When mortgage rates rise, the best refinance offer is not automatically the one with the lowest advertised rate. Compare current, dated Loan Estimates for the same loan amount, purpose, product, term and rate structure. Then compare the total payment, lender-controlled charges, credits, cash to close and the cost over the period you expect to keep the new loan.
Rates and lender pricing can change daily and vary with credit, equity, occupancy, property type and other borrower details. A lower rate can be a poor choice if it requires high upfront costs, while a “no-closing-cost” refinance usually moves those costs into a higher rate or a larger balance. The repeatable process below shows how to compare offers without assuming that refinancing is worthwhile for every homeowner.

Start with an apples-to-apples refinance quote
Ask each lender to price one identical scenario. If the loan amount, term or product changes, you are comparing different loans rather than lender pricing.

Include whether you want to take cash out or simply replace the existing balance. A cash-out refinance has different pricing and a different cost objective from a rate-and-term refinance.
- Use the same loan purpose and product. Tell every lender whether this is a rate-and-term or cash-out refinance, and request the same conventional, FHA, VA or other product where applicable.
- Match the repayment term. Compare 30-year with 30-year, 20-year with 20-year, or another identical term before considering a shorter-term alternative.
- Specify fixed or adjustable. A fixed-rate quote is not directly comparable with an adjustable-rate mortgage (ARM). For an ARM, record the index, margin, initial period, adjustment frequency, caps and floor shown on the estimate.
- Set the same points-and-credits instruction. Ask for one quote with no points and no lender credit, then separate estimates showing the points or credits you are considering. This reveals how much the rate is being bought down or the upfront cost being offset.
- Provide the same borrower and property information. Differences in credit profile, loan-to-value ratio, occupancy, property type, income documentation or escrow assumptions can change pricing.
Request the estimates close together. The Consumer Financial Protection Bureau (CFPB) explains that mortgage rates can change frequently and that estimates issued on different days may reflect market movement rather than a lender’s relative price. Its guidance on requesting multiple estimates is available at Request and review multiple Loan Estimates.

Within a 45-day window, multiple mortgage credit checks are generally recorded as a single inquiry for scoring purposes, according to that CFPB guidance. Confirm how a lender will pull credit and keep the inquiries within the same shopping period when practical.
Check the date and rate-lock status first
At the top of each comparison, write down the date and whether the interest rate is locked. A Loan Estimate is a snapshot, not a promise that the quoted rate will remain available indefinitely.
| Question | Why it changes the comparison |
|---|---|
| Were the estimates issued on the same day? | A market move between dates can make one rate look better or worse even when lender pricing is similar. |
| Is the rate locked? | An unlocked rate can change before closing. A lock protects the quoted rate only under the lender’s stated conditions and for the stated period. |
| When does the lock start and expire? | The usable period may not begin when you first speak with the lender. A delayed closing can push you past expiration. |
| What does an extension cost? | An extension fee can erase the benefit of a lower rate if underwriting or appraisal takes longer than expected. |
| What happens if rates fall? | A lock can prevent you from receiving a lower market rate unless the lender offers a float-down or you reprice under its rules. |
Ask the lender to explain the lock’s start date, duration, extension pricing, float-down availability and the events that could change the rate. CFPB’s explanation of locks and lock-in periods is at What’s a lock-in or a rate lock on a mortgage?. Policies differ, so treat the lender’s written terms as controlling.

Use the official Loan Estimate, not an advertisement or a payment quote that leaves out insurance, mortgage insurance or escrow. CFPB’s Loan Estimate comparison guidance identifies the main figures to place side by side.
1. Interest rate and annual percentage rate
Record the note rate and the annual percentage rate (APR). The note rate determines scheduled principal-and-interest payments; APR incorporates certain finance charges and can help expose differences in upfront financing costs. APR is not a replacement for reviewing every fee, and it is most useful when the loans have the same term and structure.
For an ARM, note the initial rate separately from the later adjustment rules. A lower initial ARM rate does not establish a lower long-term cost.

