How to Compare Foreign-Currency Fees Before Choosing a Travel Card

By TheFinanceBase Team 11 min read

The cheapest travel card is the one that produces the lowest total cost for your trip—not necessarily the one advertising a 0% foreign-transaction fee. Compare card purchases and ATM withdrawals separately, then add the exchange-rate margin, funding or loading charges, account costs, and any fee for spending in a currency you did not preload. The right result depends on your home country, cardholder currency, destinations, spending pattern, and need for cash.

Use the same trip scenario for every candidate, record each issuer’s current fee schedule for your market, and calculate the result in your home currency. The framework below works for an existing bank debit or credit card, a prepaid travel-money card, and a locally available multi-currency account or card.

What makes up the real cost of spending abroad?

A foreign-currency transaction can have several independent costs. A provider may charge a percentage conversion fee, apply a margin to the exchange rate, add a separate ATM fee, and impose account or funding charges. A merchant or ATM can also offer dynamic currency conversion (DCC), which is a separate conversion at the point of sale. Treat every component as a line item rather than relying on one headline percentage.

Card purchases

For a purchase, identify:

  • the issuer’s foreign-transaction or currency-conversion fee, including whether it is a percentage, a fixed amount, or both;
  • the exchange-rate source, the time at which the rate is set, and any provider margin or spread;
  • whether a different rule applies when the purchase currency is not one you hold or have loaded; and
  • the consequence of accepting a merchant’s home-currency conversion instead of being charged in the local currency.

ATM withdrawals

Cash has its own schedule. Check the card provider’s withdrawal fee, any percentage or minimum charge, the exchange-rate rule for cash, and the fee charged by the ATM owner. A card that is inexpensive for purchases can be expensive for withdrawals.

Funding and account costs

Prepaid and multi-currency products may charge for loading money, exchanging currencies, withdrawing cash, or spending from an unloaded balance. An annual, monthly, or inactivity fee can matter when the card is used only for occasional trips. Limits, eligibility rules, and acceptance restrictions can be more important than a small percentage difference.

The Australian Competition and Consumer Commission (ACCC) describes these fee categories in its consumer guidance on foreign currency and money exchange. Its inquiry report also explains how several charges can apply to one travel-card transaction.

Set one realistic trip scenario before comparing cards

Comparing cards with different assumptions produces a misleading answer. Write down the scenario that represents how you will actually travel:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Home country and cardholder currency. Rules, availability, consumer protections, and issuer pricing are market-specific. State the currency in which your income and bill are settled.
  2. Destination countries and currencies. List every currency you expect to use, including transit stops. A card may price a supported currency differently from an unlisted one.
  3. Purchase amount. Estimate total card purchases by currency. Separate large bookings from everyday spending if a fixed fee could affect the result.
  4. Cash requirement. Estimate the number and size of withdrawals, not just the total. A per-withdrawal fee makes five small withdrawals more expensive than one larger withdrawal.
  5. Timing and funding plan. Note whether you will preload money, convert in advance, fund the account from a bank card, or spend directly from a bank account.
  6. Acceptance needs. Consider offline terminals, transport systems, hotels, car-rental deposits, contactless limits, and whether a backup card is necessary.

Use the same purchase total, withdrawal pattern, currencies, and funding method for every candidate. Record the date of each fee schedule because prices and terms can change.

The fee checklist to apply to every card

1. Foreign-transaction or conversion fee

Find the exact clause for purchases made in a foreign currency. Record the percentage, any minimum or fixed amount, and the base to which it is applied. Some schedules calculate the fee on the converted home-currency amount; others describe it as part of the conversion rate. Do not assume that a domestic purchase made while travelling is treated as foreign, or that every foreign-currency transaction is treated identically.

2. Exchange-rate basis and markup

Identify whether the rate comes from a card network, the issuer, a published reference rate, or a rate shown in the product’s app. Then determine whether the issuer adds a margin and when the conversion is locked. A “zero fee” statement does not prove that the exchange rate has no markup. Compare the rate you would receive with a clearly identified reference rate at the same time, while recognizing that the final posting time can differ from the purchase time.

For European consumers, the European Commission explains that currency-conversion charges are commercially set by providers rather than being one standardized EU fee. Its payment guidance is available at Your Europe. The Commission’s FAQ, last checked 1 July 2026, is at this payment FAQ. Apply that information only where the relevant EU rules cover you.

