How to Compare Loan Estimates: Interest Rate, APR, Fees, and Cash to Close

Compare Loan Estimates only after making the offers genuinely comparable: the same loan amount, term, purpose, product, and rate-lock assumptions. Then evaluate the interest rate and payment, APR, lender-controlled fees, points or lender credits, cash to close, and the cost over the period you expect to keep the mortgage. The lowest rate, APR, or cash-to-close figure by itself is not a reliable winner.

A Loan Estimate is a three-page disclosure you receive after applying for a mortgage. For most mortgages, the lender must provide it within three business days after receiving an application, according to the Consumer Financial Protection Bureau (CFPB). It is an estimate, not final loan approval, so use it to compare pricing and assumptions while confirming details with each lender.

The right order for comparing Loan Estimates

Use this sequence so a tempting number does not hide a different loan or a different set of assumptions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Match the transaction. Confirm the loan amount, term, loan type, purpose, property use, and down-payment assumptions.
  2. Check timing. Compare issue dates and whether each interest rate is locked. Rates can move daily, and a different issue date may explain part of the difference.
  3. Compare the rate and payment. Start with the rate and principal-and-interest payment, then account for mortgage insurance, taxes, and homeowners insurance to understand the housing payment.
  4. Use APR as a broader pricing signal. APR adds certain charges to the interest-rate calculation, but it does not replace an examination of loan structure, payment risk, or your time horizon.
  5. Separate lender-controlled charges from transaction costs. Focus negotiations on origination charges, lender-selected services, and lender credits; investigate differences in taxes, government fees, prepaids, and escrow rather than treating every difference as lender pricing.
  6. Reconcile cash to close. Verify the down payment, deposits, credits, and other adjustments are the same before deciding that one offer needs less money.
  7. Estimate the cost over your expected holding period. Compare how much you will pay and how much principal you will repay before you expect to move or refinance.

The CFPB’s comparison guidance also recommends considering whether the loan officer answers questions clearly and whether the lender can close on your timetable.

First make sure the offers are comparable

Match the loan configuration

Read the first page of each estimate before comparing any price. The loan amount should match, as should the term, such as a 30-year or 15-year repayment period. Confirm whether each offer is fixed-rate or adjustable-rate, the loan purpose, and whether the property is a primary residence, second home, or investment property. A different product can legitimately have a different rate, APR, payment, or fee structure.

Check whether the estimates assume the same down payment and whether mortgage insurance is included. A lender that assumes a larger down payment may show a lower payment and a different cash requirement without offering better pricing on the same transaction.

Compare issue dates and rate locks

Interest rates can change from one day to the next. Put the issue date beside each quoted rate. Ask whether the rate is locked, the date the lock expires, and what an extension would cost if closing is delayed. A locked quote and a floating quote are not equivalent, even if their rates look similar today. Also ask what happens if the borrower, property, or underwriting conditions change before closing.

A Loan Estimate is not a final approval or a guarantee that the transaction will close on the terms shown. Income, assets, credit, appraisal, title, insurance, and other underwriting information can still affect approval and final figures.

Use a single fact sheet for every lender

Record each lender’s issue date, rate-lock status and expiration, loan amount, term, product, rate, APR, monthly principal and interest, mortgage insurance, estimated taxes and insurance, points, lender credits, total origination charges, cash to close, and five-year comparison figures. Ask lenders to reissue or explain an estimate when an assumption differs, rather than mentally adjusting numbers that were built on different scenarios.

Read page 1: rate, payment, and payment risk

Interest rate

The interest rate is the cost of borrowing expressed as a percentage of the outstanding balance. On the Loan Estimate, find it on page 1 under Loan Terms. It does not include every fee or closing cost, so a lower rate can come with more points or other charges.

