APY and interest rate are related, but they are not the same number
The interest rate is the stated rate used to calculate interest. The annual percentage yield (APY) expresses the annualized amount you would earn when the account’s stated rate and compounding policy are applied. APY is usually the more useful number for comparing accounts, provided the accounts are being compared for the same period and under the same balance conditions.
Do not treat APY as a guaranteed return. A savings account may have a variable rate, and the institution can change that rate under the account agreement. The APY shown on an application page is the APY in effect under the disclosed terms at that time, not a promise that the same yield will remain for a year.

| Item | What it tells you | What to check |
|---|---|---|
| Interest rate | The stated rate used in the account’s interest calculation | Whether it is variable, and whether different balances receive different rates |
| APY | An annualized yield that reflects the institution’s stated compounding assumptions | The period and balance tier to which the advertised APY applies |
| Balance tier | The rate or APY assigned to a particular balance range | Every tier’s minimum and maximum balance, and whether the entire balance or only part of it receives the tier rate |
| Minimum balance | A balance threshold tied to opening, earning interest, receiving an advertised APY or avoiding a fee | Which threshold applies to which benefit; these are often different |
Regulation DD is designed to make these disclosures comparable. The Consumer Financial Protection Bureau (CFPB) summarizes its purpose this way: “Regulation DD helps consumers comparison-shop for deposit accounts.” The rule calls for disclosure of APY, interest rates, minimum-balance requirements, account-opening information and fee schedules.
Read every tier in a tiered-rate advertisement
If an account uses tiers, an advertisement that presents an APY must show the APY for each tier and the related minimum-balance requirements. A headline APY that applies only above a high threshold is not a fair comparison with an account that pays a slightly lower APY on the first dollar.
Write down the balance range, rate and APY for each tier. Then identify how the institution applies the tier: some products pay one rate on the entire balance after a threshold is reached, while others apply different rates to different portions. The account disclosure, not the headline, controls.

Separate the minimum to open from the minimum to earn
An account can have one minimum deposit to open, another balance needed to earn interest, and a third balance needed to receive the displayed APY or waive a monthly fee. Record each requirement separately. If you cannot keep the required balance, compare the yield and fees that apply below the threshold rather than the promotional figure.
Find out how the qualifying balance is determined
Ask whether the institution uses the daily balance, an average daily balance or another definition stated in the disclosure. A daily-balance method evaluates the balance for each day. An average-daily-balance method uses the average over the institution’s stated period. Deposits or withdrawals late in a statement cycle can therefore affect qualification differently under the two methods.
The current CFPB payment-of-interest rule describes daily-balance and average-daily-balance methods but does not require a particular compounding or crediting frequency. Read the account agreement for when interest is compounded, when it is credited and what happens if the account is closed before a credit date. Do not infer a crediting schedule from the APY alone.
Consider how your balance will change
Compare the account using the balance you realistically expect to maintain, not a temporary opening deposit. Map expected paychecks, transfers and withdrawals against each tier’s thresholds. If your balance will move across tiers during the year, an account with a lower top-tier APY may produce more usable interest because it pays better at the lower balances you actually hold.
Account for fees and the conditions that waive them
Interest is only one part of the result. Compare the monthly maintenance fee, excess-transfer or withdrawal charges, wire or cashier’s-check fees, paper-statement fees and any other charges listed in the fee schedule. A fee that is avoidable still matters if the waiver condition does not fit your routine.

Identify every fee-waiver condition
- Minimum daily or average balance requirements.
- Recurring direct deposit or another qualifying deposit arrangement.
- Relationship requirements, such as holding another account at the same institution.
- Electronic-statement enrollment or other delivery conditions.
- Transaction-count or access conditions specified in the agreement.
CFPB consumer guidance notes that fees may depend on maintaining a specified minimum balance or arranging direct deposit. Treat a waiver as conditional income: if the condition fails for one month, the fee can reduce or exceed the interest earned that month.
Check transfer and withdrawal charges
Savings accounts may charge fees when you exceed the institution’s transfer or withdrawal limit. The limit, counting method, fee and whether the institution can convert or close the account should appear in the account agreement or fee schedule. Do not assume that an account described as “savings” permits unlimited bill payments, card purchases or outbound transfers.
List the transactions you expect to make each month—automatic transfers, emergency withdrawals, payments to another bank and ATM use—and compare them with the account’s permitted access. An account that pays a strong APY but regularly charges you for access may be unsuitable for an active emergency fund.

