The reliable way to compare hotel property-management-system (PMS) fees is to convert every charge into an annual, property-specific total, then run that total at low, expected and high occupancy. A fixed PMS subscription, a per-room or per-booking charge, and a hotel-management contract that shares operating profit are different fee layers; combining them under the word “PMS” produces misleading comparisons.
Start with the fee base: property, room, booking, revenue or profit. Add activation, setup, required modules, payment and channel costs, taxes and contract minimums. For any percentage charge, write down exactly whether it applies to gross booking value, room revenue, gross operating revenue or defined net operating profit, including every permitted deduction.

What a PMS fee is—and what a profit-sharing fee is not
A hotel PMS is software used to manage reservations, rates, room status, guest records, check-in and check-out, housekeeping and related operations. Its commercial charge is normally a subscription or usage fee. The price may be set per property, per room, per booking, by a tier, or by a combination of those measures.
A hotel-management agreement is a separate contract. It pays an operator to run the property and may include a base management fee and an incentive fee. HVS describes the base fee as usually calculated as a percentage of Gross Operating Revenue, while the incentive fee is linked to the hotel’s operating profit. A 2020 Hong Kong Exchange filing gives an example of a fixed management fee based on room count plus an incentive management fee based on net operating profit; it says management charges in that example commonly range from 2% to 4% of revenue, with a progressive commission on net operating profit.
#1 Best Overall
Therefore, a software provider charging 3% of bookings is not automatically comparable with an operator receiving 3% of profit. The contracts may use different revenue definitions, deductions, payment timing, audit rights and responsibilities.
The main PMS pricing models
| Model | How the charge is calculated | Published examples | What to check |
|---|---|---|---|
| Flat per-property subscription | One monthly or annual amount for a room-count band | Innkeeper lists $49 per month for up to 10 rooms, $149 for up to 30, $499 for up to 80 and $998 for a group plan up to 200 rooms. It also states about $5 per room per month and no booking or revenue percentage. | Whether exceeding the band moves the whole property to the next tier; whether annual billing is discounted; and whether the plan is per property or per group. |
| Property plus per-room formula | Fixed property charge plus a room charge each month | Vortex publishes $12 per property plus $3 per room per month and 0% of bookings, with no per-reservation fee. | Whether inactive, out-of-order or seasonal rooms count; and the price of optional modules such as AI guest messaging. |
| Per-room tiers | Rate per room changes by room-count band | InnSyst lists a Starter rate of $6 per room for 1–20 rooms. Its Professional schedule steps through $8, $7, $5 and $4 per room across room bands, but the cited page does not state every band in the available figures. | Whether the rate applies to every room or only rooms above a threshold, and which room bands trigger a new rate. |
| Usage threshold | Monthly price changes when bookings cross a stated threshold | bedsKey lists a one-time $500 activation fee; $1 per active room in months with 31 or more bookings; a $10 flat charge for 1–30 bookings; and $4 in months with no bookings. The page says these prices were updated October 2026. | What counts as a booking, whether cancellations count, and whether the active-room count is measured at month-end or averaged. |
| Flat monthly tiers without room fees | One of several monthly tiers regardless of room count within the plan’s limits | FluxPMS lists $29, $79 and $199 monthly tiers, annual prices of $290, $790 and $1,990, no per-room fee and no per-booking commission, plus a 30-day free trial. | Room and reservation limits hidden in plan details, annual renewal terms and the modules included at each tier. |
| Free or low fixed entry plan | No charge or a small per-property subscription, often with feature limits | PA PMS lists a free plan with no per-room or setup fee and a paid plan at €30 per hotel per month. Live channel synchronization is on the paid plan. | Whether essential integrations, support or reporting are restricted to the paid plan. |
| Mixed fixed and revenue share | Fixed room-count packages plus a percentage of revenue | OTA Nexus publishes fixed monthly packages determined by room-count tiers alongside a revenue-sharing option; the available figures do not state the percentage. | The percentage base, the bookings covered and whether the fixed charge remains payable during low-demand periods. |
All quoted vendor prices above are the figures shown on the cited pricing pages accessed in 2026, except the bedsKey page, which states an October 2026 update. Treat them as published list prices, not as a guarantee of your negotiated quote, tax treatment or total implementation cost.
Why per-room and per-property prices diverge
A per-property plan can be economical for a larger hotel if the tier accommodates many rooms, while a per-room formula scales smoothly but may become expensive as inventory grows. A room-band plan can also create a cliff: adding one room may move every room into a higher band.

