Compare cement companies on three separate measures: installed capacity, actual cement production or sales, and the markets they serve. Then test whether their reported costs cover the same products, activities, regions, and period. A large capacity figure does not prove a company is producing or selling more, and a broad country footprint does not necessarily mean it owns plants in every market.

Start with comparable reporting periods and business scopes

Before comparing figures, choose the reporting year and define the business you mean to compare. Cement groups may also report clinker, aggregates, ready-mix concrete, and other activities. Acquisitions, divestitures, plant closures, and segment changes can alter the companies included in a reported total.

  • Use the same fiscal year where possible, and note whether a company reports calendar-year or different fiscal-year results.
  • Keep units and currencies consistent. Do not compare a volume reported in one unit with a figure in another without converting it.
  • Record whether each figure is cement-only, clinker and cement, cementitious materials, or a wider group measure.
  • Check the filing’s definitions and segment notes rather than assuming similarly named measures have identical scope.

The company examples below illustrate how to read disclosures; they are not a standardized cross-company ranking.

Capacity tells you potential scale, not actual sales

Check what “capacity” means

Capacity can refer to cement grinding capacity, clinker capacity, or theoretical installed capacity. Those measures are not interchangeable: clinker is an intermediate material, while grinding capacity concerns the production of cement. Also check whether a company includes temporarily closed plants or whether its capacity can vary with product mix.

Cemex defines installed capacity as theoretical annual production capacity and notes that the measure may include temporarily closed plants and can vary with product mix in its 2025 Form 20-F.

Pair capacity with same-period volumes

For 2025, Cemex reported 78.0 million tons of annual installed cement production capacity and cement sales of 48.0 million tons. The figures show why capacity and sales should be presented separately: the former describes stated potential, while the latter is a reported sales volume for the year.

Do not automatically divide sales by stated capacity and call the result utilization. That calculation is meaningful only if the periods, assets, products, and reporting perimeter match; sales can also differ from production because of inventory movements and trade.

Compare costs only after checking their scope

Read the cost line definition

A reported “cost of sales” may include more than cement manufacturing. Cemex’s 2025 reporting description includes depreciation, amortization and depletion of production assets, storage at production plants, freight for raw materials, and delivery expenses for its ready-mix concrete business. It is therefore not, by itself, a cement-only production cost per ton.

Vicat Needle Apparatus Construction Levels and Survey Instrument
  • Essential Cement Testing: Specifically designed to determine the Initial Setting Time and Final Setting Time of hydraulic cement pastes, crucial for construction quality control.
  • Standard Consistency Determination: Includes the necessary plunger and equipment to accurately find the Standard Consistency of cement samples, conforming to industry standards.
  • High Precision Reading: Features a clear, calibrated scale in millimeters (MM) for precise measurement of needle penetration depth during testing.
  • Complete Testing Kit: Supplied as a full set, including the main frame, a Brass Vicat Mold (or Mould), a removable Plunger, and both the Initial and Final Setting Needles, along with a Glass Plate.
  • Durable & Robust Construction: Built with a sturdy Cast Iron Base and bright metallic moving parts to ensure stability and longevity in a demanding laboratory environment.

Before treating a cost figure as comparable, establish whether it includes:

  • Depreciation or other production-asset charges;
  • Raw-material, fuel, or finished-product freight and storage;
  • Ready-mix, aggregates, or other downstream activities; and
  • Corporate or regional expenses beyond the cement operation being assessed.

Look for regional explanations, not just group totals

Energy and fuel exposure, logistics, demand, pricing, and currency movements can differ sharply by market. Heidelberg Materials’ 2025 report says cement and clinker volumes in its Asia-Pacific area remained at the prior-year level. Its Indonesia discussion describes slightly weaker demand, excess capacity and price pressure, and a weaker rupiah; it also describes efficiency improvements, alternative fuels, cost discipline, and logistics optimization as countermeasures. These details help explain pressures behind regional results, but they do not establish a comparable cement-only unit cost.

Rank #4
New Standard Vicat Cement Consistency Setting Time Tester
  • Simple operation, stable performance
  • Clear scale, accurate indication, not easy to deform
  • Well-made, thick product, wear-resistant
  • Regular size, firm, long service life
  • Accurate measurement, accurate parameters, high-cost performance

Likewise, a margin or emissions measure can add context without answering what cement costs to produce. Holcim reported Europe net sales of CHF 8.5 billion, recurring EBIT of CHF 1.5 billion, and a recurring EBIT margin of 17.0% in its 2025 Annual Report. It also reported Scope 1 emissions of 440 kg net CO₂ equivalent per ton of cementitious materials. These are regional financial and operational indicators, not a direct cement cost-per-ton comparison.

Separate owned operating footprint from market activity

Count and classify presence rather than relying on a single country total. A company may own or operate plants in some places, sell cement into others, export through terminals, or trade materials sourced from third parties. Those activities have different implications for control, investment, and exposure to local demand.

Cemex reported operations in Mexico, the United States, Europe, the Middle East and Africa, and South and Central America and the Caribbean. It also reported trading roughly 12 million tons of cementitious and non-cementitious materials in more than 65 countries in 2025. The trading figure describes market activity; it is not a count of countries where Cemex owns cement plants.

For each company, distinguish owned or operated plants and subsidiaries from joint ventures, leased assets, exports, sales markets, terminals, and trading. Where available, compare regional sales volumes and explain whether a market is a material source of revenue or merely a destination for occasional trade.

Build a comparison that answers the investment or procurement question

Question Evidence to collect How to interpret it
How much could the company make? Installed cement capacity, with the filing’s definition, plant perimeter, and any closure caveats. Potential scale, not a substitute for output or sales.
How much did it sell or produce? Same-year cement production or sales volumes, with product and entity scope. Actual reported activity; keep production distinct from sales.
What does it cost? Cost of sales, operating expenses, and regional explanations, with included products and activities. Do not label a broad company cost line cement-only or per-ton unless the disclosure supports that interpretation.
Where does it compete? Plants, operating subsidiaries, regional volumes, exports, terminals, sales markets, and trading. Classify owned operations separately from trade or sales reach.
Can the figures be compared? Year, currency, unit, product definition, segment boundary, and changes in business perimeter. Explain any mismatch instead of presenting unlike figures as a league table.

For a company review, put the source and definition next to every key figure. For procurement, give more weight to the relevant local supply route, available volume, and delivery footprint than to global capacity alone. For investment analysis, connect regional demand, pricing, costs, and margins to the company’s actual operating exposure rather than inferring economics from capacity or country count.

Use annual reports and filings as the evidence base

Company filings are the starting point for definitions, segment results, and reported volumes. Cemex’s 2025 Form 20-F provides capacity, sales, and footprint context; its 2025 filing exhibit describes segment and cost measures. Heidelberg Materials’ Annual and Sustainability Report 2025 and annual report archive provide regional context. Holcim’s 2025 Annual Report illustrates regional financial and operational reporting.

Recheck the latest available filing before relying on a comparison: new lines, closures, acquisitions, divestitures, or revised segment definitions may change the figures and the businesses they describe.
