How to Compare Down Payment Assistance and Mortgage Programs in Florida

By TheFinanceBase Team 12 min read

The best Florida option is not simply the program offering the largest check. Compare the qualifying first mortgage, credit and education rules, county income and purchase-price limits, assistance amount, monthly payment, and the events that make the second mortgage due. Florida Housing assistance is generally a repayable second mortgage tied to a Florida Housing first mortgage—not automatically a grant—while local SHIP programs require a separate city or county check.

What a useful Florida comparison includes

Compare every option against the same home price, down payment, credit profile, household income and county. A program can reduce the cash needed at closing yet create a monthly payment, a deferred balance or a repayment obligation when you sell or refinance. Ask the lender to show both the immediate benefit and the later obligation.

As an Amazon Associate I earn from qualifying purchases.

  • Eligibility: first-time-buyer status, occupation, Florida employment, credit score, homebuyer education, household income, county and purchase-price limits.
  • First mortgage: loan type, current interest rate, term, lender participation and underwriting requirements.
  • Assistance amount and use: whether the help is a dollar cap or a percentage of the first mortgage, and whether it may cover down payment, closing costs or both.
  • Monthly affordability: whether the second mortgage amortizes and whether its payment is included in debt-to-income underwriting.
  • Repayment: whether the balance is forgiven, deferred or payable over time, and which events accelerate repayment.
  • Availability and coordination: current funding, application deadlines, participating lenders and whether a local award can be combined with the state option.

Do not compare an assistance amount in isolation. A $10,000 deferred loan with no monthly payment can affect your future sale proceeds, while a larger loan with a monthly payment can affect whether you qualify today.

Start with the Florida Housing first mortgage

Florida Housing Finance Corporation’s Homebuyer Program provides 30-year fixed-rate first mortgages through participating lenders. Its published baseline includes a minimum 640 credit score, approved homebuyer education, county-specific income and purchase-price limits, and first-time-homebuyer status. Florida Housing defines a first-time buyer as someone who has not owned and occupied a primary residence during the previous three years.

The down-payment assistance is not a stand-alone award. Florida Housing’s Homebuyer Overview states: “Down payment assistance is only available when used with Florida Housing’s first mortgage loan. Down payment assistance is NOT available as “stand alone” down payment assistance.” You therefore need a participating lender before you can evaluate the state assistance in a real loan scenario.

Confirm the first-mortgage details that can change

Interest rates, loan-level pricing, eligible loan types and funding can change. Ask the lender for the current rate and annual percentage rate for the same day and assumptions, then request a written comparison with and without assistance. The published overview establishes the program framework, not a guaranteed rate or approval.

Check the three-year first-time definition carefully

The three-year test concerns ownership and occupancy of a primary residence. A lender must apply the program’s definition to your household and documentation. Do not assume that renting, owning an investment property, inheriting a property or owning a vacation home automatically produces the same result; ask how your facts are treated.

Statewide programs compared

The following table separates the first mortgage from the assistance second mortgage. Terms come from Florida Housing’s program materials; confirm the exact note, rate and funding status with a participating lender before relying on them.

Program Assistance amount and permitted use Second-mortgage terms Monthly payment When repayment is triggered Important eligibility or caution
Florida Housing baseline with assistance Amount depends on the selected assistance program; assistance is paired with the Florida Housing first mortgage. Assistance is provided as a second mortgage rather than a stand-alone grant. Depends on the selected second mortgage. Read the specific program note. 30-year fixed first mortgage; generally 640 minimum credit score, approved education, county income and purchase-price limits, and the three-year first-time definition.
FL Assist Up to $10,000 for FHA, VA, USDA or conventional first mortgages; may be used for eligible down payment and closing costs under program and lender rules. 0% interest, non-amortizing, deferred second mortgage; not forgivable. No scheduled amortizing payment is described. Balance becomes due after specified events, including sale, transfer, satisfaction or refinance of the first mortgage, or ceasing to occupy the home as a primary residence. Must be used with a qualifying Florida Housing first mortgage.
Florida Homeownership Loan Program (FL HLP) Up to $12,500. 3% fully amortizing second mortgage over 30 years; the remaining unpaid principal balance is deferred until specified triggering events. Florida Housing’s eBook states a $52.70 monthly payment for the described assistance. The payment may count in debt-to-income underwriting. Specified events include sale, transfer, satisfaction or refinance of the first mortgage, or ceasing primary-residence occupancy. Confirm the payment, note and current availability with the lender because published terms can change.
Hometown Heroes 5% of the first mortgage amount, with a $10,000 minimum and $35,000 maximum, toward down payment and closing costs. 0% interest, non-amortizing, 30-year deferred second mortgage; not forgivable. No scheduled amortizing payment is described. Due upon events including sale, refinance, deed transfer or ceasing primary-residence occupancy. Restricted to listed Florida-based full-time workforce categories and eligible military, reserve, National Guard and veteran borrowers; eligible groups and funding can change.