Principal-and-interest payment

Compare the monthly principal-and-interest payment shown on page 1. Then build the payment you actually expect to budget for by adding mortgage insurance when applicable and estimated property taxes and homeowners insurance. Taxes and insurance are estimates and are not controlled by the lender in the same way as origination pricing; a difference may reflect the property, tax jurisdiction, insurance quote, or timing rather than a better mortgage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not compare only the first payment if one offer has an adjustable rate. An introductory payment can be lower while exposing you to later increases. Review the Loan Estimate’s additional payment and rate information for an adjustable-rate mortgage (ARM), including how the payment could change after the initial period.

Rate certainty

A fixed-rate loan keeps its contractual interest rate unchanged for the loan term, subject to the terms of the note. An ARM can start at a lower rate but may change under its index, margin, adjustment schedule, caps, and other terms. Ask the lender to show the payment that could apply if rates rise and which assumptions were used in the estimate. The Loan Estimate is useful for identifying the risk, but it cannot predict future market rates.

Interest rate versus APR: what each number answers

What the interest rate tells you

The interest rate focuses on the borrowing rate applied to the loan balance. It is the number most directly tied to the scheduled principal-and-interest payment, but it leaves out many upfront charges.

What APR adds

CFPB describes APR this way: “An annual percentage rate (APR) reflects the mortgage interest rate plus other charges.” You will find APR on page 3 under Comparisons. APR generally incorporates the rate plus certain finance charges, such as points and lender or broker charges, spread over the assumed term of the loan. Because it includes more pricing information than the note rate, APR can help compare otherwise similar offers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

APR is not a complete measure of your transaction cost. It does not turn different loan products into equivalent products, and it does not capture every cost or every circumstance that may affect your decision. Review the actual fee lines, payment, cash needed, and expected holding period alongside APR.

Why ARM APR needs special caution

CFPB cautions that an ARM’s APR does not show the maximum interest rate. An ARM APR is calculated using assumptions about future adjustments; it is not a cap on what the rate or payment can become. Do not rank a fixed-rate offer against an ARM by APR alone, and be equally careful when comparing two ARMs with different adjustment rules. Compare the initial rate, adjustment timing, caps, possible payment, and the risk you can afford.

Page 2: compare the fees the lender can influence

Section A: origination charges

Section A contains origination charges. Compare the total and inspect the itemization to see what each lender is charging for making the loan. A lender may label or group charges differently, so ask what each line covers and compare totals for the same configuration. Points appear in this part of the estimate when you pay an upfront fee in exchange for a lower rate.

Section B: services you cannot shop for

Section B lists services the lender selects. These charges are often a useful pricing comparison because the lender controls which provider is used or how the service is ordered. Ask why the totals differ and whether a fee is required for your transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Section C and other services

Review other services and the provider choices shown on the estimate, but distinguish a lender’s pricing from a cost that depends on the property or a third party. If the lender permits shopping for a service, ask for the approved-provider requirements and compare quotes on the same scope of work.

Sections E through I: taxes, government fees, prepaids, and escrow

Taxes and other government fees, prepaid interest, homeowners insurance, and initial escrow deposits can make one estimate’s total closing costs look higher or lower without reflecting a better or worse lender. These figures depend on the closing date, tax jurisdiction, insurance premium, property value, and the amount needed to establish an escrow cushion. Review them and ask for an explanation when they differ, but do not use a lower estimate as proof that the lender is cheaper.

Section J: lender credits

Section J shows lender credits. A credit reduces the amount you pay at closing, usually in exchange for accepting a higher interest rate. Compare the credit with the resulting rate, payment, APR, and cash to close. A large credit may be useful if you need to preserve cash or expect to sell or refinance relatively soon, while a higher rate can cost more over a longer period.

Points and lender credits: request matched options

Points are upfront fees paid for a lower rate. Lender credits reduce closing costs and can be exchanged for a higher rate. Neither is automatically better; the right choice depends on available cash, the rate difference, and how long you expect to keep the loan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask every lender to provide the same loan in at least these versions:

  • No points and no lender credit, so the base pricing is visible.
  • Points applied to obtain a lower rate.
  • A lender credit applied in exchange for a higher rate.

