How to Compare Karnataka Industrial Parks, Startup Hubs and Special Economic Zones

The right Karnataka location depends first on what you are building, not on a city’s reputation. Compare sites in this order: facility type and permitted activity; sector and cluster fit; land or built-up space and utilities; logistics; talent and startup support; incentive zone and approvals; export and SEZ obligations; then expansion and resilience. Shortlist two or three candidates, score them with identical criteria, and obtain written, project-specific confirmations from KIADB, the park operator, STPI or Karnataka Udyog Mitra before signing a lease, buying land or committing capital.

Start with the category, not the location

Karnataka offers three distinct location choices. An industrial park is designed around factory land, utilities, goods movement and expansion. A startup or technology hub is optimized for software, product development, incubation, research and development, electronics design or other talent-intensive work. A special economic zone (SEZ) is appropriate when export operations, customs treatment and the SEZ compliance regime are central to the business model.

Location type Best suited to First official check Main financial risk
KIADB or private industrial park Manufacturing, assembly, warehousing, heavy utilities and supplier networks Plot availability, permitted activity, title or lease terms and utility commitments Paying for land before power, water, effluent treatment or approvals are confirmed
Startup or technology hub Software, R&D, electronics design, fintech, incubation and fast hiring STPI or cluster facility scope, incubation terms, connectivity and lab access High occupancy or fit-out cost without enough talent, customers or service depth
SEZ Export-oriented operations that can meet SEZ rules Zone approval, sector, authorised operations, operating status and available space Compliance and customs obligations that do not fit the company’s actual sales mix

Do not treat the categories as interchangeable. A low-rent office cannot substitute for a plant with reliable industrial power, and an SEZ label does not prove that a unit has vacant space or that its incentives fit your project.

Define the project before comparing sites

Write a one-page site brief. It prevents a visually attractive location from winning on the wrong criteria and gives every authority the same facts to verify.

  • Clear Print Quality: Displays high-resolution printing intended to remain legible through regular use and cleaning
  • Activity: describe manufacturing, assembly, storage, software, R&D, testing, export processing or a combination. List regulated processes, chemicals, emissions and waste streams.
  • Space: state land area, built-up area, floor loading, clear height, loading bays, parking, office space and the date when each phase is needed.
  • Utilities: specify connected electrical load, redundancy, backup generation, water quality and volume, process water, wastewater treatment, compressed air, gas and telecommunications.
  • Commercial model: separate domestic and export sales, related-party transactions, imports, subcontracting and movement of goods between units.
  • People: estimate headcount by skill, shift pattern, hiring radius, transport needs and the date of each hiring wave.
  • Financial limits: set a ceiling for land or rent, fit-out, deposits, infrastructure contributions, utilities, compliance, transport and working-capital impact.
  • Timing: distinguish the date for possession from the date for production or commercial launch. Approvals and utility connections can sit between those milestones.

Use the same brief for every candidate. Otherwise, one park may quote a bare plot while another quotes a serviced building, making the cheaper option appear less expensive than it really is.

Industrial parks: compare the whole operating platform

Karnataka’s Industrial Policy booklet, indexed for 2024–25, reports 170 KIADB industrial areas covering 82,289 acres, with allotments to more than 20,188 units. Those figures show the scale of the state’s industrial estate network; they do not establish that a particular area has a vacant plot, spare power or an available expansion parcel.

What to verify on a KIADB or private-park shortlist

  • Land and rights: confirm the exact survey or plot number, title or allotment status, lease duration, transfer rules, mortgage restrictions, development obligations and permitted built-up ratio.
  • Activity approval: obtain written confirmation that your process, product classification, storage and waste profile are allowed in the estate and on the specific plot.
  • Power: ask for sanctioned capacity, present spare capacity, voltage, feeder arrangement, outage history or service-level commitments, substation distance, connection charges and the date of energisation.
  • Water and effluent: verify source, guaranteed quantity, quality, tariff, summer restrictions, sewage and common effluent treatment capacity, connection point and responsibility for upgrades.
  • Roads and loading: measure road width, turning radius, bridge or weight limits, gate hours, truck queuing and internal access for the largest vehicle you will use.
  • Approvals: identify responsibility and timing for building plan approval, fire clearance, pollution-control consent, factory registration, labour registrations and any sector-specific licence.
  • Common services: check security, maintenance, drainage, street lighting, weighbridge, testing facilities, waste handling, worker transport and emergency response.
  • Expansion: ask whether adjoining land is reserved, who controls it, how it will be priced and whether your lease or allotment gives a right of first offer.

