The most reliable way to estimate Florida homeowners insurance before you move is a two-stage process: use the Florida Office of Insurance Regulation’s CHOICES Homeowners Rate Comparison Tool for county-level sample rates, then obtain written quotes for the exact property. Treat the tool’s averages as a screening benchmark, not an offer. Your final premium depends on the home’s address, construction, condition, location, selected limits, deductibles and the insurer willing to cover that risk.

Build the housing budget with the homeowners premium, the policy deductible (including any separate wind or hurricane deductible) and a separate flood quote when the property needs flood protection. Standard homeowners insurance generally does not cover flood. Compare only policies with matching coverage so a lower price is not simply a lower level of protection.

What a Florida rate estimate can—and cannot—tell you

CHOICES is useful for answering an early question: “What do policies in this Florida county cost on average for a similar type of home?” You select a county and home type, and the tool displays sample average rates from insurers writing business there, including Citizens Property Insurance Corporation. Those figures help you decide whether a prospective move fits your broad budget and which insurers to contact.

They do not predict the premium for a particular house. The Florida OIR says the displayed rates are comparison information and recommends contacting an agent or insurance company for an official premium quote. An address-specific underwriter will evaluate details that a county average cannot capture, such as roof age and materials, construction features, prior losses, distance to the coast, protection-class information, replacement-cost limits, selected deductibles and whether the carrier is accepting new business in that location.

There is no single “Florida homeowners insurance cost.” Two homes in the same ZIP code can receive different prices, and a county sample can change as insurers file rates or alter availability. Use the number to plan the next step, not to commit to a purchase price.

Start with the right information about the property

Before opening a comparison tool or calling an agent, assemble a one-page fact sheet. The more complete the information, the fewer assumptions an agent has to make and the easier it is to obtain comparable quotes.

  • Exact address: Include the county, ZIP code and, if known, the parcel or unit information. Coastal distance, flood zone and local underwriting rules can vary within a county.
  • Home type: Identify a detached house, townhouse, condominium unit or another form of residence. Select the closest matching category in CHOICES.
  • Construction and roof details: Record the year built, major construction materials, roof age and roof type. Have permits or inspection reports available if requested.
  • Occupancy: Note whether the home will be your primary residence, a seasonal property or another permitted use. Do not assume a standard owner-occupied policy applies to every use.
  • Desired limits: Decide how much dwelling, personal-property and liability coverage you want. An agent can help determine appropriate limits, but every quote should use the same limits when you compare price.
  • Deductibles and wind terms: Ask how the all-peril deductible differs from a named-wind or hurricane deductible, and record each one separately.
  • Mitigation and loss history: Gather wind-mitigation features, alarm or protection information and prior claims details. These can affect eligibility or price, so accuracy matters.

Use CHOICES as your county-level starting point

  1. Open the official tool. Go to CHOICES Homeowners Rate Comparison Tool on the Florida OIR website.
  2. Select the county and home type. Choose the location and residence category that most closely match the property you are considering. If the tool offers assumptions, save or record them.
  3. Capture the displayed insurers and sample rates. Make a worksheet showing the insurer name, sample annual rate, date checked and the assumptions used. Include Citizens if it appears; its inclusion does not mean you will qualify or that it is the least expensive option.
  4. Mark the figures as estimates. Label every entry “county sample—not a quote.” Do not use a sample average as the final insurance line in a purchase budget.
  5. Check availability with the carrier or an agent. Ask whether the insurer is currently writing policies for the address and property type. Availability can change independently of the tool’s displayed average.

The tool is most valuable when used consistently. Run the same county and home-type selection for each property you are considering, then replace the sample with an address-specific quote as soon as you have an address.

Request official quotes for the exact address

Contact a Florida-licensed agent or the insurer’s quoting channel before you make an offer or set a maximum housing payment. Give each source the same property facts and ask for a written proposal that identifies limits, deductibles, exclusions and the annual premium. The OIR’s consumer guidance is explicit: “The Office recommends contacting an insurance agent or insurance company to obtain an official premium quote.”

Ask every source to quote the same coverage

A price comparison is valid only when the underlying protection is equivalent. Send each agent a common specification rather than accepting whatever default limits a quoting system selects.

Comparison item What to hold constant What to record
Dwelling coverage The same replacement-cost or dwelling limit requested for the home Limit, valuation method and any special sublimits
Personal property The same personal-property limit and valuation basis Limit, deductible and notable category limits
Personal liability The same liability limit Limit and medical-payments amount if shown
Deductibles Identical all-peril deductible and identical wind or hurricane deductible structure Dollar amount, percentage basis and trigger language
Wind coverage Confirm whether wind is included, excluded or handled under a separate policy Carrier, limit, deductible and territory eligibility
Ordinance and Law The same percentage of Ordinance and Law coverage Percentage and any separate limit
Flood Do not treat a homeowners quote as flood coverage Separate policy or endorsement, limits, deductibles and annual cost
Eligibility Compare only offers available for the same address and occupancy Underwriting conditions, inspection requirements and expiration date

Florida’s consumer shopping guidance specifically warns buyers to compare the same percentage of Ordinance and Law Coverage, which helps pay to rebuild a damaged home to current building-code requirements. A policy with a lower percentage can look cheaper while leaving you with a larger out-of-pocket rebuilding gap.

Get the quote in writing

Ask for the declarations page or a formal quote summary, not just a phone estimate. Verify the proposed effective date, annual premium, payment-plan charges if any, deductibles, exclusions, required inspections and the deadline for accepting the offer. Keep the quote and the property facts you supplied so you can identify changes when a carrier revises its offer.

