How to Compare Indian Insurance Policies When GST Is Not Shown Separately

A premium total without a separate GST line does not tell you whether tax is included, omitted, or built into the insurer’s pricing display. In India, the decisive question is first whether the policy is an individual policy covered by the exemption effective 22 September 2025, or a group policy that remains outside that exemption. Then compare the final payable amount only after matching the cover, terms, dates and payment conditions.

Ask the insurer or intermediary for a written premium breakup and use the policy wording and benefit illustration—not a headline number—to make a like-for-like decision.

What the missing GST line actually means

Insurers do not have one universally prescribed quote layout for every product. A document that shows one total may be reflecting an exempt supply, incorporating tax within a displayed price, or using a format that does not identify each levy separately. The total alone cannot distinguish those possibilities.

Do not reverse-engineer an 18% component from the amount you see. The 18% figure is the tax overlay removed for the covered individual policy categories under the 2025 exemption; it is not a promise that every buyer’s premium will fall by exactly 18%, and it does not reveal the insurer’s underlying rating, discounts, commissions, riders or other charges.

Your first action should be to request a written quote or premium receipt that identifies:

  • base premium;
  • GST, other tax or levy lines, if any;
  • each rider, add-on or optional benefit;
  • discounts, loading or medical-underwriting adjustments; and
  • the final amount payable, with the relevant due date and payment frequency.

If the insurer confirms in writing that the policy is exempt and no separate tax is payable, retain that response with the quote. If the document still uses a single total, compare that final total and the cover details against another policy rather than trying to manufacture a tax line.

Which Indian policies are covered from 22 September 2025?

The Government of India’s 3 February 2026 parliamentary answer says Notification No. 16/2025-CTR, dated 17 September 2025, implemented an exemption effective 22 September 2025. The exemption covers individual life insurance and individual health insurance, including family floater health policies. Reinsurance connected with those covered individual policies was also included in the recommendation described in the answer.

Policy situation Position stated in official guidance Effective or relevant date
Individual life insurance GST exemption applies 22 September 2025
Individual health insurance GST exemption applies 22 September 2025
Family floater health insurance Included with individual health insurance 22 September 2025
Group insurance Individual-policy exemption does not apply Check the applicable group-policy treatment

“Individual” describes the policy arrangement, not simply the fact that one person is looking at the quote. An employer-sponsored group medical plan, an association scheme or another group contract should not be treated as exempt merely because you are one of its members. Ask who is the policyholder, who contracts with the insurer and whether the certificate sits under a master group policy.

How to compare two quotes when neither shows GST separately

1. Establish the tax category before comparing prices

Record whether each offer is individual life, individual health, a family floater, or group cover. For an individual life or health policy with a premium due on or after 22 September 2025, ask the issuer to confirm the exemption in writing. For group cover, request the treatment applicable to the master policy and the certificate issued to you.

If one quote is individual and the other is group, they are not a clean price comparison even when the sum insured or life cover looks similar. Tax treatment, underwriting, benefits and administration can all differ.

2. Request the same documents for every offer

Obtain the full quote, premium receipt or proposal illustration, the schedule of benefits and the policy wording. Ask for an itemized breakup in the same format for each insurer. The official material establishes the exemption and its timing, but not a single mandatory presentation format for all insurers.

Save the version and date of every document. A renewal quote can change after a policy anniversary, an age-band change, a medical disclosure, a claim, a revised benefit or an altered payment schedule.

3. Match the people and rating details

For health insurance, align every insured person, date of birth or age band, relationship, location where relevant, medical declarations and eligibility condition. A family floater covering two adults and one child is not comparable with an individual policy for one adult, even if the headline premium is close.

For life insurance, match the life assured, entry age, smoker or non-smoker classification, occupation information where used, medical underwriting status and nominee or ownership arrangement when those affect the illustration.

4. Match the amount and period of cover

Use the same health sum insured or life cover, policy term, start date and renewal period. A one-year health policy should not be compared with a multi-year contract by looking only at the amount due today. Note whether the quoted amount is for a single term, a recurring annual premium, or an instalment of a larger annual obligation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Match payment frequency and transaction dates

Compare annual with annual, monthly with monthly and quarterly with quarterly. Check the date on which the instalment is paid, not only the date on which you requested a quote.

