Compare geothermal production only on a like-for-like basis: the same physical boundary, reporting period, well population, operating hours and steam or energy units. Build a dated well-level actuals table, reconcile it to the forecast, calculate both level and trend variances, then separate reservoir, well, gathering, plant and operating effects. A lower megawatt reading is not by itself proof that the reservoir is underperforming.
Start by defining what “actual steam” and “base case” mean
Most disagreements begin with an unstated boundary. “Actual steam” might mean gross two-phase flow at the wellhead, separated steam sent into a gathering system, dry steam at the turbine inlet, or an energy-equivalent quantity calculated from mass flow and enthalpy. Those are different measurements. A forecast can likewise describe a reservoir model, a plant-feed forecast, or the financial base case used for debt sizing and equity returns. Comparing a wellhead forecast with turbine-inlet output mixes reservoir performance with every loss and outage between the well and the turbine.

| Comparison item | Possible definitions | What must match |
|---|---|---|
| Production boundary | Gross wellhead; separator outlet; steam-gathering header; turbine inlet; equivalent steam energy | Use the same boundary for actuals and forecast, and state whether brine and non-condensable gases are included. |
| Forecast type | Reservoir simulation; plant-feed forecast; financial base case | Do not label a plant-feed variance as reservoir underperformance without removing plant-side effects. |
| Quantity | Steam mass flow, total two-phase mass flow, enthalpy, thermal energy or electrical MW | Convert to one declared basis. MW is a downstream conversion, not a direct reservoir metric. |
| Time basis | Instantaneous test; daily average; monthly average; annualized capacity | Match the averaging window, commissioning period, outages and operating hours. |
Write the boundary in the report title or table header, for example: “Gross wellhead steam, dry-steam equivalent, monthly average, January 2024–December 2025.” If the project’s base case uses a different boundary, show a bridge between the two rather than silently substituting one for the other.

Pressure is often the first signal of natural decline, but it is also one of the least transferable data points. A California Public Utilities Commission filing records a Calpine response that the key data set needed to forecast steam-field decline—steam-field pressure measured at the wellhead—was proprietary to the steam-field owners. If pressure is unavailable, mark it as an inferred or restricted input and explain which proxy was used. Do not present a cross-project ranking based on pressure trends that have not been measured on the same basis.

Build a dated actuals table before calculating a variance
A single monthly steam number hides the causes of a shortfall. Retain one row for every well and reporting interval, with separate records for production tests, normal production, shut-in periods and injection. CalGEM’s GeoSteam database and its guide define production, injection, test and shut-in status codes; use those codes or a documented mapping rather than treating every nonzero meter reading as normal production.
| Field | Why it matters |
|---|---|
| Date, interval and operating hours | Distinguishes a full-month average from a short test and prevents outage hours from being mistaken for reservoir decline. |
| Well ID and status | Allows production, test, shut-in, injection, commissioning and abandonment periods to be separated. |
| Steam flow and brine or two-phase flow | Shows whether a steam shortfall is a change in phase split or a loss of total fluid production. |
| Wellhead and separator pressure | Supports decline analysis and identifies pressure losses between the well and separator. |
| Temperature and enthalpy | Converts mass flow into a consistent energy basis and reveals cooling or feed-zone changes. |
| Steam quality or dryness fraction | Prevents a change in moisture content from being reported as a pure mass-flow decline. |
| Injection rate and injector status | Provides context for pressure support, interference and reinjection constraints. |
| Outages, curtailment and plant availability | Separates resource capability from the amount the plant was allowed or able to accept. |
| Make-up-well additions | Shows whether new wells are replacing natural decline and identifies step changes in the series. |
Keep raw readings, quality flags, calibration notes and the transformed value used in the forecast comparison. A test result should not overwrite the operating average. Tag a commissioning ramp, a temporary well intervention, a gathering-line outage and a make-up-well tie-in so that the model can exclude or separately explain each event.
Reconcile units, assumptions and the reporting period
Choose one primary basis and disclose every conversion. A mass-flow comparison can use kilograms per second, tonnes per hour or another consistent unit. An energy comparison uses mass flow multiplied by specific enthalpy, with the steam-quality convention stated. If the forecast reports total two-phase flow while actuals report separated steam, use measured brine and quality data to reconstruct the same quantity or label the result as not directly comparable.

Match the separation pressure. Steam quality and enthalpy change with pressure, so a forecast at one separator condition cannot be compared with a test at another without a thermodynamic conversion. Match the number of producing wells, too. A forecast that assumes 20 wells and actuals from 18 operating wells should show the well-count difference as an availability effect, not as an unexplained reservoir variance.

