How to Compare School Board Candidates’ Positions on Budgets and Spending

The fairest comparison is not which candidate promises to “spend more” or “cut waste.” Put every candidate through the same test: which student outcomes and services they would prioritize, the programs and dollars that would change, the revenue that would pay for those choices, the tradeoffs they accept, the authority the board actually has, and the evidence they would use to judge results. Then check those answers against the district’s current budget, fiscal year, approval stage and local funding rules.

A school budget is a policy document, not just a ledger

A budget translates goals into programs, staffing and spending. It also records revenue decisions, legal restrictions and tradeoffs. The ERIC-hosted governance manual captures the idea this way: “A school district budget, no matter how large or small, is a delicate balance of policy choices.” That is why a candidate’s broad statement about efficiency, class size or student services is not enough. You need to know what would change in the adopted plan and what would pay for it.

Budget documents can answer questions such as “How are our tax dollars being spent?” and “Why is the district spending money for that program?” Those questions should guide your comparison, but a line item may not explain its educational or service effect. When a candidate’s claim cannot be matched to a line, ask the district for a plain-language explanation and supporting performance data.

Start by identifying the budget you are actually reading

Before comparing positions, establish the document’s status. A file called a budget may be a proposed plan, an adopted budget, a midyear revision or an audited report of what was actually spent. These are not interchangeable.

  • Adoption status: Mark whether the document is proposed, recommended, adopted or amended. If it is an actual-results report, label it separately from plans.
  • Approval history: Note the public-hearing date, board vote and any additional approval by another authority or voters.
  • Funds included: Check whether the totals cover the general fund only or also restricted programs, capital projects, debt service and other funds.
  • Comparison period: When possible, collect the adopted budget, proposed budget and prior-year actuals for comparable fiscal years.

A common process has administrators prepare a proposal, publish it for public study, hold hearings, and present it to the board for adoption, sometimes with amendments. Some locations require another authority or voter approval. This is a checklist, not a universal legal sequence; confirm the current rules for your state and district.

Use one set of questions for every candidate

Give each candidate the same opportunity to answer the same issues. A useful core prompt is:

“Which two or three student services or outcomes would you prioritize in the next budget, what specific spending or revenue changes would support them, what tradeoff would you accept, and how would you judge whether the investment worked?”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow up with: “Which parts are within the board’s authority, and what local or state constraints apply?” These questions force a position to become testable without dictating a preferred policy.

Priorities: what comes first?

Ask candidates to name two or three outcomes or services, not a long list of every desirable program. For each priority, record whether the candidate would increase funding, protect it from cuts, maintain current funding, reduce it or defer an expansion. Require a reason tied to students or operations: for example, a target population, a service gap or a documented performance concern.

Revenue and feasibility: what pays for it?

Every new or protected commitment needs a revenue explanation. Ask whether the money would come from existing flexible revenue, a restricted source, a tax or other local measure, a state or federal allocation, a reserve, a reduction elsewhere, or a combination. Then ask what happens if the projected revenue falls short. A proposal that names only a desired outcome has not yet shown that it can be adopted.

Tradeoffs: what changes to fund the choice?

Ask each candidate to identify the program, staffing, schedule, facility project or other expense they would reduce, delay or leave unchanged. Clarify who bears the effect: students, employees, families, taxpayers or the wider community. “Cut waste” is not a tradeoff until the candidate identifies a category and the consequence of changing it.

Commitments and constraints

Test the proposal against existing compensation agreements, required programs, facilities obligations, enrollment, staffing and board authority. A board may set policy and approve a budget, but it cannot disregard a binding agreement or spend restricted money on an unrelated purpose. The exact limits vary by state and district, so ask the candidate to identify the rule or local policy that governs the decision.

Evidence and accountability

A credible position specifies a baseline, a measure and a time horizon. The measure might concern participation, attendance, completion, staffing stability, service access or another outcome connected to the investment. Ask who will report the result, when the board will review it, and what decision follows if the result is weak. National guidance from the National Center for Education Statistics (NCES) connects budget preparation and review with planning, allocation and long-term impact; the candidate should make that connection concrete for the local proposal.

