Request Loan Estimates for the same program, term, down payment, loan amount, renovation budget and rate-lock period, then weigh total five-year cost against the lender’s ability to approve plans, manage escrow and draws, and close on your purchase deadline.
What makes a fixer-upper lender comparison different
A standard mortgage comparison focuses mainly on rate and fees. A fixer-upper purchase adds a second underwriting job: the lender must evaluate the proposed work, contractor, plans, future property value and the process for releasing renovation money. A lender can offer an attractive rate yet be unable to handle your project, meet the contract deadline or explain how cost overruns will be treated.

There is no universally best lender for a renovation purchase. Eligibility depends on the borrower, property, occupancy, work scope, local limits, lender participation and the current rules for the selected program. Compare written, like-for-like offers and verify program details directly with a participating lender.
“There are several factors to consider when choosing a lender—for example, the cost of the loan, your comfort with the loan officer’s ability to answer your questions, and your confidence that the lender can meet your closing timeframe.” — Consumer Financial Protection Bureau

Define the project before you call lenders
Prepare a one-page project summary so every lender evaluates the same facts. Include:
- Purchase price and a copy of the proposed contract, if available.
- Property address, property type, year built and intended occupancy.
- A room-by-room description of repairs, replacements, additions and energy improvements.
- Contractor bids or a realistic preliminary budget, including permits and professional fees.
- Your desired down payment, target loan amount and maximum cash contribution.
- Your contract closing date and the date by which the home must be habitable.
- Whether you expect to do any work yourself; some programs restrict or exclude owner-performed labor.
Ask each lender to state which items are eligible, which must be paid outside closing and whether the renovation budget must include a contingency reserve. A lender should be able to explain what happens if an inspection uncovers wiring, foundation, mold or other concealed conditions.
Identify the exact renovation-loan path
Do not assume that a lender offering ordinary purchase mortgages also originates renovation loans. Ask specifically whether it currently offers FHA 203(k), Fannie Mae HomeStyle Renovation, Freddie Mac CHOICERenovation or another purchase-plus-renovation product in the property’s location.

| Program | What the official program materials describe | Questions to verify with the lender |
|---|---|---|
| FHA 203(k) | HUD describes mortgage insurance for purchasing or refinancing and rehabilitating a home at least one year old. Standard 203(k) is intended for major rehabilitation; Limited 203(k) is for smaller projects. Rehabilitation funds are held in escrow and released as work is completed. | Which version fits the scope; whether a consultant is required; eligible work and cost limits under current FHA rules; contractor approval; draw inspections; contingency and completion requirements. |
| Fannie Mae HomeStyle Renovation | Fannie Mae describes purchase and refinance financing for broad repairs, renovations and energy improvements. For a purchase, the applicable loan-to-value limit applies to the lesser of purchase price plus renovation cost or the as-completed appraised value. Guidance addresses contractor review, plans and an as-completed appraisal. | Whether the lender is approved to deliver the loan before work is complete; eligible property and permanently affixed improvements; required plans, appraisal, draw documentation and current matrix limits. |
| Freddie Mac CHOICERenovation | Freddie Mac describes a single-closing purchase-and-renovation option. | Current borrower, property, renovation, loan-to-value and completion rules; contractor and inspection requirements; maximum financed renovation amount; and whether the lender actively delivers this product. |
These are distinct financing paths, not interchangeable labels. HUD’s comparison material, revised November 4, 2024, discusses dimensions such as consultants, contractors, draws, contingency allowances and completion. Program guides and lender approvals can change, so obtain the current requirements in writing.
Request comparable Loan Estimates
A Loan Estimate is a standardized statement of expected terms and costs, not a final approval. Request estimates close together in time because rates move, and give every lender identical assumptions.
- Use the same program. Do not compare an FHA 203(k) quote with a conventional renovation product and call the lower rate a better offer.
- Match the loan structure. Keep the term, fixed or adjustable rate, down payment, base loan amount, financed renovation amount and estimated completion value consistent.
- Match the property facts. Use the same occupancy, property type, address, purchase price and renovation budget.
- State the same rate-lock request. Ask for the lock period you realistically need, not a shorter period that makes one quote look cheaper.
- Ask for written assumptions. Have the lender identify points, lender credits, estimated taxes, insurance, mortgage insurance and any renovation-specific fees.
- Check dates. Confirm when the estimate was issued, when the rate expires if locked, and whether the quoted terms are subject to additional underwriting or program approval.
Use a spreadsheet with one column per lender and one row per comparable item. If a lender cannot provide a Loan Estimate after receiving the information needed to issue one, ask what is missing and whether its renovation department has reviewed the request.

