The reliable way to compare Ruoff Mortgage with local lenders is to obtain at least three written Loan Estimates—one from Ruoff and two alternatives—using identical borrower, property, loan-program and rate-lock assumptions. Compare APR, points, lender-controlled fees, mortgage insurance, cash to close, monthly payment and five-year borrowing cost, not the advertised note rate alone.
The Consumer Financial Protection Bureau (CFPB) says, “It’s a good idea to request loan estimates from at least three different lenders and compare them to choose the best loan for you.” Rates can change between an initial conversation and an application, so make your decision from dated Loan Estimates rather than an unlocked quote or a website headline.

Start with one identical loan scenario
A rate comparison is meaningful only when every lender prices the same risk. Before contacting Ruoff or a local bank, credit union or mortgage company, write down one scenario and give the identical version to each loan officer. Changing even one major assumption can make a lower quote look better when it is actually a different loan.
Do these 3 things before closing this tab:

- Purpose: purchase or refinance.
- Property location: the state where the home is located, because licensing, taxes and program rules vary.
- Occupancy: primary residence, second home or investment property.
- Property type: for example, single-family, condominium, manufactured home or multi-unit property.
- Loan amount and value: use the same purchase price or appraised value and the same down payment or loan-to-value ratio.
- Credit and debt profile: provide the same credit-score range, income, assets and debt-to-income information.
Match the mortgage terms
- Loan program, such as conventional, FHA, VA or another eligible program.
- Repayment term, such as 15 or 30 years.
- Fixed-rate or adjustable-rate structure.
- Whether discount points are paid, and whether the lender gives credits instead.
- Requested rate-lock length and any float-down feature.
Ask each lender to state these assumptions on the quote or application record. A 30-year fixed loan with zero points and a 30-day lock cannot be compared directly with a 30-year fixed loan carrying points and a 60-day lock, even if the advertised rates appear close.

Request Ruoff’s quote and two local alternatives
1. Begin with a pre-approval conversation
Ruoff’s purchase process offers online pre-approval, several mortgage-loan choices and digital progress and closing tools. Pre-approval helps a borrower understand the loan amount and pricing available for that borrower’s qualifications, but it is not a guarantee of a particular rate. Ruoff’s homepage identifies Ruoff Mortgage Company, Inc. as an Indiana corporation, NMLS #141868, and says information and interest rates may change without notice.
Ask the Ruoff loan officer to provide the current note rate, APR, points, lender fees, estimated payment, mortgage insurance, cash needed to close and the assumptions used. Request the information in writing and ask whether the quoted rate is the lowest available that day or week, or simply an illustrative rate.
2. Obtain formal Loan Estimates
A Loan Estimate is the standardized document to use for the final comparison. Request one from Ruoff and at least two local lenders after supplying the same information. A lender generally issues the form after receiving the information needed for an application; ask when it will be available and note its issue date.
Recommended Free Tools
Do not treat an email rate, calculator result or verbal quote as the final offer. The CFPB’s rate-shopping guidance warns that rates can change between an initial conversation and an application. Compare the official forms issued under matching assumptions and close in time—ideally on the same day or on consecutive days.
3. Ask the same questions of every lender
- What is today’s note rate, and is it the lowest rate available for this scenario?
- What is the APR?
- How many discount points or lender credits apply?
- What are the origination, underwriting, processing and other lender-controlled fees?
- What monthly payment is estimated, including principal, interest, taxes, insurance and mortgage insurance?
- How much cash is required to close?
- How long is the rate locked, is there a lock fee, and is a float-down available?
- Are there prepayment or early-payoff conditions?
Keep the answers with the corresponding Loan Estimate. If a lender will not put a material term in writing, mark that item as unresolved rather than assuming the most favorable interpretation.

Read the numbers in the right order
Note rate versus APR
The note rate determines scheduled principal-and-interest payments, but it does not capture every borrowing cost. APR incorporates the rate and certain fees over the assumed life of the loan. Use APR to break a tie when the loans, terms and assumptions are otherwise the same. APR is not a prediction of your exact lifetime cost if you sell, refinance or make extra payments, so also examine the five-year projection.
Points and lender credits
Discount points are upfront charges paid to obtain a lower rate. Lender credits can reduce cash due at closing but may come with a higher rate. Compare the dollar amount of points or credits and the rate attached to them. A lower note rate can cost more if the points and other fees exceed the savings you will realize during the time you keep the loan.
Lender-controlled fees
Separate origination, underwriting and processing charges from taxes, insurance, prepaid interest and other items the lender does not set. The lender-controlled total is the clearest place to negotiate or ask why two otherwise identical offers differ. Confirm that a credit is not being offset by a new fee elsewhere on the form.
Mortgage insurance and the full payment
Compare mortgage-insurance type, monthly amount and cancellation assumptions. Two offers with the same principal-and-interest payment can have materially different total payments when mortgage insurance, property taxes or homeowners insurance are estimated differently. Check that each lender used the same tax and insurance information; an understated estimate is not a real saving.
Cash to close
Cash to close combines the down payment, closing costs, prepaid items, deposits and credits. A loan with a slightly higher APR may be practical if it preserves cash needed for reserves, repairs or an emergency fund. Conversely, a large lender credit may not be worthwhile if it produces a higher long-term rate and you expect to keep the mortgage for many years.

Five-year borrowing cost
The Loan Estimate’s five-year cost provides a common horizon for comparing the rate, upfront charges and scheduled payments. Use it after confirming that the underlying loan type is the same. It is especially useful when one offer has points, credits or different mortgage-insurance treatment. Do not substitute a homemade calculation that ignores the assumptions printed on the form.

