The safest way to compare a refinance is to request Loan Estimates for exactly the same loan scenario and then evaluate more than the advertised interest rate. Compare the rate, APR, points or lender credits, lender-controlled fees, total monthly payment, cash to close, and the cost over the period you expect to keep the loan. Because mortgage pricing can change daily, estimates issued at different times may reflect the market rather than a difference in lender quality.
A lower rate is worthwhile only when its upfront and ongoing costs fit your time horizon and budget. A rate lock also has a time limit and conditions, so the offer you accept must be one you can close within the lock period or extend at a known cost.

Start with one identical refinance scenario
An offer is comparable only when every lender is pricing the same transaction. Before requesting estimates, write down the assumptions and give the identical information to each lender:

Ask each lender for a formal Loan Estimate. Request the estimates close together in time whenever possible. Mortgage rates move, so an estimate received on Monday and another received later in the week may differ because market pricing changed, not because one lender is inherently more expensive.
Read the Loan Estimate in the order that matters
Use the Loan Estimate to separate the cost of borrowing from amounts that are collected at closing for other purposes. The following items are the most useful comparison points.
| Loan Estimate item | What to examine | Why it matters |
|---|---|---|
| Interest rate | The note rate for the identical loan product and term | It drives interest on the outstanding balance, but it excludes many fees. |
| Annual percentage rate (APR) | APR alongside the rate, points and loan charges | It gives broader cost context, but it is not a universal ranking tool for unlike products. |
| Monthly principal and interest | The scheduled payment before and after any mortgage insurance or escrow items | It shows the payment effect of the new rate and term. |
| Mortgage insurance and total monthly payment | Whether mortgage insurance applies and the full payment shown on the estimate | A lower rate may not produce a lower total payment if other payment components change. |
| Section A origination charges | Points, underwriting, processing and other lender origination charges | These are lender-controlled costs that can often be negotiated or compared directly. |
| Lender-selected services | Services the lender requires and selects, where identified on the estimate | Differences can reflect lender pricing or the provider selected for the transaction. |
| Lender credits | The credit amount and the rate attached to it | A credit lowers cash due at closing but normally comes with a higher rate. |
| Total closing costs | The complete amount shown before credits and other adjustments | It reveals the upfront cost of obtaining the new loan. |
| Cash to close | The amount you must bring or wire at closing | It captures the immediate funding requirement, including deposits and adjustments. |
Consumer Financial Protection Bureau guidance identifies origination charges, certain lender-selected services and lender credits as particularly useful for comparing lenders. Taxes, prepaid items and escrow deposits can differ for reasons unrelated to lender pricing, so do not treat every difference in the bottom-line cash figure as a difference in the lender’s compensation.

Understand what the rate and APR each tell you
The interest rate is the price of the borrowed balance
The note rate measures the annual interest applied under the loan contract. It does not include every fee required to obtain the loan. Two offers with the same rate can therefore have different points, origination charges or other costs.
APR adds certain borrowing charges
APR incorporates the interest rate and certain charges associated with getting the loan. The CFPB’s mortgage APR explainer states: “The APR reflects the interest rate, any points, mortgage broker fees, and other charges that you pay to get the loan.”
APR is useful when the loan type, term and assumptions are the same. It is not an all-purpose score for ranking every mortgage. The CFPB cautions against relying on APR alone, particularly when comparing adjustable-rate loans or otherwise unlike structures. An APR calculated under one set of assumptions can be misleading when the other offer has a different adjustment schedule, term or fee pattern.
Use the rate to understand the ongoing interest price, APR to see a broader standardized cost measure, and the Loan Estimate’s dollar figures to decide what you will actually pay.
Compare points and lender credits on equal footing
Points trade upfront cash for a lower rate
Discount points are upfront charges paid to obtain a lower interest rate. They can make sense when the monthly saving accumulates for long enough to recover the additional cash. They can be a poor trade when you expect to sell the property, pay off the mortgage or refinance again before that recovery occurs.

