How to Compare Construction Quotes and Avoid Hidden Costs in Ireland

Get at least three written, itemised construction quotes in Ireland, all priced against the same drawings, specification and assumptions. The cheapest headline figure is not necessarily the lowest cost: it may omit VAT, scaffolding, waste removal, certification, professional fees or work revealed only after a building is opened up.

Compare each quote line by line, normalise VAT and allowances, investigate every exclusion, and put the final scope, programme, staged payments, warranty and variation procedure into a signed contract. For a complex extension, new build or technically uncertain property, an independent Chartered Quantity Surveyor or Building Surveyor can turn competing prices into a reliable cost plan.

Start with one scope for every builder

A quote comparison is only meaningful when each contractor is pricing the same job. “Roof replacement” can describe very different work. One builder may include stripping the old roof, new felt and battens, tiles, flashings, gutters, scaffolding and waste disposal; another may price only the tiles and labour.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before inviting prices, prepare a written scope that states the work, quality level and assumptions. Include drawings where relevant, room dimensions, preferred products, performance requirements and the standard of finish. Identify what is staying, what is being removed and what must be protected. Give every bidder the same document and the same opportunity to inspect the site.

Define the brief and budget

List the outcomes you need rather than relying on a verbal description. For an extension, that may cover demolition, foundations, structure, roof, windows, insulation, internal finishes, heating, electrical work, drainage, external paving and final decoration. For a refurbishment, specify which rooms, fixtures and services are included and whether you are supplying any items yourself.

Set a realistic budget before tendering. The Society of Chartered Surveyors Ireland (SCSI) says the time and effort spent in the planning and preparation stages of a building project are vital. A clear brief and early cost planning reduce expensive design changes after work starts.

Use professional design information where needed

Drawings and specifications are particularly important for structural changes, extensions, attic conversions, drainage alterations and work subject to building-control or Building Control (Amendment) Regulations (BCAR) requirements. Ask the designer to identify performance standards, insulation levels, window specifications and finishes so builders are not making different assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the existing building is complicated or the project is large, commission an independent Chartered Quantity Surveyor or Building Surveyor. They can prepare a specification, cost plan and tender comparison, identify omissions and help control costs during construction. Their independence matters: the person checking prices should not be financially dependent on one contractor.

What a construction quote should contain

Insist on a written, itemised quotation rather than a single lump sum or an estimate given over the phone. CheckIreland’s consumer checklist says a quote should state VAT, dates and warranty, show insurance and relevant registrations, and confirm exclusions such as scaffolding, skips, making good and certification.

Quote section What to require Why it matters
Price basis A fixed total, or a clearly defined schedule of rates, day rates or other pricing basis, plus the quote-validity period You need to know what is fixed, what can move and how long the offer remains open.
Work scope Line items for demolition, groundworks, structure, roof, windows, insulation, finishes, services, external works, clean-up and making good A detailed scope exposes omissions that a low total can hide.
Cost breakdown Labour, materials, plant and subcontractors shown separately where practical Separate costs make assumptions and later changes easier to test.
VAT Whether VAT is included, the rate applied and the contractor’s VAT-registration details An apparently cheap quote can be missing VAT or using the wrong treatment.
Allowances Every provisional sum and prime-cost allowance, with the quantity, quality assumption and adjustment method Allowances are not the same as fixed prices; the final amount can rise or fall.
Exclusions Design and professional fees, planning or building-control charges, utility connections, scaffolding, skips, waste disposal, testing, certification, temporary works and landscaping where they are outside the price You can budget for excluded work instead of discovering it after signing.
Programme Proposed start date, completion date, milestones, access assumptions and the process if the programme changes Dates and notice obligations make delay responsibility clearer.
Payments Deposit terms and stage payments tied to measurable completed work, with any retention or snagging arrangement Staged payments limit exposure if work stops or defects remain.
Warranty and insurance Warranty or guarantee terms, insurance responsibilities and evidence of relevant cover You need a route to remedy defects and clarity about who carries construction risk.
Variations How changes are requested, priced, approved and recorded before work proceeds A written change-order system prevents informal additions becoming disputed bills.