Transparency

A candidate should be able to identify the fiscal year and approval stage behind a claim and show where the relevant amount appears in the district’s published materials. Refusal to name a document, fund or assumption is different from acknowledging that the information is not yet available.

Read the district budget through six practical lenses

Review the same categories for every candidate’s proposal. Keep figures comparable by using the same fiscal years and the same funds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Budget lens What to inspect Question for the candidate
Revenue Source, stability, restrictions and assumptions Which source pays for the proposal, and may the district use it for this purpose?
Programs and services Expenditures by program or service, not only by accounting object Which student-facing activity changes, and by how much?
Personnel Salaries, benefits, staffing levels, ratios and labor agreements Does the plan require new positions, vacancies, schedule changes or bargaining?
Enrollment and unit cost Enrollment trends and cost per pupil over multiple years Does the proposal respond to a persistent trend or a one-year fluctuation?
Facilities and debt Maintenance, capital needs, debt service and facility obligations Would operating savings create a later facilities cost, or vice versa?
Multiyear position Several years of income, expenditures, reserves and changing assumptions Can the district sustain the commitment after the first year?

Separate flexible money from restricted money

Flexible revenue can generally be allocated among eligible district priorities. Restricted revenue is tied to a specified purpose and cannot simply fill a gap elsewhere. A candidate who cites a large balance without identifying its restrictions may be overstating the available choice. Ask for the fund, legal purpose and any expiration or maintenance requirement.

Look at both program and object classifications

Object categories such as salaries, benefits, supplies and services show what is purchased. Program or service classifications show what the district does. You need both views to connect a candidate’s promise to people and activities. A proposed cut in “services,” for example, is not meaningful until the program affected is named.

Examine personnel commitments carefully

Salary and benefit costs, staffing levels and ratios often determine how quickly a board can change spending. Review labor agreements and any required programs before treating personnel reductions as immediately available savings. A historical California explainer from EdSource reported that more than 80% of expenditures in most districts went to salaries and benefits in 2006. That figure is geographically limited and historical; it is not a current national benchmark. Use the district’s own current adopted or audited figures instead. The reviewed material does not establish a reliable current national statistic for this comparison.

Use enrollment and cost per pupil as a trend, not a slogan

Compare several years of enrollment with spending and cost per pupil. A declining enrollment may not produce immediate savings when contracts, routes, buildings or staffing cannot be reduced at the same pace. Rising cost per pupil may reflect a deliberate service expansion, fixed costs or a temporary transition. Ask the candidate which explanation applies locally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include facilities, reserves and multiyear assumptions

Facilities maintenance, construction obligations and debt can compete with classroom priorities. Read the district’s multiyear income and expenditure projections, reserve policy and assumptions about enrollment, grants, labor costs and revenue growth. A first-year plan that relies on a one-time balance is different from a recurring commitment supported by recurring revenue.

Turn candidate answers into an apples-to-apples comparison

Build a comparison sheet with one row per issue and one column per candidate. Record the candidate’s exact proposal, the affected program or fund, the revenue source, the tradeoff, the authority claimed, the evidence offered and the unanswered question. Use the same labels for every candidate; do not translate one person’s detailed plan into a different standard than another person’s general statement.

Criterion Specific answer Evidence to verify Warning sign
Priority Named outcome or service and its order of importance Program description and current spending Every program is described as essential
Dollar action Increase, protect, reduce, defer or maintain Comparable line or program total “Invest more” without an amount or category
Revenue Identified source and restriction Fund rules and revenue forecast Unrestricted treatment of restricted money
Tradeoff Named reduction or delayed commitment Budget category and affected group “Eliminate waste” with no consequence
Authority Board action distinguished from state, contract or voter action Local policy, agreement or statute Promise outside the board’s control
Measure Baseline, deadline and review decision Existing data and reporting schedule No way to tell whether it worked

If you want a simple discipline for your notes, rate each criterion as clear, partly specified or unsupported, using the same standard for every candidate. The rating is your organizing tool, not a claim that a complex budget can be reduced to one score. Keep the underlying evidence so readers can see why you made the assessment.

