The only reliable way to compare payment-processing proposals is to model each one against the same transaction volume and card mix, then divide the complete monthly cost by processed sales. A headline rate can look low while per-transaction charges, gateway fees, PCI fees, equipment costs, or chargebacks make the effective rate materially higher.
Start with your own statements, separate card-present and card-not-present activity, and calculate at least three scenarios: your current mix, a higher online or keyed share, and a lower average ticket. The result is a comparable effective rate, a cost per transaction, and a clear view of which fees are processor markup versus pass-through network or interchange costs.

What a credit-card processing fee actually includes
Card acceptance usually has three underlying layers. Stripe describes them as interchange, network assessments, and processor or merchant-services fees. Interchange is paid between the issuing bank and acquiring bank; the processor then adds its own markup and may also pass through network charges. Visa explains the merchant-side distinction this way: merchants do not pay interchange reimbursement fees directly; they negotiate and pay a merchant discount to their financial institution, typically calculated as a percentage of each transaction.

|---|---|---|
| Interchange | Card-type and transaction-specific amount or pass-through line | Rates by debit, credit, rewards, commercial card, network, and transaction method |

Gather a transaction profile before requesting quotes
Use 12 months of statements when possible. A single month can overstate or understate your normal card mix because of seasonality, promotions, or an unusual dispute. Record the following for each month and then calculate annual and monthly averages:
- Total card volume and transaction count.
- Average ticket, calculated as volume divided by transactions.
- Card-present and card-not-present volume and counts.
- Debit share, including whether transactions are regulated or exempt from regulated-debit assumptions.
- Credit-card network mix and the share of rewards, premium, purchasing, and commercial cards.
- Keyed, manually entered, recurring, and online transactions.
- Refund volume, refund count, chargeback count, and chargeback dollars.
- Current funding timing and any reserve or delayed-settlement arrangement.
Do not use a generic industry average in place of these figures. Processing rates vary with network, card type, merchant category, geography, transaction method, and contract language. There is no single honest universal average rate for every business.
Normalize every proposal to the same basis
Ask each provider to quote the same period, preferably one month based on your averaged statement data. Give the provider identical transaction categories and ask for a line-by-line schedule. If a proposal uses different categories from your statement, map each category explicitly rather than assigning all sales to the cheapest tier.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Your core calculation is:
Total monthly processing cost = percentage fees on each transaction category + per-transaction fees + monthly, platform, gateway, batch, PCI, equipment, chargeback, and other contractual fees.
For each category, multiply the stated percentage by that category’s dollar volume and multiply the per-item charge by that category’s transaction count. Then add fixed charges and expected event fees. Keep one-time implementation costs separate from recurring costs, but include them in a first-year comparison if they affect your decision.
Separate pass-through costs from markup
Ask the processor to identify which amounts are interchange or network pass-through items and which amounts are its markup. A proposal that labels everything as a single “processing fee” prevents you from understanding why the cost changes when your card mix changes. In an interchange-plus quote, request the markup in basis points and dollars per transaction. One hundred basis points equals one percentage point, so 25 basis points equals 0.25%.

Capture contract terms, not just rates
Record the contract term, automatic renewal language, cancellation rights, early-termination charges, equipment ownership, support coverage, funding schedule, and any volume or monthly minimum. Also ask whether debit routing is available and whether the account imposes qualification or downgrade rules when a transaction does not meet a preferred category.

Calculate your effective processing rate
Once all charges are applied to the same transaction profile, calculate:
Effective rate = total monthly processing cost ÷ monthly processed volume.
Multiply the result by 100 to express it as a percentage. Also calculate cost per transaction:
Cost per transaction = total monthly processing cost ÷ monthly transaction count.
Do these 3 things before closing this tab:

This matters especially for small-ticket or low-volume businesses: a $20 monthly fee has a much larger percentage impact on $5,000 of monthly volume than on $100,000.

