Compare the amount that must be invested, the money that will never be recovered, every government and professional charge, the time you must physically spend in the country, and the separate legal requirements for naturalization. A residence permit gives you lawful residence under a particular route; it does not automatically create a citizenship entitlement.
The examples below show how to make an evidence-based comparison using current official material for Portugal, one route in Greece, and selected United Arab Emirates (UAE) Golden Residence categories. They are illustrative, not a global ranking. Thresholds and nationality rules can change, so record the source date and route before committing funds.

Start with an apples-to-apples comparison
Put each candidate route in the same worksheet. Record the country, the exact investment category, the qualifying asset or activity, the minimum holding period, the permit term, physical-presence rule, family eligibility, and the conditions for renewal. Then calculate cash required under your own applicant profile.
| Comparison axis | What to record | Why it matters |
|---|---|---|
| Qualifying investment | Amount, eligible asset or activity, location, holding period, liquidity and exit terms | A principal investment may be recoverable, partly recoverable or exposed to market loss. It is not automatically a fee. |
| All-in cash requirement | Government charges, due diligence, legal and translation work, insurance, dependants and taxes | Two routes with the same headline threshold can have very different cash needs. |
| Physical presence | Days required, the counting period, evidence of presence and consequences of absence | Permit maintenance and citizenship residence are separate tests. |
| Permit terms | Initial validity, renewal, continuity, work rights and dependant rights | A long or renewable permit does not prove permanent residence or naturalization eligibility. |
| Naturalization | Residence clock, lawful and continuous residence, language or integration tests, discretion and dual-nationality rules | Investment may qualify you for residence only; citizenship normally requires a different application and legal test. |
| Geography and route | Country, region and asset or activity category | Minimums can change with location or the type of investment. |
Calculate total cost instead of comparing investment thresholds
Use a five-part cost model. Keep one-time, recurring and at-risk amounts separate, and state the currency and date for every figure.
#1 Best Overall
1. Capital that qualifies
Enter the minimum amount accepted for the route and describe exactly what qualifies. Include the required holding period and any restrictions on borrowing, transfers or resale. Label the amount as capital at risk, not as a program fee, unless the official rule says it is nonrefundable.
2. Nonrefundable contributions and taxes
Some routes use a donation, cultural contribution or other payment that cannot be recovered. Add transfer taxes, property taxes, registration charges, income or capital-gains tax triggered by the investment, and any tax advice needed to determine your status. The official material for the examples here does not publish a standardized all-in tax total, so do not insert an estimate without an applicant-specific analysis.
3. Government and compliance charges
List application, residence-card, renewal, biometric, registration and document-verification charges for every family member. Add police certificates, apostilles or legalisation, certified translations, medical checks and mandatory insurance. Charges can differ by nationality, consulate, local authority and application stage.
4. Professional and transaction costs
Separate legal, immigration-agent, property, fund-management, banking and valuation fees. Ask whether a quoted fee covers dependants, renewals, appeals, tax work and document collection. A low professional fee that excludes these items is not a lower total cost.

5. Family and ongoing costs
Model each dependant separately: application and card charges, insurance, schooling, travel, accommodation during required visits, bank fees and the cost of maintaining the qualifying asset. Also calculate the opportunity cost and exit expenses if capital is locked for several years.
Use a range rather than false precision when a fee is not fixed. For example, show “official amount not stated; confirm with the competent authority” instead of converting an unspecified charge into a guessed total. None of the official pages cited here supplies a standardized, comparable all-in price for a complete family application.
Compare the three illustrative routes
| Route example | Published qualifying requirement | Permit or stay term stated by the source | Important limitation |
|---|---|---|---|
| Portugal Residence Permit for Investment Activity (ARI) | At least 10 jobs; at least €500,000 in qualifying scientific research; or at least €250,000 toward artistic production or preservation/restoration of national cultural heritage, subject to detailed conditions on the AIMA ARI page. | Minimum presence of seven days during the first year and 14 days during each subsequent two-year period, according to the AIMA ARI FAQ. The ARI page references a minimum five-year investment-activity requirement. | These are qualifying amounts, not total application costs. The sources cited here do not establish a current naturalization period or transition calculation for every ARI holder. |
| Greece listed-building investment route | At least €250,000 investment value at acquisition for the listed-building route described in the Greek National Registry; the page was last updated 22 September 2026. | Five-year residence permit under that route. | This is not a universal Greek minimum. The registry says the investor permit does not establish a right to employment and that resale during permit validity leads to simultaneous revocation for the seller. Documentation and fees must be checked in the current procedure described by the Greek Ministry of Migration and Asylum. |
| Selected UAE Golden Residence categories | Selected categories require minimum capital of AED 2 million. The UAE Ministry of Economy and Tourism FAQ specifies at least AED 2 million deposited in an investment fund or national bank for one route, plus comprehensive health insurance for the applicant and family for the duration or as required by the competent local authority. | The UAE Government portal describes 10-year Golden Residence categories and says holders may remain outside the UAE beyond the usual six-month period under the described rule. | The passages cover selected categories, not an exhaustive list or a complete cost estimate. Confirm the competent emirate’s procedure, insurance and evidence requirements. |
Understand physical-presence requirements
Ask three separate questions: How many days must I be in the country to keep the permit? How are those days counted? What residence is required for citizenship? A route can permit long absences while a naturalization law still demands substantial, lawful and continuous residence.

Portugal’s ARI counting periods
AIMA’s ARI FAQ states a minimum stay of seven days in the first year and 14 days in each subsequent two-year period. Treat this as a permit-maintenance rule for the ARI, not as a statement that the same number of days qualifies you for citizenship. Keep entry and exit records and verify how partial days and renewal periods are counted in the current procedure.

