How to claim GST input tax credit on business purchases: eligibility, documents and returns

You can claim GST input tax credit (ITC) on a business purchase only when the purchase, documents, receipt, supplier reporting, payment status and statutory deadlines all support the claim. A GSTIN and an invoice are necessary in many cases, but neither one by itself proves eligibility. Reconcile each document with your books and GSTR-2B, exclude blocked or personal-use amounts, then self-assess and report the eligible balance in GSTR-3B.

This is general guidance under the CGST framework for India. Check the corresponding SGST or UTGST provisions, later amendments and the facts for the GSTIN and tax period involved.

What GST input tax credit means

Input tax credit lets a registered person offset eligible GST paid on purchases against GST payable on taxable outward supplies. Section 16 of the Central Goods and Services Tax Act, 2017 (CGST Act) starts with two requirements: you must be a registered person, and the goods or services must be used, or intended to be used, in the course or furtherance of business.

ITC is not a cash refund for every tax invoice. The claim remains subject to the document, receipt, supplier-tax, return, payment, apportionment, blocked-credit and time-limit rules. GST Portal data is an important reconciliation aid, but the registered recipient remains responsible for deciding whether the credit is legally available.

Eligibility: the decision you should make for every purchase

1. Confirm the claimant and the business purpose

The claimant must be the registered person to whom the supply is made. The GSTIN on the document should correspond to that registration and the purchase should support the business carried on under it.

Business purpose is tested from the actual use or intended use. Inventory for resale, inputs consumed in manufacturing, professional services used in operations and equipment used in the business can qualify if the other conditions are met. A personal purchase does not become eligible merely because it was paid from a business bank account or invoiced to the business.

2. Separate mixed-use purchases

When an item serves both business and non-business purposes, claim only the attributable business portion under the apportionment rules. Maintain a reasonable allocation method, such as usage records, floor area, mileage or user logs, that can be explained from the facts. Do not claim the full tax first and hope to correct it later unless your working papers clearly calculate the required restriction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Supplies used for exempt activities may also require proportionate restriction. Section 17 contains the apportionment framework and a list of blocked credits. The current statute and rules must be checked for the exact expense category; a business-related invoice is not automatically creditable.

3. Check the prescribed document

You must possess a prescribed tax document with the required particulars. The CGST Rules identify, among others, a supplier tax invoice under section 31, a specified invoice subject to tax payment, a debit note, an import bill of entry or prescribed equivalent, and an Input Service Distributor (ISD) document. Missing GSTINs, incorrect tax amounts, an unidentifiable supplier or other defects can prevent or delay a claim until corrected.

4. Establish receipt of goods or services

Section 16 requires receipt of the goods or services. Keep delivery evidence, a goods-received note, service-completion acceptance, work records, transport documents or another record that matches the transaction. An invoice dated before actual receipt is not, by itself, proof that the statutory receipt condition has been met.

5. Consider tax payment and return conditions

The supplier-side tax and return conditions in section 16(2) matter. A document appearing in a system statement is not a waiver of those legal conditions. Review supplier filing status where a discrepancy or compliance risk is material, and retain your follow-up evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Documents and records to retain

The following set gives your accounting file enough context to support the claim, a later reconciliation and any adjustment:

  • Prescribed tax document: GST tax invoice, debit note, import bill of entry or applicable ISD document, with the required particulars.
  • Commercial evidence: purchase order, contract, quotation and correspondence showing what was ordered and for which business activity.
  • Receipt evidence: goods-received note, delivery challan, transport record, stock entry, installation certificate, timesheet, milestone approval or other proof that the service or goods were received.
  • Payment evidence: bank statement, payment voucher and supplier ledger. Use these to monitor the 180-day supplier-payment condition.
  • Books and reconciliation: purchase register, input-tax ledger, supplier account, credit-note log and a monthly comparison to GSTR-2B.
  • Return work papers: the calculation supporting each GSTR-3B figure, including business-use apportionment, blocked-credit exclusions and reversals.
  • Deadline calendar: section 16(4) cut-off, Rule 37A review dates, supplier-payment follow-up and any annual-return filing date that can affect the claim.

Which documents can support ITC?

Transaction Primary document Checks before claiming
Domestic purchase of goods or services Tax invoice issued under section 31 Correct recipient GSTIN, supplier details, tax breakup, description, date and evidence of receipt
Price or tax adjustment Debit note (or related original invoice) Link the debit note to the original supply and verify that the increased tax is validly reported
Import of goods Bill of entry or prescribed equivalent Match importer GSTIN, customs data and import IGST; retain customs and receipt records
ISD-distributed service credit ISD document Confirm the distribution is made under the ISD rules and allocated to the correct GST registration
Other prescribed cases Document specified by the CGST Rules Check the rule applicable to that supply instead of substituting an informal bill

For imports, the GST Portal states that GSTR-2B receives import information from ICEGATE, while also noting that some import information may not appear in the statement. The bill of entry and customs records therefore remain essential even when the import line is absent from GSTR-2B.