Illustrative calculation
The following example is hypothetical and demonstrates the method rather than reporting a market quote. Assume $30,000 in monthly volume and 600 transactions.
| Illustrative proposal | Percentage cost | Per-transaction cost | Fixed monthly cost | Total monthly cost | Effective rate |
|---|---|---|---|---|---|
| Blended pricing | 2.60% of $30,000 = $780 | $0.10 × 600 = $60 | $15 | $855 | 2.85% |
| Interchange-plus example | Illustrative 1.50% interchange plus 0.20% markup = 1.70% of $30,000 = $510 | $0.10 × 600 = $60 | $20 | $590 | 1.97% |
Because the assumptions are identical, the second proposal produces the lower modeled cost in this example. If its online share, card mix, or fixed fees changed, the result could change as well. Re-run the arithmetic with your actual statement categories before signing.
Interchange-plus versus flat or blended pricing
Interchange-plus pricing
Interchange-plus shows the underlying interchange and network amounts separately from the processor’s markup. It gives you more visibility and often makes it easier to explain month-to-month changes. The trade-off is that your bill can vary as networks change schedules or your customers use different cards. You must understand each category, markup, per-item charge, and pass-through assessment to model it accurately.
Flat or blended pricing
A flat schedule combines multiple underlying costs into a published percentage, usually with a fixed amount per transaction. It is simpler to forecast when your transaction mix is stable, but the same rate may not apply to every channel or card type. Check whether online, keyed, recurring, premium, or commercial transactions use a different tier and whether the provider applies qualification or downgrade rules.
Which model is cheaper?
Neither model is universally cheaper. Compare effective rates at your actual volume and mix, then test how the result changes with more card-not-present sales, a lower average ticket, a larger rewards-card share, or lower monthly volume. A low blended percentage can lose when the fixed per-item fee is high; an interchange-plus quote can lose when the markup and monthly charges are substantial.
Run three required stress tests
Scenario 1: Current mix
Apply each proposal to your 12-month average volume, transaction count, average ticket, channel mix, debit share, network mix, refunds, and chargebacks. This is your baseline for an apples-to-apples comparison.

Scenario 2: Higher online or keyed share
Increase the card-not-present and manually entered categories to reflect a plausible growth plan. These transactions may qualify for different interchange, network, or processor pricing. Preserve the same total volume first so you can isolate mix risk; then run a second version with the expected growth in total volume.

Keep monthly volume constant while increasing transaction count to produce a lower average ticket. Fixed per-transaction charges then consume a larger share of each sale. This scenario is essential for cafés, quick-service businesses, ticketing, and other small-ticket operations.
You can add further sensitivity tests for rewards and commercial-card share, monthly volume declines, refund increases, and chargeback spikes. Date your network and regulatory assumptions because schedules and rules change.

The Federal Reserve Board reported a 2023 Regulation II base debit interchange cap of $0.21 plus five basis points of transaction value, excluding the fraud-prevention adjustment. The same Federal Reserve table’s displayed all-transaction totals show average debit interchange of $0.36 and 0.76% for Visa and $0.43 and 0.88% for Mastercard, stated as an average fee per transaction and percentage of average transaction value.
Those figures are regulatory or network-level debit data, not a guaranteed merchant quote. Eligibility, card type, merchant category, transaction method, and fraud-prevention treatment affect what applies to a particular sale. The Federal Reserve Bank of Kansas City published a 2026 fee-schedule update in August 2026 with U.S. interchange schedules by merchant category, merchant size, and transaction type. Use the current schedule applicable to your business rather than carrying an old assumption forward.
The Federal Reserve also reported a 2023 average issuer-side authorization, clearing, and settlement cost of $0.041 per transaction, excluding issuer fraud losses. That is issuer cost data, not a processor rate and not a benchmark for what a merchant should pay.

