The best HELOC offer is not necessarily the one with the lowest advertised rate. Compare every offer using the same credit limit, expected draw, holding period, and repayment assumptions, then evaluate how the rate can change, what every fee costs, and what payment begins when the draw period ends. A HELOC is secured by your home, so an unaffordable payment or balloon balance can put the property at risk.
This guide shows how to make an apples-to-apples comparison from the lender’s written disclosures and contract. It covers variable-rate mechanics, fixed-rate conversion, upfront and recurring charges, draw-period minimums, repayment shocks, lender restrictions, cancellation rights, and alternatives such as a home equity loan or cash-out refinance.

What you are comparing when you compare HELOCs
A home equity line of credit lets you borrow repeatedly up to a stated limit during a draw period. As you repay, available credit may replenish, subject to the plan terms. Both the line and your home secure the debt; failure to repay can lead to foreclosure. The Consumer Financial Protection Bureau (CFPB) says HELOCs usually have variable interest rates, so payments may change from month to month. See the CFPB’s current explanation at What is a home equity line of credit (HELOC)? (last reviewed Aug. 28, 2026).
Do not compare offers by rate alone. A lower initial rate can be offset by a higher margin, expensive closing charges, an annual fee, an inactivity fee, or a payment that barely reduces principal. The comparison must include the point at which borrowing stops and the required repayment begins.

Set identical assumptions before requesting comparisons
Write down the facts that will remain constant for every lender. The CFPB’s HELOC booklet provides a three-offer worksheet built around this approach: What you should know about Home Equity Lines of Credit (HELOC).
- Requested credit limit: Use the same limit for each offer.
- Expected initial draw: State how much you would actually borrow at opening, rather than comparing a limit you may never use.
- Expected outstanding balance: Estimate the amount you expect to carry during the draw period and after it ends.
- Timing: State how long you expect to keep the line open, when you expect to need the money, and whether you might sell or refinance the home.
- Repayment objective: Decide whether you need a fully amortizing payment, occasional access to credit, or the ability to convert part of the balance to a fixed rate.
These assumptions expose differences that a headline APR can hide. A line used for only a few months should be judged differently from one kept open for a decade.
Compare rate mechanics, not just the starting APR
Identify the index, margin, and adjustment schedule
For a variable-rate offer, ask the lender to identify the index, the fixed margin added to that index, how often the rate can reset, and the periodic and lifetime caps. The written disclosures should explain how the APR may change. Record the exact wording rather than relying on a salesperson’s description.

Request payment illustrations at more than one rate
Ask for the required payment at the current rate and at a materially higher rate permitted by the contract. A useful illustration states the balance, whether the payment includes principal, the remaining term, and the rate used. If the lender does not provide a higher-rate illustration, use the contract’s index, margin, adjustment frequency, and caps to understand how quickly the payment could change; do not substitute an unsupported market-average rate.

