How to Compare Government Debt Interest Costs Across Countries

The fairest cross-country comparison uses the same general-government perimeter, accounting basis, year and debt definition for every country. Report three measures together: gross interest payments as a percentage of GDP, gross interest payments as a percentage of government revenue, and an effective interest rate calculated from accrual interest expense and a clearly defined debt stock.

These measures answer different questions. Interest-to-GDP shows the economy-wide burden, interest-to-revenue shows pressure on the public budget, and the effective interest rate estimates what the existing debt stock costs on average. A debt-to-GDP ratio alone cannot show any of those results reliably.

The three measures you should compare

Start with a table that separates burden, affordability and the cost of outstanding debt. Do not label the first two ratios as interest rates.

Measure Calculation What it tells you Main qualification
Interest-to-GDP 100 × general-government gross interest payments ÷ nominal GDP How large annual interest payments are relative to the whole economy It is a burden ratio, not a borrowing rate
Interest-to-revenue 100 × general-government gross interest payments ÷ general-government revenue How much of public receipts is absorbed by interest Revenue and interest must cover the same government sector and accounting basis
Effective interest rate (EIR) 100 × accrual interest expense ÷ specified debt stock The average cost of the existing debt portfolio State whether the denominator is beginning-of-period or average debt, and define the debt instruments included

The OECD defines effective interest rates as the ratio of interest payments to debt stock, estimated under accrual accounting using several data sources. In debt-dynamics work, it commonly divides interest payments by the previous-period debt stock. Using average debt can be preferable when the stock changes substantially during the year, but either convention is defensible if it is disclosed and applied consistently.

Why all three ratios matter

A country can have a modest interest-to-GDP ratio but a high interest-to-revenue ratio if its tax base and public receipts are small. Conversely, a country with high revenue may devote a manageable share of receipts to interest even when the economy-wide ratio is larger. The EIR adds a pricing perspective: two governments can pay different rates on similar debt amounts because their maturities, coupons, inflation indexation and refinancing dates differ.

Set the government and debt perimeter first

Use consolidated general government when possible

For an apples-to-apples fiscal comparison, use consolidated general government rather than mixing a central-government interest bill with a general-government debt stock. Consolidation removes transactions and positions between government units. Record whether your data include central government, state or provincial governments, local authorities and social-security funds.

The IMF World Economic Outlook framework defines government debt as liabilities that require payment of interest or principal. Its coverage includes special drawing rights, currency and deposits, debt securities, loans, insurance, pensions, standardized guarantees and other accounts payable. Equity, investment-fund shares, derivatives and employee stock options are excluded. Apply the same rule to every country in your sample.

Choose gross or net debt deliberately

Gross debt measures liabilities without subtracting the government’s financial assets. Net debt subtracts specified financial assets and is consolidated to avoid double counting. Gross debt is normally the more natural denominator for an interest-cost comparison because interest is paid on liabilities; net debt answers a different question about the government’s financial position. Never rank one country on gross debt and another on net debt without flagging the difference.

Document the instrument definition and valuation

Debt totals vary with the instruments included, valuation method and consolidation. OECD measures labelled D1 through D4 do not have identical coverage: D1 covers debt securities and loans, while D4 is the broadest total-gross-debt measure. Maastricht debt is a separate European Union measure. Two valid debt-to-GDP values for the same country can therefore differ without either being an error.

  • Write down the instruments included: securities, loans, currency and deposits, pensions, insurance and other accounts payable.
  • Specify nominal or market-value valuation.
  • Specify consolidated or unconsolidated positions.
  • Identify domestic- and foreign-currency liabilities.
  • State whether the interest figure is cash or accrual.