3. Provider and ATM-owner charges

List the card provider’s fee and the machine owner’s possible surcharge as separate items. The ATM screen should show any owner fee before you confirm. Check whether the provider refunds owner fees, limits the number of free withdrawals, imposes a monthly allowance, or applies a different rate to cash than to purchases.

4. Loading, exchanging, and spending from a prepaid balance

For a travel-money card, document the cost of adding funds, moving money between currency wallets, withdrawing cash, and spending when the required currency is not loaded. Funding through a bank transfer may have a different cost from funding with another card. A single transaction can trigger more than one charge, so map the complete path from your home-currency account to the final merchant settlement.

5. Account fees, limits, and eligibility

Record annual or monthly fees, minimum balances, inactivity charges, top-up limits, daily withdrawal limits, maximum stored balances, age or residency requirements, and dispute or replacement-card costs. Also note whether the card is available to residents of your country and whether all destination merchants accept its network. A slightly higher conversion cost may be preferable if it avoids a limit that would disrupt your trip.

6. Dynamic currency conversion

DCC occurs when a merchant or ATM offers to charge you in your home currency rather than the local currency. It is not the same as your card’s normal conversion. Visa’s consumer guidance says: “Merchants and ATMs should give you a choice to accept or decline currency conversion and must not choose on your behalf.” Visa also says the display should show both currency amounts, the exchange rate, and any extra fee; review those details before selecting an option at Visa’s DCC guidance.

Compare the three main card approaches

Option What to examine Where it may fit Main risk
Existing bank debit or credit card Purchase conversion fee, exchange-rate margin, cash fee, ATM-owner surcharge, credit terms, and foreign-use alerts Travellers who want an established account and do not need to preload currencies A low purchase fee can conceal costly cash withdrawals or a rate margin
Prepaid travel-money card Loading channel, loading fee, wallet exchange fee, unloaded-currency charge, ATM fee, expiry or inactivity terms, and stored-currency limits Travellers who want to lock or budget a balance in supported currencies Multiple charges can stack, and an unlisted or empty wallet may be expensive
Multi-currency account and card Account subscription or maintenance fee, conversion spread, supported currencies, funding route, ATM rules, limits, and local availability Frequent travellers or people who regularly receive and spend several currencies Terms vary sharply by country and plan; availability and protections must be verified

These are comparison categories, not a ranking. The available public sources do not establish a current, cross-country price table or a universally cheapest named card.

Build a side-by-side worksheet

Put every candidate on one sheet. If an issuer does not publish a value for a row, write “not stated—verify the current issuer schedule” rather than assuming the charge is zero.

Use the issuer’s fee schedule and product terms for the relevant country and date. A provider-specific schedule, such as the CommBank travel-money-card fee page, illustrates why loading, ATM, and currency rules must be read separately; it is not a market benchmark or a recommendation.

If a provider quotes a single rate that already includes its margin, do not add the same margin again. If the schedule gives only a percentage, apply it to the stated base and keep the calculation visible.

Illustrative purchase calculation

Suppose a traveller expects the equivalent of 2,000 units of foreign-currency purchases. This is a demonstration, not a current issuer quote. If a hypothetical card charges a 1.5% conversion fee and its rate is 0.8% worse than the chosen reference rate, the two percentage costs together equal 2.3% of the converted amount. On a home-currency equivalent of 2,000, that is 46 in home-currency units before any account fee. A card advertising “no foreign-transaction fee” could still cost 16 through a hypothetical 0.8% exchange-rate margin; the exact issuer rate must be verified rather than inferred.

Illustrative cash calculation

For three withdrawals of 200 each, count a per-withdrawal provider fee three times. Add any percentage cash fee and every ATM-owner surcharge. If the provider charges a fixed amount per withdrawal, one larger permitted withdrawal may reduce fees, but carrying more cash increases loss and security exposure. Never assume that the purchase calculation applies to cash.

What historical travel-card examples teach—and what they do not

The ACCC’s 2019 inquiry reviewed nine travel cards and found examples of charges that could stack. In that historical sample:

  • some loading channels could cost up to 1.1% of the amount loaded or AUD 15, whichever was greater; and
  • a charge of up to 5.95% could apply when spending in a currency for which no value was stored on the card.