Distinguish a feasible promise from a slogan

Illustrative example: two class-size positions

Suppose Candidate A promises smaller classes in every grade but does not identify staffing, rooms, revenue or a tradeoff. Candidate B proposes a narrower reduction in early grades, identifies the staffing and facility implications, names the recurring revenue source, and says what service would be deferred if revenue misses its forecast. Candidate B’s policy may or may not be preferable, but it is more testable. You can compare its assumptions with the budget and ask whether the board has authority to act.

This example is illustrative, not a report of an actual district. Its purpose is to show the difference between an outcome statement and a budget position.

When candidates use the same goal but different methods

Two candidates may both support mental-health services while disagreeing about counselors, contracts with outside providers, training or referral systems. Compare the delivery model, recurring cost, eligible funding, staffing requirement, implementation timeline and success measure. Do not treat identical labels as identical policies.

When a candidate proposes a cut

Ask what service disappears, which employees or contracts are affected, whether the cost is recurring, whether a legal or grant condition applies, and what students would experience. A cut that lowers an accounting category but shifts costs to another fund or future year is not the same as a durable saving.

Check the budget process before declaring a promise possible

Local rules determine who proposes, recommends, adopts and approves spending. In one district the board may be able to amend an administration’s proposal directly; elsewhere a state formula, voter authorization, collective bargaining process or separate approval may limit the timing or substance of the change. Ask the district clerk, budget office or published policy for the current sequence and deadlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the administrator’s proposed budget and publication date.
  2. Locate the public-study period and hearing notices.
  3. Find the board agenda, amendments and adoption vote.
  4. Check whether another authority or voters must approve the adopted plan.
  5. Track later revisions, actual spending and any required public reports.

Do not treat a campaign promise as an adopted appropriation. A candidate can advocate for a change, but implementation still depends on the legally available revenue, the board’s vote and any additional approval.

Common comparison errors and how to correct them

Comparing different years or different funds

A current proposal, a prior-year actual and a capital fund total can create a misleading ranking. Put the fiscal year and fund next to every figure, and compare like with like.

Assuming every balance is spendable

Restricted grants, reserves and one-time proceeds have different uses and durability. Confirm the purpose and conditions before counting a balance as available for a candidate’s priority.

Using a national or historical statistic as a local fact

The EdSource salary-and-benefit figure is from California in 2006. It cannot establish what a district spends today, much less what districts nationwide spend. Prefer current local adopted or audited data with the geography and fiscal year stated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring implementation capacity

A plan may require hiring, bargaining, procurement, facilities work or staff training. Ask what must happen before the service reaches students and whether the proposed timeline allows it.

Counting a promise outside board authority

State funding formulas, restricted programs, contracts and facilities requirements can constrain a board. Mark which decisions the board controls and which require another actor, then judge the candidate on what they say they would do within those limits.

Accepting a metric that cannot change a decision

“We will monitor results” is incomplete. A useful accountability plan names the baseline, reporting date and action the board will consider if the outcome misses the target.

A voter’s final checklist

  • Do all candidates answer the same priority, revenue, tradeoff, authority and evidence questions?
  • Can you connect each material promise to a named program, service, fund or budget category?
  • Are the figures from the same fiscal year and approval stage?
  • Have you separated restricted from flexible revenue and recurring from one-time money?
  • Did you review personnel, enrollment, facilities, reserves and multiyear assumptions?
  • Does each candidate explain what happens if revenue or enrollment differs from the forecast?
  • Is the proposed action within board authority, or does it require a state, contract, voter or other approval?
  • Is there a baseline, measure and review date that could change future spending?
  • Can a reader verify the claim in a published budget, hearing record, board agenda or local rule?

The strongest comparison is not the one with the most confident rhetoric. It is the one that shows, for each candidate, a traceable path from goal to program, dollars, revenue, authority, tradeoff and measurable result. That method lets voters distinguish a genuine budget position from a promise that has not yet confronted the district’s constraints.
