Compare construction stocks in three passes: normalize trailing and forward P/E, test P/B against return on equity and the quality of the assets on the balance sheet, then audit backlog for funding, execution status, timing and margin risk. Use the same reporting date and accounting basis for every company. A low multiple is attractive only when the earnings, assets and contracts behind it are credible.
There is no universal “good” P/E or P/B for a contractor. Construction is cyclical, leverage varies, accounting differs and backlog definitions are issuer-specific. The process below turns those differences into an apples-to-apples comparison.

What each metric can—and cannot—tell you
Price-to-earnings (P/E) values the equity against a period of reported or expected profit. Price-to-book (P/B) compares the market price with the accounting equity supporting each share. Order backlog indicates work that an issuer says remains to be performed, but the definition may include only executed contracts or may also include awards, options or low bids. None of the three is sufficient on its own.

| How much future work is visible? | Backlog | Executed and funded share, conversion schedule, contract terms, concentration and expected margin |
Use backlog as a probability-weighted indicator of future revenue, not as guaranteed sales or profit. Then check whether the company can convert that work into cash without taking on excessive debt.

Step 1: Normalize P/E before ranking companies
The formulas
Investor.gov and the Securities and Exchange Commission define P/E as the current share price divided by earnings per share (EPS). EPS is generally based on the preceding 12 months and common shares outstanding. For a comparison, calculate:
- Trailing P/E: current share price ÷ diluted trailing-12-month EPS.
- Forward P/E: current share price ÷ expected diluted EPS for the next period.
Record the share price and both EPS figures as of the same date. A forward estimate is a forecast, so identify whether it comes from company guidance, a published consensus or another stated method. Label whether EPS is GAAP, adjusted, from continuing operations or otherwise modified. Mixing those bases can make a multiple look cheaper or more expensive without any real valuation difference.
What a P/E comparison means
Investor.gov describes P/E as a way to judge whether a stock price is high or low relative to its own past or other companies. The SEC cautions that desirable ratios vary by industry. For construction companies, compare a contractor with its own cycle-adjusted history and with businesses that have a similar mix of civil, building, specialty, public and private work.

Pick the symptom - the matching free tool is one click away.
A low trailing P/E can result from unusually high profits near a cycle peak. A high P/E can reflect temporarily depressed earnings, a recovery in progress or expectations of stronger margins. Read the income statement and management discussion before treating either as a signal.
When trailing P/E is not meaningful
If diluted EPS is negative, trailing P/E is not a meaningful positive valuation measure. Do not rank a loss-making company as “cheaper” because a data service displays a negative or undefined ratio. Instead, compare its P/B, enterprise-value measures, liquidity, path to profitability and contract economics. Also investigate whether a small positive EPS is distorted by an asset sale, tax benefit, litigation settlement or other nonrecurring item.

Step 2: Use P/B as a balance-sheet cross-check
Formula and interpretation
FINRA defines P/B as price per share divided by book value per share. Book value is assets minus liabilities, allocated to the relevant shares. Calculate price per share ÷ book value per share using the same date for price and the latest reported balance sheet.
P/B is particularly useful when comparing similar, asset-heavy businesses. It is not a stand-alone bargain test. A discount to book can indicate undervaluation, but it can also reflect deteriorating prospects, litigation or assets that will not earn their recorded value.

Break book value into the items that could support or reduce future returns:
- Cash and investments: determine what is unrestricted and available to the operating business.
- Equipment and property: consider age, utilization, replacement needs and potential impairment.
- Receivables and contract assets: check aging, retainage, unbilled amounts and the likelihood of collection.
- Goodwill and other intangibles: separate acquired accounting value from tangible resources and review impairment tests.
- Deferred tax assets: assess whether future taxable income is sufficient to use them.
- Project claims and disputed amounts: determine whether recognition depends on a negotiation, court decision or customer approval.
Pair P/B with return on equity (ROE), leverage and the company’s impairment history. A company trading below book but producing chronically weak ROE may be correctly discounted. A higher P/B can be justified when the business earns a durable, superior ROE on high-quality assets.
Why construction accounting needs extra care
Long-term contracts can create contract assets, retainage and claims that are recorded before cash is collected. Fixed-price work can also require loss provisions when estimated costs rise. Read the notes for assumptions about cost-to-complete, claims, change orders and impairment. Treat stated book value as a starting point for investigation, not as liquidation value.

