To claim GST input tax credit (ITC), reconcile each purchase document with the relevant period’s GSTR-2B, verify the statutory eligibility and supporting records, and then report only the allowable amount in GSTR-3B. GSTR-2B is a read-only statement generated from supplier and other specified filings; it is not a return you file and its presence does not, by itself, make a credit legal.

When an invoice is missing or a value differs, resolve the discrepancy at document level: check the GSTINs, document number and date, taxable value and tax, determine whether the supplier’s filing or your books caused the error, and preserve the correction trail. The following workflow is designed for India GST and should be checked against the current law and return instructions for your tax period.

What GSTR-2B means for an ITC claim

GSTR-2B is an auto-drafted, static input-tax-credit statement generated for each registered person. The GST Portal describes it as being prepared from information furnished by suppliers in Form GSTR-1/1A and Form GSTR-5, together with ITC received through Form GSTR-6 and other identified feeds. The recipient does not file GSTR-2B.

Because it is static for a tax period, the statement gives you a fixed record to reconcile while preparing GSTR-3B. A later supplier amendment may appear in a later period’s statement rather than changing the original one. Download the statement for the period you are preparing and retain the downloaded file with your reconciliation.

“Form GSTR-2B is an auto-drafted ITC statement which will be generated for every registered person on the basis of the information furnished by his/her suppliers in their respective Form GSTR-1/1A & Form GSTR-5 and ITC received through Form GSTR-6.”

— Goods and Services Tax Portal, FAQ on viewing GSTR-2B

The portal also states that GSTR-2B should be used to take the right ITC in the respective sections of GSTR-3B. That instruction does not transfer the legal responsibility for eligibility to the system. You remain responsible for self-assessing each credit and reversing or excluding amounts that are not allowable.

Eligibility gates to clear before you claim

Use GSTR-2B as evidence for reconciliation, not as a substitute for the underlying invoice and the conditions in the CGST Act and Rules. Work through these gates for every material document.

1. Hold an acceptable documentary basis

CBIC’s documentary rules identify the following common bases for ITC:

  • A tax invoice issued under section 31.
  • A debit note issued by the supplier.
  • A bill of entry for imports, where applicable.
  • Specified documents issued by an Input Service Distributor.

Check that the document is genuine, belongs to the relevant supplier, and contains the particulars required under the applicable rules. A spreadsheet line without a tax document is not a replacement for the prescribed evidence.

2. Match the parties and document identity

Compare the supplier GSTIN and your recipient GSTIN character by character. Then compare the invoice or debit-note number, document date, taxable value, rate and tax amounts with your purchase register and the source document. A single misplaced digit can send a credit to a different record or keep it out of your statement.

3. Confirm the transaction meets the applicable legal conditions

Check receipt of the goods or services where that condition applies, the nature and use of the purchase, any blocked-credit rule, place-of-supply restrictions, and whether a credit note or other adjustment changes the amount. GSTR-2B cannot detect every legal restriction; an apparently clean line can still be unavailable under the law.

4. Check the section 16(4) time limit

The current CGST Act text published by the Department of Revenue gives a general deadline of 30 November following the relevant financial year, or the date of furnishing the relevant annual return, whichever is earlier. Apply the provision and any special rule that governs your tax period; do not assume the date is identical for every type of credit or every year.

5. Track payment to the supplier

CBIC’s ITC rules describe a 180-day supplier-payment condition. If you do not pay the supplier the value plus tax within that period, the rule provides for reversal through output-tax liability and interest, subject to the current law, exceptions and the facts of the transaction. Track the due date from the invoice and document any subsequent payment so that a permitted re-availment can be evaluated under the applicable rule.

Step-by-step process for claiming ITC in GSTR-3B

Step 1: Build the period’s source file

Before opening the portal, assemble the records for the tax period:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Purchase register, preferably with one row per invoice or debit note.
  • Tax invoices, debit notes, bills of entry and relevant ISD documents.
  • Proof of receipt or import documentation where relevant.
  • Supplier-payment status, including invoices approaching 180 days unpaid.
  • Credit notes, amendments and prior-period reversals or re-availments.

Assign a unique internal reference to each document. This makes it possible to trace a GSTR-3B figure back to the source invoice without relying on a total-only comparison.