Greece and the listed-building route
The cited Greek registry entry establishes a five-year permit for the specified investment, but it does not provide a complete citizenship-presence analysis. Do not infer that holding the permit, or spending a particular number of days in Greece, satisfies naturalization conditions. Obtain the current nationality-law requirements separately.
UAE absence flexibility
The UAE government portal says holders of the described Golden Residence can stay outside the UAE beyond the usual six-month period without invalidating the visa under that rule. This is useful for mobile investors, but it does not establish a path to citizenship or eliminate other obligations such as insurance, document updates or local-authority requirements.
Keep residence, permanent residence and citizenship separate
Draw three boxes in your comparison file:
- Residence permit: permission to live in the country for a stated term while you meet the route’s conditions.
- Permanent or long-term residence: a different status, usually with its own residence, renewal and integration rules.
- Citizenship: nationality acquired under the country’s nationality law, normally through a separate application and a discretionary or statutory decision.
For citizenship, verify the operative statute and effective-date rules, not a marketing summary or a political announcement. Check the qualifying residence clock, permitted absences, language and civic requirements, criminal-record rules, tax or registration duties, processing discretion, dual-nationality treatment and whether time held under the investment permit counts. Ask for the rule that applies to your filing date and any transition provision.

On 23 June 2025, Portugal’s government published an announcement about reinforcing citizenship-law and residence requirements. At a Council of Ministers press conference in Lisbon, Minister of the Presidency António Leitão Amaro said that “there is a reinforcement of the requirement for an effective tie to the national community that allows attributing political powers to those who are Portuguese”. Read the statement in its full context at the government announcement. It describes a government proposal or position; it is not, by itself, consolidated operative nationality-law text, an effective date or a calculation of an individual ARI holder’s residence period.

Greece and the UAE: do not fill gaps with assumptions
The official material cited for the Greek listed-building route does not establish a complete citizenship pathway, current presence threshold or language requirement. The UAE pages establish selected Golden Residence categories and their investment or insurance conditions, not a full naturalization route for ordinary investment-residence holders. Treat citizenship eligibility in both cases as an open legal question requiring current nationality-law advice.
A step-by-step comparison process
- Define the objective. Decide whether you need a legal base for mobility, a place for your family, access to a local work market, an investment opportunity, or a realistic citizenship option. Rank these goals before looking at prices.
- Choose the exact route. Write the asset or activity, region, applicant category and family definition. “Golden visa” is a label used for different legal routes; it is not a uniform product.
- Capture the primary rule. Save the government page, its title, last-update or access date, currency and the exact wording of the threshold. Record whether the amount is a fee, contribution, deposit or investable capital.
- Build the cash-flow schedule. Show funds needed before approval, at filing, at biometrics, at issuance, at renewal and at exit. Include a separate line for capital that may be returned and money that cannot be recovered.
- Test presence and travel. Count the days required for permit renewal, then model your actual travel calendar. Add a separate citizenship-residence scenario; never reuse the permit minimum.
- Check family and work rights. Confirm who qualifies as a dependant, whether each person needs insurance and a card, and whether the permit grants employment rights. The Greek listed-building registry expressly says that route does not establish a right to employment.
- Verify exit and failure scenarios. Ask what happens if the investment is sold early, the asset loses value, a fund closes, a renewal is late, or the applicant spends too long abroad. For the cited Greek route, resale during permit validity leads to simultaneous revocation for the seller.
- Obtain a current nationality-law opinion. Request the statute, effective date and transition rule used to assess citizenship, with a written explanation of how your proposed residence and absences would be counted.
- Recheck immediately before signing. Confirm the rule with the responsible immigration authority and review any change published after your initial comparison. Keep a dated copy of every source.

- Insurance wording, coverage minimums and renewal obligations.
- Residence-day counting instructions and the records accepted as proof.
- Employment, business-operation and tax consequences of the permit.

- A breakdown of professional fees showing what is included and what is charged separately.
Common comparison mistakes
Calling the minimum investment the “price”
A €250,000 property purchase or AED 2 million deposit is not comparable to a nonrefundable contribution. Report principal, fees and risk in separate columns.
Using a route-specific threshold as a national minimum
The Greek €250,000 figure belongs to the listed-building route described by the registry. It must not be presented as the minimum for every Greek investment route.

Relying on an undated web summary
Record the government source and date beside every number. The Greek registry entry cited here was last updated on 22 September 2026; other pages may change without the same update label.
Ignoring work rights and resale consequences
A permit may allow residence without authorizing employment. Selling or transferring the qualifying asset can also end the permit, as the cited Greek route illustrates.
How to choose when the evidence is incomplete
Score each route only on facts you can document. Mark an item “not established” rather than awarding an optimistic score. A route may suit a person who values low physical presence, another may suit someone seeking an operating business, and a third may suit an investor comfortable with a long-term deposit. Those are different decisions from choosing the cheapest advertised threshold.
Before transferring money, require three independent confirmations: the competent immigration authority for the permit, a qualified adviser for the investment and tax consequences, and a current nationality-law analysis for any citizenship objective. If one of those confirmations is unavailable, treat the route as unsuitable for a time-sensitive or passport-driven plan.
Frequently Asked Questions
Can I compare programs by converting every threshold into one currency?
You can convert currencies for budgeting only if you state the exchange-rate date and source. The conversion does not make unlike obligations comparable: a refundable deposit, a property purchase and a nonrefundable contribution carry different risks and costs.
Does a five-year residence permit mean I can apply for citizenship after five years?
No. Permit validity and naturalization eligibility are separate. You must verify the current nationality law, qualifying residence, absence limits, language or integration requirements and any discretion or transition rules.
What should I do when an official page does not list a fee?
Write “not stated” in the comparison and ask the responsible authority for the current schedule. Do not replace a missing official amount with a generic online estimate.