Step 3: Standardize backlog before comparing it
Backlog is an issuer-defined measure
“Backlog” does not have one industry-wide accounting definition. One issuer may include awarded work only when major uncertainties have been resolved. Another may include work when funding is probable and present low-bid or no-contract work in a separate category. Copy each company’s definition from its annual report before comparing dollars.
For every issuer, record:
- Whether the amount is executed, funded, awarded, low-bid, preferred-bidder or merely expected.
- How options, task orders, change orders and claims are treated.
- Customer cancellation, termination-for-convenience and funding conditions.
- Geographic and end-market mix, including exposure to public budgets or private development.
- Expected conversion period and the portion expected within the next 12 months.
- Backlog divided by the latest annual revenue, using a consistent revenue definition.
Dated examples that show why composition matters
| Issuer and reporting date | Reported amount | Composition or timing disclosed | How to use it |
|---|---|---|---|
| Tutor Perini Corporation, Dec. 31, 2025 | $20.56 billion backlog | About $6 billion, or 29%, was estimated for recognition in 2026. Civil projects typically convert over three to five years; building and specialty work over one to three years. | Separate the near-term revenue opportunity from the multi-year balance and test whether margins support the schedule. |
| Construction Partners, Inc., Sept. 30, 2025 | $3.0 billion contract backlog | $2.2 billion executed/in progress and $0.8 billion low-bid/no-contract. | Do not treat the full headline number as equally certain; analyze the $0.8 billion category separately. |
| Granite Construction Incorporated, Dec. 31, 2025 | $7.0 billion committed and awarded projects | Up 32% from $5.3 billion at the prior comparison point. | Growth in the total is useful only after checking the mix, funding and expected profitability of the added work. |
| Issuer reporting $682 million in a 2025 annual report | $682 million backlog | The report cautions that backlog may not be realized or become profitable. | Carry the issuer’s warning into your valuation rather than treating backlog as contracted earnings. |
The Tutor Perini disclosure illustrates why duration matters: two companies with similar backlog-to-revenue ratios could have very different near-term revenue if one converts work over several years. The Construction Partners disclosure illustrates why executed work and low bids must not be blended.
Separate firm work from conditional work
Create separate columns for executed or funded contracts, awarded but conditional work, options and task orders, low bids without a contract, and claims or change orders. A low-bid project may never be signed; a claim may never be collected. This simple separation prevents a large but speculative number from driving the valuation.
Turn backlog into an earnings hypothesis
Build the backlog bridge
Use each annual report’s bridge from beginning backlog to new awards, revenue recognized and ending backlog. Tutor Perini’s 2025 filing provides that bridge and estimates approximately 29% of its Dec. 31, 2025 backlog for recognition in 2026. Reconcile the bridge to reported revenue and investigate unexplained changes.
- Start with beginning backlog at the prior year-end.
- Add new awards, identifying which are executed, funded or conditional.
- Subtract revenue recognized during the period.
- Reconcile cancellations, scope reductions, foreign-exchange effects and other disclosed adjustments.
- Arrive at ending backlog and allocate it by expected recognition year when the issuer provides that detail.
Test conversion and margin, not just growth
Ask how much backlog should convert in the next 12 months and what gross or operating margin management expects on that work. Compare new awards with revenue recognized: a rising ending balance can coexist with weak execution if awards outrun production, while a falling balance can be healthy when revenue is being recognized rapidly.