Find hidden or easily missed charges
Before comparing totals, search every page of the proposal, program guide, and order form for these items:
- Gateway, virtual-terminal, API, batch, statement, or account-maintenance fees.
- PCI compliance fees, noncompliance penalties, and security-assessment charges.
- Terminal purchase, lease, rental, software, replacement, shipping, and return costs.
- Chargeback, retrieval, representment, refund, and address-verification fees.
- Annual fees, minimum monthly charges, authorization minimums, and per-location fees.
- Early-termination, deconversion, cancellation, and automatic-renewal charges.
- Reserves, delayed funding, rolling holds, or other restrictions on settlement.
- Different rates for card-present, card-not-present, keyed, recurring, debit, rewards, and commercial cards.
Ask what happens after a card fails to qualify for the advertised tier. A downgrade rule can turn a nominal rate into a materially higher charge for keyed or incomplete transactions.
Check surcharge and service-fee compliance
If you plan to recover credit-card costs from customers, compliance is a separate decision from choosing a processor. The Federal Trade Commission says that when a business requires customers to pay by credit card, the mandatory credit-card fee must be included in the total price. Visa requires advance notice for U.S. merchant surcharging in its guidance. Surcharge legality, caps, signage, and disclosure depend on current network rules and applicable state or local law.

Before launch, verify the rules for every state and locality where you operate, confirm whether debit and prepaid cards are excluded, configure receipts and checkout disclosures, and obtain any required notice. Ask the processor whether its equipment and software support compliant signage, receipt language, and separate treatment of card types. Recheck the rules before changing the program because network guidance and laws can change.
A practical worksheet for comparing proposals
- Build the baseline. Enter 12 months of volume, transaction count, average ticket, card-present and card-not-present mix, debit share, network mix, refunds, and chargebacks.
- Convert each quote into line items. List every percentage, per-item, monthly, annual, gateway, PCI, terminal, batch, statement, chargeback, and cancellation fee.
- Map categories. Assign each part of your statement to the proposal’s card-present, online, keyed, debit, credit, rewards, commercial, recurring, or other category.
- Apply the rates. Multiply each percentage by its category volume and each fixed transaction fee by its category count. Add recurring and expected event charges.
- Calculate outputs. Divide total cost by volume for the effective rate and by transaction count for cost per transaction.
- Stress-test assumptions. Recalculate higher online share, lower average ticket, different rewards or commercial-card share, and lower monthly volume.
- Request clarification. Have the processor identify pass-through interchange and network costs separately from its markup and explain every qualification rule.
- Verify current rules. Recheck Visa, Mastercard, other applicable network schedules, and surcharge requirements immediately before signing.
Common comparison mistakes
- Comparing unlike volumes. One quote may assume your gross sales while another uses net sales after refunds. Use the same definition and period.
- Using only the advertised percentage. Fixed transaction, monthly, gateway, PCI, and equipment charges belong in the effective-rate numerator.
- Ignoring channel mix. A card-present rate does not establish the price for online or keyed transactions.
- Treating debit averages as universal. Regulatory caps and network averages do not determine every merchant’s cost.
- Overlooking contract exit terms. A small monthly saving may not justify a large cancellation charge or equipment obligation.
- Failing to date assumptions. Network schedules, regulatory requirements, and processor pricing can change; record the date used in your model.
- Assuming a lower rate is always better. Funding speed, support, dispute handling, security tools, and equipment ownership can have operational value, but assign those trade-offs explicitly rather than hiding them in a rate comparison.
How to make the final decision
Choose the proposal with the lowest sustainable total cost for the transaction mix you actually expect, not the lowest headline percentage. Reject any quote that will not disclose its per-item, monthly, channel, downgrade, contract, and cancellation terms. If two proposals are close, prefer the one whose pricing can be audited from your statements and whose assumptions remain understandable when your mix changes.
Keep the completed worksheet with the signed agreement. Review your first three statements against the model, identify any fee that was not disclosed, and update the effective rate whenever volume, average ticket, channel mix, or network schedules materially change.
