How to Compare FHA Mortgage Offers, Fees, and Mortgage Insurance Costs

The safest way to compare FHA mortgages is to request written Loan Estimates from several lenders using identical assumptions, then compare the complete cost—not just the advertised rate. Put the interest rate, APR, points, lender credits, itemized closing costs, FHA upfront and annual mortgage insurance, estimated cash to close, and projected monthly payment on one worksheet. A lower rate can cost more when it requires points or carries higher fees.

Use current, personalized Loan Estimates for a decision. Consumer Financial Protection Bureau rate illustrations dated April 1, 2025 are historical examples, not quotes for October 2026. FHA mortgage-insurance rules can also change; the figures below from HUD Mortgagee Letter 2023-05 must be checked against current HUD Handbook 4000.1 and the terms of your case.

What to compare on every FHA offer

Collect Loan Estimates for the same property and borrower scenario. Compare these items side by side:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Interest rate, whether it is locked, and the lock expiration date.
  • Annual percentage rate (APR), with the loan product and term identified.
  • Discount points, origination charges, lender credits, and other lender-controlled fees.
  • FHA upfront mortgage insurance premium (UFMIP), including whether it is paid in cash or financed.
  • Annual FHA mortgage insurance premium (MIP), its rate, and how long it applies under the applicable HUD tier.
  • Principal-and-interest payment, mortgage insurance, escrow, taxes, homeowners insurance, and other assessments.
  • Total loan costs, estimated cash to close, and the amount of any seller or lender credits.
  • Loan term, fixed or adjustable structure, rate-lock assumptions, occupancy, property type, and expected closing date.

Do not call one offer cheaper until you know that a difference comes from price rather than a changed assumption. A quote based on a 15-year term, a larger down payment, a different property type, or an unlocked rate is not an apples-to-apples comparison with a 30-year, lower-down-payment, locked quote.

Make the Loan Estimates genuinely comparable

Give every lender the same scenario

When requesting estimates, provide the same purchase price, down payment, requested base loan amount, loan term, occupancy, property type, credit and income information, expected closing date, and desired rate-lock period. State that the loan is FHA-insured and identify whether you are considering a fixed-rate or adjustable-rate mortgage. Ask each lender to disclose the number of points and the dollar value of any lender credit.

Keep a dated copy of every estimate. If one lender changes an assumption, write down the change before comparing totals. For example, a lower cash-to-close figure may simply reflect a larger lender credit paired with a higher rate, while a lower monthly payment may result from a shorter MIP duration, a different tax estimate, or a longer loan term.

Confirm lock status and expiration

A rate that is not locked can change before closing. Record the date and time the lock begins, how long it lasts, and the cost or rules for an extension. A locked quote can still change when the loan amount, property, appraisal, credit profile, or other material facts change. Ask the lender what would trigger a revised Loan Estimate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check product type before using APR

Compare fixed-rate offers with fixed-rate offers and adjustable-rate mortgages (ARMs) with ARMs. The Consumer Financial Protection Bureau says APR reflects the interest rate plus points, broker fees, and other charges, but cautions that APR is not a complete decision rule. An ARM’s APR may not show the loan’s maximum future interest rate, and APR comparisons across unlike products can mislead.

Read the three key pages of the Loan Estimate

The Loan Estimate is the standardized disclosure that lets you compare an offer before committing. Use the page references below to find the numbers quickly.

Loan Estimate location What to examine Why it matters
Page 1 Loan amount, interest rate, projected payments, and whether the rate is locked Shows the headline borrowing terms and the payment components the lender used.
Page 2 Origination charges, points, required and optional services, taxes, prepaid items, initial escrow, other costs, lender credits, total closing costs, and estimated cash to close Reveals the upfront price and which costs are controlled by the lender, selected by you, or imposed by government and the property.
Page 3, “Comparisons” APR, total principal and interest over the first five years, and other comparison figures shown for the product Provides a standardized long-term comparison, but must be read with the term, rate type, and fee structure.