The Department of Financial Services FAQ states that the applicable rate for an instalment follows the payment date. Transitional advance-payment cases can depend on the supply, invoice and payment events. If an invoice, advance or instalment straddles 22 September 2025, send the insurer the exact invoice date, supply or policy commencement date and payment date, and ask for a written explanation of the treatment.

6. Separate mandatory cover from optional extras

List each rider and add-on separately: for example, critical-illness benefits, accidental-death benefits, room-rent upgrades, maternity cover or worldwide treatment options where offered. Remove optional items from both quotes when you want to compare the core policy, then add the same options back to both offers if they are part of your intended cover.

Do not treat a lower total as a saving if it excludes a benefit that is included in the other policy. A tax line cannot compensate for a materially different contract.

7. Compare the final payable amount

After aligning category, insured people, cover, term, frequency, riders and dates, compare the final amount payable for the same period. A quote that omits a GST line can still be compared; the comparison must use the amount the customer actually has to pay and the cover received for it.

The 18% rate is a rule figure, not a universal premium-reduction calculator. The official sources do not establish a rupee saving for every product, buyer or renewal. Premiums can also move because of age, claims experience, medical underwriting, benefit changes, insurer repricing or a discount expiring.

Coverage terms matter more than a tax label

A tax-exempt quote can be poor value if the contract pays less or imposes more restrictions. Read the operative wording and benefit illustration for each offer.

Health insurance checks

  • Covered treatment, day-care procedures and whether outpatient care is included.
  • Permanent exclusions and disease-specific exclusions.
  • Initial, disease-specific and maternity waiting periods.
  • Room-rent limits, proportionate deductions, procedure sub-limits and caps on consumables.
  • Deductible, co-payment, aggregate deductible and restoration or recharge rules.
  • Network hospitals, cashless authorization conditions and reimbursement deadlines.
  • Pre- and post-hospitalization periods, ambulance limits and home-care conditions.
  • Renewal terms, age limits, portability and the insurer’s process for altering benefits.

Two policies can both advertise a ₹10 lakh sum insured while producing very different claim outcomes because of room limits, co-pay or sub-limits. Compare those clauses before the premium.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Life insurance checks

  • Death benefit definition and any exclusions, including suicide provisions and contestability rules.
  • Policy term, premium-paying term and whether the cover continues after premiums stop.
  • Guaranteed versus non-guaranteed benefits, bonuses and illustrated returns.
  • Surrender value, paid-up value, loan terms and revival conditions.
  • Riders, their separate conditions and whether a rider terminates before the base policy.
  • Premium payment grace period and consequences of a missed payment.
  • Nomination, assignment and documentation requirements for a claim.

For an investment-linked or participating policy, compare the guaranteed values separately from illustrated values. A lower initial premium is not equivalent to a higher guaranteed benefit.

How to handle renewals and policies issued around the changeover

Premiums due on or after 22 September 2025

For covered individual life and health policies, ask the insurer to confirm how the exemption is reflected in the renewal or new-business amount. Keep the renewal notice and the prior year’s receipt so you can distinguish a tax change from an ordinary repricing event.

Instalments and advance payments

Do not assume that the policy’s annual start date decides every tax question. The DFS guidance says an instalment follows its payment date, while transitional advance-payment cases consider the combination of supply, invoice and payment events. A payment made before the effective date, an invoice issued on another date and cover supplied across the date can create a fact-specific result.

When asking for clarification, provide:

  • proposal or policy number;
  • invoice date;
  • policy commencement or renewal date;
  • each instalment due date;
  • actual payment date and mode; and
  • the amount shown as payable.

Request the answer by email or on the insurer’s letterhead. If the explanation conflicts with the official FAQ or you believe an amount was collected incorrectly, escalate through the insurer’s grievance process and refer to the official Department of Financial Services guidance.