Decide whether the account is for money you will rarely touch, a short-term reserve or a frequently accessed cash buffer. Then examine the available access channels and restrictions:
- Internal and external electronic transfers, including transfer timing and cut-off times.
- ATM access and any network or out-of-network charges.
- Branch, telephone and online service availability.
- Whether a debit card, checks or bill-pay features are offered.
- Limits on the number or dollar amount of withdrawals and transfers.
- Holds, verification periods or other delays for newly deposited funds.
These terms can matter more than a small difference in APY. If you need same-day access for an emergency, confirm the institution’s actual transfer and withdrawal process before opening the account.
Confirm that the product is an insured deposit account
Verify both the institution and the product type. A bank savings account is generally covered by the Federal Deposit Insurance Corporation (FDIC) when the bank is an FDIC-insured institution. A credit-union share savings account is generally covered by the National Credit Union Administration (NCUA) when the credit union is federally insured or otherwise participates in the applicable insurance system.
CFPB guidance on money market accounts describes FDIC or NCUA insurance of up to $250,000 for the same owner or owners. The limit applies according to the institution, ownership category and account circumstances; it does not automatically insure every combined balance you hold. Confirm coverage with the appropriate official insurer tool and review how your ownership category is treated.

Do not confuse a money market account with a money market mutual fund
A money market account is a deposit account offered by a bank or credit union. A money market mutual fund is an investment. Similar names do not give them identical protections: a mutual fund is not a deposit account and is not covered by FDIC or NCUA deposit insurance. Before comparing yields, check the legal product name, the provider’s status and the stated insurance disclosure.

A practical, repeatable comparison process
- Set your use case. Estimate the balance you can maintain, how often you will need withdrawals and whether you need branch, ATM or rapid electronic-transfer access.
- Collect current disclosures. From each institution’s account page, obtain the Truth in Savings disclosure, fee schedule, account agreement and any separate rate sheet. Record the date and time you checked the APY.
- Capture the complete rate structure. Write down the interest rate and APY, whether the rate is variable, every balance tier, the qualifying balance definition and the stated compounding and crediting policy.
- Record balance thresholds. Note the minimum opening deposit, minimum to earn interest, minimum for each advertised APY and minimum for a fee waiver.
- Calculate the usable cost. List the monthly fee, transaction charges and other likely fees. Mark the exact action or balance that waives each fee and decide whether you can meet it consistently.
- Test access against your routine. Compare transfer and withdrawal limits, processing times, ATM or branch access and any holds with the transactions you expect.
- Verify insurance and ownership treatment. Confirm that the product is a deposit account and check the institution’s FDIC or NCUA status and the coverage rules for your ownership category.
- Recheck before applying. Rates and terms are volatile. Open the dated disclosures again on the application date and save a copy for your records.
Use a worksheet instead of relying on a headline
A simple side-by-side record prevents a high advertised APY from hiding a costly condition. Use one row for each account and fill in the values from the current disclosures.
| Comparison field | Account A | Account B | Why it matters |
|---|---|---|---|
| Date and time checked | Record from disclosure | Record from disclosure | Rates and fees can change |
| Interest rate and APY | Record both | Record both | Shows the stated rate and annualized yield |
| Variable-rate language | Quote the current term | Quote the current term | Neither APY nor rate is necessarily fixed |
| Balance tiers | List every tier and threshold | List every tier and threshold | Headline APY may apply only to a limited balance range |
| Minimum to open | Record amount | Record amount | Determines whether you can open the account |
| Minimum to earn or receive displayed APY | Record each condition | Record each condition | Determines the yield you can actually receive |
| Monthly maintenance fee | Record amount and waiver | Record amount and waiver | Can offset interest |
| Transfer and withdrawal rules | Record limits and charges | Record limits and charges | Determines whether the account fits your access needs |
| Insurance and product type | Verify institution and coverage | Verify institution and coverage | Separates insured deposits from investments |
When an institution does not state a comparable item on the page you first visit, locate the full disclosure rather than assuming the term is absent. If it remains unstated, contact the institution and keep the answer with your dated records.
How to think about APY when rates change
APY is an annualized comparison tool, not a forecast of your account balance. Your actual interest depends on the balance held on each day, the rate in effect during each period, the institution’s calculation method, compounding and crediting policy, and any fees. A variable-rate account can have a different APY next month than the one shown when you opened it.
For that reason, compare accounts under a clearly stated scenario: the balance you expect to maintain, the time you expect to keep the money there and the fees you expect to incur. If an institution publishes an introductory or promotional APY, read the end date, eligibility rules and post-promotion rate in the disclosure. Do not extend a temporary rate across a full year unless the terms explicitly support that assumption.