Separate one-time costs from recurring costs. UFMIP, points, prepaid interest, and settlement charges affect cash needed at closing; annual MIP, principal, interest, taxes, insurance, and assessments affect the ongoing payment.

Interest rate, APR, points, and lender credits

Interest rate is the borrowing price

The note rate determines the scheduled principal-and-interest payment. It does not include every fee required to obtain the loan. A lender can advertise a low rate while charging discount points or higher origination costs.

APR adds finance charges

“An annual percentage rate (APR) reflects the mortgage interest rate plus other charges,” according to the Consumer Financial Protection Bureau. APR incorporates certain points, broker fees, and other finance charges so that borrowers can see more than the note rate. It is useful when the loans are otherwise alike, but it is not a universal ranking system.

For example, an offer with a lower APR may have a different term, a different rate type, or assumptions that do not match another offer. Read the product description and page-1 rate before relying on the page-3 APR.

Evaluate points against the time you expect to keep the loan

A discount point is an upfront charge expressed as a percentage of the loan amount. In exchange, the lender may reduce the note rate. Compare the dollar cost of points with the monthly principal-and-interest savings actually shown on each estimate.

break-even months = extra upfront points and fees ÷ monthly payment savings

Only calculate a break-even period from the actual offers. Include any additional lender-controlled charges that differ, and compare the result with the time you expect to keep the loan or retain that rate. If you may refinance or sell before break-even, paying points may not recover its cost. If you expect to keep the mortgage longer, the lower payment may justify the upfront charge.

Treat lender credits as a trade-off

A lender credit reduces closing costs but usually accompanies a higher interest rate or other pricing adjustment. Compare the credit, rate, APR, total loan costs, and five-year figures together. Do not count a credit as a permanent reduction in the cost of borrowing; it changes the amount you bring to closing.

How FHA mortgage insurance changes the comparison

Upfront mortgage insurance premium (UFMIP)

HUD Mortgagee Letter 2023-05 sets standard FHA UFMIP at 175 basis points, or 1.75% of the base loan amount, for the mortgages covered by its table. The letter lists exceptions for specified refinance, Hawaiian Home Lands, and Indian Lands situations, so the standard percentage is not a promise for every FHA case.

You generally see UFMIP handled in one of two ways: paid at closing or financed into the loan. Financing it reduces cash needed at settlement but increases the amount borrowed and therefore the interest paid over time. Compare the final total loan amount, not merely the base loan amount, when evaluating the payment.

Annual MIP depends on the HUD tier

Annual MIP is charged monthly in the payment. The applicable rate and duration depend on the base loan amount, loan-to-value ratio (LTV), and loan term. There is no single annual FHA-MIP percentage that applies to every borrower.

The following examples come from the schedule in HUD Mortgagee Letter 2023-05 for loans with terms over 15 years. The letter was issued February 22, 2023, and its annual-rate provisions apply to case numbers endorsed on or after March 20, 2023. These examples must be checked against current HUD policy and the specific case.

Base loan amount LTV Annual MIP in the cited 2023 schedule Duration in that schedule
$726,200 or less 90% or less 50 basis points (0.50%) 11 years
$726,200 or less Above 90% through 95% 50 basis points (0.50%) Mortgage term
$726,200 or less Above 95% 55 basis points (0.55%) Mortgage term
Above $726,200 90% or less 70 basis points (0.70%) 11 years

The table is an illustration of selected tiers, not a complete eligibility determination. A different term, base amount, LTV, loan purpose, exception, or later HUD policy can produce a different rate or duration. Ask the lender to identify the exact tier used for your case and to show the annual MIP amount in the projected payment.

Do not assume MIP always lasts for life—or ends at 20% equity

Under the cited schedule, some loans have an 11-year duration and others have coverage for the mortgage term. The duration is tied to the applicable HUD rules and the loan’s characteristics. It is not safe to claim that every FHA borrower pays MIP for life, nor that MIP automatically ends when equity reaches 20%. Request the duration in writing.

Compare closing costs and estimated cash to close

Page 2 of the Loan Estimate separates costs into categories. Compare each category, not only the grand total.