Review contract type and cost risk. Fixed-price work can suffer when labor, materials or subcontractor costs rise. Large claims, disputed change orders, customer concentration or weak cash collection can reduce the economic value of nominal backlog. A backlog that grows while margins and operating cash flow deteriorate is not automatically bullish.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Add capital structure and cash-flow checks
Why P/E alone misses debt risk
Two companies can show the same P/E while carrying very different debt and interest burdens. Review total debt, cash, net debt, interest expense, maturities and covenant headroom. Then examine operating cash flow, working capital, retainage and unbilled receivables. Construction can require substantial cash before a customer pays, so reported profit does not guarantee near-term liquidity.
Use enterprise value as a secondary check
FINRA explains that enterprise value adds debt and subtracts cash from equity value. Use EV-based checks, such as EV/EBITDA when the denominator is appropriate, when peers have materially different capital structures. EV does not replace P/E or P/B; it helps distinguish an apparently cheap equity from a business whose debt absorbs much of the operating value.
A repeatable comparison worksheet
Complete the following sequence for every company using the same reporting cut-off:
- Collect primary figures: share price, diluted trailing EPS, forward EPS, shares outstanding, total equity, book value per share, debt, cash, revenue and operating cash flow.
- Label accounting bases: mark each EPS figure as GAAP, adjusted, continuing operations or consensus, and note the forecast period.
- Calculate valuation: compute trailing P/E, forward P/E and P/B; leave trailing P/E unranked when EPS is negative.
- Quality-check equity: list cash, equipment, receivables, contract assets, goodwill, deferred tax assets, claims and impairment charges.
- Copy the backlog definition: distinguish executed, funded, awarded, low-bid, option and claim categories.
- Measure timing: record the amount expected within 12 months, the remaining duration and backlog divided by annual revenue.
- Test economics: compare backlog additions with revenue recognized, expected margins, contract type, claims and customer concentration.
- Check financial resilience: review net debt, interest, maturities, operating cash flow, retainage and unbilled receivables.
- Write the investment case: state which assumption makes the stock attractive and what evidence would invalidate it.

Common mistakes and how to correct them
Using a universal “cheap” threshold
There is no defensible P/E or P/B cutoff that applies to every construction stock. Correct the mistake by comparing each multiple with the company’s own history, close peers, expected growth, leverage and cycle position.

Mixing trailing and forward earnings
Comparing one company’s trailing P/E with another’s forward P/E embeds different time periods. Use both measures, but label them and interpret the forecast risk explicitly.
Treating all backlog dollars as equal
Awarded, funded and executed work has a different certainty from a low bid, option or unresolved claim. Correct the mistake by presenting those categories separately and applying the issuer’s timing disclosures.
Ignoring asset quality behind a low P/B
Book value can include goodwill, disputed receivables, deferred tax assets and project claims. Correct the mistake by reconciling tangible assets, impairments, collection history and ROE.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteOverlooking cash conversion
Revenue and profit can rise while retainage, unbilled receivables or working capital consume cash. Correct the mistake by reviewing operating cash flow and the balance-sheet accounts that delay collection.
Assuming backlog guarantees profit
Annual-report disclosures state that backlog may not be realized or may not become profitable. Granite also distinguishes unearned revenue from other awards, underscoring that an award is not the same as recognized revenue or cash. Keep that limitation beside the backlog figure in your worksheet.
How to reach a decision
Prefer the stock whose valuation is supported by the strongest combination of sustainable earnings, high-quality net assets, committed and funded backlog, realistic conversion timing, healthy margins and reliable cash generation. A lower P/E or P/B can be the better opportunity, but only after you identify why it is low and determine whether that reason is temporary or structural.
Refresh market prices and analyst estimates at the time of publication or purchase. The dated backlog figures above are historical disclosures, not current quotes or forecasts; a new annual report, contract cancellation, cost revision or financing event can change the comparison.
