For a UK off-plan purchase, the cheapest initial rate can be poor value if its fees, follow-on rate, repayment restrictions or short offer validity leave you exposed when construction slips. Put every lender illustration beside the reservation agreement, exchange timetable, deposit protection and warranty terms, then have a regulated mortgage adviser and independent conveyancer confirm that the dates work.
This guide reflects UK guidance and regulation available in October 2026. Lender criteria, rates, offer-validity periods and developer contracts change, so obtain a current illustration and legal advice before you book or exchange.

Start with the whole deal, not the headline rate
An off-plan mortgage is tied to a property that may not be finished for months. You are comparing two linked commitments: the finance transaction and the purchase contract. A low initial rate does not compensate for a large product fee, an expensive follow-on rate, restrictive overpayments or an offer that expires before the developer can complete.
Financial Conduct Authority mortgage rules (MCOB 5) require pre-application information that explains a home-finance transaction’s features and price in a way that facilitates comparison. At offer stage, MCOB 6 requires an updated illustration so you can check the price and features before entering the transaction. Ask for the same information from every lender or adviser and record the assumptions behind each figure.

The FCA describes mortgage choice as a combination of eligibility criteria, features and price. A regulated intermediary can compare products from different lenders, but you remain responsible for checking the purchase contract and the timing of the offer.
The minimum record for each offer
- Lender, product name, initial rate and the period for which it applies.
- The follow-on rate mechanism, such as the lender’s variable rate, and the representative APRC if the illustration supplies one.
- Loan amount, property value used by the lender, loan-to-value (LTV) and projected monthly payment.
- Arrangement or product fee, valuation fee, legal fee, broker fee and any other charge.
- Cashback, fee contribution or other incentive, including conditions that could make it repayable.
- Required current accounts, insurance or other linked products.
- Annual overpayment allowance, payment-holiday rules, portability and any restrictions on changing the product.
- Early-repayment charge, when it applies and how it reduces over time.
- The mortgage-offer expiry date, any extension policy and whether an extension needs a new valuation or underwriting.
Keep the lender’s illustration with this record. If an adviser gives you a verbal comparison, ask for the same detail in writing.
Make offers comparable on cost and risk
| Comparison axis | Questions to answer |
|---|---|
| Total cost | What are the initial rate, fees, incentives, linked products and likely follow-on cost over the period you expect to hold the loan? |
| Payment resilience | Can the household afford the payment after the initial deal ends and during a several-month construction delay? |
| Offer durability | Does validity cover exchange and completion, and what is the written extension or re-application process? |
| Flexibility | What are the overpayment, portability and early-repayment restrictions? |
| Contract fit | Do the reservation, exchange, notice and long-stop terms match the finance timetable? |
| Security | Are deposit, warranty, client-account and inspection arrangements documented? |
Initial and follow-on rates
Record the length of the initial deal and the rate that applies afterward. A two-year fixed period, for example, does not tell you what payment will apply if completion is delayed or if you still own the property when the fix ends; use the lender’s stated follow-on mechanism rather than assuming a particular market rate. Ask the adviser to model the payment when the initial period ends and to explain whether a product transfer would be available.
Fees and incentives
Subtract incentives only after checking their conditions. A fee contribution may be available only if you use a specified product or complete by a particular date. Include arrangement, valuation, legal and broker fees, plus any charge for replacing an expired offer. If a fee is added to the loan, calculate the interest charged on it as well as the cash paid at completion.
LTV, valuation and affordability
An off-plan price and the lender’s valuation are not interchangeable. Record the valuation basis used for the LTV and ask what happens if the completed home is valued below the agreed price. You may then need a larger deposit or a different product. Have the lender confirm how a material change to the plot, specification or purchase price would be treated.
Affordability is assessed under the lender’s criteria at application and may be reassessed if you need a fresh application. A change in income, employment, debts, household costs or lender policy can alter the result. Do not commit your entire cash reserve to the deposit: retain funds for rent, storage, moving costs, reservation and exchange payments, and ongoing service or estate charges while you wait.