Category What can appear there Comparison question
Origination charges Underwriting, processing, application, and similar lender charges Which charges are fixed, and which vary with the loan amount or rate?
Points Upfront rate-reduction charges What rate reduction does each dollar of points buy?
Services you cannot shop for Required services selected by the lender Are fees materially different for the same property and loan?
Services you can shop for Eligible third-party services you may select Can you obtain permitted alternatives without changing the loan terms?
Government fees and recording Recording charges and transfer or other government taxes Are differences caused by location rather than lender pricing?
Prepaids and initial escrow Prepaid interest, insurance, property taxes, and the initial escrow deposit Is a larger cash requirement temporary funding rather than a higher lender fee?
Other costs Additional settlement and property-related charges Which items are estimates that can change before closing?
Lender credits Credit offsetting some closing costs What rate or other pricing adjustment accompanies the credit?
Estimated cash to close Down payment, closing costs, credits, deposits, and adjustments How much cash must be available on the scheduled closing date?

Keep estimated cash to close separate from the ongoing payment. A large initial escrow deposit can raise cash needed at closing without increasing the lender’s margin. Conversely, a lender credit can lower cash needed at closing while leaving you with a higher monthly rate payment.

Know what a lender may charge before issuing a Loan Estimate

The Consumer Financial Protection Bureau says the only fee a lender may generally request before providing a Loan Estimate is a reasonable credit-report fee, typically less than $30. The amount is a general CFPB figure, not a guarantee for every lender. The lender must wait until you indicate that you want to proceed before charging other fees; application and appraisal fees are examples that can arise afterward. Ask for the Loan Estimate before paying a substantial application fee.

Compare the Closing Disclosure later

Save the Loan Estimate and compare it with the Closing Disclosure before signing. Check the rate, loan amount, points, lender credits, UFMIP treatment, annual MIP, cash to close, and any changed fee. Ask for an explanation of material differences rather than assuming the revised figure is correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the true monthly payment

Use the projected payment section to compare all recurring components:

  • Principal and interest.
  • Monthly FHA annual MIP based on the applicable HUD rate and duration.
  • Property-tax escrow.
  • Homeowners-insurance escrow.
  • Other required assessments, such as association dues when applicable.

Taxes and homeowners insurance can change, and some borrowers pay them directly rather than through escrow. Record what the lender included and what you would pay separately. A payment that looks lower because taxes or insurance were omitted is not actually cheaper.

Also compare how the payment behaves over time. A fixed-rate payment’s principal-and-interest portion is scheduled, while an ARM can change after its initial period. The ARM’s adjustment frequency, index, margin, caps, and maximum rate matter; do not infer future affordability from the initial payment alone.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Compare FHA structures and alternatives carefully

Fixed-rate versus adjustable-rate FHA loans

A fixed-rate loan provides a stable note rate for the agreed term. An ARM may offer a lower initial rate but carries payment risk after the introductory period. Compare the initial payment, fully indexed payment, adjustment schedule, caps, and maximum rate. APR can be especially difficult to interpret when comparing an ARM with a fixed-rate loan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shorter versus longer term

A shorter term usually requires a higher scheduled payment but may reduce the total interest paid if you keep the loan to maturity. A longer term lowers the scheduled principal-and-interest payment but can increase total interest. Compare the actual Loan Estimate figures and your expected holding period rather than assuming one term is always superior.

FHA versus conventional financing

If you qualify for both, compare the full insurance and fee structure. FHA generally has UFMIP plus annual MIP under HUD rules; a conventional offer may use a different mortgage-insurance structure, pricing, and cancellation rule. Compare the actual monthly insurance, upfront charges, cash to close, rate, APR, and total costs. Government-backed financing is not automatically cheaper or more expensive for every borrower.