How the repayment structures differ

Deferred does not mean forgiven

FL Assist and Hometown Heroes are described as 0% non-amortizing deferred second mortgages. “Deferred” means there is generally no scheduled principal-and-interest payment during the deferral period; it does not erase the principal. Florida Housing expressly says the Hometown Heroes loan is not forgivable. A sale, refinance, transfer or move-out can make the balance due even if you have made every first-mortgage payment on time.

FL HLP adds a payment to the budget

FL HLP is different because it is a 3% fully amortizing second mortgage with a 30-year term. Florida Housing’s eBook gives a stated monthly payment of $52.70 for the described assistance. That payment should be placed in the monthly housing budget and discussed with the underwriter because the program materials caution that it may count in debt-to-income calculations. The unpaid balance is still deferred until the listed triggering events, so there are two separate issues: the payment you make each month and the balance that may remain when the first mortgage is sold, refinanced or otherwise terminated.

Ask what “due” means in your documents

Before signing, ask the lender to identify the exact payoff amount, whether any interest or fees can accrue, and the deadline after a triggering event. The program summaries identify the events but your promissory note and subordinate mortgage control the enforceable terms. Keep copies of both documents and any annual statements.

Hometown Heroes: verify both occupation and funding

Hometown Heroes is not a general first-time-buyer benefit. The current Florida Housing page lists specified full-time Florida-based health-care, school, first-responder, public-safety, court and child-care workers, along with eligible military, reserve, National Guard and veteran borrowers. Your employer, job classification, work status and documentation must fit the current program definition.

The assistance equals 5% of the first mortgage, subject to the $10,000 minimum and $35,000 maximum. For an illustration only, a $240,000 first mortgage would produce 5% of $240,000, or $12,000, before applying any program or underwriting limits. The illustration does not establish that a particular borrower, home or county qualifies.

Florida Housing’s January 16, 2026 board information reported 2,475 Hometown Heroes loans in the pipeline, more than $795 million in associated first-mortgage loans and $40.1 million in Hometown Heroes assistance. Those figures are a dated pipeline snapshot, not a promise that funds are available now, a measure of approval odds or a success rate. Check the current program page and ask the lender whether an allocation remains open.

Local assistance and SHIP require a jurisdiction-specific check

Florida Housing materials describe the State Housing Initiatives Partnership (SHIP) program as a possible source of local down-payment and closing-cost assistance. SHIP funds are administered through local governments, so rules vary by city or county. Statewide materials do not establish which jurisdictions are accepting applications, the current income or purchase-price limits, the award amount, the lien terms or whether a local award can be combined with a Florida Housing second mortgage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to check a local program

  1. Identify the exact city and county where the home is located; the buyer’s residence and the property’s jurisdiction may be different.
  2. Use the local housing or community-development department’s current notice, application portal or phone number.
  3. Ask for the active funding cycle, application deadline, household-income calculation, purchase-price limit, required homebuyer class and inspection rules.
  4. Request the written assistance agreement so you can see whether it is forgivable, deferred, amortizing or repayable on sale or refinance.
  5. Ask both administrators whether the local award may be layered with the chosen Florida Housing program and how subordinate liens will be recorded.

Do not treat a past local announcement or a statewide description of SHIP as evidence that a particular county has money available today.

A step-by-step comparison process

  1. Define the purchase scenario. Give the lender the same estimated price, property type, county, household income, credit information, debts and available cash for every quote.
  2. Screen basic eligibility. Confirm the 640 minimum credit-score baseline, the three-year first-time definition, approved education requirement, county income limit and purchase-price limit. Ask whether any household member changes the calculation.
  3. Identify the first-mortgage choices. Have the participating lender quote the current Florida Housing first mortgage and the eligible FHA, VA, USDA or conventional option associated with the assistance program. Record rate, APR, loan amount, mortgage insurance and estimated closing costs.
  4. Match the assistance. Determine whether the amount is a dollar cap, a percentage of the first mortgage or a combination of limits. Confirm which closing costs and prepaid items are eligible and whether unused assistance can be applied to the principal.
  5. Add the second-mortgage payment. For FL HLP, include the stated $52.70 payment in the monthly budget and ask the underwriter how it affects debt-to-income. For deferred programs, record the expected payment as zero only if the note confirms no scheduled payment.
  6. Model the exit events. Ask for a payoff illustration if you sell, refinance, transfer title or stop occupying the property. A deferred balance is still a liability at that point.
  7. Check local layering. Obtain the city or county’s current SHIP terms and written confirmation about combining assistance. Do not assume two programs can be stacked merely because each is individually available.
  8. Review final documents. Compare the Loan Estimate, subordinate-mortgage note, repayment clause, occupancy requirement and cash-to-close figure. Resolve discrepancies before signing.

Build a cash-to-close and monthly-budget comparison

Use a worksheet with one column per program. The first row should show the required down payment; the next should show eligible assistance; then list lender fees, title and recording charges, prepaid taxes and insurance, and any borrower funds that cannot be covered. The resulting cash-to-close number is more useful than the advertised assistance maximum.