Repayment restrictions and flexibility
Compare the permitted annual overpayment, the minimum extra payment, the process for making it and the early-repayment charge. Check portability if you may move before the initial period ends. A product with a slightly higher rate but lower early-repayment cost can be more suitable if your circumstances or the build programme are uncertain.
Align the mortgage offer with the build programme
GOV.UK warns that an off-plan build date can move forward or back and that a mortgage offer may need refreshing. An offer that is valid at exchange is not automatically valid at completion. Before paying a reservation fee, ask the lender and conveyancer to map the expected construction timetable against the offer expiry date.
Questions for the lender
- What is the exact expiry date shown on the offer?
- Can the offer be extended, for how long and on what conditions?
- Would an extension require a new valuation, updated payslips, fresh affordability checks or a full re-application?
- How would a change to the plot, specification, price or developer affect the offer?
- If the offer expires, will the replacement use then-current rates and criteria?
- Will the lender release funds only after the warranty provider issues the required cover note?
Get answers in writing. A promise that an extension is “normally possible” is not the same as a confirmed extension policy for your product and property.
Build a date map
Write down the reservation expiry date, the contractual exchange deadline, the estimated build-completion period, the notice period for completion, the long-stop date and the mortgage-offer expiry date. Add time for valuation, lender processing, searches, warranty paperwork and your inspection. If the offer expires before the contractual completion window, treat that as a risk requiring a documented solution rather than an assumption that the developer will wait.
What an expiry can mean
If completion is delayed beyond the offer’s validity, you may need a new application. The replacement would be assessed using rates, affordability and lender criteria then in force. Your borrowing cost could rise, your income or debts could produce a different affordability result, or the property valuation could change. You may also incur another valuation or legal charge. Ask the conveyancer whether the contract allows you to withdraw or renegotiate if finance cannot be obtained on acceptable terms; do not rely on a general right to cancel.

Read the reservation agreement before paying
A reservation fee creates a commitment separate from the mortgage and from exchange of contracts. The Consumer Code for Home Builders says the key terms should be set out clearly, including deductions that may be made. Have the agreement reviewed before transferring money.

Items to verify
- The exact plot, tenure, purchase price, specification and any included upgrades.
- The reservation fee amount, who holds it and the account into which it is paid.
- The date on which the reservation expires and the deadline for exchanging contracts.
- Every circumstance in which the fee is refundable, partly refundable or forfeited.
- Permitted deductions for administration, legal work or other costs, with the amount or calculation explained.
- The estimated completion period and whether it is expressly non-binding.
- Management, estate-facility or service charges and any event fees disclosed for the home.
- What happens if the developer changes the specification, price or completion timetable.
Ask for a receipt and confirmation of the refund process. Do not assume that withdrawing because your mortgage offer expires will automatically return the fee; the contract controls that outcome.
Exchange only after the delay and long-stop protections are clear
Exchange makes the purchase contract binding. Before exchanging, ask your conveyancer to explain the contractual completion mechanism, the period of notice the developer must give, the long-stop date and your rights if the developer misses it.
GOV.UK states: "A long-stop date can be written into your contract, which permits you to withdraw from the purchase in the event of long delays to the property being finished." Check the actual date and the precise withdrawal procedure in your contract. An estimated completion month is not a guaranteed completion date unless the contract makes it one.

- When can the developer serve notice to complete, and how many days do you have to complete after notice?
- Can the developer extend the estimated date unilaterally?
- What event starts the long-stop clock, and can the date be extended?
- Do you receive your reservation and exchange deposits back if you withdraw after the long-stop date?
- Who pays extra costs caused by delay, such as continued rent, storage or re-inspection?
- What happens if the completed specification differs materially from the reservation description?
These are legal questions, not points to settle with a sales representative. Your conveyancer should explain the effect of the wording for your particular plot.
Protect the deposit and confirm the warranty
Obtain the warranty provider’s name, policy number or activation code, and confirm that the seller and warranty provider identities match the contract. NHBC advises buyers to check Buildmark cover and warns that, where the vendor is not a registered builder, a deposit may not be protected if that vendor becomes insolvent after exchange. Ask exactly what protection applies to your seller and transaction, rather than assuming that a familiar warranty name protects every payment.
NHBC also says mortgage funds are generally not released until a cover note has been issued. Confirm with the lender and conveyancer who must obtain that document and by what stage. If the developer, vendor or warranty arrangements change, request updated confirmation before completion.