Those figures describe the 2019 inquiry, not current offers. They are useful as a warning to inspect loading and unloaded-currency rules, but they must not be used as today’s market prices. Read the full ACCC final report alongside the provider’s current terms.

Handle dynamic currency conversion at the terminal

  1. Look at the transaction screen or receipt and confirm the local-currency amount.
  2. Check whether the merchant or ATM is offering to convert it to your home currency.
  3. Read the displayed exchange rate and any separate fee.
  4. Unless your comparison shows that the DCC offer is genuinely cheaper, decline the conversion and allow your card provider to process the local-currency transaction.
  5. Keep the receipt showing the currency, amount, rate, and fee in case the posted transaction differs.

DCC can be presented clearly or obscurely. The important distinction is that it is an additional choice at the terminal, not proof that your card’s normal foreign-currency terms are favorable.

Country and jurisdiction checks

Do not transfer a fee conclusion from one country to another. Confirm that the product is offered to residents of your market, that the account is regulated under the rules relevant to you, and that the issuer’s schedule is denominated in your home currency. The European Commission’s material applies to the jurisdictions covered by its rules; it does not set a universal worldwide conversion price.

For Spanish consumers, Banco de España discusses comparison and disclosure considerations for currency-conversion services under European rules in its currency-exchange guidance. Australian readers can use the ACCC consumer page and inquiry report for fee categories and historical travel-card examples. In every market, the issuer’s current fee schedule controls the actual price.

A practical comparison procedure

  1. Define the trip. Enter home currency, destination currencies, purchase total, withdrawal count and size, and expected travel dates.
  2. Collect primary documents. Save the current fee schedule, product disclosure statement, exchange-rate explanation, ATM policy, and eligibility terms for each candidate.
  3. Separate purchase and cash rows. Never use one “foreign fee” cell for both.
  4. Record the rate method. Write down the network or issuer rate, the stated margin, the conversion timestamp, and whether the rate is guaranteed or indicative.
  5. Map funding. Follow money from your home account through loading or conversion to the merchant. Include every fee on that path.
  6. Price each scenario. Calculate purchases, withdrawals, and account costs in home-currency units.
  7. Test currency coverage. Check what happens when a destination currency is unsupported, unavailable, or absent from a prepaid wallet.
  8. Check constraints. Apply withdrawal, loading, balance, acceptance, residency, and replacement-card limits to your actual plans.
  9. Run a sensitivity check. Recalculate with less cash, more cash, a second destination currency, and a different purchase total. A card that wins in one pattern may lose in another.
  10. Verify at the point of use. Decline unwanted DCC, inspect ATM fees, and keep receipts so the posted amount can be reconciled.

Common comparison mistakes and fixes

Looking only at the advertised foreign-transaction percentage

Fix: add the exchange-rate margin, fixed charges, and account costs to the same trip calculation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming purchase and ATM pricing are identical

Fix: model every withdrawal separately, including provider and machine-owner fees.

Treating “free ATM” as universal

Fix: verify the countries, networks, monthly allowance, and whether the ATM owner can still charge.

Preloading without checking supported currencies

Fix: list the currencies you will use and price an unloaded-currency transaction before choosing a prepaid product.

Accepting DCC automatically

Fix: compare the displayed DCC rate and fee, then choose deliberately. The merchant or ATM should not choose for you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using an old promotion or fee sheet

Fix: record the publication or access date and recheck terms immediately before departure.

Comparing products from different markets as if they were interchangeable

Fix: use products available to the same residency and cardholder-currency profile, and label every price by country and date.

Final pre-departure checklist

  • Purchase conversion fee and its calculation base are recorded.
  • Exchange-rate source, margin, and conversion timing are understood.
  • Provider ATM fee and possible ATM-owner fee are priced separately.
  • Loading, funding, wallet-switching, and unloaded-currency charges are included.
  • Annual, monthly, inactivity, replacement, and other account fees are checked.
  • Withdrawal, loading, balance, and acceptance limits fit the itinerary.
  • The product is available and eligible in the traveller’s home market.
  • The trip calculation uses the same assumptions for every candidate.
  • A backup payment method is available if a merchant, terminal, or ATM rejects the primary card.
  • At each terminal, the traveller can identify and decline unwanted dynamic currency conversion.