Use Invest Karnataka’s official site-selection tools as the first screening layer. The portal supports searches for KIADB industrial areas, own or revenue land through a GIS-based Industrial Information System, and private industrial parks. Treat the map as a discovery tool, then verify every commercial and technical fact with the relevant authority or operator.

Sector and cluster fit can change the economics

A cluster can lower supplier-search time, improve hiring and make shared testing or logistics feasible. It can also create competition for land, workers and utilities. Karnataka’s Industrial Policy 2025–30 identifies a proposed Electronics Manufacturing Cluster in Bengaluru Rural and existing electronics manufacturing clusters in Mysuru and Hubballi-Dharwad. The policy also proposes electric-vehicle clusters with ready-to-occupy land, ready-built factories, testing laboratories, proving grounds and homologation facilities.

Other policy-identified sector clusters include Ballari, Vijayapura, Hubballi-Dharwad, Gulbarga/Yadgir and Chitradurga. A cluster reference is not the same as a ready unit. Ask whether the facility is operational, what space is available, which common services are live and whether your exact activity is covered.

How to test cluster fit

  1. List the ten suppliers, contractors, laboratories and logistics providers you must reach regularly.
  2. Mark which are already present in or near each candidate area and which would need to travel from another city.
  3. Ask the park or cluster authority for written details of common testing, certification, warehousing, tooling, waste and emergency services.
  4. Model the cost of importing missing services. A nominally cheaper plot may be expensive if every prototype, calibration or specialist repair requires long-distance transport.
  5. Check whether competing employers are likely to absorb the technicians you need and whether the area has training or university partnerships.

Startup and technology hubs: compare talent and service depth

For a software, product, R&D or electronics-design company, the key asset is often the ability to recruit and retain people rather than the lowest rent. Bengaluru offers the densest ecosystem, while Mysuru, Hubballi-Dharwad and Mangaluru provide policy-supported alternatives that may suit a different cost, hiring or lifestyle profile. The correct choice depends on your skill mix, customer access, travel pattern and need for specialist infrastructure.

STPI’s Karnataka directory lists centres in Bengaluru, Hubballi, Mangaluru/Manipal, Mysuru and Davanagere. STPI’s official Bengaluru contact information records a new facility as operational from 24 February 2025. The Mangaluru facility is described as a 12,000-square-foot site at Blueberry Hill, Derebail, with a NOC work area, incubation facility, conference hall, library and cafeteria.

Questions for each technology hub

  • How many desks, private offices, laboratories or incubation seats are available now, and what is the waiting period?
  • What connectivity is installed, and is there physically diverse backhaul or only a single provider?
  • Are power backup, access control, meeting rooms, testing equipment, prototyping tools or data-centre services included?
  • What are the notice period, deposit, fit-out rules, expansion rights and charges for shared services?
  • Which universities, engineering colleges, training programmes and specialist employers feed the hiring market?
  • Can the centre support your data, export, security, intellectual-property and customer-visit requirements?

Do not infer service capacity from a directory listing. Request the current centre service sheet, occupancy, connectivity design and commercial terms in writing.

Logistics: calculate the repeated cost, not just the distance

Map the routes that occur every week: inbound raw materials, outbound finished goods, employee commuting, customer visits, airport travel, port movements and emergency maintenance. Compare travel time at the time of day your vehicles actually operate, not only the distance shown on a map.

  • Record the practical route to the nearest national highway, rail freight point, airport and port relevant to your cargo.
  • Check road width, monsoon vulnerability, bridge restrictions, tolls, gate queues and permitted delivery hours.
  • Price a complete movement: loading, waiting, tolls, fuel, driver time, handling, insurance and inventory held in transit.
  • For export businesses, identify the customs location, container movement path, freight-forwarder availability and responsibility for documentation.
  • For technology companies, measure employee commute time, public transport, housing supply and the frequency of customer or investor travel.

There is no single “best-connected” Karnataka location for every supply chain. A coastal export route, an electronics supplier network and a Bengaluru customer base can produce different winners.

Incentive zones and approvals: verify the taluka, not the headline

Invest Karnataka says the Industrial Policy 2020–25 divides the state into three incentive zones. The project’s zone governs applicable incentives, rebates and concessions. The exact taluka classification must be checked in the policy annexure or the current incentive calculator; a district-level assumption is not sufficient.