Price flood insurance separately

Most standard homeowners policies do not cover flood. Florida OIR explains that flood protection may be purchased as a standalone policy or, where available, as an endorsement. The state’s consumer overview likewise treats flood as a separate coverage decision.

Ask for a flood quote whenever the property’s location, lender, elevation, drainage or personal risk tolerance makes flood protection relevant. Request the following in writing:

  • Whether the proposal is a standalone flood policy or an endorsement to the homeowners policy.
  • Building and contents limits, deductibles and exclusions.
  • How the policy defines a covered flood and any waiting period or effective-date condition.
  • The annual premium and any installment or policy fees.
  • Whether the lender requires a particular amount of flood insurance.

Add the flood premium to your homeowners premium when estimating the recurring insurance cost. Do not subtract it merely because the homeowners quote says “water damage” is covered; water entering from a covered plumbing failure is not the same peril as a flood, and the policy language controls.

Compare the total financial exposure, not just the annual premium

For each address, create one row per quote and include both recurring cost and the amount you would have to fund after a claim. A simple worksheet can use these columns:

Annual homeowners premium Annual flood premium All-peril deductible Wind or hurricane deductible Dwelling limit Ordinance and Law percentage Availability notes
Quoted amount and effective date Standalone or endorsement amount Dollar amount or percentage Dollar amount or percentage, with trigger Limit and valuation basis Percentage shown in quote Inspection, roof-age, occupancy or other conditions

A lower annual premium is not automatically cheaper over the life of the home if it comes with a materially higher deductible, reduced Ordinance and Law coverage, a separate wind exclusion or no flood protection. Conversely, a higher premium may buy limits you do not need. Compare the protection first, then choose among genuinely equivalent offers.

Understand wind and hurricane deductibles before you compare prices

Florida quotes can present wind or hurricane coverage differently. One policy may include wind in the homeowners form with a separate deductible; another may exclude wind and require a separate wind-only policy; a third may be unavailable for the address. Record the exact deductible type and how it is calculated. A percentage deductible can be based on the dwelling limit rather than a small fixed dollar amount, so ask the agent to show the dollar exposure for your selected limit.

Do not infer wind protection from the insurer’s name or from a county sample. Ask whether wind is covered, who provides it, what event triggers a hurricane deductible and whether the quote remains valid after an inspection. If a separate wind policy is needed, place its premium and deductible beside the homeowners figures in the same worksheet.

Check Ordinance and Law coverage deliberately

Older homes may have to be rebuilt to current Florida or local building codes after a covered loss. Ordinance and Law coverage helps pay that additional cost, subject to the percentage and terms shown in the policy. The Florida Office of the Insurance Consumer Advocate advises shoppers: “Be sure to compare the same percentage of Ordinance and Law Coverage, which helps cover the cost to rebuild your home to comply with the current building code.”

When an agent proposes a different percentage, ask for a revised quote using your comparison percentage. If the carrier will not offer the same percentage, mark the policies as non-equivalent rather than presenting the cheaper one as a direct price winner.

Account for eligibility and availability

Insurers do not necessarily write every property type in every Florida location. Ask whether the quote is contingent on a roof inspection, electrical or plumbing updates, wind-mitigation documentation, vacancy restrictions or another underwriting requirement. Confirm the deadline for satisfying each condition and whether the premium can change after inspection.

Citizens can appear in CHOICES sample results, but a sample listing is not a guarantee of eligibility. If you are considering Citizens, ask an agent to explain the application requirements and whether private-market coverage is available for the address. Apply the same limits and deductibles when comparing any Citizens proposal with another insurer’s quote.

How to interpret Citizens’ July 2026 update

Citizens Property Insurance Corporation reported an average statewide decrease of 8.8% for homeowners multiperil policies in its July 2026 rate update. The change applies to new and renewal policies effective on or after July 1, 2026. Citizens also reported an average 5.1% decrease for homeowner wind-only policyholders with the same effective-date condition. These are Citizens-specific averages, not a measure of the Florida insurance market as a whole and not a prediction for an individual property.

Read the announcement at Citizens’ July 2026 rate, rule and wind-loss mitigation update. When you compare a quote, use the premium and effective date shown on that quote rather than applying the statewide percentage to a county sample or to another insurer.

Recheck the numbers as your move approaches

Rates, underwriting appetite and policy terms can change between a preliminary search and closing. Re-run the CHOICES screen when you have a short list of properties, then request fresh quotes close to the intended policy inception date. Tell the agent about any contract change, inspection finding, roof replacement or occupancy change immediately.

Before closing, confirm that the policy is bound for the correct address, the effective date matches the closing or lender requirement, the premium is affordable under your payment plan and any flood or wind policy is also active. Save the declarations pages and proof-of-insurance documents with your closing records.

A practical decision rule

  1. Use the county sample only to set expectations. Record the assumptions and date.
  2. Obtain address-specific quotes. Do this before treating insurance as a fixed housing cost.
  3. Normalize the coverage. Match dwelling, personal-property, liability, deductibles, wind terms and Ordinance and Law percentage.
  4. Add flood separately. Compare its limits, deductible and premium with the homeowners policy.
  5. Screen for eligibility. Exclude offers that are not available for the property or that depend on unmet conditions.
  6. Choose based on total exposure. Consider annual premiums, claim deductibles and the protection actually provided, not the headline rate alone.

This process gives you a defensible insurance number for a Florida move without pretending that a county average is a personal quote. It also exposes the costs—especially flood and wind deductibles—that can otherwise appear only after you have committed to the property.