Understand Ruoff’s rate-lock timing
Ruoff loan-officer information explains that a borrower can get an idea of current rates after pre-approval based on qualifications, but the rate is not officially locked until the borrower chooses a lock lasting a set number of days. Treat an unlocked Ruoff quote as a time-stamped snapshot, not a guaranteed offer.
Compare lock periods fairly
Ask every lender for the same lock horizon or document why your closing schedule requires a different one. A longer lock may cost more but can protect a transaction with a distant closing date. A short lock can expire before closing, exposing you to market changes or an extension fee. Record the expiration date, extension pricing and who pays if a lender-caused delay occurs.
Ask about float-down rules
A float-down may allow the rate to be reduced if market pricing improves before closing, but the eligibility date, fee and maximum reduction vary. Obtain the policy in writing. Do not assume that a lender will automatically match a later lower quote.
Find local lenders without treating a directory as a ranking
Indiana’s official participating-lender list is a practical starting directory. It includes Ruoff Mortgage Company, Inc. along with banks, credit unions and mortgage companies. The list does not rank lenders or establish that any participant will offer the lowest rate. Confirm directly that a lender serves the property’s state, offers the required program and accepts your borrower profile.
Build a useful local shortlist
- Choose lenders that can close within your contract’s deadline.
- Include at least one institution familiar with the property’s state and any applicable housing-finance program.
- Ask whether the quoted product is available for your occupancy, property type, loan amount and credit profile.
- Request the same Loan Estimate and lock details from each finalist.
“Local” can describe a community bank, credit union or loan officer who serves your area; it does not by itself prove better pricing or service. Use documented terms first, then consider responsiveness and closing reliability as practical tie-breakers.
Check program fit before choosing a rate
The lowest APR is not useful if the loan fails an eligibility or underwriting requirement. Verify that each offer supports the same down payment, property type, occupancy and debt-to-income profile. If you are considering conventional, FHA, VA or another program, ask what documentation, appraisal standards and mortgage-insurance rules apply.

Confirm whether a quoted payment assumes an escrow account, whether taxes and insurance can change, and when mortgage insurance could end. Ask about prepayment or early-payoff conditions even if the Loan Estimate says none are expected. Keep these answers with the estimate so a later revision can be checked against the original.

Rate and cost should lead the decision, but service matters when two offers are close. Ask who will answer questions after application, how documents are delivered, how often status updates are sent and who handles the closing package. Treat statements such as “fast closing” as claims to verify through a written timeline or documented borrower experience, not as guaranteed performance.
Ruoff advertises digital progress and closing tools, which may be convenient for borrowers who prefer online document handling. Convenience does not change the need to compare the formal Loan Estimate, lock terms and closing timeline with those of local alternatives.
Put company and market statistics in context
Ruoff Mortgage Company, Inc. is identified by Ruoff’s official disclosure as NMLS #141868. Ruoff’s 2024 company page states that it ranked #2786 on the annual Inc. 5000 list and that Mortgage Executive Magazine recognized it as a Top 50 Mortgage Company in America for 2024. Those statements describe company recognition, not the price available to your household.
The Ohio Housing Finance Agency’s FY2025 participating-program report lists Ruoff with 246 loans and $50,543,250 in volume, representing 3.69% of loans and 3.83% of volume in that report. An Office of the Comptroller of the Currency CRA evaluation using aggregate HMDA data reports Ruoff’s share in the evaluated Indiana market at 15.6% in 2021, 11.5% in 2022 and 9.3% in 2023. These figures describe program or market activity and cannot establish that Ruoff will have the lowest rate, fee total or closing cost for an individual borrower.

Make the decision from the dated forms
- Verify the scenario: make sure all three estimates show the same purpose, property, occupancy, amount, down payment, credit assumptions, program, term and rate structure.
- Check the issue dates: discard stale or preliminary numbers when a newer formal Loan Estimate is available.
- Compare APR and five-year cost: use them to expose the effect of points, credits and fees.
- Check cash and payment: confirm that the monthly payment and cash to close fit your budget and reserves after mortgage insurance, taxes and insurance.
- Review lock exposure: align lock expiration with the closing date and understand extension and float-down rules.
- Confirm fit and service: verify eligibility, documentation, communication and a realistic closing timeline.
- Ask for a written explanation: if one lender is materially cheaper, ask what assumption or fee causes the difference before selecting it.
If two offers remain close, choose the one with the lower total cost under your expected holding period and the lock and closing process you can reliably complete. Keep every version of the estimates and ask the selected lender to explain any later change before you sign.

Common comparison mistakes and fixes
Comparing a headline rate
Mistake: choosing the lowest rate shown in an advertisement or calculator. Fix: compare dated Loan Estimates for your actual assumptions, including APR and points.
Ignoring the lock
Mistake: assuming an unlocked quote will remain available. Fix: record whether the rate is locked, for how long, at what cost and with what extension or float-down terms.
Mixing loan programs
Mistake: comparing a conventional offer with an FHA or VA offer solely by payment. Fix: confirm program eligibility, mortgage insurance and upfront charges before evaluating price.
Quick wins for a faster PC:

Mistake: allowing one lender to estimate lower taxes, insurance or a different occupancy. Fix: provide identical property data and check the assumptions printed on each form.
Relying on market share or awards
Mistake: treating recognition or lending volume as proof of the best rate. Fix: use those facts only as background; decide from your own written costs and terms.