Align calendar and operating time. A 30-day test, a 31-day monthly average and an annualized nameplate figure are not interchangeable. Exclude or separately identify commissioning, planned maintenance, forced outages, transmission restrictions and dispatch curtailment. If actual operating hours are lower than the base case, report both an “as-operated” result and an “availability-normalized” result.
Keep electrical output separate from steam supply. Steam mass flow or steam energy describes the resource. Net MW also depends on turbine efficiency, generator losses, condenser vacuum, parasitic loads, ambient conditions, fouling, wear and design margins. Performance guidance specifically identifies resource temperature, ambient conditions, fouling, wear and design margins as reasons actual output can differ from design.
Calculate level, percentage and cumulative variance
For each interval, calculate the absolute difference first:
Absolute variance = actual − forecast
Then calculate the relative difference:
Percentage variance = (actual − forecast) ÷ forecast × 100

Retain the sign. A negative number is a shortfall; a positive number is an overperformance. State whether the forecast denominator is gross steam, net steam, thermal energy or another measure. When the forecast is zero or unavailable for an interval, do not manufacture a percentage; report the absolute value and mark the percentage as not meaningful.
Cumulative variance is the sum of interval variances when all intervals use the same mass or energy unit. For irregular intervals, use a time-weighted integral or convert every interval to a common duration before summing. A project can be close to base case cumulatively while deteriorating rapidly in the latest quarter, so show rolling 30-day, 90-day and 365-day views whenever data density supports them.
| View | Question answered | Main caution |
|---|---|---|
| Instantaneous or test | What did the well produce under the test conditions? | Do not treat a short test as a sustainable operating rate. |
| Monthly | How did the field perform during normal operations? | Tag outages, curtailment and partial-month commissioning. |
| Rolling 90-day | Is the recent gap persistent rather than a one-off event? | Keep the well population and boundary constant or explain changes. |
| Rolling 365-day or cumulative | What is the effect on annual energy and the financial base case? | Include make-up wells and major availability changes explicitly. |
Illustrative calculation
Suppose, purely as an illustration, that a project forecasts 100 tonnes per hour at the separator for a full month and records 92 tonnes per hour on the same basis. The absolute variance is −8 tonnes per hour and the percentage variance is −8%. If the next month is 94 against a forecast of 99, the two-month arithmetic sum is −13 tonnes per hour-month only after converting each monthly figure to the same duration. The example is a calculation method, not a performance claim about any named project.

| Potential driver | Evidence to examine | Interpretation |
|---|---|---|
| Reservoir pressure or enthalpy | Wellhead pressure, downhole pressure where available, temperature, enthalpy and feed-zone changes | A sustained change across available wells points toward resource behavior, subject to measurement quality. |
| Natural decline | Pressure and flow history after removing outages and well interventions | Estimate with a decline model and test whether the slope is stable. |
| Well availability | Producing-well count, shut-ins, workovers and mechanical failures | Lower field output can result from fewer available wells even when available wells meet expectations. |
| Scaling or wellbore impairment | Pressure-drop trend, flow restriction, inspection and cleaning records | May be reversible or localized rather than a field-wide reservoir problem. |
| Reinjection effects | Injector rates, pressure interference, tracer or temperature evidence where available | Injection changes can affect pressure support and produced-fluid properties. |
| Make-up-well timing | Drilling, completion, ramp-up and tie-in dates | A late replacement well creates a temporary gap against a base case that assumed earlier availability. |
| Steam gathering | Header pressure, line losses, separator performance and restrictions | Separates wellhead capability from steam delivered to the plant. |
| Turbine or condenser availability | Forced and planned outages, vacuum, efficiency and parasitic load | Explains lower net MW without reducing gross steam production. |
| Ambient conditions | Temperature, cooling-water conditions and seasonal operating limits | Can move electrical output even when steam flow is unchanged. |
| Curtailment or dispatch | Grid instructions, contractual limits and plant operating logs | Shows that the plant did not accept all available steam. |
A practical reservoir–well–plant decision sequence
- Compare gross wellhead steam with the reservoir or well forecast. If the gap exists here after normalizing well count and hours, investigate pressure, enthalpy, quality, decline, scaling and reinjection.
- Compare wellhead steam with separator and header steam. A new gap at this boundary points to gathering, separation, metering or line restrictions.
- Compare turbine-inlet steam with header steam. A difference indicates plant acceptance, separator performance or operating constraints.
- Compare gross steam energy with gross and net MW. If steam energy is on plan but net MW is low, examine turbine, condenser, generator, parasitic, ambient and curtailment records before revising the reservoir forecast.
- Reconcile each adjustment to a timestamp and avoid counting the same outage or pressure effect twice.
Test whether the decline model fits the evidence
A base case is a trajectory, not just a single annual number. When the series is long and consistent enough, fit at least exponential and harmonic decline forms. Compare their residuals and, more importantly, their out-of-sample forecast error on a held-back period. A model that fits historical data tightly can still misstate future capacity if it extrapolates a temporary intervention or a changing well population.
In a World Geothermal Congress case study, an exponential form indicated a 5.4% annual decline while a harmonic form indicated 3.8%. The study then used the decline-model result to predict future well performance and plant capacity. Those percentages are case-specific, not a universal geothermal rate. A separate World Geothermal Congress reservoir-forecast case reported 4.9% modeled decline against 5% observed natural decline. Report the model form, fitting window, exclusions and whether the rate applies to wells, the field or plant capacity.
Use a piecewise or tagged series when make-up wells enter service. A step increase after a new well is not evidence that natural decline reversed. Show a natural-decline curve for the original well set and a separate make-up-well plan. If the financial base case assumes a drilling schedule, compare actual tie-in dates and ramp-up rates with that schedule.
Do not substitute plant MW for steam production
Electrical output is useful for investors, but it is downstream of the resource. A California Energy Commission project page reported 80 MW of design capacity versus 69 MW of output as of January 2021 because of reduced steam pressure. That example demonstrates why a plant-level shortfall can be pressure-related, but it does not by itself identify whether pressure loss arose in the reservoir, wells, gathering system or plant boundary.

