The best way to compare credit-card rewards is to estimate the dollars you can realistically redeem from your normal spending, then subtract the annual fee and account for interest, eligibility rules, and redemption risk. Cash back is usually easiest to value because it has a stated cash-equivalent redemption. Points and miles may be worth more for a particular travel use, but their value depends on the program, partners, restrictions, and your willingness to use them.
This method is for U.S. cards and programs. Terms, fees, regulation, taxes, and availability differ by country and product, so confirm the current agreement and rewards terms before applying.

What you are comparing: three different reward currencies
A rewards rate is not the same thing as a reward value. A card may advertise several points per dollar, but the meaningful question is what those points or miles will pay for when you redeem them.

| Currency | How it generally works | Common redemption routes | What creates uncertainty |
|---|---|---|---|
| Cash back | A percentage of eligible purchases is credited as rewards. | Statement credit, bank deposit, check, or another cash equivalent. | Eligibility, caps, minimum redemption amounts, forfeiture rules, and whether a promotional rate is temporary. |
| Points | Points are awarded for purchases, sometimes at different rates by category. | Cash-equivalent credit, merchandise, gift cards, issuer travel portals, or transfers to travel partners. | The value can change by redemption option, transfer partner, booking availability, and program terms. |
| Miles | Miles are awarded for spending and are generally intended for travel, although some programs offer other uses. | Flights, hotels, upgrades, or other travel redemptions; some programs also allow credits or merchandise. | Award pricing, blackout or availability limits, partner rules, expiration, and program changes can alter the value. |
The Consumer Financial Protection Bureau (CFPB) describes cash-back rewards as statement credits, deposits, or other cash equivalents. It also notes that points can have multiple redemption options, including travel transfers and non-travel uses. Do not assume that “points” or “miles” has one universal cash price.

Use a dollar estimate, not the advertised multiplier
For each card, calculate the rewards you expect to realize from spending you would make anyway. A transparent comparison is:
Net annual value = expected annual rewards − annual fee − other card costs
“Expected annual rewards” should reflect your actual categories and the redemption value you can reasonably obtain. It should not include purchases made solely to earn rewards, interest charges caused by carrying a balance, or a bonus you are unlikely to qualify for.
Assign a conservative redemption value
Cash back can normally be entered at its stated cash amount. For points and miles, use the value of a redemption you would actually make, not the most favorable theoretical use. The CFPB’s 2024 Credit Card Rewards Issue Spotlight says major issuers typically estimate a point at about $0.01. That is an issuer estimate described by the CFPB, not a guaranteed value for any card or redemption.
If a program gives you 30,000 points and you use a redemption valued at $0.01 per point, the gross value is $300. If the same points would produce only $180 through the option you would actually use, enter $180 in your comparison. For a travel redemption, divide the cash price you would otherwise pay by the number of points or miles required, then subtract taxes, fees, and any extra booking cost:
Value per point = (cash price avoided − taxes and fees) ÷ points required
Use a range when availability or pricing is uncertain. A low case based on a simple cash-equivalent redemption and a high case based on a realistic travel redemption show whether a card still works when conditions are less favorable.

A step-by-step comparison worksheet
- Choose a 12-month spending period. Use recent statements or a budget, and separate recurring household spending from one-time purchases. Do not inflate the estimate with spending you would not otherwise do.
- Group spending by the card’s eligible categories. Typical categories include groceries, dining, fuel, travel, recurring bills, and general purchases. Check the program definition: a merchant’s name or your personal description may not determine how a transaction is coded.
- Record the earn rate, caps, and exclusions. Note the base rate, elevated category rates, annual or quarterly limits, activation requirements, and purchases that do not earn rewards. Write down the period to which each cap applies.
- Calculate rewards for each category. Multiply eligible dollars by the applicable rate. Apply caps before adding categories. If a category rate is promotional, use it only for the months covered by the offer.
- Convert points or miles into dollars. Use the redemption you would actually choose and a conservative value. For cash back, use the stated cash amount; for points or miles, calculate a low and high case if necessary.
- Add only a bonus you can earn without changing your budget. Verify the required spending, eligible transactions, deadline, account status, and whether returns reduce qualifying spend. Treat the bonus as a one-time first-year amount rather than permanent annual rewards.
- Subtract the annual fee and foreseeable costs. Compare the first year separately when a fee is waived or a bonus is available. In later years, remove the bonus and include the recurring fee.
- Stress-test the result. Recalculate with lower point or mile values, less travel, a missed category cap, or no bonus. A card that wins only under the most optimistic case is not a dependable choice.
- Read the current agreement before applying. Confirm the final numbers against the issuer’s pricing, rewards, and account terms rather than an old summary or comparison chart.
Match earning categories to spending you already have
A high category rate matters only when you spend enough in that category and the program recognizes the purchase as eligible. Start with your budget, not with a list of advertised multipliers.
Check category definitions and caps
- Determine whether a purchase is classified by the merchant category code, an online marketplace, a payment processor, or another rule.
- Find the cap for elevated earnings and the rate that applies after the cap. A quarterly or annual limit can materially reduce the headline rate.
- Check whether enrollment or activation is required and when the higher rate begins.
- Identify exclusions such as fees, balance transfers, cash advances, returns, or transactions that the terms do not treat as purchases.
When two cards have similar annual value, the one with fewer category definitions and caps may be easier to manage. Do not move bills, buy extra goods, or split transactions merely to reach a higher rate.
Compare redemption fit and friction
Rewards are useful only when you can redeem them on terms you accept. Evaluate the entire path from earning to using the benefit.
Cash-equivalent redemptions
Statement credits and deposits are usually the most predictable because the unit is a currency amount. Check the minimum redemption, processing time, eligible account, and whether rewards can be forfeited after closure or delinquency. A cash-equivalent option can also serve as your low-case value for a points program.