For each version, compare the rate, monthly principal-and-interest payment, APR, total origination charges, lender credit, cash to close, and the amount shown in the five-year comparison. A break-even analysis can help: divide the additional upfront cost of points by the monthly payment reduction to estimate how many months are needed to recover that cost. Use the actual figures from the matched Loan Estimates, and remember that selling, refinancing, or paying off the loan before break-even changes the result.

Cash to close is not total closing costs

What cash to close represents

Cash to close is the estimated amount you must bring to the transaction. It generally reflects the down payment and closing costs, then subtracts deposits already paid, seller credits, and applicable adjustments. It is a funding requirement for the closing date, not a measure of the mortgage’s total economic cost.

Two estimates can show different cash-to-close amounts because they assume different down payments, earnest-money deposits, seller concessions, lender credits, prepaid items, or other transaction adjustments. Confirm those assumptions before comparing the numbers. A lower cash requirement may simply mean that more costs are being financed, credited, or deferred.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to verify the figure

Trace the cash-to-close calculation on page 2 and ask the lender to explain every adjustment that differs from the competing estimate. Confirm the amount of your deposit, seller credits, any lender credit, the down payment, prepaid interest, insurance, and initial escrow. Make sure the estimates use the same purchase price and closing date assumptions.

CFPB notes that borrowers typically bring a cashier’s check or send a wire, and the lender may need documentation showing the source of the funds. Confirm acceptable payment instructions directly with the settlement provider using a trusted phone number; do not rely on last-minute emailed wiring changes.

Use the five-year comparison with its assumptions visible

On page 3, the Loan Estimate’s In 5 years comparison shows the amount paid over five years, including principal, interest, mortgage insurance, and loan costs, along with the principal paid off during that period. Subtracting principal repaid from the total paid gives an estimate of interest and fees over five years. This is a useful common period for comparing similar offers, but it is not a promise about your personal outcome.

CFPB presents the five-year view partly because its consumer guidance says borrowers keep a mortgage for about five years on average before moving or refinancing. The page does not provide a publication or review year for that statement, so treat it as CFPB context rather than a dated forecast. Use the period you actually expect to own or retain the loan. If you expect to keep it for two years, a two-year cost comparison matters more; if you expect to keep it for decades, a longer-term analysis matters more.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an ARM, CFPB’s five-year calculation assumes rates stay unchanged. Actual costs can be higher if rates rise. Treat the figure as an assumption-based comparison, then evaluate the payment and rate adjustments you could face.

Separate lender-controlled costs from transaction-dependent costs

Loan Estimate area What to compare Why differences occur
Loan Terms and Comparisons Interest rate, APR, monthly principal and interest, and five-year amounts Product, pricing, points, credits, and assumptions about future rate changes
Section A Total origination charges and itemized points or lender fees Lender pricing and the selected loan configuration
Section B Services the lender selects Provider selection, required services, and lender process
Section J Lender credits Credit offered in exchange for a different interest rate
Taxes, government fees, prepaids, and initial escrow Estimated amounts and timing Property, jurisdiction, closing date, insurance, and escrow requirements
Cash to Close Funds required at settlement Down payment, deposits, credits, prepaids, escrow, and other adjustments

This separation keeps negotiations focused. Lender-controlled charges are the clearest place to ask for a match or reduction. Transaction-dependent amounts still deserve scrutiny, but the question is whether the estimate uses a realistic, consistent assumption rather than whether the lender has the lowest line item.

Fixed-rate and ARM offers require different comparisons

When comparing fixed-rate offers

For two fixed-rate offers with the same amount, term, and purpose, compare the rate, APR, monthly payment, points, lender credits, origination charges, cash to close, and cost over your expected holding period. A modest rate advantage may not offset substantially higher points or fees if you expect to sell or refinance before the savings recover those costs.