Evaluate a fixed-rate conversion option
Some plans let you convert part or all of the outstanding balance to a fixed rate during the draw period. The fixed rate is usually higher than the variable rate, but it can make payments more predictable. Ask:
- How much of the balance may be converted and how many conversion events are allowed?
- When may you elect conversion, and is there an election window?
- What rate or index determines the fixed rate?
- What fee applies to each conversion?
- What repayment length and payment method apply after conversion?
- Can a converted balance be returned to the variable portion?
Regulation Z commentary says disclosures for a fixed-rate repayment option during the draw period must explain the option’s rules, election period, repayment length, fees, and applicable rate or index description. Review those terms in the account-opening material, not only in marketing copy. The relevant commentary is at Comment for 1026.40 – Requirements for Home-Equity Plans.
Put rate features in one comparison table
| Rate item | Question for every lender | Why it changes the decision |
|---|---|---|
| Variable or fixed | Is the balance variable, fixed, or split between the two? | Variable payments can rise; fixed payments trade some flexibility for predictability. |
| Index | Which index is used and where is it published? | The index determines the reference movement outside the lender’s control. |
| Margin | What margin is added to the index, and is it fixed for the life of the plan? | A lower margin can matter more than a temporary introductory discount. |
| Adjustments and caps | How often can the rate change, and what periodic or lifetime caps apply? | These limits define the speed and maximum range of payment changes. |
| Introductory rate | When does it end, and what formula applies afterward? | A teaser rate should not be treated as the long-term cost. |
| Fixed conversion | What balance, rate, term, and fee apply if you convert? | Conversion may reduce uncertainty but can cost more and restrict flexibility. |
Inventory every fee and the condition that triggers it
Use the actual fee schedule and account-opening disclosures. CFPB guidance lists possible application, origination, appraisal, title, other closing, annual or membership, transaction, inactivity, early-cancellation, and fixed-rate-conversion charges. Third-party charges can also apply. The CFPB’s fee explanation is at What fees can my lender charge if I take out a HELOC? (last reviewed June 27, 2024).
Separate one-time costs from recurring costs
| Fee category | Ask what to record | Comparison point |
|---|---|---|
| Application or origination | Dollar amount, when charged, and whether it is refundable if the line does not close | Include it even if you expect to draw only once. |
| Appraisal, title, and other closing charges | Each third-party estimate and whether the lender waives or reimburses it | Verify whether the estimate can change before closing. |
| Annual or membership | Amount, first billing date, and whether it recurs while the line is open | A line kept open for years can accumulate substantial recurring charges. |
| Transaction fee | Charge for each advance, transfer, check, or other draw method | Frequent small draws can make per-transaction pricing significant. |
| Inactivity fee | Balance or activity threshold and assessment date | A line held for emergencies may incur a fee even when unused. |
| Early cancellation | Amount, duration, and events that trigger it | Some plans charge during the first two or three years; the contract controls. |
| Fixed-rate conversion | Fee per conversion and any minimum or maximum amount | Price the certainty you may want later. |
| Prepayment or other exit charge | Charge for paying the balance or closing the line early | Important if you may sell, refinance, or repay quickly. |
A “waived” charge may be conditional. Ask what happens if you close the line early, fail to meet a minimum usage requirement, or choose a different repayment option. Compare expected total cost over the period you realistically expect to keep the line open, not merely the first statement.
Use a simple total-cost estimate
For each offer, add expected one-time charges, recurring charges over your expected holding period, transaction charges based on your draw pattern, conversion charges you may incur, and the interest paid under the rate scenarios you are considering. Keep the calculation specific to your balance and timing. A low rate with high fixed costs may be poor value for a short-term draw; a fee-heavy line may be reasonable only if its other terms solve a problem you actually have.

Examine the draw period and its minimum payment
Confirm how long borrowing remains available
Ask for the exact draw-period length, the date it begins, and the date no further advances are permitted. Confirm whether the plan has a minimum initial draw, minimum advance, minimum outstanding balance, or required monthly activity. The CFPB booklet includes a $300 minimum-draw example; that is an illustration of one plan, not a universal requirement or a market statistic.

Find out what the minimum payment actually pays
A draw-period minimum may include principal and interest, or it may be interest-only. Ask the lender to show the payment calculation on your expected balance and to state how much principal would be reduced after one year if the rate did not change. A payment that covers only interest can leave nearly the entire balance for the repayment period.
Check whether additional draws can be restricted
A lender may freeze or reduce further borrowing in circumstances allowed by the agreement, including a substantial fall in the home’s value or a change in your financial circumstances. Ask what events permit a freeze, how notice is provided, and what process is available to challenge or cure the restriction. Do not treat the approved limit as money that is guaranteed to remain available under every future circumstance.
Model the transition to repayment
Record the repayment start date and length
When the draw period ends, additional borrowing generally stops and repayment begins. Record the repayment-period length, whether the payment fully amortizes the balance, and whether the rate remains variable. Request the payment calculated using the balance you expect to owe at that date, rather than the small draw-period minimum.
Look for payment shock
The CFPB warns that monthly payments can increase substantially when repayment starts. The increase can result from principal being added to an interest-only minimum, a shorter amortization period, or a higher variable rate. Compare these two figures in writing:

- The required minimum during the draw period on your expected balance.
- The fully calculated payment beginning immediately after the draw period, using the contract’s repayment method and a higher-rate scenario where permitted.
If the second payment would strain your budget, the line is not affordable merely because the opening minimum fits.
Identify a balloon balance
Some plans may require the entire remaining balance in one payment at the end of the repayment period or at another contract milestone. Ask whether any balloon payment exists, its due date, and the estimated amount under your expected borrowing pattern. The CFPB cautions that a borrower unable to repay a balloon balance risks losing the home. Do not assume you will be able to refinance or sell at that future date.
Ask what happens if you sell the home
Selling generally requires the HELOC balance to be paid off from the sale proceeds. Ask whether the line must be closed, whether an early-cancellation charge applies, and whether any fixed-rate conversion changes the payoff process. A lender’s written payoff statement, rather than an informal estimate, determines the amount needed to release the lien.
Read the disclosures before you accept an offer
CFPB guidance says application disclosures include the draw and repayment periods, lender fees and costs, estimates of third-party fees, the minimum-payment calculation, and how the APR may change. Compare those disclosures with the later agreement and retain every version.
Recommended Free Tools
- Match the commercial offer to the disclosure. Check the limit, rate formula, index, margin, caps, periods, fees, and conversion terms line by line.
- Ask about every changed term. If terms change before the account opens, ask the lender which disclosures must be reissued and whether you may reject the changed terms.
- Check fee reimbursement rules. CFPB guidance describes circumstances in which a consumer may reject changed terms and receive fees back; follow the lender’s written procedure and confirm how it applies to your transaction. See I wanted to take out a Home Equity Line of Credit but my lender told me the terms have changed. What can I do? (last reviewed Feb. 2, 2024).
- Calendar the cancellation window. For a HELOC secured by a principal dwelling, the CFPB describes a three-business-day right to cancel after opening or receiving the account-opening disclosures, whichever is later. Confirm that the rule applies to your transaction and follow the lender’s written cancellation instructions.
- Keep the signed contract and fee schedule. The contract controls if a marketing page and the final documents differ.

Compare the main alternatives
A HELOC is not the only way to borrow against home equity. The CFPB explains the distinction between a home equity loan and a HELOC at What is the difference between a Home Equity Loan and a Home Equity Line of Credit (HELOC)? (last reviewed Aug. 28, 2026), and discusses other similar loans at What other types of loans are similar to a HELOC? (last reviewed June 27, 2024).
| Option | How funds are provided | Key comparison questions |
|---|---|---|
| HELOC | Reusable credit line; draw and repay under a draw period, then repay the remaining balance. | Can you tolerate variable payments, a draw freeze, and a repayment-period increase? |
| Home equity loan | Usually a lump sum secured by home equity. | Do you need all the money at once, and is a more predictable scheduled payment worth giving up reusable access? |
| Cash-out refinance | Replaces the existing mortgage with a larger mortgage and delivers the difference in cash. | What closing costs apply, and how would replacing the existing mortgage change the rate, term, and total interest? |
Compare the amount and timing of funds, total fees, repayment predictability, and effect on existing mortgage debt. Depending on your circumstances, an alternative may be less risky or less costly than a HELOC; the CFPB specifically advises considering those trade-offs.

- The offer gives a draw-period payment but omits the repayment-period payment or any balloon balance.
- A waived closing charge has no explanation of the conditions that could make it payable later.
- Annual, inactivity, transaction, conversion, or early-cancellation fees are missing from the summary.
- The lender will not provide the fee schedule, account-opening disclosures, or a written payoff process.
- The line is presented as permanently available even though the agreement permits a freeze after a home-value or financial change.

Questions to ask before choosing
- What exact index and margin determine the variable rate, and how often can the rate change?
- What periodic and lifetime caps, floors, or introductory-rate rules apply?
- What payment would I owe on my expected balance at the current rate and at the maximum rate allowed by the contract?
- How much principal does the draw-period minimum pay down each month?
- What are the draw and repayment dates, and is repayment fully amortizing?
- Is there any balloon payment, and what amount and date should I expect?
- Which balances can be converted to a fixed rate, at what rate, for what term, and for what fee?
- List every application, closing, annual, transaction, inactivity, conversion, prepayment, and early-cancellation charge, including conditions and waivers.
- Can you freeze or reduce further draws, and what events permit that action?
- What happens to the line if I sell, refinance, or pay it off early?
- Which disclosures control if the advertised offer and final contract differ?
Bottom line
Choose the HELOC whose written rate formula, total fees, draw-period payment, repayment payment, and exit rules fit the same borrowing assumptions you used for every other offer. Treat a low initial payment as incomplete information until you know how much principal it pays down and what happens when the draw period ends. Because the line is secured by your home, reject any structure that depends on an uncertain future refinance, sale, or income increase to remain affordable.