How to use GSTR-2B without treating it as approval

GSTR-2B is a read-only, auto-drafted ITC statement generated from supplier returns, ISD filings and import data. You cannot edit it. It is designed to help you compare reported documents with your purchase records and identify credit that may be relevant to GSTR-3B.

The GST Portal describes a monthly GSTR-2B generation date of the 14th of the succeeding month and also describes a quarterly schedule. The examples in the portal FAQ are historical, and portal operations can change. Verify the schedule shown for your current tax period before closing the books or filing a return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The portal’s own qualification is important: taxpayers may avail ITC based on the credit indicated in GSTR-2B “as per availability/ eligibility of ITC.” It also warns that other legal provisions can make credit unavailable even when the statement does not flag it. A clean GSTR-2B entry is therefore evidence to investigate, not a conclusive entitlement.

Reconcile line by line

Compare the GSTR-2B record with the purchase register and source document for:

  • supplier GSTIN and legal name;
  • invoice or debit-note number and date;
  • taxable value and each tax component;
  • place-of-supply information where relevant;
  • credit notes, amendments and cancellations;
  • duplicate entries; and
  • import records and bill-of-entry details.

Classify each difference as missing, duplicated, amended, wrongly attributed, ineligible or awaiting supplier action. Ask the supplier to correct an omission or error through the appropriate return. Keep the correspondence and the eventual correction in your file. The portal specifically cautions that no document should be credited twice.

Invoice Management System (IMS)

The GST Portal FAQ says the Invoice Management System launched on 1 October 2024 and that recipient actions became available from 14 October 2024. IMS can allow recipients to accept, reject or keep certain supplier records pending, supporting more controlled reconciliation. The interface and applicable record rules are operational matters that can change, so confirm the current portal instructions before relying on a particular button sequence or assuming that an action alone determines legal eligibility.

Step-by-step process for claiming ITC in GSTR-3B

  1. Identify the claimant and purpose. Confirm that the GSTIN receiving the supply is registered and document how the purchase furthers taxable business activity.
  2. Collect the prescribed document. Obtain the invoice, debit note, bill of entry or ISD document and check all required particulars before posting the tax to an input ledger.
  3. Record receipt. Match the invoice to delivery, stock, service acceptance or completion evidence. Resolve quantity, date and quality disputes before treating the supply as received.
  4. Screen legal restrictions. Remove personal-use, non-business, exempt-use and section 17 blocked-credit amounts. Apply the appropriate apportionment calculation for mixed use.
  5. Reconcile with GSTR-2B. Compare the document and tax values, investigate missing or amended lines, and check import information independently against customs records.
  6. Check supplier and payment conditions. Review relevant supplier filing information and monitor whether the value and tax are paid to the supplier within 180 days for supplies covered by that condition.
  7. Calculate the claim. Prepare a period-wise schedule showing gross tax, eligible tax, permanent exclusions, temporary reversals and any re-availment. Remove duplicates and document differences from the auto-drafted statement.
  8. File GSTR-3B. Enter the eligible credit in the relevant ITC table, report reversals in the applicable reversal fields and use the current return instructions for table mapping. GSTR-2B figures may auto-populate or provide a reference, but you must correct them where the legal result differs.
  9. Archive evidence. Save the filed return, workings, GSTR-2B download, reconciliation exceptions, supplier communications and payment follow-up with the accounting period.

Where the credit appears in GSTR-3B

The GST Portal FAQ describes Table 4(A) as the area for eligible classes of ITC and Table 4(D)(2) as including certain section 16(4) and place-of-supply restricted amounts. Labels, auto-population and mappings can be revised. At filing time, use the current GSTR-3B instructions and classify each amount according to the law, not simply according to the number suggested by the portal.

Do not report an ineligible line as eligible merely because it is present in GSTR-2B. Conversely, do not discard a valid import or other credit solely because a system line is missing; use the prescribed document and the applicable legal conditions to determine the treatment.

Deadlines and reversal triggers

Rule or event What it requires Timing or consequence
Section 16(4) general time limit Take ITC on an invoice or debit note no later than the statutory cut-off 30 November following the end of the relevant financial year, or the date of filing the relevant annual return, whichever is earlier
Section 16(5) and 16(6) relief Retrospective relief for specified cases introduced by the Finance (No. 2) Act, 2024 Applies only to the periods and circumstances covered by the Act and CBIC Circular 237/31/2024-GST dated 15 October 2024; it is not a general waiver of late claims
Rule 37A supplier non-filing Supplier furnished invoice details but did not file the corresponding GSTR-3B in the specified case Supplier filing status is assessed by 30 September following the financial year; recipient reverses by 30 November following that year, with re-availment when the supplier later files as permitted by the rule
Section 16(2) payment condition Pay the supplier the value and tax for relevant non-reverse-charge supplies If unpaid for 180 days, add the related credit to output-tax liability with interest in the prescribed manner; re-availment is allowed on payment under the statutory terms
Other restrictions Blocked credit, personal or exempt use, wrong place-of-supply treatment or other statutory disallowance Restrict or reverse according to the applicable Act and Rules, even if GSTR-2B does not flag the item

The 30 November date is a legal deadline, not a portal convenience. Build the annual-return filing date and any covered retrospective relief into the calculation for the specific financial year. Because the CGST Act and Rules are amended periodically, confirm the current text before relying on an older calendar or a historical FAQ example.

