Compare the two jobs as retirement systems, not as salaries. A Texas teacher’s TRS benefit is a formula-based lifetime annuity. A higher-paying employer may offer a 401(k), 403(b), cash-balance plan, another pension, or no meaningful employer contribution. The better move depends on the pension you would earn by staying, the new plan’s actual funding and vesting rules, when you would retire, survivor protection, inflation, health coverage, and Social Security.
Start with your own TRS tier, service credit, salary history and eligibility date. Obtain the prospective employer’s written plan terms. Then project both choices to the same retirement date using several investment-return and longevity assumptions. The result should show lifetime income, account balances, household survivor income and total compensation—not merely the new job’s larger paycheck.

What you are really comparing
TRS is a defined-benefit plan. Texas law sets a benefit formula, so your retirement annuity is not simply the balance of an individual investment account. The value comes from the service credit and salary record you build, the date you retire and the payment form you elect.

The practical question is not “Which salary is higher?” It is: Does the new job’s additional pay and retirement benefit compensate for the TRS income you would stop earning, along with differences in risk, portability, health insurance and Social Security?
How the TRS pension formula works
The Teacher Retirement System of Texas 2025 Benefits Handbook describes the normal-age standard-annuity calculation as:
- Determine your credited years of service.
- Calculate the average of your highest annual salaries. Most members use five years; specified grandfathered members in Tiers 1, 4 and 6 use three years.
- Multiply service credit by the statutory 2.3% multiplier.
- Multiply that percentage by the applicable salary average to obtain the annual standard annuity, then divide by 12 for the monthly amount.
In compact form: service credit × 2.3% × eligible salary average = annual standard annuity. The 2.3% multiplier is established in the handbook and is not an investment-return assumption.
The handbook illustration
The handbook’s example uses 23 years of service and a $56,000 salary average. Twenty-three multiplied by 2.3% equals 52.9%. Applying 52.9% to $56,000 produces $29,624 per year, or $2,468.67 per month. That is an official calculation illustration, not a forecast for you.
Why your personal estimate can differ
- Your tier determines which salary years and eligibility rules apply.
- Service credit may differ from calendar years worked because of purchase, leave or other account rules.
- Retiring before the applicable normal-age conditions can reduce the annuity.
- Joint-and-survivor, guaranteed-period and partial-lump-sum choices generally reduce the monthly amount compared with the maximum standard form.
- The standard annuity ends at the member’s death; an elected survivor or guarantee feature changes what remains payable.
Use the official TRS Retirement Estimate Calculator with your member record. A generic percentage applied to a final salary can miss tier rules, credited service, early-retirement reductions and payment-form choices.
Confirm eligibility before valuing the pension
Eligibility is tier-dependent. TRS distinguishes members by first or return membership date and by service credit as of August 31, 2014. Examples on the official eligibility page include age 65 with five years of service credit and, for applicable tiers, a Rule of 80 with a minimum-age condition. The Rule of 80 is not a universal answer: age thresholds, service requirements and reduction rules vary by tier.
Questions to answer from your account
- Which TRS tier applies to you?
- What is your current credited service, and how will another year or a partial year affect it?
- What is the earliest unreduced retirement date?
- What reduction applies if you leave employment and begin the annuity earlier?
- What happens if you leave covered employment but defer the pension?
- What are the consequences of refunding member contributions?
Vested members who permanently leave covered employment may be able to leave service and contributions in TRS, while TRS also describes a refund of accumulated member contributions. A refund is not equivalent to taking cash from a defined-contribution account: it can eliminate the future annuity tied to your service. Obtain an official estimate under both choices before deciding.

