How to Compare Medium-Sized Towns for Retirement Before You Move

Compare towns by the life you will actually lead, not by a national “best places” list. Start by ranking your non-negotiables—total household budget, suitable housing, medical care, transportation, hazards, climate, family access and community—then evaluate every candidate with the same evidence, visit the neighborhoods, and record what still needs verification. Public indexes can narrow the field; only current local checks can support a move decision.

How do I compare towns before I move for retirement?

Use a repeatable sequence:

  1. Define your deal-breakers. Write down the maximum sustainable monthly cost, housing and accessibility requirements, climate limits, acceptable distance from family, driving tolerance, medical needs and the activities or relationships you want nearby.
  2. Build a shortlist from consistent data. Screen comparable places with the same geographic definitions and data dates. Use a broad livability index to find questions, not to make the decision for you.
  3. Check services at the address level. Verify Medicare plans, clinicians, hospitals, pharmacies, groceries, transportation and emergency services for the ZIP code and neighborhood where you might live.
  4. Price the whole household. Add housing, taxes, utilities, transportation, healthcare, insurance and maintenance rather than comparing rent or sale price alone.
  5. Visit under ordinary conditions. Drive the routes you would use, test errands and walking, and observe noise, weather exposure and social opportunities.
  6. Score facts and uncertainty separately. Give personal non-negotiables more weight than a general ranking, and keep a list of claims that still require a call, quote or second visit.

This process avoids a common mistake: treating a town’s average score as a prediction of one retiree’s quality of life. A place with lower overall costs may fail if the medical network does not include your specialists; a highly walkable center may be unsuitable if the available homes require stairs or lack parking.

1. Set personal deal-breakers before looking at scores

Write a one-page profile for the household that will move. Include a target monthly budget and a cash reserve for irregular expenses. State whether you need a one-level home, elevator access, a garage, a small lot, low-maintenance exterior, room for a caregiver or proximity to assisted-living options. If you expect mobility to change, treat step-free entry, bathroom layout and distance to a car or transit stop as present requirements, not future wishes.

Financial limits

  • Maximum housing payment or rent, including association fees and required insurance.
  • Maximum all-in monthly spending after taxes, utilities, transportation, healthcare and maintenance.
  • Cash available for a purchase, closing costs, moving, repairs and an emergency reserve.
  • Income sources and whether they are sensitive to state or local taxation.

Health and mobility limits

  • Primary-care, specialist, hospital, pharmacy and rehabilitation needs.
  • Prescriptions that must remain affordable and covered.
  • How far you can comfortably drive or walk, and whether you need reliable transit or ride services.
  • Accessibility features required now or likely to be needed.

Connection and lifestyle limits

  • Maximum travel time to children, friends or caregivers.
  • Climate conditions you will not tolerate, such as prolonged heat, snow, humidity or wildfire smoke.
  • Activities that must be available weekly: religious services, arts, volunteering, clubs, recreation or lifelong learning.
  • Desired level of civic participation and social contact.

Rank these items. A ranking forces a trade-off when no town satisfies everything. Keep “must have,” “strong preference” and “nice to have” in separate columns so a favorable average cannot conceal a deal-breaker.

2. Build a shortlist with comparable data

Choose several towns that are genuinely comparable in the way you plan to live there. Decide whether you are comparing a town proper, a metropolitan area, a county or a ZIP code, and use that same geography for each candidate. A town-center statistic can look attractive while the homes you can afford are in a distant suburb with different transportation and hazard conditions.

Use AARP’s Livability Index as a screening framework

AARP’s Livability Index compares communities across seven broad categories: housing, transportation, neighborhood, environment, health, opportunity, and civic/social engagement. Its category explainer says the index uses 61 indicators. The tool permits place comparisons and preference adjustments, making it useful for organizing a shortlist and identifying questions to investigate.

AARP Public Policy Institute describes the purpose this way: “The free, online tool helps users better understand their communities and make decisions about future needs.” Read the category measures and methodology instead of relying on the overall score. An index indicator may describe a community average, a policy or a resource that does not exist near the particular home you are considering.

Interpret the housing measure correctly

The index’s housing-cost measure reflects costs paid by existing residents. It is explicitly not a quote for current market-rate rent or purchase prices. Use it to compare an established cost pattern, then collect current listings, property-tax information, homeowners or renters insurance quotes, association fees and estimates for utilities and maintenance in each candidate town.

Keep geography and dates visible

For every number, record the geography, publication or data year and whether it is an average, a median, a one-time figure or a current quote. Do not mix a county hazard estimate, a city housing statistic and a ZIP-code medical result in one score without labeling the differences. A spreadsheet column called “what this number does not tell me” prevents overconfident conclusions.

