To claim input tax credit (ITC) safely under India’s GST system, reconcile your purchase records with the period’s GSTR-2B, test every item against the conditions in Sections 16 and 17 of the CGST Act, account for payment and reversal rules, and report the resulting amount in the appropriate fields of GSTR-3B. GSTR-2B is a read-only reconciliation statement—not legal approval of every credit shown in it.

This guide covers the normal workflow for GST-registered businesses, bookkeepers and tax professionals. State GST, IGST provisions, notifications, court decisions and transaction-specific rules can change the result for a particular invoice, so unusual or disputed cases should be reviewed with a qualified GST professional.

What input tax credit is—and why the claim is conditional

ITC allows a registered business to offset eligible GST paid on purchases against its output GST liability. The credit is not automatic. Section 16 of the CGST Act requires, among other conditions, that the recipient be registered, possess prescribed evidence of the supply, and use or intend to use the goods or services in the course or furtherance of business. Other statutory conditions include receipt-related requirements, supplier tax compliance and filing requirements.

Section 17 limits or blocks credit where purchases are used for non-business purposes, relate to exempt supplies, or fall within blocked-credit categories. A document appearing in your accounts or GSTR-2B therefore starts the review; it does not finish it.

The monthly or quarterly ITC workflow

1. Collect and classify every purchase document

Start with the purchase ledger for the tax period. Collect the applicable evidence for each transaction:

  • Supplier tax invoices and debit notes.
  • Bills of entry for imports of goods.
  • Input Service Distributor (ISD) documents where credit is distributed by an ISD.
  • Other prescribed records required for the transaction type.

Check the supplier GSTIN, invoice or document number and date, recipient details, taxable value, GST rate, tax amount, place of supply and the accounting period. Link each document to proof that the acquisition was for business use. Keep credit notes and amendments with the original document so that you calculate the net amount rather than claiming the original tax and ignoring a later reduction.

Classify each line before reconciliation. Separate ordinary domestic purchases, reverse-charge supplies, imports, ISD credits, capital or recurring expenses, and items used partly for taxable, exempt or non-business activity. This classification determines which evidence and reporting treatment apply. A single purchase register total is not a sufficient basis for a defensible claim.

2. Open GSTR-2B on the GST portal

Use the portal path described in the GST Portal FAQ: Services → Returns → Returns Dashboard → File Returns → GSTR-2B tile. Select the relevant period and download the statement when a spreadsheet or system reconciliation is more practical.

GSTR-2B is an auto-drafted, static, read-only statement. It brings together supplier-filed information, ISD information and import-of-goods data received through ICEGATE. Because it is static for the period, later supplier amendments normally appear in the period in which the portal processes them rather than silently changing an already viewed statement.

Save the downloaded statement with the period close file. Record the download date and the tax period, particularly where the supplier files late or changes an invoice after your books have closed. The statement is useful evidence of what the portal displayed, but it does not replace the invoice, bill of entry, payment record or your legal eligibility assessment.

3. Reconcile the statement to your books

Match documents line by line instead of comparing only the total tax. Investigate:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Invoices or debit notes in your ledger but absent from GSTR-2B.
  • Duplicate entries, amendments and credit notes.
  • Differences in supplier GSTIN, invoice number, date, taxable value, tax amount or tax type.
  • Place-of-supply or state mismatches, particularly on inter-state transactions.
  • Import entries that should be supported by bills of entry and the corresponding import data.

Ask the supplier to correct missing or incorrect reporting where appropriate. Do not create a substitute claim solely because an invoice is recorded in your books. Conversely, do not claim an amount merely because it appears in GSTR-2B; you still have to apply the statutory tests and restrictions.

Use clear reconciliation statuses such as matched, supplier action pending, document not received, duplicate, credit note received, legally ineligible and eligible for reporting. Keep a reason for every unmatched item. This prevents an absent invoice from being claimed by mistake and prevents a genuine correction from being forgotten in the next period.

4. Apply the legal eligibility tests

For each reconciled line, confirm all of the following as relevant to the transaction:

  • Section 17 restrictions: the item is not blocked, and any required apportionment for non-business or exempt use has been performed.