Document the higher-paying employer’s retirement plan
Ask for the summary plan description, benefits statement and current enrollment materials. Record the terms in writing; a recruiter’s description of a “match” may omit vesting, compensation limits or eligibility delays.
| Item to capture | Why it changes the comparison |
|---|---|
| Plan type | Defines whether the benefit is a formula, an account balance or only employee savings. |
| Employer contribution | Record the exact percentage or dollar amount, the compensation it applies to and any annual cap. |
| Matching formula | Note how much you must contribute to receive the full match and whether matching is per pay period or reconciled annually. |
| Vesting schedule | Identify when employer contributions become yours and what is forfeited if you leave early. |
| Eligibility date | A waiting period can leave the first months or year without employer funding. |
| Employee contribution limits | Determine how much of the salary increase you can actually shelter and whether automatic enrollment or escalation applies. |
| Investment menu and fees | Fees reduce compounding; limited or expensive choices can materially change the projected account. |
| Distribution choices | Check lump-sum, installment, rollover and annuity options, plus any age or separation rules. |
| Other retirement benefits | Capture cash-balance credits, supplemental pensions or retiree medical subsidies separately from the main account. |
A defined-contribution balance is the result of deposits and investment earnings, not a guaranteed monthly lifetime payment. A plan may offer an annuity at retirement, but the available forms, pricing and survivor terms must be verified in its documents.
Do not transfer ORP terms to a private employer
TRS’s Optional Retirement Program description is a defined-contribution arrangement for eligible Texas higher-education employees, with contributions invested in a 403(b)-type account and the participant responsible for monitoring investments. Its one-time election and deadlines apply to that program. They are not evidence of the terms at a private-sector employer or another public employer.
Build an apples-to-apples projection
- Set the decision dates. Choose a plausible date for leaving teaching, a retirement age and a second date for sensitivity. Use the same retirement age in both options unless the new job changes the timing for a specific reason.
- Run the TRS estimate. Use your annual statement and the official calculator. Save the monthly standard amount and every payment option your household might select.
- Model the new plan from its terms. Enter salary, employee deposits, employer funding, vesting and the date contributions begin. Exclude unvested employer money from a scenario in which you leave before vesting.
- Use several investment assumptions. Show at least a conservative, middle and optimistic return assumption. Returns are uncertain; a single rate can make a fragile plan look precise.
- Show both income and assets. For TRS, display the lifetime monthly annuity. For the new plan, display the projected account at retirement and the income that different withdrawal or annuity choices could support.
- Stress the timeline. Add a scenario in which you change jobs again, retire earlier, or experience weak returns immediately before retirement.
- Compare the household result. Include survivor payments, Social Security, health costs, taxes and other compensation rather than ranking gross figures alone.
Keep assumptions visible in the spreadsheet: retirement age, salary growth, contribution percentage, investment return, inflation, fees, life expectancy and the date at which withdrawals start. Label every output as a projection, not a promise.

The higher salary is valuable only after taxes, required contributions, commuting, relocation, work hours and benefit costs. A useful comparison has three layers:
- Immediate cash: annual salary, bonus eligibility, payroll deductions and take-home pay.
- Retirement accumulation: your deposits, employer funding, vesting and investment growth, plus the TRS annuity you forgo or preserve.
- Noncash compensation: health insurance, retiree coverage, paid leave, disability protection, life insurance and education benefits.
TRS lists an 8.25% member retirement contribution and an 8.25% state contribution for fiscal year 2026–27, plus a 2% public-education employer contribution. Those rates describe plan funding; the state and employer percentages are not a dollar-for-dollar account credited to your personal balance. Treat them separately from your paycheck deduction.
The same TRS table lists a 0.65% member TRS-Care contribution and a 0.75% public-education employer TRS-Care contribution for FY 2026–27. TRS-Care is a health-plan contribution, not part of the pension formula. Compare the new employer’s employee premiums, deductibles, out-of-pocket maximums and retiree medical terms on a separate line.

Because rates and rules can change, verify the current table and your employer’s payroll treatment when making the decision. A contribution percentage from one fiscal year should not be projected indefinitely without checking for updates.
Inflation is a central risk
TRS states that it does not provide regular automatic cost-of-living increases to the annuity. The handbook’s wording is direct: “The TRS retirement plan does not provide for regular cost-of-living increases to the amount of your annuity.” A future increase would require legislative authorization.
That means a nominal TRS payment can buy less after decades of retirement. In your model, show the annuity in both nominal dollars and today’s purchasing power. For example, an amount that never increases will lose purchasing power under any positive inflation rate; the exact loss depends on the inflation path you assume.
A defined-contribution account has a different inflation exposure. Investment returns may outpace inflation, but they are not guaranteed, and withdrawals can be damaged by poor returns early in retirement. If the new plan offers an annuity with an escalation feature, verify its cost and terms rather than assuming the account automatically keeps pace.
Compare survivor and payment options
The TRS standard annuity is the maximum monthly form and ends at the member’s death. Joint-and-survivor options continue a specified percentage to a beneficiary, while guaranteed-period forms continue payments for the selected period if the member dies early. These protections reduce the member’s initial monthly amount. A partial lump-sum option and early retirement can also reduce monthly income.
Obtain the exact TRS quotes for the payment options you would realistically choose. Then request equivalent illustrations from the new employer’s plan: beneficiary treatment, annuity conversion rates, installment choices and what happens if death occurs before or after retirement. Comparing the TRS standard annuity with an individual account that has no survivor plan overstates the new job’s flexibility; comparing it with an annuity that has expensive survivor protection can understate the account’s value.
Consider the household’s need for income after the higher earner dies, not just the first retiree’s payment. Include life insurance only if coverage is guaranteed and its cost and duration are known.