Build a comparable country dataset

  1. Choose the period. Match the calendar or fiscal year for interest, GDP, revenue and debt. Do not pair a 2024 interest bill with a 2023 debt stock unless the EIR convention explicitly calls for beginning-of-period debt and you identify it.
  2. Choose the accounting basis. Use accrual interest for fiscal comparisons when available. Cash interest records payments made during the period and can jump when coupons are paid or refinancing occurs; accrual accounting records the cost as it is incurred, including relevant discount and premium effects.
  3. Set the sector boundary. Use consolidated general government for numerator, denominator and debt stock, or clearly label a narrower central-government comparison.
  4. Set gross or net debt. Keep the choice unchanged across countries and years.
  5. Record the currency treatment. Calculate ratios in each country’s local currency so numerator and denominator are internally consistent. Convert to a common currency only for absolute amounts. OECD uses year-end exchange rates when converting country figures to US dollars for aggregate calculations; an analyst using another convention must state it.
  6. Capture the source vintage. Save the release date, download date, revision vintage and whether each observation is historical, estimated or projected.
  7. Check missingness. Do not silently replace an unavailable observation with a different sector, year or debt definition. Mark it as unavailable or exclude the country from that particular ranking.

Calculate the ratios correctly

Interest-to-GDP

Use 100 × gross general-government accrual interest payments ÷ nominal GDP. Nominal GDP is required because interest payments are measured in current currency units. A real-GDP denominator would mix incompatible concepts.

Interest-to-revenue

Use 100 × gross general-government accrual interest payments ÷ general-government revenue. Revenue should include the same government sector and period as interest. If one source reports tax revenue only while another reports total general-government revenue, the resulting ratios are not comparable.

Effective interest rate

Use 100 × accrual interest expense ÷ debt stock. Put the convention beside the result: beginning-of-period debt, end-of-period debt or average debt. Beginning-of-period debt aligns with the OECD debt-dynamics convention and avoids using a stock that already reflects borrowing undertaken to pay the year’s interest. Average debt can better represent a rapidly changing portfolio.

Do not substitute a 10-year government bond yield for the EIR. A market yield is the price of new borrowing in one maturity and market segment; an EIR is an accounting average across the existing portfolio, including older coupons, short-term bills, floating-rate loans and indexed instruments.

An illustrative calculation

The following is a mathematical example, not a country observation. Suppose consolidated general government reports 50 units of accrual interest, nominal GDP of 2,000, revenue of 500 and beginning-of-period gross debt of 1,000 in the same currency and year:

Measure Calculation Result
Interest-to-GDP 50 ÷ 2,000 × 100 2.5%
Interest-to-revenue 50 ÷ 500 × 100 10%
EIR 50 ÷ 1,000 × 100 5%

The three percentages describe the same interest bill from different angles. None is a universal sustainability cutoff.

Why debt composition changes the timing of interest costs

Fixed-rate debt reprices slowly

When most liabilities carry fixed coupons, a change in market rates affects the interest bill only as old debt matures or is refinanced. OECD analysis says changes are usually gradual because fixed-rate debt dominates and governments rarely refinance more than one-quarter of their debt in a single year. A country can therefore experience higher market yields without an immediate, equally large increase in its accrual EIR.

Floating-rate and short-term debt reset quickly

Floating-rate loans and securities reset against reference rates, while short-term bills mature frequently. Their costs transmit monetary-policy changes faster than those of long bonds. A country with a similar debt-to-GDP ratio but a larger floating or short-term share can show a faster rise in interest-to-GDP and interest-to-revenue.

Inflation-linked debt adds indexation

Inflation-linked bonds adjust principal, coupons or both according to an inflation index. The OECD reported that such bonds represented about 8% of OECD debt stock but around 30% of interest payments in 2022. The comparison is a reminder that a small instrument share can generate a large share of accrual interest when inflation indexation is high.

Currency and investor structure matter

Foreign-currency debt can revalue when the domestic currency depreciates, raising the local-currency burden and refinancing risk. Domestic-currency debt may give the issuer more control over liquidity, but it is not automatically cheap or risk-free. Also record the investor base, maturity profile and the share of debt that must be refinanced within one year.