Build incentives into the financial model only after confirming eligibility, application deadlines, minimum investment, employment conditions, eligible assets, reimbursement timing, documentation and clawback provisions. Treat a tax or capital subsidy as a contingent cash flow until the responsible authority confirms it for your exact activity, location, investment and commencement date.

Karnataka Udyog Mitra is the nodal agency under the state Single Window mechanism. Its portal supports combined applications, downstream services, application tracking, incentive calculators, wizards and nodal-officer assistance. The state policy also says targeted Karnataka Udyog Mitra nodal officers will be allocated to investors for an end-to-end investment journey and escalation of pending issues.

Approval-control checklist

  1. Create a matrix of every approval, the legal entity responsible, the submission date, dependencies, fee, renewal cycle and person accountable.
  2. Use the Single Window System to identify combined applications and downstream approvals rather than filing isolated requests without a dependency map.
  3. Ask for the name and contact details of the assigned nodal officer and record each commitment, document request and escalation.
  4. Do not order long-lead equipment or sign an unconditional construction contract until land use, environmental, fire, power and building dependencies are clear.
  5. Reconcile the authority’s written incentive confirmation with your lender’s or board’s financial model.

SEZs: start with exports and obligations

The Karnataka Industrial Policy booklet states that the state has 38 operational SEZs. This is a portfolio-level count, not evidence that a particular zone has vacant space, current common infrastructure or a sector approval matching your project.

SEZ due diligence

  • Confirm the zone’s formal approval, sector, authorised operations and current operational or customs status.
  • Obtain the available land or built-up-space schedule, utility commitments, common infrastructure plan and possession timeline.
  • Model domestic-tariff-area sales, imports, subcontracting, inter-unit transfers, inventory controls and documentation under the applicable rules.
  • Check whether your expected export mix, customers and service model justify the compliance workload.
  • Ask about sunset provisions, policy changes, renewal or amendment procedures and the consequences of failing an obligation.

An SEZ may be financially attractive when export treatment and customs processes materially reduce friction. It may be a poor fit when most revenue is domestic, the operation changes frequently or the company cannot maintain the required records and approvals.

Use a weighted scorecard, then test the result

Score every candidate on a 1-to-5 scale using the same evidence standard. A score of 1 means the requirement is unmet or unverified; 3 means acceptable with manageable gaps; 5 means the requirement is documented and strong. The following weights are a practical starting point, not a government formula.

Best Value

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.
Criterion Suggested weight Evidence to score
Facility type and permitted activity 20% Written confirmation of land use, building and process eligibility
Sector and cluster fit 15% Suppliers, customers, laboratories, sector facilities and policy alignment
Land, space and utilities 15% Plot or floor area, power, water, effluent, connectivity and service dates
Logistics 15% Practical road, rail, airport, port, employee and freight routes
Talent and startup support 10% Hiring pool, universities, incubation, STPI services and retention factors
Incentives and approvals 10% Taluka zone, eligibility, approval path, timelines and named officer
Export and SEZ obligations 5% Export fit, customs process and compliance burden
Expansion and resilience 10% Future parcels, backup utilities, climate exposure and supplier redundancy

Calculate the weighted result as (score ÷ 5) × weight for each row, then add the rows. Keep a separate “evidence confidence” column. A candidate with a high theoretical score but unverified power, water or land availability should not outrank a slightly less attractive site with binding commitments.

How the main Karnataka options tend to fit

Candidate profile Potential advantage What must be verified
Bengaluru and Bengaluru Rural Deep technology and talent ecosystem; proposed electronics manufacturing cluster in Bengaluru Rural; STPI Bengaluru facility recorded operational from 24 February 2025 Land cost, commute, power capacity, hiring competition, exact cluster readiness and permitted activity
Mysuru Existing electronics manufacturing cluster and STPI presence; may suit companies seeking a technology ecosystem outside Bengaluru Current space, supplier depth, specialist hiring, customer travel and utility commitments
Hubballi-Dharwad Existing electronics manufacturing cluster; policy-linked EV and other sector-cluster opportunities; STPI presence Actual readiness of testing or proving facilities, logistics for suppliers and export cargo, workforce depth and expansion land
Mangaluru/Manipal STPI presence; Mangaluru facility lists a 12,000-square-foot site with NOC work area, incubation, conference hall, library and cafeteria Available seats, current occupancy, connectivity redundancy, coastal logistics, disaster resilience and fit for your technical workload
Other policy-linked industrial clusters Ballari, Vijayapura, Gulbarga/Yadgir and Chitradurga are identified for sector-cluster development Whether the relevant cluster is operational, serviced and suitable for your exact process today

This table is a screening guide, not a ranking. The official material does not provide one live, comparable dataset for vacancy, parcel prices, utility tariffs, power reliability, water availability, commute times or workforce costs across every park, hub and SEZ.

