The right choice depends on your home country, destination, currencies, purchase and cash needs, and the exact terms of each card. Compare the exchange-rate markup and every fee together—not just a zero foreign-transaction fee—then choose a combination that works at your merchants and ATMs.
In this guide, “forex card” means a prepaid travel-money card. A prepaid card uses money loaded in advance, a debit card draws from a bank or credit-union account, and a credit card involves borrowing that must be repaid. Those funding differences affect cost, cash access, acceptance, fraud exposure and your ability to control spending.

Start with the costs you will actually incur
Make a list of the transactions you expect: card purchases, hotel deposits, car-rental holds, ATM withdrawals and any online payments billed in a foreign currency. Then price each card for that mix. A card that is inexpensive for purchases can be costly for cash, while a card with a visible exchange rate at loading may still have a wide rate margin or high reload fee.

- the issuer’s exchange rate and any markup over its underlying rate;
- foreign-transaction or international-service fees;
- prepaid loading, reload, inactivity and replacement fees;
- the issuer’s ATM fee, the foreign ATM operator’s fee and any network surcharge;
- fees for spending in a currency that was not loaded or held;
- annual, monthly or account fees;
- interest and cash-advance charges on credit cards; and
- limits, supported currencies, eligibility rules and dispute protections.
Use the same transaction amount and currency when comparing products. A “no foreign-transaction fee” claim does not tell you whether the card’s exchange rate includes a markup, nor does it cover ATM operator fees.
A simple comparison calculation
For a purchase, estimate the home-currency cost as:
foreign amount × card exchange rate + foreign-transaction fee + any fixed fee
For a cash withdrawal, add the issuer ATM fee, the ATM operator fee and any conversion charge. For a credit card, include interest if you will not pay the statement balance under the card’s terms. For a prepaid card, include the cost of loading and, if applicable, converting again when you spend an unsupported currency.
Rates change, so a calculation is an estimate unless the card locks a rate at the time you load funds. A locked or displayed rate improves predictability; it does not prove that the rate is cheaper than a debit or credit card’s rate on the day of purchase.
What each card type actually does
Prepaid forex or travel-money card
You fund a prepaid card before spending, sometimes by loading one or several supported currencies. The balance is not a bank overdraft or a credit line. If the product converts money when you load it, you may see the rate and the resulting foreign-currency balance in advance. That can help you budget and limit the amount exposed if the card is lost.

Check the full fee schedule. Loading may have a percentage or fixed charge; reloads may cost extra; an inactivity fee may apply after a period without use; and replacement can cost money. Spending in a currency that is not stored on the card can trigger a separate conversion fee or a less favorable rate. Some cards allow a general home-currency balance and convert at purchase, while others require a specific wallet for each currency.
Acceptance is product-specific. Government of Canada travel guidance cautions that prepaid travel cards may cost more than debit or credit cards and may not be accepted by some hotels or car-rental companies or at some foreign ATMs. Treat that as a warning to verify the actual agreement, not as a statement that every prepaid card fails at those locations. A hotel or rental agency may require a credit line for a security hold even when it accepts a prepaid card for the final bill.
Debit card
A debit card normally draws directly from a bank or credit-union account. It avoids borrowing interest on ordinary purchases, but an overseas transaction can combine a conversion markup, an international fee and an ATM charge. A withdrawal can also be subject to your account’s daily limit, a separate overseas limit or an overdraft arrangement.
Before leaving, identify partner ATM networks and the account’s fee rules. Government of Canada advice recommends using bank-affiliated ATMs where possible and notes that overseas debit withdrawals can cost extra. The ATM owner can charge independently of your bank, so the amount shown on the machine may not be the final cost.
Debit acceptance varies by country, merchant category and network. Carry a backup payment method and a modest amount of local cash appropriate to the destination. Keep enough money in the account for pending transactions and holds; a hotel or rental authorization can temporarily reduce available funds even when the final charge is lower.

Eligibility, approval, limits and benefits depend on the issuer and market.

Many cards avoid purchase interest when you pay the statement balance in full by the due date, but the card agreement controls the grace period and exceptions. If you carry a balance, interest can overwhelm a small difference in exchange fees. A credit line can be useful for hotel and car-rental deposits because the hold does not remove money from your bank account, but it can also reduce available credit during the trip.
An ATM withdrawal is usually a cash advance, not an ordinary purchase. It may have a cash-advance fee, a different interest rate and interest starting immediately. Government of Canada travel guidance warns that credit-card ATM withdrawals can incur high fees and interest. Read the cash-advance terms before treating a credit card as your cash-access plan.

Separate purchases from ATM cash
Do not rank cards using a purchase fee and then assume the result applies to cash. For purchases, the key variables are the conversion rate, markup and foreign-transaction fee. For cash, the ATM owner’s fee and your issuer’s fee can dominate, and a credit-card withdrawal may add immediate interest.
Planning debit or prepaid withdrawals
Look for bank-affiliated ATMs and check whether your issuer refunds or waives operator fees. Confirm daily limits and whether a separate overseas limit applies. If the machine offers to convert the withdrawal into your home currency, evaluate that offer under the dynamic-currency-conversion rules below.
Planning credit-card cash
Use a credit card for an ATM only after checking the cash-advance fee, interest rate, interest start date and available cash limit. A purchase card with a low foreign-transaction fee can still be an expensive cash card.
Dynamic currency conversion: decide at the terminal
Dynamic currency conversion (DCC) is an offer by a merchant or ATM to bill you in your home or billing currency instead of the local currency. Visa’s consumer guidance says a compliant offer should show both amounts, both currency symbols, the exchange rate and any additional fee or markup, and give you a choice to accept or decline.