2. Principal, interest, mortgage insurance and total payment
Separate the scheduled principal-and-interest payment from mortgage insurance and the total estimated monthly payment. Mortgage insurance may change with the product, down-payment-equivalent equity and loan balance.
Escrowed property taxes and homeowners insurance can differ because of local assessments, policy premiums or timing of prepaid items. They still affect the amount leaving your bank account, but they are not usually lender-controlled pricing. Ask the lender to explain an unusual escrow difference rather than treating it as a cheaper loan.
3. Lender-controlled upfront costs
Focus first on charges the lender controls: origination charges, underwriting or processing fees, discount points, lender-selected services and lender credits. Then identify services you can shop for and third-party charges that may be comparable but are not set solely by the lender.
| Cost or credit | What to record | Comparison question |
|---|---|---|
| Origination charges | Each lender’s listed fee and any percentage-based charge | Is the fee identical for the same loan amount and product? |
| Discount points | Dollar amount and rate reduction | How many months of lower payments are needed to recover the points? |
| Lender credits | Credit amount and the rate attached to it | What higher rate is funding the credit? |
| Lender-selected services | Appraisal, credit report, title or other selected-service charges | Why does this lender’s charge differ, and can the service be shopped? |
| Prepaids and initial escrow | Taxes, insurance, prepaid interest and reserve deposits | Is the difference caused by timing rather than loan pricing? |
| Cash to close | Total amount due at closing, including credits | How much cash must be available on the closing date? |
4. Cash to close
Cash to close combines charges, credits, prepaid items, escrow funding and any payoff or balance adjustments. It is the amount you must bring or send, not the same thing as total refinance cost. A lender can show a low cash requirement by providing a credit or adding costs to the new balance.
Measure cost over the time you expect to keep the loan
A refinance decision is about the period you will actually keep the new mortgage, not just the first month’s payment. CFPB suggests using the Loan Estimate’s five-year comparison: compare the total paid over five years and the principal paid down to estimate interest and fees during that period. CFPB notes that borrowers keep a mortgage for about five years on average; that is a comparison horizon, not a prediction about your own move or refinance date.
Use your own expected holding period when it differs from five years. If you expect to move in two years, a quote with a lower rate but substantial points may not recover those points before sale. If you expect to remain for ten years, a higher upfront cost may have more time to produce lower interest payments. For an ARM, the five-year figure assumes the rate stays the same; actual costs can be higher if the rate adjusts upward.

A practical worksheet
- Write the expected holding period in months.
- Record each offer’s cash to close, including points and net lender credits.
- Record monthly principal and interest, mortgage insurance and total payment.
- Estimate the remaining loan balance at the end of the holding period using each offer’s amortization schedule.
- Compare the amount paid during the period plus the remaining balance, while keeping taxes and insurance separate when they are not caused by lender pricing.
A simple break-even calculation can screen offers: divide the extra upfront cost of the lower-rate loan by its monthly payment reduction. For example, an illustrative $6,000 extra cost divided by an illustrative $100 monthly reduction equals 60 months. That result is only a screening measure; it ignores the value of principal paid down, changing mortgage insurance, taxes, insurance, selling costs, refinancing again and the time value of money. Do not use a single break-even month as proof that refinancing is worthwhile.
Understand points, lender credits and “no closing costs”
Points and lender credits trade upfront money against the rate. Points increase what you pay at closing in exchange for a lower rate. Lender credits reduce closing cash in exchange for a higher rate. Ask each lender for matching estimates with no points or credits and with the specific points or credits under consideration.
“No closing costs” describes how the costs are financed, not a free transaction. CFPB identifies two common structures:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- The lender gives a credit funded by a higher interest rate. The closing bill is lower, but the monthly payment and long-term interest can be higher.
- The lender adds the closing costs to the new loan amount. The balance and payments rise, and you begin with less equity.
CFPB states: “Some lenders advertise loans with ‘no closing costs,’ but the catch is the loan has higher monthly payments.” Read its explanation at Is there such a thing as a no-cost or no-closing-cost loan or refinancing?. Compare either structure with a conventional upfront-cost option over your expected holding period.
Check the term and features, not just the payment
Refinancing into a new 30-year loan can lower the required payment partly by restarting amortization. Compare the new term with the remaining term on your current mortgage and look at total interest and principal reduction. A smaller payment alone does not prove a lower total cost.
Review whether the new loan has:
- A fixed or adjustable rate, including the ARM’s adjustment schedule and caps.
- A prepayment penalty that could affect an early sale or refinance.
- A balloon payment or another feature that creates a large payment later.
- An option or condition that can increase the balance, interest rate or payment.
- Mortgage insurance that is newly required, continues for a different period or changes the payment.
CFPB’s guidance on whether to refinance and its Loan Estimate explainer recommend reviewing the loan term, payment, fees and cash to close together rather than relying on one headline number. See Should I refinance? and the CFPB’s Loan Estimate explainer.

