Normalize each company’s country, reporting period, currency, consolidation scope, clinker and cement capacity, production, sales, fuel and power costs, freight exposure, and EBITDA definition before ranking performance. Capacity and utilisation show how much plant a company can run; revenue per tonne, cash cost per tonne, margins, leverage, and capital spending show whether that output creates value.
Use a five-part sequence: define a comparable perimeter, measure capacity and utilisation together, build a cost-per-tonne bridge, reconcile pricing and margins, then adjust for geography and decarbonisation. This prevents a large producer with weak pricing or high logistics costs from looking better than a smaller, more profitable operator.

1. Define the comparison perimeter before collecting numbers
Cement figures are only comparable when they describe the same kind of business over the same period. Write the perimeter at the top of your worksheet before entering any data.

Record the essential scope fields
- Geography: country, regions served, and whether the figure covers one market or the consolidated group.
- Period: fiscal year, quarter, or trailing 12 months, with the exact end date.
- Currency and units: report currency, tonnes versus metric tonnes, and whether revenue is nominal or inflation-adjusted.
- Consolidation: wholly owned operations, joint ventures, associates, or a combined operational total.
- Asset type: clinker capacity, integrated cement capacity, grinding capacity, or a mix of integrated plants and standalone grinding mills.
- Operating status: whether temporarily idled, mothballed, or under-maintenance plants remain in installed capacity.
- Product perimeter: ordinary cement, blended cement, specialty products, and third-party trading volumes.
A company can report a high utilisation rate simply because its denominator excludes inactive lines, while another includes every installed line. Put the denominator beside every percentage.

Use the filing definition of utilisation
A SEC-filed issuer, Cementos Pacasmayo, defines utilisation as “production for the specified period divided by installed capacity of that period.” Apply that formula only when production and installed capacity cover the same period and scope:
Utilisation (%) = production during the period ÷ installed capacity for that period × 100
If a plant operates for only part of a year, clarify whether capacity has been time-adjusted. Do not compare a reported rate based on clinker output with one based on cement sales.
2. Measure scale and utilisation together
Start with physical data, not revenue. Capture installed capacity, clinker capacity, cement or grinding capacity, production, and sales. Then calculate utilisation using the issuer’s denominator.
| Metric | What to capture | Why it matters |
|---|---|---|
| Installed cement capacity (Mt/year) | Nameplate annual capacity and the date measured | Shows potential scale, but not actual output or profitability |
| Clinker capacity (Mt/year) | Own clinker lines, including kiln technology and scope | Indicates how much intermediate material the company can make internally |
| Grinding capacity (Mt/year) | Integrated and standalone grinding capacity, identified separately | Reveals dependence on purchased clinker and the ability to serve local markets |
| Production (Mt) | Clinker and cement production for the same reporting period | Numerator for utilisation and a check on operational execution |
| Sales (Mt) | Volumes sold, split between own production and traded cement where disclosed | Connects plant output to market demand and revenue |
| Utilisation (%) | Reported rate and the exact denominator | Shows how effectively available assets were used |
Illustrative disclosed figures
Cemex disclosed 14.1 million tons per year of installed U.S. cement capacity as of December 31, 2024. That is a capacity fact, not a statement that all lines ran at 100% or that the capacity is comparable with another company’s global total.
JSW Cement reported, for fiscal 2023–24, revenue of ₹6,028 crore, saleable production of 12.15 million tonnes, and capacity utilisation of 67.50%. Its operating EBITDA margin was 18%. These figures are useful only when compared with another company on a similar fiscal period, geography, product mix, and EBITDA basis.

Read utilisation with demand and maintenance context
A low rate can reflect weak local demand, a kiln shutdown, planned maintenance, a new line that has not ramped up, or a denominator inflated by temporarily unavailable capacity. A high rate can indicate strong demand and fixed-cost absorption, but it can also signal an asset-constrained market where future growth requires capital expenditure. Ask management which explanation applies before treating the percentage as a quality score.

Aggregate cost per tonne hides the reasons one producer outperforms another. Reconstruct the bridge from production costs to cash manufacturing cost and then to delivered cost.
Separate the major cost buckets
- Fuel: coal, petcoke, gas, alternative fuels, and the cost of substituting among them.
- Electricity: grid power, captive generation, waste-heat recovery, and renewable-power contracts.
- Raw materials: limestone, gypsum, additives, and purchased clinker.
- Labour: plant and corporate personnel allocated to production.
- Maintenance: routine repairs, kiln outages, spare parts, and major overhaul spending.
- Depreciation: accounting cost of the plant and equipment; keep it separate from cash cost.
- Freight and distribution: inbound materials, outbound cement, terminals, warehousing, and handling.
Use a consistent formula such as cash manufacturing cost per tonne = cash manufacturing cost ÷ cement produced. For a delivered-cost comparison, add freight and distribution and divide by tonnes sold, making clear whether the denominator is production or sales.
Energy deserves its own analysis
Cemex’s 2024 U.S. disclosures put fuel at 17% of U.S. cement production costs and power at 12% of cash manufacturing cost before depreciation. The two percentages use different denominators, so they should not be added as though they were one cost stack. They do show why an energy-price shock can move margins quickly even when volumes are stable.
For each company, record fuel type, thermal energy consumption, electricity consumption, alternative-fuel substitution, and the share of costs that is fixed or variable. A producer with a lower headline cost may simply benefit from cheaper local fuel or a different depreciation policy.

