The best cloud for an AI workload is the one that meets your model, quality, location, latency, capacity, and operating requirements at an acceptable total cost—not a provider that is universally cheapest or fastest. Compare AWS, Azure, and Google Cloud by holding the workload constant, then pricing the same input and output volume, modality, traffic pattern, and reliability target. AWS Bedrock, Microsoft Foundry, and Google Vertex AI expose different pricing and capacity dimensions, so a headline price comparison can mislead. Build a workload estimate with current provider calculators, verify model and region availability, and test capacity behavior before committing.
What should I compare before choosing a cloud for AI?
Start with a written workload specification. Without fixed requirements, each provider can appear cheaper simply because you are comparing different models, service tiers, or assumptions.
As an Amazon Associate I earn from qualifying purchases.
Define the task and quality target
- Record the task: chat, extraction, classification, summarization, code generation, image, audio, embedding, agent workflow, or another use case.
- Set an acceptance test for quality, such as accuracy on a labeled sample, citation correctness, safety rate, or human-review pass rate. Provider catalogues do not establish a cross-cloud quality ranking.
- Specify context-window needs, tool calls, retrieval, fine-tuning, structured output, and batch processing. These requirements can eliminate models before price becomes the deciding factor.
Quantify traffic and latency
- Estimate requests per second at steady state and at peak, plus daily and monthly totals.
- Separate input and output volume. Token-based services charge these dimensions differently, while image, audio, and other modalities use their own units.
- Set a latency objective (for example, a maximum time to first token and completion time) and identify whether occasional throttling is acceptable.
- Describe traffic shape: interactive online requests, scheduled batch jobs, or a mixture. AWS documents different inference options, and batch can have different pricing from online use.
Write down location and policy constraints
- List the required cloud region, data-residency boundary, customer-managed-key needs, retention rules, and restrictions on cross-region processing.
- For every candidate, verify that the exact model, API, supporting data service, and capacity mode are available in that location. There is no single complete cross-provider region-and-compliance matrix in the provider pages reviewed here.
Capture integration and operating requirements
- Inventory your identity provider, networking, storage, logging, monitoring, deployment pipeline, governance controls, and support contract.
- Estimate engineering and operations effort to connect those systems. A lower API price can be outweighed by migration, observability, or support work.
How do AWS, Azure, and Google Cloud differ for AI platforms?
The platforms overlap, but their published product structures emphasize different comparison axes. Treat these descriptions as capability categories, not proof that one platform is better.
| Provider and AI entry point | Published structure or behavior | What to verify for your workload |
|---|---|---|
| AWS Bedrock | Pricing varies by model provider, model, modality, and inference option. The page lists Standard, Flex, Priority, and Reserved tiers and describes lower-priced batch inference for select foundation models. | Exact model and region, online versus batch mode, tier eligibility, quotas, reservation commitments, and supporting AWS services. |
| Microsoft Foundry | The pricing page lists Foundry Models, Foundry Agent Service, Foundry IQ, Foundry Tools, Azure Machine Learning, and Foundry Control Plane. Microsoft labels figures as estimates. | Agreement-specific rates, currency, date, model and agent components, Azure data services, and the operational scope included in each estimate. |
| Google Vertex AI | Generative-AI throughput can use flexible pay-as-you-go Dynamic Shared Quota or location-specific Provisioned Throughput. Shared capacity changes with demand; reserved throughput is purchased for a fixed amount and price. | Shared-pool behavior, 429 risk, retry design, reserved amount and location, commitment terms, and all companion products in the architecture. |