Obtain and normalise at least three quotes

Three detailed bids give you a useful spread without creating an unmanageable tender exercise. More may be appropriate for a major project, but quality of information matters more than the number of names. Give every builder identical documents, the same site information and a deadline for written questions.

  1. Prepare the tender pack. Include drawings, the written scope, schedules of finishes, known site constraints, planning or building-control information and any surveys. State what you will supply and what the contractor must supply.
  2. Invite at least three suitable contractors. Ask each to confirm that the price is based on the complete pack. Record questions and issue any clarifications to all bidders so no one prices on private information.
  3. Check that each bid is complete. Look for every work package, not just the headline total. Mark each line as included, excluded, allowance or unclear.
  4. Put the numbers on one comparison sheet. Use one row per package and one column per contractor. Show the quoted amount, VAT treatment, provisional sums, prime-cost allowances and exclusions. Do not compare totals until these items are aligned.
  5. Resolve every unclear line in writing. Ask a bidder to state a price or a precise exclusion. Keep the response with the quote; a later verbal assurance is difficult to prove.
  6. Recalculate comparable totals. Add excluded items that you will have to buy separately, identify allowances that could change, and place VAT on a consistent basis. Keep the original tender total visible so you can see how the adjusted figure was built.
  7. Interview the short-listed builders. Discuss assumptions, access, sequencing, lead times, subcontractors and who will supervise the work. The conversation often reveals why two apparently similar prices differ.

A practical comparison layout

Work package What to record for each contractor Question when it is not clearly included
Demolition and strip-out Items removed, protection, loading and disposal Who removes hazardous or unexpected materials, and at what rate?
Groundworks and drainage Excavation assumptions, foundations, spoil removal and connections What ground conditions are assumed, and how are unsuitable ground or rock treated?
Structure and envelope Steel, blockwork, roof build-up, insulation, windows, doors and weatherproofing Which product specification, U-values and finish are priced?
Internal finishes Plastering, flooring, tiling, sanitaryware, joinery, painting and decoration What quality, quantities and preparation are included?
Services Electrical, plumbing, heating, ventilation, testing and certification Are specialist registrations, commissioning and certificates included?
External works Paving, paths, drainage, landscaping, fences and reinstatement Where does the builder’s responsibility end?
Close-out Cleaning, snagging, manuals, certificates and making good What must be complete before the final payment is due?

Hidden costs that commonly change the final bill

VAT ambiguity

Revenue identifies construction, extension, alteration and demolition, together with building, electrical, plumbing, heating, painting, roofing and flooring, as construction services. The reduced VAT rate generally applies to construction services, but the treatment depends on the particular service and contract structure. Ask the contractor to state whether the quoted amount includes VAT, which rate is used and the contractor’s registration details. If separate suppliers or professional services are involved, check whether they have different VAT treatment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not add a generic percentage to a quote yourself and assume that settles the issue. Require the contractor to identify VAT on the signed price and on later variations.

Different scopes disguised as different prices

The most common comparison error is treating similar labels as identical work. A “kitchen fit-out” may include units and installation but exclude appliances, electrical upgrades, flooring, plaster repairs and painting. A “roof replacement” may exclude scaffolding, flashings, gutters, insulation or waste.

Use the written schedule to force a like-for-like response. If one builder has priced a fuller specification, either ask the others to reprice it or record the difference as an explicit extra before deciding.

Existing-condition risk

Rot, poor ground, defective wiring, asbestos, blocked drainage and structural defects may be invisible until floors, walls or roofs are opened. A quote cannot fairly promise a fixed price for conditions nobody has investigated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for surveys or opening-up where they are sensible. Where uncertainty remains, require an investigation allowance and a written variation procedure: the contractor should describe the discovery, provide evidence, price the remedial work and obtain your approval before proceeding, except where immediate action is needed to make the site safe.

Site logistics

Restricted access, limited parking, long carrying distances, protection of occupied rooms, scaffolding and temporary accommodation can materially increase labour and plant costs. A builder who has inspected the site may include these costs while another may have ignored them.

State access hours, storage space, parking, security, working restrictions and whether the property remains occupied. Require scaffolding, protection, traffic management, temporary works and any accommodation to appear as line items or explicit exclusions.

