fiscal 2025 and stated an ambition of around 9% in 2027. These are Deutsche Telekom’s own definition, period and target. They are useful for asking whether investment returns are improving, but they are not directly comparable with another issuer unless the calculation, capital base and period are aligned.
When comparing ROCE, document the numerator, tax treatment, average versus ending capital employed and treatment of goodwill, leases and spectrum. A high ROCE after years of underinvestment may not be sustainable; a temporarily low ROCE during an accelerated fiber build may precede stronger returns.

6. Put valuation after operating and balance-sheet analysis
Valuation is a conclusion about price relative to future cash flows, not a substitute for understanding the business. The same multiple can be cheap for a durable compounder or expensive for a shrinking, highly leveraged carrier.
Choose the metric that matches the question
- Price-to-earnings: useful only when earnings periods, exceptional items, share counts and accounting treatments are aligned.
- Enterprise value to EBITDA: helps compare capital structures, but does not erase differences in leases, spectrum obligations, capex intensity, growth or adjusted-EBITDA exclusions.
- Price-to-free-cash-flow: meaningful only after defining whether free cash flow is before or after leases, spectrum, acquisitions and dividends.
- Dividend yield: a market-price measure, not evidence that the payout is sustainable.
- Discounted cash flow: requires explicit assumptions for service-revenue growth, margins, reinvestment, discount rate and terminal value.
There is no synchronized current market-price, market-capitalization, enterprise-value or peer-multiple dataset in the figures above. Obtain prices on the publication or analysis date and timestamp every multiple. Do not present an undated multiple as a current fact.

Make assumptions visible in a valuation model
- Set a base year using the latest filed results, not an annualized partial quarter unless clearly labeled.
- Forecast service revenue and other revenue separately where disclosures permit.
- Model operating margins, cash taxes, capex, spectrum, lease repayments and working capital.
- Calculate unlevered or levered cash flow consistently with the chosen discount rate.
- Show sensitivity to growth, discount rate, terminal growth and reinvestment intensity.
- Compare the implied value with the market price as of a stated date and explain which risks could invalidate the assumptions.
7. Test dividends against recurring cash and refinancing needs
Evaluate dividends after the cash-flow and debt work. Compare the proposed payout with recurring free cash flow after maintenance investment, scheduled maturities, spectrum plans, lease repayments and management’s stated policy. Accounting earnings can support a dividend on paper while cash is being consumed by network expansion or refinancing.
Use one declared coverage definition, such as dividends divided by free cash flow after a specified set of reinvestment items, and apply it consistently across issuers. If a company does not disclose a directly comparable measure, calculate it from the filing and label every inclusion and exclusion.
8. A filing-led worksheet you can reuse
Copy this structure into a spreadsheet for each company. Keep the source document, page or note, reporting date and currency beside every input.

9. Common comparison errors and how to correct them
Using total revenue as a proxy for subscriber health
Correction: split service and equipment revenue, then reconcile customer, pricing and churn trends.
Treating an adjusted ratio as a universal benchmark
Correction: reproduce each issuer’s definition and show a standardized alternative only when the filings provide enough detail.
Calling every free-cash-flow number comparable
Correction: identify spectrum, lease, acquisition and dividend treatment before ranking companies.

Assuming a high dividend yield is a bargain
Correction: test the payout against recurring cash after network investment and debt obligations.
10. A practical decision framework
After completing the worksheet, classify each company on three separate scales rather than forcing a single score.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Business momentum: service-revenue, subscriber, pricing and churn trends, adjusted for acquisitions and currency.
- Financial resilience: leverage definition, maturity profile, liquidity, interest burden and lease or spectrum obligations.
- Value and returns: valuation at a dated price, sustainable free cash flow and ROCE relative to the investment required.
A company that leads on only one scale may not lead overall. Fast growth can require heavy capex; low leverage can coexist with weak returns; a high free-cash-flow yield can reflect declining service revenue. Write the reasons for your ranking, the assumptions that matter most and the evidence that would change your mind.
11. How to keep the comparison current
Refresh the analysis with the latest annual report, quarterly or interim report, earnings release and regulatory filing. For every update, record the report date, fiscal period, currency, GAAP basis, business scope and management-defined adjustments. Recheck investor-relations targets because interim leverage figures and outlooks can change; for example, Deutsche Telekom’s 2026 debt-strategy figures are tied to a specific June 30, 2026 measurement date and its preceding-four-quarter calculation.
Market prices, enterprise values and valuation multiples are volatile inputs. Timestamp them, preserve the calculation, and rerun the model whenever a material acquisition, disposal, spectrum auction, refinancing or guidance change occurs.