Evidence to retain
- Reservation receipt and the signed reservation terms.
- Exchange contract identifying the deposit holder and any protection arrangement.
- Warranty provider confirmation, policy details and cover note when issued.
- Any lender condition relating to warranty, valuation or completion certification.
- Written confirmation of where client money is held and when it can be released.
Plan an inspection before completion
Arrange a snagging survey or inspection once the home is substantially built and before completion if the contract and developer process allow it. GOV.UK recommends considering a snagging inspection, and National House Building Council materials describe a pre-completion inspection process. Ask the conveyancer how the inspection fits with the notice-to-complete timetable.
Recommended Free Tools
Agree the defect process
- Who receives the inspection report and how defects must be notified.
- Which defects the developer will remedy before completion and which go through the warranty process.
- The target date for repairs and how you verify that work is complete.
- Whether unresolved defects give you any contractual right to delay completion.
- How emergency or safety defects are handled after you move in.
Do not withhold completion money or refuse to complete without legal advice. The consequences depend on the contract, and an inspection report alone may not change your contractual completion obligation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use independent professionals, even when referrals are offered
Many developers have referral relationships with mortgage advisers and legal representatives, but GOV.UK says buyers are under no obligation to use those firms. You can choose a regulated mortgage adviser to compare lenders and an independent conveyancer to review the reservation and sale contract. Ask each professional how they are paid, which firms they can access, and whether they have experience with off-plan transactions.
Regulated mortgage adviser
Ask the adviser to provide lender illustrations, explain eligibility and document the offer-expiry and extension position. Tell them about the estimated completion window, expected exchange date and any other property you own. A recommendation that ignores the build timetable is incomplete.
Independent conveyancer
Instruct the conveyancer before paying the reservation fee if possible. They should check deductions, exchange deadlines, notice provisions, long-stop wording, deposit protection, warranty obligations, management charges and specification-change clauses. Ask for a written list of conditions that must be met before exchange.
Inspection and warranty specialists
Book a qualified snagging inspector early enough to attend before the developer’s completion notice expires. Confirm the warranty provider’s process for reporting defects and retain photographs, reports and correspondence.

A practical decision method for two offers
Score neither offer on rate alone. For each one, write a short answer to the following questions and highlight any answer that depends on an assumption.
- Cost: What will the loan cost through the initial period, including fees and incentives, and what rate applies afterward?
- Cash flow: Can you cover the payment, rent and ownership charges if the build takes several additional months?
- Validity: Does the offer remain valid through the latest realistic completion date, and is the extension process documented?
- Eligibility: What could change in your income, debts, LTV or lender criteria before a fresh application?
- Flexibility: Can you overpay, port or exit without a charge that conflicts with your plans?
- Contract: Are reservation refunds, exchange deadlines, notice periods and the long-stop date acceptable?
- Security: Are the deposit, warranty, client-account and cover-note arrangements evidenced?
- Quality: Can you inspect before completion, and is the defect-remedy route clear?
Reject an offer that only works if the developer completes on the earliest estimated date or if a lender grants an informal extension. Choose the package that remains affordable and legally workable under a realistic delay scenario, even if its initial rate is not the lowest.
Common mistakes and how to correct them
Comparing monthly payments without fees
Problem: A lower payment hides a product fee, broker charge or expensive follow-on rate. Correction: compare the complete illustration and planned holding-period cost.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Paying a reservation fee before reading refund terms
Problem: The fee may be reduced by stated deductions or lost after the reservation deadline. Correction: have the reservation agreement reviewed and obtain a written refund explanation first.
Exchanging on an estimated completion month
Problem: Construction dates move, while exchange makes the contract binding. Correction: identify notice provisions, a long-stop date and the consequences of delay before exchange.
Assuming an offer automatically rolls forward
Problem: An expired offer can require a new application under different rates and criteria. Correction: obtain the lender’s extension policy and a written timetable from the adviser and conveyancer.
Assuming every deposit has warranty protection
Problem: NHBC warns of gaps where the vendor is not a registered builder. Correction: verify the vendor, warranty provider, policy details and deposit-protection terms for your exact transaction.
Skipping the pre-completion inspection
Problem: Defects are harder to document after occupation and may be confused with normal warranty claims. Correction: arrange an inspection before completion and agree the remedy process.
Pre-booking checklist
- Current mortgage illustrations from every lender being considered.
- Written calculation of fees, incentives, linked products and follow-on-rate exposure.
- Affordability model covering the initial period, a delayed completion and the post-deal payment.
- Offer expiry date, extension terms and possible re-application requirements.
- Reservation agreement reviewed before payment, including deductions and refund triggers.
- Exchange deadline, notice period, long-stop date and delay rights explained by the conveyancer.
- Deposit holder and protection arrangements documented.
- Warranty provider, policy details and cover-note requirements confirmed.
- Independent adviser, conveyancer and inspection arrangements selected.
- Cash reserve retained for rent, storage, charges, moving costs and re-inspection.
The safest comparison is the one that still works when completion is late, the initial rate ends, or the lender asks for a fresh assessment. Treat the reservation fee, mortgage offer, exchange contract, deposit protection and inspection as one timetable, and do not pay or exchange until the professionals have confirmed that every part fits.