A repeatable shopping process

  1. Set the scenario. Write down purchase price, down payment, base loan amount, occupancy, property type, term, desired product, closing date, and rate-lock period.
  2. Request multiple FHA Loan Estimates. Give every lender the same information and ask for current, personalized figures rather than an advertisement.
  3. Verify the rate status. Record whether each rate is locked, the lock duration, and extension terms.
  4. Record page-1 payment components. Separate principal and interest, annual MIP, escrow, and other assessments.
  5. Transcribe page-2 costs. Capture points, origination, services, government fees, prepaids, escrow, other costs, lender credits, total closing costs, and cash to close.
  6. Read page 3. Note APR and the comparison figures, then confirm that the product and term match the other offers.
  7. Ask for the FHA insurance tier. Have the lender identify the base loan amount, LTV, annual MIP rate, duration, UFMIP amount, and whether UFMIP is financed.
  8. Normalize differences. If one estimate uses a different tax amount, insurance premium, term, points structure, or credit, request a revised estimate or adjust your worksheet so the comparison is fair.
  9. Test your holding period. Calculate any points break-even from the offers’ actual dollar figures and compare it with how long you expect to keep the mortgage.
  10. Choose on total fit. Weigh cash available at closing, sustainable monthly payment, rate-change risk, MIP duration, total loan costs, and your likely time in the home.
  11. Recheck before closing. Compare the Closing Disclosure with the chosen Loan Estimate and resolve unexplained changes.

Questions to ask each lender

  • Is this rate locked? Until what date, and what does an extension cost?
  • How many discount points are included, and what rate would I receive with zero points?
  • What lender credit is included, and what rate or fee adjustment funds it?
  • What is the base loan amount before UFMIP, and what is the UFMIP dollar amount?
  • Is UFMIP paid in cash or financed? What is the resulting total loan amount?
  • Which HUD annual-MIP tier applies to my base amount, LTV, term, and case number?
  • Is annual MIP scheduled for 11 years or the mortgage term in this case?
  • Which payment items are escrowed, and which will I pay directly?
  • Which costs are lender-controlled, and which are estimates from the property or government?
  • What could cause the Loan Estimate, rate, or cash-to-close figure to change?
  • If this is an ARM, what are the first adjustment date, caps, margin, index, and maximum rate?

Common comparison mistakes and fixes

Choosing the lowest advertised rate

Problem: The rate may require points or omit costs that appear on a personalized estimate.
Fix: Compare Loan Estimates with identical assumptions and include APR, points, lender credits, total loan costs, and cash to close.

Using APR as the only score

Problem: APR can be distorted when terms, rate types, or fees differ, particularly for ARMs.
Fix: Use APR as one data point after confirming product, term, lock status, and fee structure.

Ignoring UFMIP financing

Problem: Financing UFMIP lowers upfront cash but raises the balance on which interest is charged.
Fix: Compare both cash to close and the final total loan amount.

Assuming one annual MIP rule

Problem: Annual MIP varies by base amount, LTV, term, and applicable policy; duration can be 11 years or the mortgage term.
Fix: Obtain the exact HUD tier and duration for your case in writing.

Comparing cash to close with monthly payment as if they were the same cost

Problem: Prepaids and initial escrow can inflate closing cash, while lender credits can reduce it in exchange for other pricing.
Fix: Evaluate one-time cash needs and recurring payment separately, then consider your expected time in the home.

Using stale rate examples

Problem: Historical market illustrations do not represent a current quote.
Fix: Use current lender Loan Estimates. CFPB’s cited examples use April 1, 2025 data, even though the page was modified in 2026.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to make the final decision

First eliminate offers that do not meet your cash or payment limit. Among the remaining, compare the same product and term using total loan costs, points and credits, UFMIP treatment, annual MIP rate and duration, estimated cash to close, and the rate-lock terms. If two offers are close, the one with clearer assumptions, fewer unexplained fees, and a lock that fits your closing schedule may reduce execution risk.

Before committing, verify that the FHA insurance figures are current for your case. HUD Mortgagee Letter 2023-05 is the basis for the 1.75% UFMIP and the example annual-MIP tiers above, but mortgage policy can change. Your lender should confirm the current HUD requirements, the applicable case-number timing, and every figure on the Loan Estimate.