Why similar debt-to-GDP ratios produce different interest bills

Debt-to-GDP is a stock ratio. Interest payments are a flow generated by the stock’s price, maturity and composition. Countries with the same debt ratio can therefore differ because of:

  • Different effective rates: one portfolio may contain older low-coupon bonds while another has recently refinanced at higher yields.
  • Maturity schedules: long average maturity delays repricing; concentrated near-term maturities expose the budget to current market rates.
  • Floating-rate exposure: resets pass policy-rate changes through quickly.
  • Inflation indexation: indexed principal or coupons increase accrual costs when inflation rises.
  • Currency composition: depreciation can increase the domestic value of foreign-currency liabilities.
  • Accounting conventions: cash and accrual measures can move differently, as can nominal and market-value debt.
  • Government perimeter: a central-government bond bill is not directly comparable with consolidated general-government interest.
  • Revenue capacity: equal interest-to-GDP ratios create different budget stress when revenue-to-GDP ratios differ.

Use the major official data sources appropriately

OECD

OECD Global Debt Reports, Economic Outlook data, borrowing surveys and the EIR annex provide information on interest expenditure, debt composition, issuance yields and methodology for many member economies. The OECD’s 2026 report estimates aggregate OECD interest expenditure at 3.3% of GDP in 2025, close to a 3.4% peak in the previous decade. Those are aggregate estimates for 2025, not final audited figures for every member and not a ranking of individual countries.

IMF

IMF World Economic Outlook and Government Finance Statistics provide broad country coverage and standardized gross- and net-debt concepts. Confirm whether the release reports estimates, forecasts or revised historical data, and whether interest is on a cash or accrual basis.

Interpret the results alongside debt dynamics

Interest ratios are warning signals, not stand-alone solvency tests. Pair them with nominal GDP growth, inflation, the primary balance, average maturity, the share refixing within one year, currency composition, refinancing needs and the investor base.

The OECD debt-dynamics framework decomposes changes in the debt ratio into interest, inflation, real growth, the primary balance and stock-flow adjustments. A high EIR can be offset temporarily by strong nominal growth or a primary surplus; weak growth, a primary deficit and heavy near-term refinancing can make a lower current ratio more fragile.

There is no official interest-to-GDP or interest-to-revenue threshold that applies to every country. A 4% interest-to-GDP ratio has different implications for a high-revenue issuer with long-maturity domestic-currency debt than for a low-revenue borrower with foreign-currency liabilities and frequent refinancing. Any threshold should be tied to an explicit scenario or debt-sustainability model.

Common comparison errors and fixes

Ranking by debt-to-GDP alone

Error: treating the largest debt ratio as the largest interest problem. Fix: publish interest-to-GDP, interest-to-revenue and EIR beside the debt ratio, using one debt definition.

Mixing bond yields and interest expenditure

Error: comparing a current 10-year yield in one country with an annual general-government interest bill in another. Fix: call the yield a market price for new borrowing and calculate EIR from accrual interest and the outstanding debt stock.

Combining cash and accrual data

Error: using cash interest for one country and accrual interest for another. Fix: select one basis, explain it, and show a separate cash series only as supplementary information.

Ignoring revisions and estimates

Error: presenting a provisional estimate as a final historical observation. Fix: label estimated or projected values in the table and preserve the source vintage.

Converting ratios before calculating them

Error: converting interest and GDP with different exchange rates and then dividing. Fix: calculate each ratio in local currency; use a common currency only for separately reported levels and document the exchange-rate date.

Hiding unavailable data

Error: filling a missing revenue or debt value with a nearby year or a different government sector. Fix: mark the observation unavailable, or exclude it from that comparison and state the coverage rule.

A practical presentation format

A reader can audit a country comparison quickly when every row contains the same core fields. Use a table with these columns:

  • Country and year
  • Interest-to-GDP
  • Interest-to-revenue
  • EIR and denominator convention
  • Gross debt-to-GDP using the selected definition
  • Average maturity and share refixing within one year
  • Fixed, floating and inflation-linked shares
  • Domestic- and foreign-currency shares
  • Nominal GDP growth and inflation
  • Primary balance and refinancing needs
  • Source vintage and estimate flag

Sort by the measure that matches the reader’s question. Use interest-to-GDP for the economy-wide burden, interest-to-revenue for fiscal affordability and EIR for the cost of the existing portfolio. If rankings differ, explain the debt composition, revenue base and accounting perimeter rather than declaring one ranking to be the definitive answer.