Lender credits trade a higher rate for lower cash due
A lender credit reduces some upfront closing costs in exchange for a higher interest rate. This structure can preserve cash for reserves or other needs, but the higher payment continues for as long as you keep the loan.
Ask every lender for the same pricing choice: all offers with no points, all with the same number of points, or all with equivalent credits. Comparing a credit offer from one lender with a points offer from another mixes two different payment strategies.
“No closing costs” still has an economic cost
“No closing costs” generally means the costs are offset through a higher rate or another structure; it does not mean the transaction creates no cost. The CFPB notes that the catch can be higher monthly payments. Treat the phrase as a financing option, not as a free refinance, and compare its payment and long-run cost with a version in which you pay the costs upfront.
Measure the cost over the time you will keep the loan
The right comparison period is personal. Consider when you might move, sell, pay off the balance or refinance again. A rate that looks attractive over 20 years may be expensive over the first two years if it requires substantial points.
Use the Loan Estimate’s five-year comparison
The Loan Estimate includes an “In 5 years” comparison. To estimate the cost represented by that horizon, subtract the principal paid during the period from the total of payments and other listed costs for the same period. This helps distinguish money that reduced your balance from interest and fees.
The CFPB says borrowers keep a mortgage for about five years on average. That is a general benchmark, not a forecast for you; the year of the CFPB figure is not stated on the retrieved comparison page. Use the five-year number as one standardized reference, then add horizons that match your plans:
- Short horizon: the earliest date you might move, sell or refinance.
- Likely horizon: the period you currently expect to keep the new loan.
- Long horizon: a conservative case if the move or future refinance does not happen.
For each horizon, compare the cumulative interest and fees, the remaining principal, and any cash you had to pay at closing. The option with the lowest rate is not automatically the option with the lowest cumulative cost.

Use the difference between otherwise equivalent offers. If the expected time with the loan is shorter than the recovery period, paying the extra upfront amount is unlikely to recover its cost through the payment reduction. This shortcut is only a screen: it does not replace the Loan Estimate’s five-year calculation or account for every change in principal, taxes, insurance, escrow and future refinancing conditions.
Check the rate lock before you rely on the quote
Find the rate-lock status and expiration date on each Loan Estimate. If the rate is locked, CFPB guidance says it generally will not change before closing when you close within the specified period and there are no changes to your application. If it is not locked, the rate can change before closing.
A lock is not unlimited protection. It has a duration, may carry an extension charge, and can restrict your ability to receive a lower market rate if rates fall. The CFPB’s rate-lock FAQ says common lock periods are often 30, 45 or 60 days, sometimes longer. That FAQ was last reviewed May 2, 2023, so confirm the current terms with the lender rather than assuming a particular period is available.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Ask these questions in writing:
- When will the lender lock the rate?
- What lock durations are available, and how does the price change for each duration?
- What does an extension cost if appraisal, underwriting or another delay pushes closing past the expiration date?
- Which changes to income, assets, property details, loan amount or other application facts could cause the rate to change?
- If market rates fall after the lock, is a float-down option available, and what conditions or fees apply?
A lower quote with an impractical lock period may be less useful than a slightly higher quote the lender can close on schedule.
Separate lender-controlled costs from pass-through amounts
Loan Estimates include taxes, insurance, escrow deposits and prepaid items as well as lender charges. These amounts can vary because of the property, timing of payments or local requirements. A larger escrow deposit does not necessarily mean the lender is charging more for the loan.
For a fair lender comparison, first compare the items the lender controls: Section A origination charges, lender-selected services identified on the estimate and lender credits. Then review taxes, insurance, escrow and prepaids separately to make sure the cash-to-close figure is affordable and that no assumption is wrong. This two-part review prevents a temporary escrow difference from obscuring a meaningful pricing difference.
Compare different loan structures deliberately
Real refinance offers can vary by structure as well as by lender. Evaluate each option on the same set of questions.
| Comparison axis | Questions to answer |
|---|---|
| Fixed-rate versus adjustable-rate | Is the rate fixed for the entire term, or can it adjust? If it can adjust, are you comparing APRs and payment assumptions that describe the same structure? |
| Term | Does the shorter term lower total interest while raising the required payment? Is the payment sustainable? |
| Points versus credits | Are all lenders using the same upfront pricing choice? |
| Rate-lock duration | Does the lock last long enough for the actual closing timeline, and what is the extension price? |
| Lender execution | Can the lender close within the needed timeframe, and is there a clear contact for resolving delays? |
Do not use APR to collapse unlike products into one ranking. First decide which structures meet your risk and payment requirements; then compare pricing within the same structure.