The Innkeeper annual-discount column assumes “half the monthly price billed yearly” means six times the displayed monthly price for a 12-month term. Confirm that interpretation in the order form. The table excludes taxes, implementation, payment processing, channel fees and optional modules, so it is a subscription comparison rather than an all-in cost comparison.
Vortex’s optional AI guest-messaging module is priced separately. A headline of 0% of bookings therefore does not mean the property has no variable or add-on costs; it means the published core plan does not take a booking percentage or per-reservation fee.

How threshold and tiered pricing changes the answer
bedsKey’s booking thresholds
For bedsKey, the monthly charge depends on both bookings and active rooms:
- No bookings: $4 for the month.
- One to 30 bookings: a flat $10 for the month.
- 31 or more bookings: $1 multiplied by the number of active rooms.
- One-time activation: $500.
For a 20-room property with 31 bookings, the monthly usage charge is $20; for an 80-room property it is $80. At 1–30 bookings, both properties pay the $10 flat charge. Thus, the 31-booking threshold is not automatically cheaper: once a property has more than 10 active rooms, the $1-per-room rule exceeds the $10 charge in a 31-booking month. A low-occupancy year may be dominated by the $500 activation fee even when monthly usage is small.

For any tiered plan, calculate the cost immediately below and immediately above each breakpoint. If a plan charges one rate for all rooms in a band, the relevant question is not simply “What is the price per room?” It is “What is the total price after the next room is added?” Ask the provider whether the new rate applies only to incremental rooms or retroactively to the full inventory.
Annual versus monthly billing
Annual billing can lower the nominal subscription while increasing commitment. Record the billing interval, renewal date, cancellation notice, refund policy and contractual right to change price. A free trial is not free implementation: migration, training, configuration and payment or channel setup may still be chargeable.
Build an all-in annual PMS cost sheet
Use one worksheet per product or proposal. The core formula is:
Rank #3
Annual total = fixed subscription + room or property charges + setup or activation + required modules + channel fees + payment fees + booking commissions + variable or incentive fees + taxes.
| Cost line | Question to answer | Evidence to retain |
|---|---|---|
| Fixed subscription | What is charged each month or year, and is it per property or group? | Plan name, room limit, billing interval and renewal price. |
| Room or property charge | Are rooms counted by inventory, active rooms or occupied rooms? | Definition of a billable room and tier-break rules. |
| Setup, migration and activation | Is the amount one-time, recurring or payable again for a new property? | Implementation statement of work and activation invoice. |
| Required modules | Are front desk, channel manager, booking engine, housekeeping, reporting, payments or revenue tools included? | Feature matrix tied to the quoted plan. |
| Channel and payment fees | Are there separate connectivity, payment-processing or gateway charges? | Rate card, processor agreement and tax treatment. |
| Booking charges | Does the vendor charge per reservation or a percentage, and for direct, OTA or both? | Booking definition, cancellation treatment and settlement report. |
| Support and training | Are onboarding hours, premium support or after-hours service extra? | Support tier, response commitment and included hours. |
| Contract terms | What are the minimum term, renewal, cancellation and price-change rights? | Signed order form and master agreement. |
Keep one-time and recurring costs in separate columns. A low monthly subscription can be outweighed by an activation fee, a required channel module or payment charges. Conversely, a higher fixed price may be cheaper when it includes integrations that would otherwise be purchased separately.
Compare a percentage fee only after defining its base
Percentage pricing is meaningful only when the numerator and deductions are explicit. Put these definitions side by side:
- Gross booking value: the value of reservations before or after taxes, discounts, refunds and cancellations?
- Room revenue: room-only revenue, or also food, events, parking and other departments?
- Gross Operating Revenue: the operating-revenue definition used for a management base fee; HVS identifies this as the usual base for such a fee.
- Net operating profit: which operating expenses, reserves, owner charges, central-services fees, capital items and taxes are deducted?
- Booking scope: direct reservations, OTA reservations, walk-ins, group contracts or every channel?
- Timing: charged when a reservation is made, when the guest arrives, when cash is collected or after month-end accounts are finalized?
A software commission on direct bookings and a hotel operator’s incentive fee on profit can both be described as a percentage, yet they expose the owner to different risks. A booking-based fee rises with sales even when margins are weak. A profit-based fee depends on the accounting rules that determine profit and may be reduced by allowable expenses.
How fixed and profit-sharing charges appear in a worked comparison
Use the following as a calculation method, not as a forecast. Suppose a property records $1.2 million of the revenue base defined in a management contract. A 2% base fee would be $24,000 for the year; a 4% base fee would be $48,000. If the contract instead uses $180,000 of defined net operating profit for an incentive fee, the incentive is that profit multiplied by the contract’s stated progressive rate. The Hong Kong Exchange example confirms the existence of a progressive net-operating-profit commission but does not establish one universal percentage, so the rate and profit definition must come from the individual agreement.
Rank #4
For a PMS that charges a fixed $1,000 per month, the software subscription is $12,000 per year before extras, regardless of whether revenue is $600,000 or $1.2 million. For a PMS charging 1% of a defined $1.2 million booking base, the variable charge would be $12,000, but the result changes if cancellations, taxes or OTA reservations are excluded. Do not call these plans equivalent until the bases, inclusions and caps match.
Run three occupancy scenarios
Prepare low, expected and high scenarios using the property’s own room count, average daily rate, occupancy and booking mix. The purpose is to expose sensitivity rather than predict demand.
| Scenario | Inputs to vary | What the calculation reveals |
|---|---|---|
| Low occupancy | Fewer bookings, lower occupied-room count and the same fixed subscription | Whether activation, minimums and fixed fees dominate the annual cost. |
| Expected occupancy | Budgeted bookings and normal room inventory | The likely annual cost used for the operating budget. |
| High occupancy | More bookings, full active inventory and possible tier crossings | Whether per-booking, percentage or threshold charges overtake a fixed plan. |
For a threshold plan, place an extra row at every breakpoint, such as 30 versus 31 bookings. For a room-tier plan, place rows immediately below and above each room limit. For a percentage plan, model both the lower and upper contractual rate where a range is quoted.