Compare the price of each offer
Start with the rate, but do not stop there. Review the following fields on every Loan Estimate.
| Cost or term | How to compare it | Why it matters for a fixer-upper |
|---|---|---|
| Interest rate and APR | Compare the same lock assumption and points. APR incorporates certain finance charges and helps expose differences that a rate alone can hide. | A lower note rate may require points or other charges that raise your cash requirement and break-even period. |
| Principal and interest | Use the same loan amount and term. | Renovation funds increase the balance; make sure each quote finances the same budget. |
| Mortgage insurance | Compare the monthly or upfront amount, duration and cancellation rules that apply to the program. | Insurance can materially change the payment even when rates are similar. |
| Total estimated monthly payment | Check principal, interest, mortgage insurance, property taxes, homeowners insurance and any other listed components. | Taxes and insurance are not normally controlled by the lender, so separate those estimates from lender-controlled charges. |
| Lender origination charges | Compare underwriting, processing, origination, administration and other lender-controlled fees. | Renovation files may involve additional plan, consultant, inspection or draw administration charges. |
| Lender credits | Record the credit and what fee or rate trade-off produces it. | A credit can reduce cash to close but may come with a higher rate; compare the whole offer. |
| Cash to close | Include down payment, closing costs, prepaid items, points and any required contribution not financed. | Keep enough liquidity for deposits, permits, temporary housing and unexpected work. |
| Five-year cost | Use the Loan Estimate’s five-year comparison. To estimate the amount paid toward borrowing, subtract principal paid from the total paid figure. | This captures the effect of rate, fees, mortgage insurance and the balance remaining after five years. |
Separate lender-controlled charges from property taxes, homeowners insurance and certain government charges. You can negotiate or compare lender charges directly; you cannot make one lender control your tax bill. For an adjustable-rate mortgage, the CFPB five-year estimate assumes rates stay the same, so treat it as a standardized comparison rather than a forecast.
Test the lender’s renovation execution plan
Renovation financing succeeds or fails in the administrative details. Ask for answers in writing and identify the person responsible for each step.
Contractor review
- What licensing, insurance, references, financial statements or experience must the contractor provide?
- Does the lender require one general contractor, and can specialized trades be used?
- Who approves substitutions, change orders and payment applications?
- Can you change contractors after approval, and what delay would that cause?
Plans, scope and appraisal
- Which plans, specifications, permits and cost breakdowns are required before underwriting?
- Will the appraiser need an as-completed appraisal based on the final plans?
- What happens if the appraisal value is below the expected purchase price plus renovation cost?
- Are design fees, engineering, permits and appliances included, excluded or limited?
Escrow and draws
- When are renovation funds deposited into escrow?
- How many draws are permitted, and who performs inspections?
- What invoices, lien waivers, photos or inspection reports must accompany each draw request?
- How long does the lender expect to review a complete draw package?
- Can the contractor receive an initial deposit, and what percentage is allowed?
Contingency and concealed conditions
Ask how the contingency reserve is calculated, who controls its release and whether unused funds reduce the loan balance. Find out whether concealed defects can be added through a change order, whether the borrower must supply additional cash and whether a new appraisal or underwriting approval is required. A low initial bid is not protection against a project that has no reserve.
Completion and occupancy
Confirm the required completion deadline, inspection standard and occupancy rule. Ask what happens if permits, materials, weather or contractor failure delay completion. If you must live elsewhere, ask whether the program permits temporary relocation and how that affects carrying costs or reserves.
Compare rate locks and closing risk
Ask each lender:
- Is the quoted rate locked or floating?
- When does the lock begin and expire?
- What is the extension fee if the appraisal, contractor review or renovation approval takes longer?
- Can the lock be renegotiated if market rates fall or the project changes?
- Which milestones must be complete before the lender can issue a clear-to-close?
- Who handles a delayed appraisal, missing permit, contractor replacement or incomplete document?
Renovation files often require more coordination than ordinary purchases. A lender should explain the sequence from application to appraisal, contractor approval, final underwriting, closing, escrow setup and first draw. Do not treat a loan officer’s estimate of timing as a guarantee; compare whether the proposed schedule leaves enough margin before your purchase-contract deadline.