When comparing ARM offers

Compare the initial rate and payment, the first adjustment date, the adjustment frequency, the index and margin, periodic and lifetime caps, and the highest payment the lender illustrates. Ask what happens if rates rise and whether the payment could increase beyond your budget. Do not use APR as the sole ranking because it does not show an ARM’s maximum rate.

When comparing a fixed loan with an ARM

These are different risk choices, not simply two prices for the same product. A fixed loan provides payment certainty for principal and interest. An ARM may offer a lower initial payment but transfers more future-rate risk to you. Compare the cost under the assumptions shown and decide whether you could still afford the loan after an adverse adjustment.

Negotiate with matched estimates

Comparable estimates give you evidence for a productive conversation. CFPB says lenders may match or beat a competitor’s offer and can explain differences. Send the competing estimate and ask the lender to respond to the same loan configuration, not to a selectively chosen rate or fee.

Ask these questions in writing:

  • Are both estimates for the same loan amount, term, purpose, and loan type?
  • Is the rate locked, until what date, and what would an extension cost?
  • Which charges are lender fees, and which are third-party, government, prepaid, or escrow estimates?
  • Can you show this loan with no points and with a different lender credit?
  • Why is cash to close different, and which deposits, seller credits, or adjustments explain it?
  • For an ARM, what payment could apply if rates rise, and what assumptions are used in the five-year comparison?

Also ask whether the lender can meet the contract closing date. A lower price is not useful if a late closing creates a financial or contractual problem. If you switch lenders late in the process, confirm that the new lender has enough time to underwrite, appraise, clear conditions, and close.

A practical decision checklist

  1. Collect Loan Estimates issued for the same transaction assumptions.
  2. Write down each issue date and rate-lock expiration.
  3. Verify loan amount, term, purpose, product, down payment, and mortgage-insurance assumptions.
  4. Compare page 1 rate and principal-and-interest payment, then add mortgage insurance, taxes, and insurance for a realistic housing-payment view.
  5. Compare page 3 APR, but do not use it to override product or ARM-risk differences.
  6. Add Section A origination charges, Section B lender-selected services, and Section J lender credits to your lender-pricing comparison.
  7. Question differences in taxes, government fees, prepaids, and initial escrow rather than assuming the lowest estimate is best.
  8. Reconcile deposits, seller credits, down payment, prepaids, escrow, and other adjustments in cash to close.
  9. Request matched versions with no points, points, and lender credits.
  10. Compare the five-year amount paid and principal repaid, then redo the analysis for your expected holding period.
  11. For an ARM, test whether a higher future payment would remain affordable.
  12. Choose the offer that fits your costs, cash, risk tolerance, and closing timetable—not the one with a single lowest headline number.

Common comparison mistakes and how to correct them

Choosing the lowest interest rate

A low rate may require points or carry higher lender fees. Compare the upfront cost, payment reduction, break-even period, APR, and expected holding period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing the lowest APR

APR is most useful when the loans are otherwise comparable. It does not show an ARM’s maximum rate and cannot resolve a fixed-versus-adjustable risk decision.

Choosing the lowest cash to close

Cash to close can be reduced by a smaller down payment, larger credits, or different adjustments. Verify the transaction assumptions and consider the long-term payment and loan balance.

Treating all closing-cost lines as lender fees

Taxes, government charges, prepaids, and escrow are not controlled like origination pricing. Ask why they differ and whether the assumptions match.

Ignoring rate-lock timing

A quote issued on a different day or with a different lock period may not reflect a pricing advantage. Ask about expiration and extension costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming the Loan Estimate is final

The disclosure follows an application but does not replace underwriting or final closing documents. Continue to verify conditions, property information, and funds needed.

Where to get authoritative explanations

Use CFPB’s Loan Estimate explainer for a page-by-page description, its interest-rate and APR explanation for the distinction between the two figures, and its loan-type guidance when weighing fixed-rate and adjustable-rate structures. These federal explanations apply to most U.S. mortgage transactions; reverse mortgages and certain home-equity lines of credit use different disclosures.