Step 2: Open and download the applicable GSTR-2B

On the GST Portal, select the relevant return period in the returns area, open GSTR-2B, and download the statement or its machine-readable data if available. Confirm that the period and GSTIN shown on the file are yours. GSTR-2B is viewed or downloaded; it is not submitted as a separate return.

Step 3: Perform an invoice-level match

Match the statement to your purchase register using the fields below. Do not rely only on the total ITC for the month.

Field to compare What to verify Typical consequence of a difference
Supplier GSTIN Exact GSTIN on the invoice, books and GSTR-2B Supplier correction, recipient data correction, or investigation of a wrong-entity invoice
Recipient GSTIN The invoice is addressed to the GSTIN claiming the credit Ask the supplier to amend the reported recipient details; do not claim against another registration
Invoice or debit-note number Number, punctuation and series agree with the source document Determine whether the supplier reported a different number or your books contain a keying error
Document date Date agrees with the document and the tax period in which it is being considered Check amendment history and the applicable time limit
Taxable value and tax Taxable amount, tax rate and IGST/CGST/SGST amounts Split the line into matched and unmatched amounts; investigate supplier reporting or an accounting error
Credit notes and amendments Later reductions or corrections are linked to the original invoice Reduce, reverse or defer the affected credit as required

Keep separate statuses such as “matched—eligible,” “matched—hold,” “mismatch—supplier action,” “mismatch—book correction,” “reversed,” and “not eligible.” A status list is more useful than a single unexplained variance number.

Step 4: Test eligibility independently of the statement

For each matched line, confirm the documentary basis, receipt and other section 16 conditions, absence of a blocked-credit or place-of-supply restriction, and whether the claim remains within the statutory deadline. Review any “unavailable” label shown by the portal, but also perform your own legal review because the system does not identify every restriction.

Step 5: Calculate the amount to claim, defer or reverse

Start with the tax supported by valid documents. Deduct credit notes, ineligible portions, prior reversals and amounts subject to a payment-related reversal. Keep a separate schedule for credits that are valid but temporarily withheld because a supplier correction or later statement is needed. Never increase the claim merely to make GSTR-3B agree with a book total.

Step 6: Report the result in the current GSTR-3B fields

Enter eligible ITC in the appropriate GSTR-3B sections for the period, and account for reversals and ineligible credit in the relevant fields. Form labels and table instructions can change, so confirm the current instructions displayed for your filing period before submitting. Retain the calculation that bridges your invoice register and every amount entered in the return.

Step 7: Preserve the audit trail

Save the downloaded GSTR-2B, purchase register extract, source documents, mismatch log, supplier correspondence, payment evidence and the final GSTR-3B computation. Record the tax period, reason for every hold or reversal, and the period in which a corrected credit is eventually claimed. This record lets you answer a query without rebuilding the reconciliation from email and bank statements.

How to resolve the main GSTR-2B mismatch patterns

What you see First diagnosis Next action Claim decision
Invoice absent from GSTR-2B Supplier may not have filed, may have used the wrong recipient GSTIN, or may have reported different document details Send the supplier the exact discrepancy and ask for filing or amendment; check the applicable later statement Do not assume the credit is available solely because you hold an invoice; apply the rule for the relevant tax period
GSTIN, number, date, value or tax differs Compare the source invoice, supplier report and your books to locate the originating error Correct your books when they are wrong; otherwise obtain supplier correction and retain confirmation Claim only the amount that is both documented and legally eligible
Portal marks credit unavailable The FAQ identifies examples such as a section 16(4) time bar and specified place-of-supply cases Read the reason, verify the statute and examine whether the status relates to the correct document Do not override the status mechanically
Credit appears eligible in your books but is not in GSTR-2B Supplier communication may be missing or delayed; a document-level condition may also apply Obtain supplier action and monitor the later statement while checking the current Rule 36(4) position Do not rely on the former general “5% provisional ITC” approach without confirming current law
Invoice is more than 180 days unpaid Payment condition may require reversal and interest Calculate the reversal, check exceptions and document payment for any later re-availment analysis Do not leave the credit unreconciled merely because it remains visible in GSTR-2B
Mismatch remains after correction or a notice is issued Return history, tax period, notice grounds and payment facts may interact Prepare a document-level reconciliation and obtain case-specific professional advice Respond according to the notice and applicable procedure, not a generic portal workaround

Invoice absent from GSTR-2B

Ask the supplier to confirm the filing period, recipient GSTIN, invoice number, date, taxable value and tax. The supplier should file or amend the appropriate outward-supply details when its reporting caused the omission. Recheck the relevant later GSTR-2B after the correction. Keep the supplier’s confirmation and your comparison file.