A lower annual number is not a saving if the property must buy missing capabilities or accept manual work that creates errors. Confirm whether the quote includes:
- Front-desk reservations, check-in, check-out and folio management.
- Channel-manager connections and live inventory synchronization.
- A direct booking engine and the treatment of direct-booking commissions.
- Housekeeping status, maintenance notes and room assignment.
- Reporting, audit trails and exports for accounting.
- Payment links, tokenization, refunds and processor compatibility.
- Rate, availability and revenue-management tools.
- Guest messaging, mobile access and user permissions.
- Data migration, staff training, implementation support and service-level commitments.
PA PMS illustrates why feature scope matters: its free plan has no per-room or setup fee, while live channel synchronization is listed on the €30-per-hotel-per-month paid plan. A free entry plan may therefore be unsuitable for a property that depends on real-time distribution.

Questions to put in the contract
- State the billable unit: property, room, active room, booking, revenue or profit.
- Define the inventory count and the exact event that moves the account into a new tier.
- List every included module and identify add-ons required for the property’s operating model.
- Define direct, OTA, group and cancelled bookings for any commission.
- For revenue fees, specify gross or net treatment, taxes, discounts, refunds and chargebacks.
- For profit fees, attach the accounting definition, permitted deductions, reserves, owner charges and audit process.
- Separate one-time activation, migration and training from recurring charges.
- State payment-processing, channel, support and premium-module charges.
- Record minimum terms, auto-renewal, cancellation notice, data export and price-change rights.
- Require an example invoice at low, expected and high booking volumes.
Common comparison mistakes and how to correct them
Comparing a monthly headline with an annual contract
Multiply the recurring amount by the full term, then add one-time fees and renewal pricing. If an annual discount is advertised, verify whether it applies only to the first year.
Treating “0% booking commission” as zero variable cost
Check payment processing, channel connectivity, add-on modules and support. Vortex’s separately priced AI guest-messaging module is a concrete example of why the core booking percentage is only one line in the budget.
Using room count without checking the definition
Ask whether suites, out-of-order rooms, seasonal rooms and a second property are counted. A property-plus-room formula and a flat band can produce different totals at the same inventory.

Applying a profit percentage to revenue
Do not multiply an incentive fee by revenue unless the contract says revenue is the base. HVS distinguishes a Gross Operating Revenue base fee from an incentive fee linked to operating profit.
Ignoring implementation and exit costs
Migration, training, configuration, data export and early termination can materially change the first-year and switching costs. Put them beside the subscription, not in a footnote.
A decision rule for owners and managers
Select the option with the lowest transparent annual cost that still includes the operational modules and integrations the property needs. A fixed plan is easier to budget when occupancy is volatile; a usage or percentage plan may align cost with activity but requires careful definitions and scenario testing. A hotel-management profit share should be evaluated as an operating contract, not as a substitute label for PMS software.
Before signing, have the vendor or operator complete the same worksheet for your property at three demand levels. Reject any quote that cannot show its fee base, room-count rule, included modules, one-time charges and cancellation terms in writing.