How should I compare AWS Bedrock costs?
AWS does not have one meaningful “AI price.” Bedrock pricing depends on the selected model provider, model, modality, and inference option.
Identify the billable dimensions
- Choose the exact foundation model and modality, then record input and output units used by that model.
- Select the operating mode: Standard, Flex, Priority, Reserved, or batch where available. The page describes batch inference as lower priced for select foundation models, not as a universal discount.
- Enter the deployment region and expected request pattern. Rates and availability can differ by region and mode.
- Add non-model charges: storage, retrieval or search, networking, logging, monitoring, data processing, and any training or orchestration services your design needs.
Do not quote an AWS number without naming the model, region, inference mode, and tier. Use the Bedrock page as the authoritative starting point for a current estimate, then validate expected usage against your account terms.
How should I compare Microsoft Azure Foundry costs?
Microsoft Foundry presents a broad set of model, agent, search, tooling, machine-learning, and control-plane capabilities. That breadth means you should price the complete workflow rather than only the model call.
Separate estimates from contractual charges
Microsoft says the figures on its Foundry pricing page are estimates, not actual quotes, and that agreement, date, and currency exchange rate can change the result. Record the date and currency of every estimate, then obtain the applicable rate for your organization.
- Specify the model or model family and its input/output usage.
- List agent orchestration, Foundry IQ or grounding, tools, Azure Machine Learning, and control-plane components actually required.
- Add Azure storage, databases, networking, monitoring, security, and support costs.
- Check whether existing enterprise agreements, minimum commitments, or regional terms alter the displayed estimate.
Foundry’s listed categories are evidence of the platform’s product scope; they do not establish feature-by-feature superiority over Bedrock or Vertex AI.

How does Google Vertex AI capacity affect cost and reliability?
Vertex AI documents two materially different throughput choices. Pay-as-you-go Dynamic Shared Quota uses a shared pool whose availability varies with demand. Provisioned Throughput reserves a specified model throughput amount in a chosen location for a fixed price.
Dynamic Shared Quota
Shared capacity can be economical for variable or low-volume traffic, but capacity is not constant. Google warns that demand can produce 429 resource-exhausted errors and advises retry mechanisms. Your design should use bounded exponential backoff, idempotent request handling, queueing where appropriate, and monitoring for saturation.
Provisioned Throughput
Provisioned Throughput is intended for predictable capacity and cost. You reserve an amount of model throughput in a selected location for a fixed price. Compare the reservation with your measured steady and peak demand; unused reserved capacity is still a commitment cost, while an undersized reservation can leave bursts to another path or cause failures.
The throughput documentation was last updated January 2, 2026. Recheck the current location list, model eligibility, reservation terms, and quota behavior before signing an agreement: Google Vertex AI throughput quota documentation.
How do I build a fair cross-cloud cost estimate?
Use the same workload trace and quality threshold for every provider. A spreadsheet or script should preserve assumptions so that a changed model or traffic forecast updates all three estimates.

Use a comparison worksheet
| Worksheet field | Value to enter for each provider |
|---|---|
| Task and modality | One fixed task definition and modality (text, image, audio, embedding, or mixed) |
| Model and version | Exact model name, version, region, and availability date |
| Quality target | Pass/fail metric and test-set result required for production |
| Input volume | Units per request and monthly total |
| Output volume | Units per request and monthly total |
| Traffic shape | Steady rate, peak rate, online, batch, or mixed |
| Latency objective | Target for first response and full completion |
| Capacity mode | On-demand/shared, priority, reserved, or provisioned option |
| Region and data path | Serving region, storage region, and any cross-region processing |
| Supporting services | Retrieval, storage, networking, monitoring, security, orchestration, and support |
| Commercial assumptions | Currency, agreement, commitment, credits, and estimate date |
Calculate total cost of ownership
For each candidate, add model usage, capacity commitments, supporting cloud services, data transfer, observability, engineering, and expected failure or retry overhead. Keep one-time migration and evaluation costs separate from recurring monthly spend. Report a range using low, expected, and peak traffic rather than a single false-precision number.
Normalize the result
Compare cost per accepted task at the same quality level, not cost per raw request. If one model needs more output tokens, retries, or human review to reach the target, include those units. If a provider cannot meet the location or latency requirement, mark it as infeasible rather than assigning it an artificially low price.
What capacity and latency tests should I run?
Provider documentation describes mechanisms, not your application’s performance. A controlled pilot is needed to measure your own latency, error rate, and cost.
- Replay a representative, privacy-safe workload with identical prompts, context, tools, and output limits.
- Run separate tests for steady traffic and bursts. Record time to first token, completion time, throughput, throttles, 429 responses, retries, and failed tasks.
- Measure quality against the acceptance test and record token or modality usage.
- Repeat at the required region and capacity mode. Do not generalize a result from one region, model version, or time of day.
- Price the measured usage with current calculators and include the retry and support-service costs.
This process produces a workload estimate, not a universal benchmark. Keep the test date and model versions with the results because provider catalogs and quotas change.