An invoice can be genuine and still require a timing decision. The current Rule 36(4) text ties availment to invoice or debit-note details communicated in GSTR-2B, with amendments recorded in the rule history. Verify the version applicable to the tax period instead of importing an older provisional-credit practice.

GSTIN or document particulars do not agree

First decide whether the error is in your purchase register or the supplier’s filing. If your books are wrong, correct the accounting record and preserve the original and corrected entries. If the supplier filed the wrong GSTIN, number, date or amount, request an amendment and retain the supplier’s written acknowledgment. The cited rules require documentary support, but they do not prescribe one universal correction for every mismatch, so the fix depends on the exact field and tax period.

GSTR-2B marks the credit unavailable

Read the portal’s reason rather than treating “unavailable” as a generic technical error. The GST Portal FAQ lists time-barred claims under section 16(4) and specified place-of-supply cases among situations it can identify. Check the underlying provision, the document date and the applicable return period. Also test restrictions that the portal may not flag; a clean status is not a legal clearance.

Credit is in your records but not yet communicated

Keep the invoice in a “pending communication” schedule with the supplier follow-up date. Do not claim it under an assumed five-percent cushion. Once the supplier corrects the report and the credit is communicated, reassess eligibility, deadline and any intervening credit note before claiming it in the appropriate return.

Payment has not been made within 180 days

Identify invoices that reached 180 days without payment of the supplier value plus tax. Apply the reversal and interest mechanism described in the current ITC rules, check any exception relevant to the transaction, and record the date and amount. When payment is later made, evaluate the rule governing re-availment instead of automatically restoring the credit.

A notice arrives or the mismatch will not close

Read the notice’s tax period, documents, legal section, amount and response deadline. Assemble the invoice, GSTR-2B for the relevant period, supplier filings or confirmations, payment records, prior returns and your reconciliation. A qualified GST practitioner or chartered accountant can assess disputed eligibility, recurring material mismatches and notice responses; the correct procedure depends on facts not visible from the portal summary.

Why matching totals is not enough

A monthly total can agree while individual invoices are misaddressed, duplicated, time-barred or subject to a credit note. Use these five comparison axes for every exception:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Document validity: Is there a prescribed invoice, debit note, bill of entry or ISD document, and is it correctly addressed?
  2. Source of the error: Did the supplier filing cause the difference, or did your bookkeeping?
  3. Substantive eligibility: Would the credit satisfy the law even if the portal status were different?
  4. Time remaining: Is the section 16(4) deadline still open for this document and financial year?
  5. Changing obligations: Do payment, reversal, credit-note, amendment or notice facts alter the next step?

Resolve exceptions by document, then roll the approved lines into the return. This prevents an overclaim on one invoice from being hidden by an underclaim on another.

Practical controls for each filing cycle

Before preparing GSTR-3B

  • Download the correct period’s GSTR-2B and confirm the registration and period.
  • Refresh the purchase register for supplier amendments, debit notes and credit notes.
  • Run duplicate checks on invoice number, supplier GSTIN and tax amount.
  • Review invoices nearing the 180-day payment threshold.
  • Check the section 16(4) deadline for older invoices and annual-return timing.

After filing

  • Save the filed return and the exact computation used for each ITC field.
  • Send suppliers a concise exception list with GSTIN, document number, date and tax difference.
  • Roll unresolved items into the next period’s follow-up register rather than deleting them.
  • Record every reversal, correction, later claim and reason with its tax period.

Limits of the portal and when to obtain advice

GSTR-2B reflects information received through identified filing channels; it cannot establish commercial receipt, payment, business purpose or every statutory restriction. Portal labels can also reflect a rule for a particular period rather than a universal answer. When the amount is material, the law has changed between periods, several registrations are involved, or a notice has been issued, obtain advice based on the complete record.

For a current reference, use the latest CGST Act, Rules, notifications and GSTR-3B instructions applicable to the financial year and return period. Consolidated CBIC pages can contain legacy references in their presentation, so resolve conflicts by checking the current statutory text and amendment history.