4. Compare pricing and margins on the same basis
Margins are meaningful only after volume and cost definitions are aligned. Calculate revenue per tonne, gross margin, operating margin, EBITDA margin, and cash cost per tonne, then identify what each measure includes.
| Measure | Calculation | Use in comparison |
|---|---|---|
| Revenue per tonne | cement revenue ÷ tonnes sold | Pricing power, product mix, and geographic mix |
| Gross margin | (revenue − cost of sales) ÷ revenue | Plant and product economics before operating overhead |
| Operating margin | operating profit ÷ revenue | Profit after operating overhead and depreciation under the issuer’s accounts |
| EBITDA margin | EBITDA ÷ revenue | Operating cash-earnings proxy before interest, tax, depreciation, and amortisation |
| Cash cost per tonne | cash manufacturing and, if relevant, logistics costs ÷ tonnes | Underlying cost position without non-cash depreciation |
Reconcile EBITDA definitions line by line
Cementos Pacasmayo’s SEC filing warns that “EBITDA and Adjusted EBITDA, as calculated by us, may not be comparable to similarly titled measures reported by other companies.” One issuer may exclude restructuring, impairment, stock compensation, gains on asset sales, or start-up costs; another may leave them in operating expenses.
- Start with reported operating profit or net income and obtain the issuer’s reconciliation.
- Add back only interest, tax, depreciation, and amortisation for a plain EBITDA measure.
- List every additional “adjusted” item separately instead of accepting a single adjusted figure.
- Recalculate the margin using the same inclusion rules for every company.
- Keep reported and harmonised margins in separate columns so neither is mistaken for the other.
Worked revenue-per-tonne calculation
Using JSW Cement’s FY2023–24 figures, ₹6,028 crore of revenue divided by 12.15 million tonnes of saleable production gives approximately ₹4,961 per tonne (₹60.28 billion ÷ 12.15 million tonnes). This is a derived indicator, not a reported cement-only price: the revenue perimeter and the production denominator may include different products or volumes. Use sales tonnes, rather than production tonnes, if the filing provides them.
5. Adjust for geography and logistics
Cement is heavy and has a low value-to-weight ratio. A U.S. cement-company SEC filing describes typical profitable shipment ranges of about 150 miles by truck, 300 miles by rail, and farther by barge. These are practical examples, not universal limits; fuel prices, road conditions, terminals, and local competition change the economics.
| Transport mode | Illustrative profitable range in the cited U.S. filing | Comparison question |
|---|---|---|
| Truck | About 150 miles | How much of the market can a plant serve directly? |
| Rail | About 300 miles | Does the company control rail sidings, terminals, and reliable service? |
| Barge | Farther than rail where waterways and terminals are available | Can water access lower delivered cost into distant markets? |
Map each plant against demand centres, competitors, import terminals, quarries, and transport links. Compare delivered cost and realised price by region instead of using a group-wide average. A company with high utilisation in a protected local market may earn more than a larger exporter facing expensive inland freight.
6. Include balance sheet capacity and capital intensity
Operating margins do not show how much capital is required to sustain or expand them. Add the following fields to the comparison:

- Net debt/EBITDA: use the same reported or harmonised EBITDA definition as the margin analysis.
- Maintenance capex: spending needed to keep existing kilns, mills, quarries, terminals, and environmental equipment operating.
- Growth capex: new kilns, grinding lines, terminals, acquisitions, and capacity expansions.
- Capex per added tonne: divide project cost by incremental annual capacity when both figures are disclosed, and state the project’s stage and currency.
- Cash conversion: compare operating cash flow after working-capital changes with EBITDA, then subtract maintenance capex.
Do not treat all capex as optional growth. A company with a high EBITDA margin but heavy maintenance requirements may generate less distributable cash than a lower-margin producer with younger assets.