3. Use Census information to understand local context

Census Bureau tools can reveal demographic, economic and social characteristics and help identify candidate areas. The Bureau describes how a retiree searching for a quiet out-of-state community can use public statistics to explore locations. Use those data for screening, then confirm services in person or with local providers.

Questions Census data can help answer

  • Is the population age mix compatible with the community you want?
  • How do household incomes, poverty rates and employment patterns compare among candidates?
  • What housing tenure and household types are common?
  • How much commuting or car dependence appears in the local profile?
  • Are there demographic or social characteristics that suggest a likely fit—or a need to investigate further?

These measures are not a service directory. A high share of older residents does not prove that a town has enough geriatric clinicians, accessible housing or social programs. A lower average income does not tell you what your household will pay for a home, insurance or care. Treat each result as a prompt for a local question.

4. Compare healthcare at the ZIP code and plan-year level

Healthcare can determine whether a seemingly affordable move is workable. Medicare’s official tools allow location-based comparisons of Medicare Advantage, Part D and other plan options, including costs, services, prescriptions and local providers. Enter the ZIP code for the neighborhood—not only the town name—and check the plan year that will apply when you move.

Verify the network, not just the plan premium

  1. Enter each candidate ZIP code in the Medicare comparison tools.
  2. List the plans available there and compare premiums, deductibles, out-of-pocket limits, covered services and drug formularies.
  3. Search for your primary-care clinician, specialists, preferred hospitals, laboratories, pharmacies and rehabilitation providers.
  4. Check every important prescription, including dosage and pharmacy requirements.
  5. Call the plan and provider office to confirm participation and whether new patients are being accepted for the relevant plan year.
  6. Ask how urgent, emergency and out-of-area care would work when traveling or visiting family.

Availability can change by plan year and service area. A plan shown in a search result is not a guarantee that a particular clinician will remain in-network or that an appointment will be available. Keep screenshots or written confirmations with the date so you can recheck them before signing a lease or closing.

5. Screen natural hazards, climate and the specific property

FEMA’s National Risk Index provides county and Census-tract views of natural-hazard risk. Use it as an initial screen for questions about flooding, wildfire, severe storms, heat and other hazards, then move to the neighborhood and property level.

What the index can and cannot tell you

An aggregate risk score is not a property insurance quote and does not guarantee a future loss. Two homes in the same tract can have different elevations, drainage, construction, defensible space, evacuation routes and insurance availability. Ask local emergency managers, insurers and building officials for details that an aggregate map cannot provide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Property-level follow-up

  • Request flood, wind, wildfire and other relevant insurance quotes using the actual address.
  • Ask whether a property is in a special flood-hazard area, evacuation zone or wildland-urban interface.
  • Check past claims, drainage, roof age, backup power, water supply and road access.
  • Identify evacuation routes, shelters, hospitals and emergency response times.
  • Visit during the season when heat, storms, smoke, snow or flooding is most likely, if practical.

Climate tolerance is personal. A town’s average temperature cannot show whether your home overheats, whether sidewalks are usable after snow or whether smoke regularly changes outdoor plans. Record the exposure that matters to your household and the mitigation cost, not just a map color.

6. Build a household-specific retirement budget

Compare the recurring cost of living in each town, not merely the listing price. Housing is often the largest line: Americans age 65 and older spend more than 36 percent of their spending on housing, according to a figure reproduced by AARP from the U.S. Bureau of Labor Statistics. The cited AARP result does not state the underlying BLS data year, so treat the percentage as a broad reference rather than a forecast for your household.

Use the same budget template for every town

Category What to include Evidence to collect
Housing Rent or mortgage, property tax, association fees, repairs, maintenance and accessibility modifications Current listings, tax records, association documents and contractor estimates
Utilities Electricity, gas, water, sewer, waste, internet and seasonal heating or cooling Recent bills for comparable homes or utility estimates from the provider
Transportation Fuel, vehicle payment, insurance, registration, maintenance, parking, transit and ride services Insurance quotes, route distances and actual transit schedules
Healthcare Premiums, deductibles, prescriptions, visits, dental, vision, hearing and travel for care Medicare plan results, provider confirmation and pharmacy prices
Insurance and risk Homeowners or renters, flood, wind, wildfire, umbrella and any required coverage Address-specific quotes and exclusions
Taxes State and local income, property, sales and vehicle taxes that apply to your income and purchases Official tax calculators or written estimates for your circumstances
Everyday services Groceries, prescriptions, meals, personal care, recreation and memberships Local prices and distance to providers
Reserves Major replacements, storm preparation, medical travel, moving and unexpected repairs Annual reserve assumption stated separately from regular spending

Use your own consumption and care needs. Averages can hide a large difference in medication costs, driving mileage or home maintenance. Model at least two cases: the expected budget and a stress case with higher insurance, more driving or increased care. Keep one-time moving and closing costs separate from recurring expenses.