Financial model: compare total occupancy cost

Put every candidate into a five- to ten-year model. Separate one-time capital expenditure from recurring operating cost and from contingent incentives.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • One-time: land premium or deposit, stamp and registration charges, site development, building, fit-out, equipment relocation, utility connection, roads, drainage and compliance work.
  • Recurring: rent or lease payment, maintenance, common-area charges, power demand and energy, water, effluent, security, insurance, property taxes, transport, telecoms, waste and staffing.
  • Transition: temporary premises, dual running costs, employee transport, inventory build, commissioning delays and customer-qualification visits.
  • Contingent: subsidies, rebates, tax benefits and reimbursements that depend on eligibility, application, approval or performance.
  • Downside: delayed possession, unavailable utilities, higher freight, staff attrition, regulatory changes, disaster interruption and the cost of moving again.

Show cash timing, not only accounting savings. A reimbursement received after commissioning may require bridge financing. A cheaper plot that delays revenue by six months can cost more than a higher-rent building available immediately.

Verification sequence before commitment

  1. Screen: use Invest Karnataka’s KIADB, GIS and private-park tools and the relevant policy cluster sources to create a longlist.
  2. Classify: decide whether each candidate is an industrial park, technology hub or SEZ and remove locations that cannot legally host the activity.
  3. Request documents: obtain plot or space offer, title or allotment terms, utility commitments, permitted-use confirmation, approval list, expansion terms and fee schedule.
  4. Inspect: visit at operating hours and during a high-traffic period. Test roads, gates, drainage, telecoms, backup power, water points and nearby worker access.
  5. Model: run the weighted scorecard and total-occupancy-cost model with base, delay and expansion scenarios.
  6. Validate incentives: check the exact taluka zone in the current policy annexure or calculator and obtain eligibility confirmation for the project.
  7. Escalate: use Karnataka Udyog Mitra’s Single Window System, request a named nodal officer and record written responses.
  8. Commit conditionally: make the lease, purchase or construction notice-to-proceed subject to documented land, utility, approval and possession conditions.

Red flags that should stop the decision

  • A brochure promises “ready infrastructure” but does not identify sanctioned power, water quantity, effluent capacity or connection dates.
  • A map shows a park or cluster, but no authority confirms the specific plot, building, vacancy or permitted process.
  • An incentive calculation uses a district name when the policy applies by taluka or another defined zone.
  • An SEZ comparison counts all 38 operational zones as available choices without checking sector, space or customs status.
  • A technology hub quotes desk capacity but cannot provide connectivity design, backup power, incubation terms or expansion rights.
  • The business plan assumes domestic sales can be handled like exports, or ignores customs records and domestic-tariff-area treatment.
  • The financial model counts a subsidy as immediate cash and omits the application, approval or reimbursement timeline.
  • The lease has no remedy for late possession, utility shortfall, access restrictions or inability to obtain required approvals.

Decision rule

Choose the industrial park when physical production, utilities, suppliers and expansion dominate the economics. Choose a startup or technology hub when specialized talent, incubation, R&D services and customer access matter more than owning a large site. Choose an SEZ only when the export and customs advantages are material enough to outweigh the compliance and operating obligations.

For a factory, begin with KIADB or a verified private park and then test cluster, logistics and incentives. For a software or product company, compare Bengaluru, Mysuru, Hubballi-Dharwad and Mangaluru/Manipal using STPI services, hiring evidence and connectivity rather than city labels. For an exporter, begin with the formal SEZ documents and an obligation model, then compare the result with a non-SEZ industrial or technology location.

Do not make the final commitment until KIADB or the private operator, STPI where relevant, and Karnataka Udyog Mitra have confirmed the facts that drive your cash flow: legal use, space, utilities, approvals, incentives, operating status and expansion rights.