Choosing the biggest number without reading the tier
Problem: The advertised APY applies only after a high balance threshold, while your planned balance falls in a lower tier.
Fix: Compare the APY and rate for your expected balance and record every tier before deciding.
Ignoring the difference between opening and qualifying balances
Problem: You can open the account with a small deposit but need a much larger balance to earn the displayed APY or avoid a fee.

Assuming a waived fee will always stay waived
Problem: A missed direct deposit or one low-balance day triggers a fee.
Fix: Read whether the waiver uses a daily balance, average balance or recurring deposit condition, and keep a buffer if the account is otherwise suitable.
Assuming all savings withdrawals are free
Problem: Repeated transfers or withdrawals generate charges or restrictions.
Fix: Match the account’s stated limits and counting method to your expected monthly activity.
Treating a money market mutual fund as an insured savings account
Problem: The similar name leads you to assume FDIC or NCUA protection.
Fix: Confirm that the product is a bank or credit-union deposit account and verify the applicable insurance disclosure.

What Regulation DD gives you as a comparison shopper
Regulation DD, implemented through federal deposit-account disclosure rules, requires institutions to present key information such as APY, interest rate, minimum-balance requirements, account-opening disclosures and fee schedules. Its latest amendment listed by the CFPB is dated April 19, 2023. The rule improves consistency in what institutions disclose, but it does not freeze rates, eliminate fees or guarantee that one account will be best for every saver.
Your responsibility is to read the current account-level documents and apply the terms to your own balance and usage. Consumer guidance published by the CFPB from September 2024 through August 2026 emphasizes checking the actual product, fees and insurance rather than relying on a product name or headline yield.
Choosing between otherwise similar accounts
For a reserve you rarely touch
Prioritize the APY available at your normal balance, low or avoidable maintenance fees, reliable transfer access and clear insurance coverage. A restrictive withdrawal policy may be acceptable if you do not need frequent access, but understand the charge before an emergency occurs.
Free tools Windows power users keep installed
One-click scans. No signup required.
For money you move frequently
Give access rules and transaction costs equal weight with APY. An account with a slightly lower yield but no recurring access charge may produce a better result for an active cash buffer.
For a balance near a tier threshold
Check what happens when the balance moves just below the threshold. If a small withdrawal drops the entire balance into a lower tier or triggers a fee, the advertised APY may be less durable than it appears.
For balances approaching insurance limits
Review ownership categories, institutions and combined balances rather than assuming the headline insurance amount applies to every account automatically. Confirm the treatment with the appropriate insurer and the institution’s disclosure.
Keep the comparison current after you open the account
Save the disclosure and fee schedule you used to choose the account. Recheck the APY, rate, fee waiver and access terms when the institution sends a notice of change, when your balance or usage changes materially, and at least whenever you move a substantial amount of money. If the account no longer meets your balance or access needs, repeat the comparison process instead of remaining anchored to the rate that originally attracted you.