Choose AWS when its model and operating fit are strongest
AWS is a candidate when the required model, modality, tier, region, and batch or online pattern align with your existing AWS identity, data, and operations. Confirm the specific Bedrock pricing dimensions and any reservation or tier commitment before deciding.
Choose Azure when Foundry integration reduces total effort
Azure can be compelling when Foundry’s model, agent, grounding, tooling, machine-learning, and control-plane categories match your architecture and existing Azure governance. Validate agreement-specific estimates and price every supporting component.
Choose Google Cloud when throughput behavior matches demand
Vertex AI is a candidate when Dynamic Shared Quota’s flexibility is acceptable or Provisioned Throughput’s reserved capacity matches predictable demand in the required location. Design and cost for retries if shared capacity can return 429 errors.
Use a shortlist, not a loyalty rule
Keep any provider that passes hard constraints—model availability, data location, quality, latency, and capacity. Rank the survivors by measured cost per accepted task and operating effort. Re-run the comparison when model versions, traffic, regions, or contracts change.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the most common comparison mistakes?
- Comparing different models: A cheaper model may miss the quality target, making the apparent saving irrelevant.
- Using a headline unit price: Input, output, modality, tier, batch, and reservation dimensions can change the bill.
- Ignoring peak capacity: Shared pools may throttle or return 429 errors; reserved capacity adds a commitment.
- Leaving out companion services: Retrieval, storage, networking, monitoring, security, and orchestration are part of the architecture.
- Treating credits as permanent savings: Google Cloud advertises $300 in credits for new customers, but eligibility and promotions are volatile. Verify current terms and exclude credits from long-run unit economics.
- Assuming region portability: A model or capacity mode available in one location may not be available in the required one.
- Confusing an estimate with a quote: Microsoft explicitly notes that agreement, date, and currency can change estimates; obtain current commercial terms.
- Skipping retry and failure costs: Retries consume units and can increase latency, especially under shared capacity.
How often should I revisit the comparison?
Recalculate whenever you change the model, prompt or context size, modality, traffic forecast, region, latency target, capacity mode, or supporting services. Also review it when a provider changes pricing, quotas, model availability, or contract terms. Keep the calculation date, assumptions, and source links with the decision record so finance and engineering can reproduce it.

What is the practical decision rule?
Reject any option that cannot satisfy the required model quality, data location, policy, latency, or capacity behavior. For the remaining options, select the one with the lowest measured total cost per accepted task after usage, commitments, supporting services, retries, and operating effort are included. Recheck live provider pages and contract terms immediately before deployment and at each material workload change.
Frequently Asked Questions
Can I move the same AI workload between clouds without changing its cost?
Usually not. Tokenization, model behavior, tool APIs, regional availability, networking, and observability differ, so migration requires a new quality and cost baseline even when the prompt is unchanged.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I reserve capacity for an experimental AI project?
Reserve or provision capacity only when demand and location are predictable enough to use the commitment. For uncertain experiments, start with flexible usage, set spend and quota alerts, and revisit reservations after you have a representative traffic trace.
How can a finance team audit an AI cloud estimate?
Require a dated worksheet showing model version, region, input and output assumptions, traffic percentiles, capacity mode, supporting services, currency, credits, and agreement terms. Reconcile the estimate to billing exports after launch and explain variance from retries, idle reservations, or changed usage.
What does a 429 error mean in a generative-AI API?
It generally indicates that the service could not provide capacity at that moment, often because a shared quota or rate limit was exhausted. Handle it with bounded retries and backoff, monitor frequency, and determine whether a quota increase or reserved-throughput product is appropriate.