Do not infer state tax liability from migration statistics

IRS migration data describe address changes reported on tax returns. They can add context about who is moving into or out of an area, but they do not calculate your state tax liability. For a tax comparison, use the rules that apply to your income types, filing status, property and residency, and obtain professional advice when the consequences are material.

7. Compare towns on the same decision axes

Once you have a shortlist, put the candidates side by side. Use identical definitions and evidence dates. The weights should reflect your ranked deal-breakers; there is no universal weighting that fits every retiree.

Axis Questions to answer Verification
Current housing cost and suitable stock Can you find homes or rentals within budget that meet accessibility, size, maintenance and location needs? Current listings, in-person inspections, tax and association records
Healthcare access and provider fit Are the required plans, clinicians, facilities, prescriptions and appointment capacity available? Medicare tools plus calls to plans and provider offices
Transportation, walking and driving Can you reach care, groceries and activities safely if driving becomes harder? Timed routes, sidewalk checks, transit schedules and parking observation
Hazard and climate exposure What risks affect the tract and property, and what do insurance and mitigation cost? FEMA screening, address-specific quotes and local emergency information
Daily services How close are groceries, pharmacies, libraries, recreation and other essentials? Map the actual address and test trips at normal times
Tax and total household budget What is the expected and stress-case recurring cost after taxes and insurance? Household budget worksheet, official tax information and quotes
Social ties and civic life Will you find meaningful relationships, activities, volunteering and community participation? Attend events, visit venues and speak with residents

Weight the score instead of averaging blindly

Assign each axis a weight that totals 100 percent. For example, a household with complex medical needs might give healthcare and transportation more weight than recreation; another household might reverse those priorities. Rate each town only after documenting the evidence, then multiply the rating by the weight. Keep a separate “deal-breaker” column: a town that fails a non-negotiable does not become acceptable because it scores well elsewhere.

8. Visit neighborhoods in ordinary conditions

Online tools cannot show how a real move feels. Visit the specific neighborhoods where you could afford to live, not just the downtown or visitor district. If possible, make more than one visit, including a weekday and a weekend and a season with challenging weather.

Run practical tests

  • Drive from likely homes to your primary-care office, hospital, pharmacy and grocery store at normal traffic times.
  • Walk from the home to a nearby essential service and note crossings, slopes, shade, lighting and seating.
  • Try the transit route at the time you would use it, including transfers and return service.
  • Check noise, traffic, train or aircraft activity, cell coverage, internet options and overnight lighting.
  • Visit libraries, recreation centers, faith communities, clubs and volunteer organizations; ask about schedules and membership requirements.
  • Observe drainage, road condition, tree cover, vacant properties and signs of heat, flooding or smoke exposure.

Ask residents what changes by season, how quickly repairs are handled and where they go for care and errands. Treat anecdotes as leads to verify rather than as representative statistics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Keep a scorecard and an uncertainty list

Create one row per town and columns for every comparison axis. Add the source, geography, date, unit and confidence level for each entry. Use “confirmed,” “estimated,” “anecdotal” and “unknown” labels so a polished spreadsheet does not make weak evidence look definitive.

Before choosing, close the high-impact unknowns

  • Obtain a final insurance quote for the actual property.
  • Confirm Medicare plan, provider and prescription coverage for the move year.
  • Verify taxes, association rules, utility costs and major maintenance obligations.
  • Check emergency routes, hospital access and backup options if a provider is unavailable.
  • Recalculate the budget with current prices and your likely driving mileage.
  • Decide what evidence would make you reject the town, and write that rule before reviewing the final score.

Do not force an answer when the remaining uncertainty concerns a non-negotiable. Delay a decision, seek documentation or remove the candidate. A short list with one well-verified option is more useful than a ranking of several places built from mismatched averages.

What this method can—and cannot—decide

The framework can make your comparison consistent, expose hidden costs and identify the calls and visits needed before moving. It cannot establish a universally best medium-sized retirement town. Results depend on the towns selected, your health and mobility, your household budget, the home address and the year in which you move. Public tools are excellent for screening; current local evidence is required for a commitment.