Two reversals that are often confused

Supplier has not filed the corresponding return

Rule 37A addresses a specified situation in which the supplier has furnished invoice details but has not filed the corresponding GSTR-3B by 30 September following the financial year. The recipient must reverse the credit by 30 November following that year. When the supplier subsequently files, the rule provides for re-availment. Check the actual supplier filing status and the current rule before posting either entry; the rule is distinct from the 180-day payment condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You have not paid the supplier within 180 days

Section 16(2) contains a separate payment condition for relevant non-reverse-charge supplies. If the value and tax remain unpaid to the supplier for 180 days, add the related credit to output-tax liability with interest in the prescribed manner. Once payment is made, the credit may be availed again under the statutory terms. Track invoice-level due dates in the supplier ledger rather than relying on a year-end reminder.

Examples of the eligibility decision

Situation Likely treatment Reasoning and evidence
Equipment used entirely in taxable business operations, with a valid invoice and receipt record Potentially eligible, subject to all other conditions Business use, prescribed document and receipt are supported; still check blocked-credit rules, supplier reporting and deadlines
Mobile phone used 70% for business and 30% personally Restrict to the business portion Document the allocation method and retain usage evidence; apply any further statutory restriction
Invoice appears in GSTR-2B but relates to an expense on the blocked-credit list Do not claim the blocked amount System appearance does not override section 17 or another statutory restriction
Valid import bill of entry is held but the line is missing from GSTR-2B Investigate and use the prescribed import records for the assessment Portal guidance notes that some import information may not be available in GSTR-2B; verify customs data and all conditions
Supplier invoice is in the books but absent from GSTR-2B Hold or resolve before claiming unless your legal analysis supports another treatment Ask the supplier to report or correct it, check the current rules and document the decision; do not duplicate a later corrected line

Practical reconciliation checklist

  • Download and preserve the GSTR-2B for each tax period used in the working papers.
  • Match every claimed invoice or debit note to the purchase ledger and original document.
  • Investigate missing, duplicate, amended and credit-note entries before filing.
  • Check GSTIN, invoice number, date, taxable value, tax amount and place-of-supply fields.
  • Separate taxable, exempt, personal-use and mixed-use activity and retain the allocation calculation.
  • Review section 17 blocked-credit categories relevant to the expense.
  • For imports, reconcile the bill of entry and IGST with customs records, even if GSTR-2B is blank.
  • Monitor supplier filing status for Rule 37A and record the 30 September and 30 November review dates where applicable.
  • Run an invoice-level 180-day payment report and post any required reversal with interest.
  • Compare the final GSTR-3B figures to the reconciliation and explain every difference from auto-populated values.
  • Set alerts for the section 16(4) cut-off and the earlier annual-return filing date.

Common problems and how to resolve them

“The invoice is in GSTR-2B, so I claimed it, but it was later found to be blocked.”

Reverse the ineligible amount in the applicable GSTR-3B field, correct the ledger and retain the legal analysis. Add a preventive review of section 17 categories to the purchase-approval workflow.

“The supplier corrected a missing invoice and it appears twice.”

Trace the original and amended records, retain one valid claim and mark the duplicate as excluded. The portal expressly cautions against crediting the same document twice.

“The supplier has not filed its return.”

Check whether the facts fall within Rule 37A, note the relevant 30 September and 30 November dates, reverse when required and monitor for re-availment after the supplier files. Do not confuse this review with the separate 180-day payment test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The tax was not paid to the supplier for 180 days.”

Use the supplier ledger and payment evidence to calculate the affected credit, add it to output-tax liability with interest in the prescribed manner, and record the conditions for re-availment after payment.

“The portal amount does not match my books.”

Classify the difference as timing, amendment, duplicate, import-data gap, wrong GSTIN, ineligible expense or supplier omission. Correct the source records or obtain supplier action where appropriate, then document why the filed figure differs from GSTR-2B.

When professional review is sensible

Obtain advice from a chartered accountant or GST practitioner when the expense falls near a blocked-credit category, several registrations share a cost, imports are not matching, a missed deadline may involve section 16(5) or 16(6), a Rule 37A reversal is disputed, or a large 180-day reversal is required. The adviser should review the actual GSTIN, documents, receipt evidence, business use, supplier filings, payments and financial year rather than relying on an auto-drafted statement alone.