GSTR-2B’s “not available” indicators cover specified situations only. They do not test every reason a credit can be legally ineligible, so your review must cover personal use, exempt supplies, blocked categories and transaction-specific rules even when the statement shows the invoice as available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For mixed-use costs, document the allocation method and retain the calculation supporting the business and taxable portion. Do not treat a convenient accounting code as proof of eligibility. Where an expense could fall within a blocked-credit category, pause the claim and obtain a transaction-specific view rather than relying on the supplier’s tax invoice.

5. Treat reverse charge separately

Reverse-charge purchases do not follow the same sequence as an ordinary supplier invoice. Report the reverse-charge tax liability in the relevant GSTR-3B field and claim corresponding ITC only when permitted for that transaction, including the requirement to pay the reverse-charge tax. Verify the current form instructions and the facts of the supply before taking the credit.

Maintain a reverse-charge schedule showing the nature of the supply, taxable amount, tax liability, payment date and period in which credit was claimed. Do not assume that an ordinary supplier-invoice match in GSTR-2B proves that a reverse-charge credit is ready to claim; the liability and payment sequence must be checked separately.

6. Complete and review GSTR-3B

GSTR-2B itself is not filed. Use the reconciled result to enter eligible ITC, reversals and ineligible amounts in the appropriate GSTR-3B Table 4 fields under the instructions applicable to the current form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Auto-populated values can be edited. The portal highlights changes and keeps the system-computed values available for comparison. Before filing, reconcile the final GSTR-3B figures to the purchase ledger, the approved reconciliation and the period’s GSTR-2B. Document why an edited amount differs from the auto-populated figure.

Review the return in two passes. First, check classification: ordinary eligible credit, reversals, blocked or otherwise ineligible credit, and any reverse-charge-related amount are in the correct fields. Second, check arithmetic and traceability: the filed totals should agree with the approved line-level schedule after credit notes, amendments and apportionment. Have a second reviewer examine material manual edits where practical.

7. Monitor supplier payment and the claim deadline

After taking credit, track the supplier balance. If the recipient does not pay the supplier the value of the supply plus tax within the specified 180-day period, the rules provide for reversal or addition to liability and an interest consequence, subject to the detailed statutory treatment. Record the payment date and the action taken whenever this condition is triggered.

Run an ageing report at every GST close. Flag invoices approaching 180 days, identify partial or disputed payments, and link any reversal to the original credit entry. When payment later satisfies the conditions for restoration, follow the applicable rules and retain evidence of both the earlier reversal and the later reclaim.

How to read GSTR-2B without overclaiming

GSTR-2B situation What it tells you What you still need to do
Invoice appears as available The portal has received supplier, ISD or import information for the statement period. Verify business use, document validity, receipt, Section 17 restrictions, payment requirements and all other Section 16 conditions.
Invoice is absent The document is not present in the period’s auto-drafted data. Check the supplier’s filing, period and amendments; retain evidence and do not claim a replacement amount merely from the books.
Credit is shown as unavailable for a listed reason The portal has identified one of its specified unavailable-credit scenarios, such as certain supplier or place-of-supply mismatches. Resolve the underlying issue and reassess under the law. The indicator does not cover every possible ineligibility.
Credit note or amendment appears The supplier has reduced or changed an earlier reported document. Recalculate the net eligible credit and report any required reversal or reclaim in the correct GSTR-3B field.
Import data appears Import-of-goods information has been received through ICEGATE. Match it to the bill of entry, tax payment evidence and your import records.

“Available” means the portal has data for the statement; it does not mean that the expense is for business, that the document is genuine and complete, or that no Section 17 restriction applies. Similarly, “not available” is a prompt to investigate, not a substitute for checking the underlying transaction and the supplier’s filing history.

Different transaction types need different checks

Transaction Primary evidence Key reporting or eligibility point
Ordinary domestic purchase Supplier invoice or debit note and receipt records Reconcile supplier reporting, then apply Sections 16 and 17 before entering eligible ITC in GSTR-3B.
Reverse-charge supply Purchase document and records supporting reverse-charge liability Report the tax liability separately and claim credit only as allowed after the required tax payment and other conditions.
Import of goods Bill of entry and import records Match the bill of entry and ICEGATE information; confirm the import tax and business-use conditions.
ISD-distributed service credit Relevant ISD document and underlying allocation records Verify the ISD particulars and the allocation before reporting the recipient’s credit.