Compare the displayed home-currency amount with what your own card would charge under its conversion terms. If the rate or fees are missing, or you feel pressured, decline the conversion and contact your issuer if the choice was not presented properly. Canadian government guidance generally advises selecting the local currency. Australian Competition and Consumer Commission material also warns that paying in Australian dollars can cost more when the overseas bank adds a rate margin. These are practical starting rules, not guarantees: a transparent DCC offer could theoretically be cheaper than a particular card, so compare the actual numbers.
What to check before accepting DCC
- Confirm that the transaction is in the destination’s local currency or in your billing currency.
- Read the exchange rate and any stated fee or markup.
- Compare the displayed total with your card’s published conversion terms.
- Choose local currency when the DCC cost is higher or the offer is unclear.
- Keep the receipt showing the currency and amount.
Historical Australian examples—and how to use them correctly
The ACCC’s consumer material illustrates why the whole fee stack matters. These figures describe Australian products and 2019 conditions; they are not current quotes or predictions for another country.
ATM example
In an ACCC example of a May 2019 overseas ATM withdrawal equivalent to AUD$100 in British pounds, a big-four-bank travel-money card without pounds preloaded incurred an approximately GBP2 ATM fee (about AUD$3.70) and a 5.25% currency-conversion fee. The ACCC estimated total fees of about AUD$8.90—almost 9% of the withdrawal.
Purchase example
For a USD$200 purchase, ACCC research estimated that big-four-bank customers could save up to AUD$13 by using a debit or credit card without international transaction fees instead of a travel-money card, or up to AUD$5 by using a debit or credit card that did charge those fees. Those were historical market comparisons, not universal savings.
Examples of cited travel-card charges
In its 2019 inquiry report, the ACCC described reviewed products with a loading fee of up to 1.1% or AUD$15, whichever was greater, overseas ATM charges of up to GBP2 or USD2.50 in cited examples, and a fee of up to 5.95% for a transaction in a currency with no value stored on the card. These were examples from products and terms examined at that time, not standard fees across the market today.
A step-by-step way to choose your mix
- Define the trip. Write down destinations, currencies, expected card purchases, hotel or rental deposits, ATM withdrawals and online transactions.
- Identify what “forex card” means locally. Confirm whether the product is prepaid, which currencies can be loaded, and whether it converts at loading or at purchase.
- Collect current terms. Save each issuer’s fee schedule, exchange-rate explanation, ATM rules, limits, supported-country list, replacement policy and dispute process.
- Calculate representative transactions. Use one purchase and one withdrawal amount you genuinely expect. Include every applicable fee and, for credit, possible interest.
- Check acceptance. Ask hotels and car-rental companies whether they accept prepaid or debit cards for deposits, and verify ATM availability at your destinations.
- Choose a primary and backup. A common risk-control approach is one card for routine purchases and a separate card or cash reserve if the first is lost, blocked or rejected. Do not keep every payment method in the same wallet.
- Set travel controls. Notify the issuer if required, confirm contact methods, set transaction alerts, record emergency numbers and check how to freeze or replace the card from abroad.
- Recheck before departure. Fees, exchange rates, ATM partnerships and acceptance can change. Recalculate if the issuer changes its terms or your itinerary changes.
Common failure points and fixes
The card is declined despite having money
Possible causes include a blocked overseas transaction, an unsupported merchant category, an offline terminal, a daily limit or a hotel deposit requirement. Use the issuer’s travel controls, ask the merchant whether another payment method is accepted and keep the backup method separate.

The ATM cost is much higher than expected
Review the receipt for both the operator fee and the issuer’s posted transaction. Check whether you accepted DCC, whether the withdrawal was coded as a credit cash advance and whether a conversion fee applied to an unheld currency. Prefer a bank-affiliated ATM and make fewer, planned withdrawals within your safe cash needs.
A prepaid balance is stranded
You may have loaded too much into a currency that you did not use. Check the issuer’s conversion-back, refund and closure rules before loading large amounts. An inactivity or replacement fee can reduce a leftover balance.
The exchange rate looks different from the rate seen online
Reference rates, network rates, issuer rates and DCC rates are different figures. Check when your issuer sets its rate—at authorization, settlement or loading—and add the stated markup and fees. A pending transaction can also settle at a different rate.

Questions to answer before you leave
- Which card has the lowest total cost for my actual purchase and withdrawal amounts?
- What happens if I spend a currency I did not preload or hold?
- What are the issuer and ATM-operator fees, and can either be waived?
- Will hotels and rental companies accept this card for a deposit?
- What is the daily withdrawal, spending and credit limit?
- How do I freeze the card, report fraud and obtain emergency assistance abroad?
- What protections and dispute deadlines apply in my country?
- What is my backup if the primary card, phone or ATM network fails?
Bottom line: choose by transaction, not by label
A prepaid forex card can provide advance funding, a visible loaded balance and possible rate certainty. A debit card gives direct access to bank funds and can be practical for local cash. A credit card can provide a credit line for purchases and deposits, but interest and cash-advance costs matter. Compare each card’s conversion margin, every fee, acceptance and protections for your specific country, destination and spending pattern. Select local currency when DCC is unclear or more expensive, and travel with a backup payment method rather than relying on a single card.