Judge communication and accountability
Service is a measurable part of the offer. During your initial conversations, note whether the loan officer answers renovation-specific questions or simply redirects you to a generic mortgage application.
Ask for:
- The name and role of the renovation underwriter, project reviewer or draw administrator.
- A single contact for borrower questions and a backup contact for absences.
- The frequency and format of status updates.
- A list of outstanding conditions and the person who owns each one.
- Expected response times for contractor documents, change orders and draw requests.
CFPB guidance identifies the loan officer’s ability to answer questions and confidence in meeting the closing timeframe as factors in choosing a lender. You are evaluating the lender’s stated process and your experience with it, not assuming that one provider is always faster.
Negotiate without creating a false bargain
Once you have equivalent Loan Estimates, ask the lender you prefer whether it can match or improve a competing offer. Provide the complete estimate rather than quoting only the rate.

- Request a reduction in lender-controlled fees or a lender credit.
- Ask the lender to identify any fee that would rise if another fee falls.
- Obtain a revised Loan Estimate or other written disclosure showing the change.
- Recalculate the monthly payment, cash to close and five-year cost after every revision.
A lower rate is not automatically cheaper if points, mortgage insurance or renovation administration charges erase the savings. Conversely, a lender credit may be valuable when cash is tight, even if the rate is slightly higher. Decide using the time you expect to keep the loan and the cash you must preserve for the project.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a decision framework, not a single number
Score each lender in four categories after confirming that the program fits.
| Category | Questions | Evidence to retain |
|---|---|---|
| Eligibility and product fit | Does the lender offer the exact program for this property, occupancy and work scope? | Program name, current eligibility explanation and written assumptions. |
| Total cost | Which offer has the better rate, APR, lender charges, credits, mortgage insurance, cash to close and five-year cost? | Final comparable Loan Estimates and any revised versions. |
| Execution risk | Are contractor, plan, appraisal, escrow, draw, contingency and completion rules workable? | Renovation checklist, draw instructions and deadlines. |
| Service and timing | Can the lender explain ownership of each milestone and meet the purchase timeline with margin? | Written schedule, contacts and answers to escalation questions. |
Reject an offer that fails the first category even if its rate is lowest. Among eligible offers, choose the combination of cost and credible execution that fits your cash reserves and deadline.

Common comparison mistakes and fixes
Comparing different loan assumptions
Problem: One quote uses a 30-year fixed loan with a 30-day lock while another uses a different term, lock or renovation amount.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Fix: Reissue both estimates with identical assumptions before drawing a conclusion.
Choosing a standard mortgage for a home that cannot pass ordinary appraisal or inspection
Problem: The lender approves the purchase loan but will not finance repairs needed for habitability or value.
Fix: Ask at the beginning whether the proposed work requires a renovation product and what condition the property must meet at closing.
Ignoring the as-completed value
Problem: The renovation budget plus purchase price exceeds the value supported by the completed plans.
Fix: Request an explanation of the appraisal method and the applicable loan-to-value calculation before paying for plans or inspections.

Underestimating draw administration
Problem: The contractor expects immediate payment, but the lender requires inspections, invoices or lien waivers first.
Fix: Obtain the draw checklist, inspection sequence and expected review time; align the construction contract’s payment schedule with it.
Using the shortest possible rate lock
Problem: Contractor approval, appraisal or plan revisions push closing past the lock expiration.
Fix: Price a realistic lock and extension policy before selecting the quote.
Treating a Loan Estimate as final approval
Problem: The borrower commits to a purchase before underwriting verifies income, assets, property condition, contractor documents and program eligibility.
Fix: Keep contingencies and cash reserves until the lender confirms the remaining conditions and the transaction is ready to close.