Budget item Why it matters Question to ask
First-mortgage principal and interest Determines the core payment and can differ by loan type and rate. What rate, term, points and lock period are assumed?
Mortgage insurance or guarantee fees Some first-mortgage types add an upfront or monthly cost. Is the cost financed, paid at closing or included monthly?
Second-mortgage payment FL HLP has a stated $52.70 payment; deferred programs may have no scheduled payment. Does the payment count in debt-to-income underwriting?
Taxes, insurance and association charges These affect the total housing payment even when assistance covers part of the down payment. What figures did the lender use, and are they estimates?
Future payoff balance A deferred loan can reduce net proceeds or require cash when you refinance. What balance is due at sale, refinance or transfer?

Keep the first-mortgage payment and the second-mortgage obligation separate in your notes. A program that minimizes cash at closing can still be unaffordable if taxes, insurance, debt payments and any FL HLP payment push the household beyond the lender’s limits.

Common comparison mistakes and how to correct them

Calling assistance a grant

Mistake: Treating a 0% deferred second mortgage as free money. Correction: Label FL Assist and Hometown Heroes as repayable loans, and read the payoff triggers. FL HLP also leaves an unpaid balance that is deferred after its amortizing payments.

Shopping the assistance before the first mortgage

Mistake: Selecting the largest assistance figure without checking the first-mortgage rate, insurance and eligibility. Correction: Have the participating lender quote the complete first-and-second-mortgage package for the same home.

Ignoring the monthly FL HLP payment

Mistake: Counting only the down-payment benefit. Correction: Include the stated $52.70 monthly payment and ask how underwriting treats it.

Assuming every worker qualifies for Hometown Heroes

Mistake: Relying on a broad job title or an old announcement. Correction: Match your employer, full-time Florida status and occupation to the current eligible list, then verify funding with the lender.

Assuming local SHIP rules are statewide

Mistake: Applying a neighboring county’s income limit, deadline or stacking rule. Correction: Obtain the current written rules from the housing department governing the property.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Forgetting the occupancy covenant

Mistake: Planning to move out, rent the home or transfer title without checking the second mortgage. Correction: Ask how a change in primary-residence occupancy affects repayment and document any permitted exception before making the change.

Questions to put in writing to a participating lender

  • Which Florida Housing first mortgage and assistance program am I being quoted, and is the lender currently authorized to offer it?
  • What are today’s rate, APR, loan amount, mortgage-insurance costs and estimated cash to close for the same property?
  • Does my household meet the 640 credit baseline, education requirement, income limit, purchase-price limit and three-year first-time definition?
  • Exactly how much assistance will be reserved, and can it pay eligible closing costs as well as the down payment?
  • Is the second mortgage amortizing, non-amortizing or forgivable? What is the interest rate, term and scheduled payment?
  • For FL HLP, how is the $52.70 payment calculated for my assistance amount, and will it be included in debt-to-income?
  • What balance is due if I sell, refinance, transfer the deed, satisfy the first mortgage or stop occupying the home?
  • Can this assistance be combined with the local city or county program, and which lien is recorded first?
  • What documents prove occupation, employment, income, education completion and any Hometown Heroes category?
  • How long is the reservation valid, and what happens if funding is exhausted before closing?

Which type of program may fit a household?

When minimizing monthly payment is the priority

A 0% deferred option such as FL Assist or Hometown Heroes may avoid a scheduled second-mortgage payment, subject to eligibility and funding. That does not remove the future payoff obligation, so compare the likely length of ownership and your ability to repay at sale or refinance.

When the household needs the largest defined state amount

FL HLP advertises up to $12,500, more than the FL Assist maximum, but its 3% fully amortizing structure and stated $52.70 monthly payment must fit the budget. The larger assistance amount is useful only if the household qualifies for the first mortgage and can carry the payment.

When the buyer belongs to a qualifying workforce or military group

Hometown Heroes can provide 5% of the first mortgage, subject to its $10,000 minimum and $35,000 maximum. Verify the current occupation or military category, Florida employment condition where applicable and available funding before relying on the percentage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When no statewide option fits

Ask the property’s city or county about active SHIP or other local assistance. Local rules may be the deciding factor, but the local administrator—not a statewide summary—must confirm the amount, lien structure, deadline and compatibility with other assistance.

Bottom line: compare the obligation, not just the assistance

For a sound Florida comparison, obtain a same-scenario quote from a participating lender, verify county rules and approved education, and read the second-mortgage note. FL Assist offers up to $10,000 as a non-forgivable, deferred 0% loan; FL HLP offers up to $12,500 with a 3% amortizing payment and deferred remaining balance; Hometown Heroes offers 5% of the first mortgage, from $10,000 to $35,000, as a non-forgivable deferred loan for specified borrowers. Local SHIP help may expand the choices, but only the relevant city or county can confirm current funding and stacking. The right program is the one whose first-mortgage cost, monthly obligation, cash-to-close and future payoff terms remain manageable for your household.