Travel bookings through an issuer portal may use a fixed or variable rate. Compare the points required with the price you would pay elsewhere, and account for changes, cancellation rules, service limitations, and taxes or fees. A nominally high rate is not useful if the portal lacks the dates, route, room, or flexibility you need.
Transfers to partners
Transfers can create value that is unavailable through a cash redemption, but they add another set of conditions. Confirm the transfer ratio, minimum transfer, processing time, account-matching requirement, award availability, and whether transferred points can be returned. Do not assign transfer value unless you already use the relevant partner and can find a qualifying redemption.
Merchandise, gift cards, and other uses
These options may be convenient but can produce a different value than cash or travel. Compare the item’s cash price, shipping, restrictions, and return policy. Use the value of the option you would genuinely select, not the highest value displayed in a rewards menu.

Account for fees and the cost of carrying a balance
An annual fee reduces rewards dollar for dollar. Calculate the break-even point:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Break-even rewards needed = annual fee ÷ effective reward rate
For example, if your effective return is 2% in the categories you actually use, a $100 annual fee requires $5,000 of eligible spending just to offset the fee, before considering redemption limitations. This is a planning illustration, not a claim about any particular card.
Interest is a separate and usually much larger risk. The CFPB warns that interest and fees can exceed the rewards earned for people who carry balances. Never spend more, delay a payment, or carry a balance to pursue points, miles, cash back, or a sign-up bonus. Include your existing payoff plan in the decision; a card with a higher nominal reward rate can be a poor choice if it encourages borrowing.
Evaluate bonuses as conditional, one-time value
A sign-up or promotional bonus can dominate the first-year calculation, but it is not free money. Before counting it, verify all of these conditions in the current offer and agreement:
- Minimum eligible spending and the exact measurement period.
- Whether the clock starts at approval, account opening, or another date.
- Transactions that are excluded or reversed when returned.
- Whether an applicant is ineligible because of a prior bonus, existing account, product conversion, or other rule.
- When the bonus posts and whether the account must remain open and in good standing.
- Redemption minimums, expiration, forfeiture, and any restrictions on transferring or combining rewards.
Budget the required spending in advance. If meeting the threshold would require unnecessary purchases, value the bonus at zero. Compare first-year and ongoing-year results separately so a temporary promotion does not hide a poor long-term fit.
Check for program risk and changing terms
Rewards are a contractual program benefit, not a fixed investment. The CFPB has reported consumer complaints about unexpected promotional conditions, devaluation, redemption problems, and revocation. Its circular discusses potential devaluation, hidden conditions, and points deducted without corresponding benefits.