7. Add carbon intensity and transition economics
Decarbonisation is becoming a cost and investment variable, not merely a disclosure item. Track direct CO2 emissions per tonne of cement or clinker, purchased-power emissions, alternative-fuel share, clinker factor, and the capital required for compliance.
The International Energy Agency estimated that early commercial near-zero-emissions cement plants using carbon capture and storage could have production costs 75% to 150% above conventional plants. The estimate applies to early commercial facilities, so it should be used as a scenario range rather than a current cost for every producer.
The IEA also reports that cement-sector CO2 emissions remain higher than in 2015 and that direct emissions intensity has been broadly unchanged. A company with a lower current cost but no credible transition plan may face larger future spending or carbon costs.
Demand assumptions matter as well. The Global Cement and Concrete Association estimated that concrete binder optimisation could reduce binder demand by 5% in 2030 and 14% in 2050 versus 2020. Lower binder intensity could reduce volume growth for some producers while rewarding companies with efficient blended products and strong technical support.

- Freeze the perimeter. Write country, period, currency, consolidation scope, plant types, and capacity definition before collecting data.
- Gather physical volumes. Enter clinker capacity, grinding capacity, cement capacity, production, sales, and the issuer’s utilisation formula.
- Check the denominator. Confirm whether utilisation uses cement or clinker, installed or available capacity, and whether idled lines are included.
- Build the cost bridge. Separate fuel, electricity, raw materials, labour, maintenance, depreciation, freight, and distribution.
- Calculate unit metrics. Derive revenue per tonne and cash cost per tonne with matching production or sales denominators.
- Reconcile margins. Map reported operating profit, EBITDA, and adjusted EBITDA to a common definition.
- Map the market. Assign volumes and prices to regions and estimate delivered-cost exposure by transport mode.
- Add capital requirements. Separate maintenance from growth capex and pair net debt with the same EBITDA definition.
- Score transition exposure. Compare CO2 intensity, clinker factor, alternative fuels, carbon-capture plans, and likely compliance spending.
- Write the investment conclusion. State which company has the better combination of cost, price, utilisation, balance-sheet resilience, and transition readiness, and identify the assumptions that could reverse the ranking.
9. Interpret common result patterns
High utilisation, weak margin
This usually points to low realised prices, expensive fuel or power, long freight routes, an unfavourable product mix, or unusually high maintenance and depreciation. Check regional pricing and the cost bridge before calling the plants efficient.

Low utilisation, strong margin
Premium pricing, a protected market, low energy costs, or a high-value product mix can offset underused capacity. Verify that the margin is not inflated by one-time adjustments or by a denominator that excludes unavailable plants.
Large capacity additions, falling returns
New kilns and mills can raise future sales while depressing current utilisation and increasing depreciation, interest, and start-up costs. Separate mature-plant economics from projects that have not reached steady state.
Low cash cost, high delivered cost
A plant may be efficient at the gate but uncompetitive after inland freight. Compare quarry-to-customer routes and terminal access, not just factory cost.
Recommended Free Tools
High EBITDA margin, weak cash generation
Working-capital growth, major maintenance, environmental upgrades, or high interest expense can absorb EBITDA. Use cash flow after maintenance capex and leverage to test the quality of the margin.
10. Mistakes that invalidate a cement-company comparison
- Ranking companies by installed capacity without checking production, sales, or utilisation.
- Dividing revenue by production when the revenue includes trading or non-cement businesses.
- Combining fuel and power percentages that use different cost denominators.
- Comparing adjusted EBITDA from one issuer with reported EBITDA from another.
- Mixing fiscal years, inflation environments, or currencies without adjustment.
- Comparing an integrated producer with a grinding-only operator without separating purchased-clinker costs.
- Ignoring freight radius, terminal ownership, imports, and local supply-demand balance.
- Treating early carbon-capture cost estimates as today’s cost for every plant.
- Calling all capex growth spending and overlooking maintenance requirements.
- Using a group average when the companies operate in materially different regional markets.
11. The minimum data sheet for a defensible ranking
A final worksheet should contain one row per company and a note beside every number identifying period, geography, currency, consolidation scope, and company definition. At minimum, include installed cement capacity, clinker capacity, grinding capacity, production, sales, utilisation, revenue per tonne, cash cost per tonne, fuel and power shares, gross margin, operating margin, EBITDA margin, net debt/EBITDA, maintenance capex, growth capex, freight exposure, and CO2 intensity.
Use the published figures as anchors, not as a forced league table. Cemex’s 14.1 million tons per year of U.S. capacity, its 2024 U.S. fuel and power cost shares, and JSW Cement’s FY2023–24 production, utilisation, revenue, and operating EBITDA margin come from different geographies and reporting conventions. They illustrate the fields to collect; they do not by themselves prove which company is superior.
The strongest conclusion is therefore conditional: identify the producer with the lowest sustainable delivered cost and adequate pricing power after normalising definitions, then test whether its leverage, maintenance needs, and decarbonisation investment can support that advantage.