Check Social Security separately
TRS notes that most public-school employers do not participate in Social Security and instructs members to confirm coverage with their district. Do not infer your Social Security status from the pension alone.
- Review your personal earnings record and estimated benefit through the Social Security Administration.
- Ask whether the school district withholds Social Security taxes from your teaching wages.
- Ask the prospective employer whether the new job is covered and whether the position’s wages earn credits.
- Model the effect of claiming at different ages and the survivor benefit available to a spouse, if applicable.
Social Security can materially change the gap between the two jobs, but the answer is individual. A higher-paying job that participates may add a benefit you do not receive on the teaching salary; the reverse can also occur if the new employer is not covered.

A worked framework using clearly labeled assumptions
Suppose a teacher’s official TRS estimate shows a monthly annuity at a chosen retirement date, while a new employer offers a defined-contribution plan. Put the TRS amount in the “guaranteed-formula income” column. In the new-job column, enter the salary, employee contribution, employer contribution, vesting and fees. Project the account to the same retirement date under three return assumptions, then calculate withdrawals under several longevity assumptions.
Use the handbook’s 23-year, $56,000 and $2,468.67 example only as a demonstration of the arithmetic. It does not describe the teacher in this scenario, and it cannot establish how large a salary increase makes switching worthwhile. Your own salary path, service credit, tier, retirement date and plan terms determine the result.
| Comparison line | Stay in TRS | Take higher-paying job |
|---|---|---|
| Retirement benefit basis | Service credit, eligible salary average, 2.3% multiplier and payment form | Employer and employee contributions, investment earnings or a separate pension formula |
| Retirement date | Tier-specific eligibility and any early-retirement reduction | Plan distribution rules and the date you become vested |
| Income pattern | Lifetime annuity, with no regular automatic COLA | Account withdrawals or an available annuity; outcome depends on plan choices and markets |
| Survivor income | Selected TRS survivor or guarantee option lowers the member payment | Beneficiary and annuity terms must be obtained from the plan |
| Current compensation | Teaching salary, member retirement deduction, TRS-Care deduction and school benefits | New salary, required contributions, match, premiums, leave and other benefits |
| Portability | Leaving covered employment preserves or forfeits value according to TRS rules; refunds can end the future annuity | Employer money is portable only after vesting and subject to plan rules |
| Social Security | Verify district participation and your earnings record | Verify the new employer’s coverage and your earnings record |
Read the table horizontally at the same retirement age. A larger number in one row does not settle the decision if another row changes the household’s long-term risk.
Common mistakes and how to correct them
Using a generic Rule of 80 answer
Mistake: Assuming age plus service automatically qualifies you for an unreduced pension. Correction: Confirm your tier, minimum age, service credit and reduction schedule with TRS.

Treating the 8.25% state contribution as your account balance

A practical decision checklist
- Download your latest TRS annual statement and verify tier, credited service, salary history and beneficiary information.
- Run the official TRS calculator for your planned retirement date and each payment form you might select.
- Ask the new employer for the summary plan description, fee disclosure, vesting schedule and distribution illustrations.
- Record salary, match, fixed contributions, eligibility date, contribution limits, health costs, leave and any retiree benefits.
- Project both choices at the same retirement age with conservative, middle and optimistic investment assumptions.
- Test leaving before vesting, retiring earlier, weak market returns and a longer-than-expected retirement.
- Compare survivor income, inflation-adjusted purchasing power, Social Security and health coverage.
- Review taxes and cash flow with a qualified professional if the decision is close, irreversible or involves a refund or rollover.
Independent fiduciary advice can be useful when the choice involves a large accrued pension, a refund election, complex tax consequences or a household that depends on survivor income. Ask how the adviser is paid and whether the advice is fiduciary for the specific decision.

Bottom line
The financially stronger job is the one that leaves your household with the better combination of secure lifetime income, inflation resilience, survivor protection, portable assets and total compensation. TRS offers a statutory, formula-based annuity whose amount depends on your tier, service, salary record, retirement date and payment choice; it does not come with a regular automatic COLA. A higher-paying job can produce more savings and Social Security, but only if its employer funding, vesting, fees and investment options hold up under realistic scenarios. Use your own TRS estimate and the new employer’s written plan terms, compare the same retirement date, and make the decision from the complete household balance sheet rather than salary alone.