Use competing estimates to negotiate
Once you have comparable Loan Estimates, give the preferred lender the competing estimate and ask for an explanation of each material difference. You can ask the lender to match a rate, reduce an origination charge, increase a credit or clarify why a service cost differs.
Keep the scenario fixed while negotiating. If the lender changes the points, credit, term or lock period in response, request a revised Loan Estimate and compare the revised documents rather than relying on a verbal promise. A lender’s ability to close on your required schedule is also part of the decision; a nominal savings is not useful if a delay causes a lock to expire or disrupts your transaction.
A practical comparison workflow
- Define the transaction. Record the loan amount, product, term, occupancy, property assumptions and desired points or credit.
- Request Loan Estimates. Send the same information to each lender and request them as close together in time as practical.
- Verify the assumptions. Check that every estimate describes the same loan amount, product, term and pricing choice.
- Record the core figures. Capture the rate, APR, principal-and-interest payment, mortgage insurance, total payment, Section A charges, lender-selected services, credits, total closing costs and cash to close.
- Check the lock. Note whether the rate is locked, the expiration date, extension cost and any float-down terms.
- Model your horizons. Review the Loan Estimate’s “In 5 years” figure and calculate shorter, likely and longer holding periods.
- Strip out pass-through noise. Analyze taxes, insurance, escrow deposits and prepaids separately from lender-controlled pricing.
- Negotiate and confirm. Present competing estimates, request written revisions and choose an offer that fits both the cost model and the closing timetable.
Common comparison mistakes and how to correct them
Choosing the lowest advertised rate
Why it fails: The quote may require points, have higher lender fees or assume a different loan structure.
Correction: Compare complete Loan Estimates for the same product, term and points-or-credit choice.
Ranking offers by APR alone
Why it fails: APR is not designed to rank unlike loan structures and can be especially difficult to interpret for adjustable-rate comparisons.
Correction: Use APR as context, then examine dollar costs, payment, structure and your holding period.
Calling a credit or “no-cost” offer free
Why it fails: The cost may be shifted into a higher rate and larger payments.
Do these 3 things before closing this tab:

Ignoring the lock expiration
Why it fails: A delayed closing can create an extension charge or expose an unlocked rate to market movement.
Correction: Put the expiration date, extension price and change conditions on your comparison worksheet.
Treating escrow differences as lender profit
Why it fails: Taxes, insurance, prepaids and escrow deposits can vary without reflecting better or worse lender pricing.
Correction: Compare lender-controlled charges separately, then verify that the pass-through amounts are accurate and affordable.
Comparing estimates issued too far apart
Why it fails: A market move can make a later quote look better or worse even when lender pricing is unchanged.
Correction: Request estimates close together and ask the lender to identify the market or assumption change behind any large difference.
What current guidance can—and cannot—tell you
Consumer Financial Protection Bureau guidance provides a method for interpreting Loan Estimates, points, credits, APR and rate locks. The retrieved pages do not establish a current mortgage-rate figure, a guaranteed saving for any borrower or a universal rate drop at which refinancing makes sense. Rates, fees, lock policies and closing timelines are specific to the borrower and can change.