The comparison matters because the same reconciliation shortcut cannot be used for every transaction. An ordinary invoice is checked against supplier reporting; an import is checked against the bill of entry and ICEGATE data; an ISD amount requires allocation support; and a reverse-charge amount requires liability and payment evidence.

Common ITC errors and the fix for each one

Using GSTR-2B as conclusive approval

Error: Claiming every amount marked available.

Fix: Treat the statement as a reconciliation input. Apply the business-use, document, receipt, blocked-credit, apportionment, payment and other statutory tests independently.

Following an obsolete September deadline

Error: Relying on an old article that says all ITC must be claimed by September after the financial year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Apply the current Section 16(4) rule described below and check the date of any guidance you use. Historical periods can have separate treatment.

Claiming personal, exempt-use or blocked expenses

Error: Taking full credit for mixed-use expenses, employee or personal consumption, exempt-supply inputs or a category blocked by Section 17(5).

Fix: Identify the use before filing. Claim only the business-taxable portion where apportionment is required, and exclude blocked credit even if it appears in GSTR-2B.

Ignoring supplier or place-of-supply mismatches

Error: Treating a wrong GSTIN, tax type or state as a cosmetic data issue.

Fix: Compare the invoice with GSTR-2B and the underlying supply. Obtain a supplier correction or professional advice where the tax type or place-of-supply treatment is disputed.

Missing credit notes and amendments

Error: Retaining the original credit after a later reduction or amendment.

Fix: Reconcile on a net basis, link each change to the original document and report the required reversal or reclaim in GSTR-3B.

Forgetting the 180-day payment condition

Error: Taking credit and never reviewing unpaid supplier invoices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Add an ageing report to the GST close process. When the statutory period is breached, calculate the prescribed reversal, liability and interest treatment and restore credit only when the rules allow it.

Assuming auto-population cannot be wrong

Error: Filing the portal’s prefilled value without comparing it with source records.

Fix: Review every material difference, use the portal’s highlighted edits deliberately and retain a reconciliation showing why the filed amount is correct.

Claiming twice after a correction

Error: Claiming an invoice when it first appears, then claiming the same tax again after a supplier amendment or period change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Use a unique document key combining supplier GSTIN, document number, date and tax type. Mark the original claim, amendment and any reversal or reclaim in the same audit trail.

Ignoring the annual-return trigger

Error: Assuming 30 November is always available when the relevant annual return was filed earlier.

Fix: Check both events for each financial year. The earlier applicable date controls under Section 16(4).

What is the last date to claim ITC?

Under Section 16(4), the general deadline is 30 November following the end of the financial year to which the invoice or debit note relates, or the date on which the relevant annual return is furnished, whichever is earlier. This is a statutory outer limit, not a reason to postpone monthly reconciliation. Calendar the deadline by invoice financial year, and check whether an amendment, annual-return filing or special rule changes the analysis.

The Finance (No. 2) Act, 2024 added retrospective Sections 16(5) and 16(6) for specified earlier financial years and certain registrations whose cancellation was later revoked. CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, explains implementation. These provisions are narrow historical relief and do not create a general extension for current-year claims.

Do not apply the historical provisions automatically to a current invoice. Confirm the financial year, registration history, cancellation and revocation facts, and the precise statutory conditions. Where those facts are material, obtain professional review before relying on the relief.

Records and controls that make the process defensible

  • Maintain a document-level register linking each invoice, debit note, bill of entry or ISD document to the ledger entry and GSTR-2B status.
  • Store the original document, amendments, credit notes and supplier correspondence together.
  • Record the eligibility decision for mixed-use, exempt-use, blocked or disputed items.
  • Keep a separate reverse-charge schedule showing liability payment and the date credit was claimed.
  • Age unpaid supplier balances and flag items approaching the 180-day condition.
  • Archive the filed GSTR-3B, the portal auto-populated values, edited values and the reconciliation used for approval.
  • Review the Section 16(4) date when closing each financial year rather than relying on a single year-end reminder.