Professional and compliance fees

Design changes, planning applications, building-control work, Assigned Certifier or BCAR roles, structural calculations, testing, certificates and utility connections may sit outside a builder’s price. The same is true of surveyors, architects and engineers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Create a responsibility schedule naming who appoints and pays each professional, who submits notices, who arranges inspections and who supplies completion documents. A low builder quote is not a low project cost if these obligations have simply been left with you.

Waste, skips and making good

Skips, disposal charges, cleaning, plaster repairs, redecorating and reinstatement are frequent omissions. Demolition can create more waste than the initial estimate, and removing a wall or service often leaves surfaces that need repair beyond the immediate work area.

Ask how many skips or collection loads are included, where waste goes, whether hazardous waste is excluded and what level of cleaning and making good is promised. Define the condition in which each room or external area will be handed back.

Specification drift

Windows, tiles, sanitaryware, doors, kitchens and finishes are often upgraded after work begins. Even a small difference in unit price can multiply across a house. A prime-cost allowance is a budget placeholder, not a guarantee that the selected product will fit within it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Freeze a schedule of products, quantities, colours and performance requirements before ordering. If you want alternatives, ask for the installed price difference in writing. Approve substitutions before purchase so a product change does not become an unplanned variation.

Time and financing

A programme without dates, milestones and delay responsibilities makes overruns hard to challenge. Delays can extend rental, storage, temporary accommodation and loan-interest costs even when the construction price itself does not change.

Put start and completion dates, access conditions, notice requirements and the treatment of delays into the contract. Ask how lead times for windows, kitchens and specialist equipment affect the programme and who must notify you when a date is at risk.

Payment exposure

A large deposit creates a serious loss if a contractor stops trading or abandons the job. Paying for materials that have not arrived, or paying ahead of measurable progress, also weakens your leverage over defects.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a modest deposit only where it is justified, then make payments against completed, inspectable stages. Keep invoices, receipts, photographs and a running payment schedule. Do not make the final payment until agreed snagging and documentation are complete, subject to the contract and applicable law.

How to interpret a high or low quote

Investigate both extremes. A high bid may include better insulation, more complete allowances, difficult access, proper waste handling or professional oversight. A low bid may omit VAT, scaffolding, certification, waste, protection, making good or realistic labour time. Neither position proves that a contractor is right or wrong.

Ask each bidder to explain major differences against the same scope. Look for quantities, labour assumptions, material grades, subcontractor quotations and provisional sums rather than asking for an arbitrary discount. If a builder cannot explain a very low number, treat the uncertainty as a cost risk.

There is no independent official Irish price list for domestic building work. CheckIreland’s benchmark ranges are market-derived and were reviewed in September 2026; they are prompts for questions, not a verdict on an individual contractor. Check the builder before accepting the price

Price is only one part of a safe appointment. Complete these checks before signing:

  • Ask for two recent, comparable projects and contact the clients yourself. Ask about final cost, delays, communication, defects and whether promised documents arrived.
  • Verify the legal business name, trading address, contact details and VAT information. Make sure the name on the quote matches the name in the contract and on invoices.
  • Request evidence of public liability and employer’s liability insurance, and clarify what insurance you must arrange for the existing property, works and professional services.
  • Check relevant registrations and trade qualifications. Where electrical or gas work is included, confirm that the specialists hold the applicable Irish registrations.
  • Ask who will manage the site, which work is subcontracted, and who remains responsible for quality and safety.
  • Search for unresolved complaints or insolvency warning signs using reliable business records and consumer information. Do not rely solely on testimonials supplied by the builder.
  • Confirm that planning, building-control and certification responsibilities have been assigned in writing.

The Competition and Consumer Protection Commission (CCPC) advises researching contractors, securing multiple written quotes, checking business details and references, documenting communications and avoiding full payment before completion. It notes that problems with home-improvement services are one of the biggest drivers of calls to its helpline each year.

Turn the accepted quote into a usable contract

Attach the final scope, drawings, specification, priced schedule, programme and clarifications to a signed contract. The contract should identify the parties, property, price basis, VAT treatment, start and completion dates, payment stages, insurance, warranty, dispute process and change-control rules.