Use competing estimates to negotiate
Once you have matching estimates, show a lender the specific charge or credit you want it to address. A useful negotiation compares the same rate-lock status, points, lender credits and closing date. Ask whether the lender can match a lower origination charge, improve a credit or reprice an unlocked estimate.
Do not negotiate from rates printed on different dates as though the difference is entirely a lender decision. Request a refreshed estimate or a written pricing update so you know whether the market moved.
Multiple estimates are also a check on assumptions. If one lender’s cash to close is dramatically lower, ask whether it is using a lender credit, a higher loan balance, different prepaid interest or a different escrow reserve.

A Loan Estimate is not final approval. Important changes to the loan, property, income, appraisal, credit profile or selected services can lead to a revised estimate. Ask the lender to identify what changed and why.

Decision framework after rates rise
Refinancing to reduce the rate
This can make sense when the lower rate reduces interest and payment enough to recover the upfront cost during the period you expect to keep the loan. Confirm that the new term does not quietly extend repayment far beyond your plan.
Refinancing when the available rate is higher
A rate rise does not automatically make refinancing irrational. There may be a separate objective, such as changing the term, removing mortgage insurance where eligible, moving from an ARM to a fixed rate or accessing equity. Those benefits must be weighed against the higher rate and closing costs; do not describe the transaction as a payment-saving refinance unless the estimates support that result.
Choosing a no-closing-cost structure
This may preserve cash for a homeowner who expects a short holding period, but the higher rate or larger balance has a cost. Compare it against paying upfront using the expected time in the loan, not the label “free.”
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWaiting
Waiting can be reasonable when no available offer meets your cost, term or risk objective. Do not assume rates will fall or rise on a predictable schedule. Recheck actual dated estimates if your circumstances or market conditions change.
Common comparison mistakes and fixes
| Mistake | Fix |
|---|---|
| Choosing the lowest advertised rate | Verify points, lender credits, lock status, payment, cash to close and holding-period cost. |
| Comparing a 15-year payment with a 30-year payment | Match terms first, then evaluate whether a shorter term fits your budget. |
| Treating taxes and insurance as lender savings | Separate escrow timing and local costs from lender-controlled charges. |
| Ignoring mortgage insurance | Include it in the monthly payment and ask how the refinance changes its duration. |
| Assuming a locked rate can never change | Read the lock conditions, expiration and extension rules; material application changes can affect pricing. |
| Calling a no-closing-cost loan free | Identify the higher rate or added balance and compare total cost over your holding period. |
| Using a generic break-even period | Calculate from your actual estimates, expected time in the loan and principal balances. |
| Signing after a fee changes without asking | Compare the Closing Disclosure with the latest estimate and request a written explanation. |
Questions to send every lender
- Are you quoting the same loan amount, purpose, product, term and rate structure I gave other lenders?
- Is this rate locked? When does the lock start and expire?
- What is the extension fee, and what happens if closing is delayed?
- Can the rate be reduced if market rates fall before closing?
- Which charges are lender-controlled, and which are estimates for taxes, insurance, escrow or third-party services?
- How much are points, and what rate reduction do they purchase?
- How much is the lender credit, and what rate funds it?
- Are any closing costs being added to the loan balance?
- What are the principal-and-interest payment, mortgage insurance, total payment and cash to close?
- What prepayment penalty, balloon feature or payment-adjustment risk applies?
- What assumptions could produce a revised Loan Estimate?
When to get independent help
If the estimates remain difficult to compare, ask a HUD-certified housing counselor for help reviewing the forms and your goals. CFPB points consumers to counseling resources in its guidance on obtaining multiple Loan Estimates. A counselor can help separate a payment objective from a long-term cost objective without choosing a lender for you.