Risks to review
- Devaluation: more points or miles may be required for the same redemption, or a redemption rate may be reduced.
- Partner changes: a transfer partner can change its ratio, availability, or eligibility.
- Expiration or forfeiture: inactivity, account closure, delinquency, or a missed requirement can remove rewards.
- Booking constraints: limited inventory, blackout dates, advance-purchase rules, or cancellation penalties can lower practical value.
- Administrative friction: delayed posting, rejected redemptions, or difficult customer-service processes can make a nominal balance less useful.
Keep only as many points or miles as you expect to use soon, especially when the program is not your primary travel currency. For a cash-back program, review whether the redemption amount can be applied automatically or requires a request.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Know what the issuer can change and where to verify terms
The CFPB explains that rewards benefits may not receive the same advance notice as significant rate or fee changes. Read the notice and updated program terms when an issuer changes a category, redemption rate, partner, or expiration rule; do not assume an older benefit remains available because the account number is unchanged. See the CFPB’s consumer guidance on account changes at Can my credit card company change the terms of my account?
For current verification, use the CFPB credit-card agreements database for general terms, pricing, and fees, then read the issuer’s current rewards agreement and offer disclosures. The CFPB’s Terms of Credit Card Plans survey publishes data semiannually. The CFPB retired its interactive comparison tool because its data was not timely enough for card-comparison purposes, so a current issuer agreement is more reliable than an old comparison result.
Choose the currency that fits your behavior
| Your situation | Starting point | What to verify before choosing |
|---|---|---|
| You want a predictable benefit and rarely travel. | Cash back or a points program with a straightforward cash-equivalent option. | Actual cash value, minimum redemption, caps, annual fee, and forfeiture rules. |
| You travel regularly and can use partner awards. | Points or miles with transfer or travel redemptions you already understand. | Partner availability, transfer rules, booking flexibility, taxes and fees, and a conservative redemption value. |
| Your spending is concentrated in a few bonus categories. | A card whose eligible categories match that existing budget. | Category definitions, caps, activation, and the rate after each cap. |
| You sometimes carry a balance. | Prioritize a repayment plan and borrowing cost over rewards. | Whether interest would exceed any expected reward and whether the card could encourage additional spending. |
| You are considering a large introductory bonus. | Count it only if the spending threshold fits normal planned expenses. | Deadline, exclusions, eligibility, posting time, account status, and first-year versus later-year value. |
Worked comparison with hypothetical numbers
Suppose your normal annual spending is $12,000: $4,000 in a category earning 3%, $3,000 in a category earning 2%, and $5,000 in general purchases earning 1%. A cash-back calculation would be $120 + $60 + $50, or $230 before fees. If the card has a $95 annual fee, the estimated net is $135.
Now suppose a points card earns the same category pattern but awards points instead of cash. If your realistic redemption produces $210 of value and the annual fee is $95, the estimated net is $115. A travel redemption that could produce $300 may make the points card better for a traveler who can actually book it, but it should not replace the conservative $210 case for someone who would redeem for a lower-value option.
These examples show why multiplying an advertised rate by total spending is insufficient. The relevant result is the value you can realize after category rules, redemption choices, and fees.
Common comparison mistakes and how to fix them
Counting every purchase at the highest advertised rate
Fix: Apply category definitions and caps to each transaction group, then use the base rate for the remainder.

Using a best-case travel value for all points
Fix: Use the redemption you would make, calculate a low case, and include taxes, fees, and availability constraints.
Including a bonus without meeting its conditions
Fix: Put the bonus in the worksheet only after confirming the deadline, eligible spend, applicant status, and account requirements.
Ignoring the annual fee after the first year
Fix: Show first-year and recurring-year totals separately, with the bonus removed from the recurring calculation.

Fix: Compare the card only under a full-payoff plan. If you cannot pay on time, the interest exposure can overwhelm the reward.
Relying on an old comparison chart
Fix: Check the current issuer agreement, pricing disclosure, and rewards terms on the date you apply and whenever the program sends a change notice.
What consumer-protection guidance means for your comparison
Rewards marketing and administration are subject to consumer-protection rules. CFPB Circular 2024-07 states: Covered persons that offer, provide, or operate credit card rewards programs, and their service providers, may violate the prohibition against unfair, deceptive, or abusive acts or practices in a variety of circumstances, including instances where some of the conduct in question may be attributable to a third party, such as a merchant partner, and regardless of whether covered persons or service providers are taking actions consistent with rewards program terms.
This is regulatory guidance, not an individualized legal conclusion about a particular account.
For a consumer, the practical lesson is to save the offer, read the governing terms, and document a redemption or bonus problem. If the issuer’s explanation conflicts with the written terms, use the issuer’s formal complaint process and retain statements, screenshots, and correspondence. The CFPB’s published materials describe reported risks; they do not establish one universally best card or a current value for every issuer’s points or miles.

- What is the first-year net after the annual fee, and what is the ongoing-year net without a bonus?
- Would interest or other account costs outweigh the rewards if I carry a balance?
- Can I meet every bonus condition without changing my spending?