Older receipts and later renewals

A receipt issued before 22 September 2025 is evidence of an earlier transaction, not proof of how a later renewal should be priced. Compare the dates and transaction facts for each period. Do not demand that a prior receipt be reformatted to match a post-exemption document.

What government monitoring does—and does not—prove

The Ministry of Finance parliamentary answer dated 3 February 2026 reports that IRDAI collected baseline rates, monitored new and renewal premiums, and that general and health insurers confirmed they had not increased premiums and had passed on the relief. That is a government-reported monitoring result, not a guarantee that every individual renewal quote will be lower than the previous year.

Your own premium can change for reasons unrelated to GST, including an age-band transition, higher medical risk, claims history, a changed sum insured, a new rider, a discount ending, a revised deductible or a change in payment frequency. Ask the insurer to identify the reason for each material difference rather than attributing the entire change to tax.

A practical comparison worksheet

Create one row or page for each quote and fill in the same fields before looking at the totals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Policy category: individual life, individual health, family floater or group.
  2. Policyholder and insured people: list every person and the relevant age, relationship and eligibility information.
  3. Cover amount: record the health sum insured or life cover and whether it is aggregate, per person or otherwise restricted.
  4. Term and dates: record commencement, expiry, renewal and premium-paying term.
  5. Payment schedule: record annual or instalment frequency, due date, invoice date and actual payment date.
  6. Tax confirmation: attach the insurer’s written explanation of GST or other levies and note whether the quoted amount is final.
  7. Core benefits: copy the material benefits from the wording, not only the brochure.
  8. Limits and exclusions: record waiting periods, sub-limits, room limits, deductibles, co-payments and exclusions.
  9. Optional items: list each rider or add-on and its separate cost.
  10. Renewal and claims: record renewal conditions, portability or surrender terms, network and claim deadlines.
  11. Final payable amount: enter the amount due for the same period and frequency.

Only after every field is aligned should you rank the offers. If a field cannot be aligned, mark the policies as different products and explain the difference rather than presenting the cheaper total as a like-for-like saving.

Questions to send an insurer or intermediary

  • “Are the quoted benefits, exclusions, waiting periods, deductibles, co-payments and sub-limits identical to the alternative quote?”

Keep the reply with the final policy schedule. If a sales representative gives a verbal assurance that is absent from the wording, ask for the insurer to add it to the written offer or explain why it does not apply.

Common comparison mistakes

Assuming no GST line means no tax

A missing line proves only that the document does not display a separate line. It does not establish the legal treatment or the insurer’s pricing method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applying the individual exemption to group cover

The individual-policy exemption does not automatically extend to a group policy. Identify the master contract before relying on the rule.

Expecting an exact 18% reduction

The 18% figure describes the tax overlay removed for covered categories. It is not a guaranteed percentage reduction in every buyer’s premium or renewal.

Comparing headline premiums with different deductibles

A policy with a larger deductible or co-payment can look cheaper while shifting more claim cost to you. Put those conditions beside the premium.

Ignoring transaction dates

An instalment paid before or after the effective date can receive different treatment. Gather invoice, supply and payment dates for any disputed transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a brochure instead of the wording

Brochures summarize benefits; exclusions, waiting periods, sub-limits and claim conditions in the policy wording determine what the contract actually pays.

When to escalate

Escalate to the insurer’s grievance channel when the quote is inconsistent with the receipt, the written tax explanation is missing, a group policy is treated as individual without explanation, or the insurer cannot account for a material premium change. Include the policy number, quote and receipt, dates, payment proof and the exact question you asked.

For a transaction around 22 September 2025, cite the Department of Financial Services FAQ and ask the insurer to apply the rule to your specific invoice and payment facts. The Ministry of Finance parliamentary answer and the notification date provide the government’s stated implementation framework, but the insurer must explain how those facts map to your contract.

Decision rule

Choose the policy that provides the required protection on the strongest comparable terms for the final amount payable. Treat the absence of a GST line as a documentation issue to resolve, not as evidence that one policy is automatically cheaper. Confirm the category, dates and written tax treatment; align the cover and restrictions; then compare the final payable amounts.