A JICA 2017 example described a 70 MW project, an average 8.6 MW output per production well, a 90% plant factor and a 3% annual steam-production decline. These figures are planning assumptions for that example, not benchmarks that every field should meet. A project using different well enthalpy, separation pressure, turbine design or availability cannot be judged against them without a full normalization.
Likewise, a California Energy Commission 2026 test reported a 30-day test at 330 gallons per minute, an outlet temperature of about 311°F (155°C), and 7.4 MW of thermal extraction. Thermal extraction from a test is not the same as sustained steam mass flow or net electrical generation. Keep the test’s fluid, temperature, duration and thermal boundary visible when deciding whether it belongs in a steam-production comparison.
Prepare a forecast-variance report that can be audited
Use one report for the numeric bridge and a second appendix for raw well data. The executive table should make the boundary and period impossible to miss.

Maintain a change log. If a meter is recalibrated, a separator pressure is redefined or a well is reclassified from test to production, record the effective date and recalculate affected periods. Restatements should preserve the previously published value and show the reason for the change.
Use scenarios and project-specific thresholds
Show at least base, downside and upside cases. The downside should identify whether it assumes faster natural decline, delayed make-up wells, lower enthalpy, lower availability or a combination. The upside should state whether it comes from better well performance, earlier drilling, higher plant availability or a measurement correction. Do not hide a change in assumptions inside a revised “actual” series.
There is no universal geothermal steam-variance tolerance established by the cited literature. The acceptable band comes from the project’s contracts, financing documents, reserve policy, operating plan and insurance terms. A lender may focus on debt-service coverage, an offtaker on contracted delivery, and an operator on pressure and well availability. State the applicable threshold and the time window: a one-month outage trigger is different from a persistent 12-month decline trigger.
Ongoing monitoring checklist
- Confirm the boundary and forecast type on every dashboard and report.
- Refresh well-level steam, brine, pressure, temperature, enthalpy, quality and injection data with status codes.
- Tag tests, shut-ins, outages, curtailment, commissioning and make-up-well additions.
- Reconcile separator pressure, operating hours, well count and unit conversions before computing variance.
- Publish absolute, percentage and cumulative variance, plus rolling 30-, 90- and 365-day views when data support them.
- Maintain separate steam-energy, gross-MW and net-MW series.
- Update the reservoir–well–plant bridge whenever a new failure mode or operating restriction appears.
- Refit exponential and harmonic decline forms when the series changes materially, and report out-of-sample error.
- Identify which inputs are measured, inferred or proprietary, especially wellhead pressure.
- Compare the result with the project-specific contractual or financing threshold and document the required response.
The Bottom Line
The defensible comparison is a like-for-like, dated reconciliation at a declared boundary. Steam flow or steam energy tests the resource; MW tests the combined resource-and-plant system. Only after pressure, enthalpy, well availability, make-up timing, gathering, equipment, ambient conditions and curtailment are separated can a variance be attributed to the reservoir.