Access controls and versioning also matter. Restrict edits to the reconciliation after approval, retain the original downloaded GSTR-2B, and note who approved manual changes in GSTR-3B. If accounting software is used, treat it as a calculation and tracking aid; the business remains responsible for the legal decision and the accuracy of the filed return.

When to obtain professional review

Escalate an item when the place of supply or tax type is disputed, a supplier will not correct a material reporting error, a transaction combines taxable and exempt use, a blocked-credit category may apply, a cancellation and revocation history is involved, or the claim depends on a retrospective provision. A professional can also assess whether a particular state GST or IGST rule, notification, circular or court ruling changes the ordinary workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Final pre-filing checklist

  1. Every claimed line has a prescribed document and a business purpose.
  2. The document details agree with the ledger and the period’s GSTR-2B, or the difference is documented and legally supportable.
  3. Credit notes, amendments and imports have been matched and netted correctly.
  4. Blocked credit and non-business or exempt-use apportionment have been applied.
  5. Reverse-charge liability and credit have been handled in their separate fields and sequence.
  6. Unpaid suppliers have been reviewed for the 180-day rule.
  7. Eligible credit, reversals and ineligible amounts are in the correct current GSTR-3B fields.
  8. The claim is within the Section 16(4) deadline, including the earlier annual-return trigger where applicable.
  9. The filed return has been compared with the ledger and retained with its reconciliation evidence.

Frequently Asked Questions

How do I claim ITC in GST?

Collect the prescribed invoice, debit note, bill of entry or ISD document; reconcile it with the period’s GSTR-2B; test business use, receipt, Section 16 conditions and Section 17 restrictions; account for payment and reversals; then report only the eligible amount in the relevant GSTR-3B Table 4 field. GSTR-2B is not itself filed.

Can I claim ITC if the invoice is not showing in GSTR-2B?

An absent invoice requires investigation. Check the supplier’s filing period, amendments and GSTIN, and ask the supplier to correct reporting where appropriate. Do not create a substitute claim solely from your books; document the issue and obtain transaction-specific advice if the amount is material.

Why is my ITC showing as unavailable in GSTR-2B?

The portal may have identified a specified scenario, including certain supplier or place-of-supply mismatches. Resolve the underlying data or tax issue and reassess eligibility. The unavailable indicator does not cover every possible legal restriction, so also review business use, blocked credit, exempt use and other Section 16 conditions.

Is GSTR-2B proof that my ITC is approved?

No. It is an auto-drafted, static, read-only statement that helps reconciliation. An entry can still be ineligible because of personal or non-business use, exempt supplies, a blocked-credit category, missing evidence, payment conditions or another statutory restriction.

What is the last date to claim GST input tax credit?

The general Section 16(4) limit is 30 November following the end of the financial year to which the invoice or debit note relates, or the date the relevant annual return is furnished, whichever is earlier. Historical provisions and transaction-specific rules may require separate analysis.

How should reverse-charge ITC be reported?

Report the reverse-charge tax liability in the relevant GSTR-3B field and claim corresponding credit only when the transaction qualifies and the required tax payment and other conditions have been met. Keep a separate reverse-charge schedule and follow the current form instructions.

What happens if I do not pay my supplier within 180 days?

The rules provide for reversal or addition to liability and an interest consequence when the value of the supply plus tax is not paid within the specified period, subject to detailed statutory treatment. Track supplier ageing, record the reversal and reclaim only when the rules permit.

Can I edit the auto-populated ITC in GSTR-3B?

The portal permits edits and highlights changes while retaining system-computed values for comparison. Edit only after reconciling source records, GSTR-2B and legal eligibility, and retain a written explanation for each material difference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Claim ITC only after three separate checks agree: the underlying document and business use, the GSTR-2B reconciliation, and the Sections 16 and 17 legal tests. Report the approved amount—not simply the portal total—in GSTR-3B, monitor the 180-day payment rule, and calendar the earlier of 30 November or the relevant annual-return filing date.