Control variations

Require a written variation request before additional work starts. It should describe the change, the reason, the price including VAT, any time effect and the revised completion date. Your written approval should be required, except for emergency work needed to prevent injury or serious damage. Keep a numbered variation log so the agreed contract sum can be reconciled with invoices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Link payments to progress

Define stages that can be inspected, such as completion of foundations, structural frame, weatherproof shell, first-fix services, finishes and practical completion. Avoid stages that are merely calendar dates. State what evidence supports an invoice and how disputed amounts are handled.

Protect the final stage

Include a snagging inspection and a process for correcting defects. If the contract provides for retention, state the percentage, release date and conditions. If it does not, keep enough of the agreed balance to ensure documented defects and missing certificates are addressed, while avoiding an unlawful withholding of sums that are properly due.

What to do if the work is poor, late or unfinished

Act quickly and keep the issue factual. Do not rely on a phone call alone.

  1. Document the condition. Take dated photographs and notes showing the defect, incomplete item, location and effect. Keep the quote, contract, drawings, invoices, payment records, messages and inspection notes together.
  2. Notify the contractor in writing. Identify each defect or missing item, refer to the agreed scope and attach photographs. Ask for a written remedy plan and set a reasonable date for a response or correction.
  3. Allow a fair opportunity to remedy. Coordinate access and record appointments. If the contractor proposes a repair, confirm the method and completion date in writing.
  4. Escalate proportionately. If the trader refuses, disappears or cannot bring the service into conformity without significant inconvenience, obtain an independent inspection or report where the cost is justified. Do not appoint another contractor to redo everything before preserving evidence unless urgent safety or weather protection requires it.
  5. Use the available consumer remedies. CCPC guidance on the Consumer Rights Act 2022 describes remedies such as repair, price reduction or termination when a service is not as agreed. The appropriate remedy depends on the facts, the seriousness of the failure and whether a correction is possible.
  6. Consider dispute resolution or court action. Qualifying claims up to €2,000 can use the Irish small-claims procedure. Check the current procedural requirements and keep proof of your attempts to resolve the matter.

Never threaten a remedy you are not prepared to pursue, and do not alter evidence by removing defective work before an expert has inspected it unless safety demands immediate action.

When independent quantity-surveying or surveying help is worthwhile

Professional help is most valuable when the cost of an omission could exceed the professional fee. Consider an independent Chartered Quantity Surveyor or Building Surveyor for:

  • large extensions, new builds or multi-trade renovations;
  • projects with uncertain ground, structural or drainage conditions;
  • occupied homes where sequencing and protection are critical;
  • multiple competing specifications or substantial provisional sums;
  • contracts with complex payment, certification or delay provisions; and
  • situations where you cannot independently assess whether a quote is complete.

A quantity surveyor can define the work, produce a cost plan, issue a tender, compare returns and track the approved budget. A building surveyor can investigate existing defects, advise on construction condition and help identify whether proposed work is suitable. SCSI consumer guidance recommends professional design and cost input for larger or complex projects and selecting on quality and reputation rather than lowest price alone.

A final decision checklist

Before accepting a construction quote, you should be able to answer “yes” to each applicable question:

  • Are at least three builders pricing the same written scope and drawings?
  • Is the total fixed or is the pricing basis clearly defined?
  • Is VAT included, with the rate and registration details stated?
  • Are labour, materials, plant and subcontractors identified?
  • Are provisional sums and prime-cost allowances explained with quantities and assumptions?
  • Are exclusions, including scaffolding, skips, waste, making good, testing and certification, explicit?
  • Are existing-condition risks and investigation allowances addressed?
  • Are start, completion, milestones, access assumptions and delay notices written down?
  • Are deposits and stage payments linked to measurable progress?
  • Is there a written variation process requiring approval before extra work?
  • Are warranty, snagging, insurance and completion documents defined?
  • Have you checked references, business identity, insurance, registrations and specialist qualifications?
  • Is the final scope and price attached to a signed contract?

Only after these answers are clear should you compare the adjusted totals. The best quote is the one that gives you the clearest, most complete and most controllable description of the finished project—not simply the smallest number at the top of the page.
